    Overview of the pjoject
    Kenya has the largest economy in East Africa and the third largest in sub-Saharan Africa.[1] Agriculture and mining are big drivers of Kenya’s economy- agriculture provides a livelihood for most Kenyan people.
    Despite it’s potential, Kenya has disproportionate levels of poverty, 82 per cent of the population works in the informal sector. Profitable operations are often owned and controlled by a few individuals and big companies, who dominate policy processes to protect their own interests. Rural communities, already struggling against a changing climate, lack voice and power to defend their land and benefit from (global) trade and value chains – either through increased national state revenues being reinvested in rural livelihoods or better jobs incomes for communities in mining and agriculture.
    FAIR for ALL aims to achieve fundamental, systemic change through a paradigm shift in the roles of the state and the market. This means moving away from the dominance of the market and towards more responsive and responsible states, citizens, companies, and investors. It requires challenging vested interests, tackling power imbalances and helping to build new economic models and principles that put people and the planet before profit.
    The project seeks to ensure that communities (with a key focus on grassroot women) from Taita Taveta, Turkana and Kwale counties where gemstones, gold and mineral sands respectively are mined, fully benefit from the sector’s value chain and have the space to meaningfully engage private sector and government in securing benefits from these resources.
    Activities will be based on strengthening the capacity of communities and Civil Society Organizations (CSOs) to meaningfully engage private sector players in the mining sector and holding the government to account on the governance of the sector, revenue raising, allocation and utilization as well as maximize their public engagement in realization of their rights throughout the value chain. This also entails considering land, human rights and environmental issues throughout the value chain.
    The Role
    The specific objectives of the baseline study are:

    To provide a situational analysis of the current status and dynamics of artisanal mining value chains, practices, policies /frameworks, influential stakeholders and status of the civic space.
    To establish benchmark on key outcome indicators for comparison and analysis upon program completion.
    To assess the current capacities of CSOs, women miners, youth, and men in relation to their;

                   (a)  Perceptions, attitudes, behaviors, practices and influencing skills,
                   (b)  thematic knowledge – specifically on trade, fiscal and value chain regulations, and mining rights,

    Organizational operational capacities in relation to Oxfam policies including integrity, safeguarding and capacity assessments and its civic space monitoring tool.

    What we are looking for
    The desired specification and qualities of the consultant(s) are as hereunder:

    At least a master’s degree in Social Sciences (A PhD in Environmental and Natural Resources would be an added advantage) for the lead consultant and a minimum of bachelor’s degree on the relevant academic areas for research assistants.
    In-depth knowledge and experience on using participatory research methods (household survey, key informant interviews and focus group discussions).
    High quality skills and demonstrated experience in similar baseline study, particularly on gender and/or women’s rights.
    Demonstrated understanding of constitutional and policy environment, national strategies and programs, county integrated development plans and strategies, and women’s economic empowerment.
    Familiarity with feminist approaches to women economic empowerment.
    Familiarity with the targeted county context.
    Strong analytical, communication and report writing skills.
    Good spoken and written communication skills in Kiswahili and English.
    Proven experience of using participatory methods for data collection and analysis in programme evaluation.
    An added advantage if they have experience in Gender and Extractives.

