    The Opportunity

    Roche Diagnostics Africa is seeking a Policy and Government Affairs Partner to shape and influence policy implementation across the continent through support of affiliate teams. The role would be based on the African continent for consistent engagement with regional and/or local stakeholders who have regional influence and to enable travel to countries across the continent as needed.  This role has both strategic and tactical elements to support initiatives that span multiple countries and for linkage at the regional level. This role is about the “how” and the “what” in regional health policy. You will focus on health policy and government affairs topics across the African continent.  

    The successful incumbent will serve as a point of contact for health policy for Africa to regional intergovernmental organisations and related local agencies/NGOs. You will engage with regional level stakeholders, provide insights into African regional health priorities and policy agendas and provide support for the local affiliate policy teams. This will be done within the context of the Healthcare Access Chapter, in delivering the Roche Diagnostics 10 Years Africa Strategy, and a team effort together with other policy roles in the organisation.

    You will bring insights into the political and economic healthcare ecosystem for key regions on the African continent, build strong relationships with regional or national stakeholders that influence across multiple countries and advocate for patient access to healthcare no matter where they live.  

    Key Challenges:

    Build a deep understanding of the health ecosystems across the African continent to set policy agenda priorities including the environments, institutional and political landscapes with emphasis on key priority countries of the Africa Strategy. 
    Actively engage and build relationships with political stakeholders and key influencers of health policy agendas at regional and national levels in coordination with global health policy leads, EEMEA-LATAM policy teams and the Africa Healthcare Access Chapter to enable removal of barriers and bring key disease area and health topics to the priority agenda for rapid, broad and sustainable access to Roche innovations for patients.
    Conduct research, analyse current healthcare policies, evaluate the effects of proposed legislation, and report on findings within the Healthcare Access Chapter, EMEA LATAM region and Area Africa to identify unmet needs and opportunities.
    Influence political and social events to increase voice around healthcare issues related to key business initiatives under the strategic initiatives of Roche in Africa both internally and externally.
    Build supporting tools and knowledge resources (e.g. best practice) for implementation of policy agenda at local levels that deliver clear, evidence-based and compelling positions for governments and key influencers including monitoring and evaluation metrics to track momentum for access and lessons learned and communication mechanisms (e.g. communities of practice).
    Support affiliate access, policy and commercial teams in local activities to minimise gaps/hurdles to access in support of health system strengthening initiatives and public private partnerships.  Such projects include Global Access Program, Africa Breast Cancer Ambition (ABCA), Women’s Health, UHC, NCDs and local affiliate pilot projects for access. 

    Who you Are:

    Required: A degree in Science or the Social Sciences.
    Highly desirable: Master Degree in Policy, Health Economics or Health Financing.
    Significant experience in the pharmaceutical or health / medical device / laboratory industry with experience relating to market access, government affairs and health policy. Experience in multiple markets is an advantage.
    Fluency in Written and Spoken English is mandatory. Ability to read and speak French is an advantage

    Job Purpose:

    The Clinical Pharmacist (Oncology) job exists to provide comprehensive medication management services within the cancer care continuum. As an integral part of the oncology team, the Clinical Pharmacist (Oncology) advocates for patient safety, reduces medication-related problems, and ensures evidence-based, safe, efficient, and cost-effective care for cancer patients.

    Duties and Responsibilities

    Attend doctors’ rounds in the oncology wards consulting with the physicians and other health care providers in selecting the medication therapy that best meets the patient’s needs and contributes effectively to the overall therapy goals;
    Conduct medication reviews and develop effective medication plans that minimize the risk of adverse side-effects;
    To offer drug information to consultants, physicians, nurses, and other health care providers of the Hospital;
    To participate in the review and update of the KUTRRH Formulary to enable optimal drug usage;
    To serve as an active member and to give professional advice to Antibiotic Stewardship, Medicines and Therapeutic, Infection Control, and other Advisory Committees as appropriate;
    Develop clinical pharmacy practice programs according to policies and regulations;
    Conduct regular clinical audits and other improvement activities;
    Prevent, detect, resolve and document medication errors and make appropriate evidence-based, patient-centered medication therapy recommendations as part of the interdisciplinary team;

    Qualifications and Requirements

    Bachelor of Pharmacy from a recognized institution.
    Master’s Degree in Clinical Pharmacy from a recognized institution.
    At least eight (8) years’ work experience out of which at least three (3) years’ must have been served as a Pharmacist, preferably in the area of Cancer Care.
    Registered with the Pharmacy & Poisons Board.
    Valid practice license.
    Professional Insurance indemnity cover.
    Experience with an online prescription system is an added advantage.
    Management course lasting not less than four (4) weeks from a recognized institution.

    Job Purpose

    To oversee people’s management, inventory management and general warehouse operations.  To link Pharma warehouse and PSCMD by ensuring a cohesive ambient work environment thus providing optimal stock and inventory control mechanisms in line with policies and procedures of the department and institution at large.

    Key responsibilities

    Medication Management & Use Indicators and Inventory oversight
    Ensure availability of critical and essential medicines in the hospital.
    Monitor supplier pending orders and out of stock items, advise users on alternatives available, look up alternatives using the reference material LEXICOMP and on retained products from the PPB portal and advise PSCMD.
    Ensuring that there are adequate buffer stocks of DDA in the pharmacy and that they are received from the suppliers according to policy and immediately dispatched to the pharmacist at the main pharmacy.
    Working with the chemo pharmacy to ensure regular supply of cytotoxic drugs and following up the special chemo orders with a Leadtime.
    Informing users on the new additions to the formulary and ensuring supply.
    Submit report of fast moving and slow-moving items, dead stock to the chief pharmacist for review and action. Initiate return of slow-moving items back to the vendor.
    Compile reports of out of stock and back in stock items and submit to the manager PSCMD.
    Oversee incineration of expired drugs according to the hospital policy.
    Observing IPSG 3- storage of high alert medication in the stores and ensuring that all the look alike, sound alike and HAMS drugs are properly labelled before leaving the pharmacy stores.
    Monitoring of short expiry, and timely return to vendor and removal of expired drugs as per laid down procedures.

    Administration

    Oversee team operations, by ensuring all assigned tasks are performed to the required standard.
    Oversee that the store adheres to the required storage conditions i.e. room and cold storage temperatures;
    Goods are arranged for FIFO (first in first out), FEFO (first expiry first out)
    Goods are stacked as per instructions from the manufacturer.
    Temperature is monitored and recorded twice daily
    Procedure for storage and handling of hazardous materials is adhered to.
    Receiving medications from vendors and stacking of the same as per laid down policies
    Accurate issuance of medications to pharmacy satellites

    Quality Control

    Ensure drugs supplied adhere to internal/external regulatory bodies for instance PPB
    Ensure JCIA standards are maintained and adhered to.
    Prompt update of GRN’S
    Regular random stock counts done and records maintained
    Expiries and short expiries are closely monitored
    Conduct weekly random spot check on inventory at pharmacy stores, more so on stocks highly susceptible to variance
    Ensure that expired items are disposed as per policy

    Coordination and reporting

    Ensure stores operations are within stipulated time.
    As and when required, improve processes within the warehouse to ensure smooth operation and safe handling of stocks and inventory.
    Coordinate quarterly stock take and monitor stock reconciliation for internal satellites and outreach central store
    Ensure both PSCMD and Pharmaceutical matters are pre informed for prompt action and if need be escalated to the chief pharmacist/managers

     
    Qualifications and skills required

    Diploma in Pharmaceutical Technology.
    Bachelor’s degree/Diploma in Purchasing and Supply Chain Management or a related field will be an added advantage.