    Organizational Background 
    The Pastoralist Community Initiative and Development Assistance (PACIDA) is a regional NGO committed to linking emergency, rehabilitation and development in pursue of sustainable community development. PACIDA works with marginalized pastoralist and agro-pastoralist populations in the arid and semi-arid areas in Kenya and Southern Ethiopia to end poverty and hunger and provide sustainable durable solutions to the challenges affecting the vulnerable communities.     Our interventions seek to cover the multiple aspects of humanitarian and development through a contextualized multidisciplinary approach. Adopting a community-based approach, PACIDA works towards ensuring that the poorest and most vulnerable communities have access to the fundamental rights of life, including but not limited to Water, Sanitation and Hygiene (WaSH), Sustainable Livelihoods, Peace and Governance, Education, Health and Nutrition and Disaster Risk Reduction and Climate Change and Adaptations. 
    In order to fulfill its mandate, PACIDA is looking for professionally confident, self-motivated, experienced and committed team player to fill the position of Monitoring, Evaluation, Accountability and Learning Officer to be based in Marsabit. We seek an innovative MEAL Officer with a deep understanding of Monitoring, Evaluation and Learning (MEL) and Collaborative Learning and Adaptive (CLA) to join our team. S/he will develop and refine PACIDA project-based MEL Plans, lead development and implementation of effective monitoring and evaluation processes, and establish a data quality management strategy. S/he will provide support to PACIDA’s rigorous field-based monitoring and evaluation activities including digital data collection and analysis for baselines and endlines in addition to the design and implementation. The MEAL Officer is expected to support the project team in seeking out innovations and best practice methodologies that will strengthen the quality, design, and metrics and of PACIDA M&E activities that will provide inputs for program learning and improvements, contribute to the global evidence base for graduation, inform future project design, and underpin quality donor reporting.
    The ideal candidate is a data-driven, analytical, detail-oriented individual with experience in M&E, conducting field assessments and household surveys. He or she is both hands-on and able to do project design, planning, project management, and analysis. Based in Marsabit and reporting to the Programme and Partnerships Director, the incumbent’s duties and responsibilities will include but not limited to:
    Monitoring and Evaluation

    Support the development of a comprehensive monitoring and evaluation plan across the organization and ensure delivery against the plan in PACIDA’s programmatic areas.
    Develop a comprehensive reporting framework targeted at different internal and external audiences and develop regular reports to guide management decision-making.
    Develop and implement Monitoring, Evaluation and Learning plans for all projects
    Conduct data collection activities, including coordination of enumerator training, as well as the design and implementation of quantitative and qualitative surveys, impact assessments and longevity studies.
    Spearhead the development of the capacity of staff to understand and reflect on data and the use of monitoring and evaluation tools to support learning and adaptive management.
    Build evidence of impact of PACIDA’s graduation model through collaborating with research bodies to carry out successful targeted research and analysis towards PACIDA’s influence and government adoption goals.
    Provide support in reporting on periodic evaluations both internally and with external consultants of PACIDA’s innovations and interventions and their contribution to increasing impact per dollar, and achieving Kenya government’s strategies and plans
    Writing up of monitoring and evaluation reports
    Promote a culture of data demand and use within PACIDA
    Support documentation and dissemination of generated research, analysis and learning internally and externally.
    Support implementation of quality management systems and track quality metrics.
    Generate data reports, and recommend ways to improve data quality to ensure accuracy and quality service delivery.
    Support the review and development of strategies, tools and processes for ongoing data quality assurance (DQA) processes.
    Continual assessment of quality of program delivery and data by managing ongoing field surveys, and analysis of collected data.
    Organize and support quarterly reflection and training meetings to ensure continuous learning and improvement of PACIDA’s data collection tools and methodologies.
    Lead and strengthen quality control of our data to assure the integrity of data for analysis, tracking, and validation.
    Key Performance Metrics include:
    MEL Plans developed and implemented for all PACIDA projects
    Monthly monitoring and survey data generated through Performance Insights are accurate, reliable, complete, timely and valid
    Periodic and ad hoc surveys and studies are high quality and delivered on time.
    Any other duties that may be assigned by the M & E Manager.

      
    Required Profile:

    A degree in disaster management, community development and project management, development studies or social science from a recognized institution. Masters’ degree in a related field is an added advantage.
    At least five years’ experience in national/ international NGO, two of which must be in a management position. 
    At least four years of involvement in the community work; mobilizing, counselling and monitoring and evaluation with strong NGO background. 
    Possess skills in Project monitoring and evaluation (M&E), Reporting, Business strategy, Quality management, Data collection, Data analysis
    Excellent written and verbal communication skills 
    Ability to offer strategic advice on programming
    Experience in cross-border programming desirable
    Flexible and ability to work under pressure in emergency situations. 
    Strong commitment to the organization’s mission, vision and strategies 
    Ability to manage time, multitask and prioritize
    Excellent computer skills in Microsoft Excel, Word, PowerPoint, Outlook, Internet, etc.
    English & Kiswahili fluency are minimum requirements.

    Your contribution
    The Manager of BDS will provide leadership in building strategies for a sustainable and robust market and ensure an effective intersection of product offering, sales and marketing approaches, and an efficient delivery system. In addition, they will provide mentoring and business advice, such as training, marketing assistance, introducing innovative technology, and facilitating access to financing options to help small businesses improve their performance. The Manager of BDS will also support institutionalizing such mentoring and coaching services in the local consulting sector or vocational colleges.     What are we looking for?

    This post is located in the Ozone Secretariat, at the Nairobi duty station. Under the direct supervision of the Executive Secretary, the incumbent will be responsible for the following functions:
    Responsibilities

    Take an active part in the management team of the Ozone Secretariat to ensure the full implementation of the objectives of the Vienna Convention and Montreal Protocol (the Ozone Treaties) and that its actions are effective, efficient, on time and according to the request of the Parties;
    Provide advice and information to the Executive Secretary, and in his absence, to the Executive Director of UNEP, to Governments, organizations and individuals, on policies, the implementation and the status of the protection of the ozone layer;
    Monitor the implementation of the Convention and the Protocol and the status of compliance of the Parties, through the information and data submitted by the Parties regarding their actions to phase-out Ozone-Depleting Substances (ODSs); ensure that the information and data submitted meet the provisions of the Convention, the Protocol and their decisions; and analyze the impact of the actions reported by the Parties on the protection of the Ozone Layer;
    Promote the Vienna Convention, the Montreal Protocol and the awareness of the issue of protecting the ozone layer in the Media and on the Internet;
    Provide advice to Governments, UNEP and other UN Organizations, Non-Government Organizations and interested individuals on the implementation of the provisions of the Vienna Convention, the Montreal Protocol and on the decisions of the meetings of the Parties and their bodies, under the direction of the Executive Secretary;
    Facilitate as necessary the Assessment Process of the Ozone Layer, consisting of Panels on Scientific Assessment (SAP), Environmental Effects Assessment (EEAP) and Technology and Economic Assessment (TEAP), as well as the six Technical Options Committees (TOC) of the TEAP;
    Liaise and closely coordinate with the Multilateral Fund Secretariat and the Implementing Agencies of the Fund on issues regarding compliance of Parties from developing countries (Article 5 Parties);
    Perform the duties of the Executive Secretary in her absence.

    Education
    Advanced university degree, preferably with specialization in environmental sciences, economics or law is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Work Experience
    At minimum of fifteen (15) years of progressively responsible work experience in environmental protection, of which, at least ten (10) years should have been spent in implementing multilateral environmental agreements is required.
    Work experience with ozone layer protection, climate change or other atmosphere related issues is required. Extensive experience and proven record in managing staff and resources of the office is desirable
    Languages
    English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations language is an added advantage.

    NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Job Summary 
    The Continuous Quality Improvement (CQI) Specialist will collaborate with the county and subcounty Health Management Teams, to integrate quality improvement principles and practices in all aspects of health programming in adherence to the Kenya Quality Model for Health (KQMH) and Kenya HIV Quality Improvement Framework (KHQIF) for improved health service delivery. The CQI Specialist will establish/strengthen quality improvement teams functions at county, subcounty and facility level 
    Roles and Responsibilities 

    Oversee the establishment of strong quality improvement teams at all levels in the counties including strong county QI technical working groups.
    Provide mentorship and capacity building to county and subcounty QI focal leads enhancing their capacities to support strong facility QI teams through training on KQMH and KHQIF.
    Review QI activities as reported by the county and sub-county teams routinely and provide technical support on CQI models for health care delivery improvement including use of Plan Do Study and Act Improvement methods.
    Co-ordinate documentation of QI projects for dissemination and sharing of best practices.
    Mentor facility CQI teams to build local capacity on CQI activities together in collaboration with subcounty and county QI lead.
    Assist the facility CQI teams to abstract data after every improvement cycle to analyze the findings and recommend subsequent measures necessary to achieve set objectives. 
    Translate the project-supported package of service delivery interventions into service-level standards or operating procedures consistent with national guidelines and policies.
    Review, analyze, and assess service delivery data and reports for compliance with set quality standards.
    Identify quality areas in need of performance improvement and support the implementation of the models for change.
    Review of monthly/quarterly reports from supported health facilities and sites and providing immediate technical guidance and recommendations related to tracked indicators and outcomes. 
    Participate in the dissemination of best practices to county, sub-county, and facility teams and facilitate the facility-wide adoption of CQI practices across key service delivery interventions. 
    Enhance the adoption of facility and county CQI dashboards for robust monitoring of health indicators 

    Required Qualifications 

    Bachelor’s degree in Clinical Medicine, Nursing or Public Health.
    Master’s degree will an added advantage.
    At least five years of clinical hands-on experience providing integrated HIV services to diverse patients in a large program-linked facility or very busy clinical practice. 
    Training in and experience implementing quality improvement models in the health sector.
    Understanding of the Kenya Quality Model for Health (KQMH) and Kenya HIV Quality Improvement Framework (KHQIF).
    Computer literate and competent in the use of ICT resources.

    ThinkWell seeks a qualified candidate to serve as the Chief of Party (COP) for the anticipated five-year (2022-2027) United States Agency for International Development (USAID)-funded Health Systems Strengthening (HSS) Activity. The HSS Activity will work in partnership with the Ministry of Health (MOH), counties, and non-state actors to strengthen health systems governance, partnerships and coordination, financing, and accountability systems for quality health service provision to underserved and vulnerable populations of Kenya.
    The COP is responsible for ensuring successful implementation of activities, monitoring, evaluation, and learning for the HSS Activity. The COP brings substantial technical and operational expertise to support the HSS Activity design and execution, recruits and builds technical talent within the firm, and supervises technical project staff. The COP brings experience in managing USAID contracts for technical assistance in the Kenyan health sector and has strong managerial and coordination skills. The COP has extensive experience building relationships with senior government officials, donors, and other stakeholders.

    What you’ll do
    Project Leadership

    Lead HSS Activity strategy and execution in country, ensuring timely and effective delivery of project objectives.

    Provide technical leadership and strategic direction to the HSS Activity; ensuring programmatic and financial integrity to attain the goals, objectives, and targets in compliance with USAID requirements.
    Coordinate effective implementation of the HSS Activity, including the development of annual work plans and budgets, implementation of activities, submission of deliverables and required reports, and leading quarterly program reviews.
    Ensure production of high-quality outputs for the HSS Activity. Provide written input into technical documents, project status reports, blogs and articles for publication and dissemination on ThinkWell’s website, external sites, and at conferences.
    Oversee monitoring, evaluation, research and learning function, staff, and output.
    Serve as the primary point of contact for USAID for day-to-day HSS Activity management and reporting.
    Collaborate with other ThinkWell programs to ensure programming aligns with the organizations mission and vision, and that program best practices and lessons learned are shared for wide dissemination.
    Ensure project compliance with USAID operational policies and regulations and the terms of the award.

    Your position 
    The Marine Spatial Planning (MSP) Coordinator Kenya would work to support development and implementation of Africa Ocean Protection and Resilience Strategy. The MSP Coordinator will be part of the implementation team that oversees the new project: “Strengthening the Blue Economy of the WIO through integration of ecosystem services and effective biodiversity conservation” including all aspects of protection, science, stewardship and community relations. The 5-year German government funded project is the focus of this new role, which will be a 2-year initial contract position with possibility of renewal, depending on funding arrangements. This position will report to the Project Manager – WIO Blue Economy, and work closely with TNC’s Africa Fisheries Team, Africa Oceans Strategy Director and Global Oceans Team. The position will be based at TNC’s office in Mombasa, Kenya
    Essential functions
    The Marine Spatial Planning Coordinator (Kenya) will mainly support development of the Stakeholder Engagement Strategy of the MSP with the government of Kenya (GoK), creation of a National MSP Framework with GoK, completion of a Strategic Environmental Assessment and development of a Zoning Plan. The Marine Spatial Planning Coordinator will play a key role in the preparatory stages of marine spatial planning and supporting coordination of the implementation of the MSP project in Kenya. They will support development of a marine spatial plan and fisheries management goals for Kenyan chapter. They will provide the IKI WIO Blue Economy Project and World Bank-funded KEMSFED Projects, the Kenya MSP Coordinating team and government agencies with technical advice on the development of a science-based MSP for Kenya.
    The Marine Spatial Planning Coordinator (Kenya) will also provide technical and scientific support on some elements of TNC’s Africa Fisheries Strategy in the application of FishPath to the Lobster and Octopus Fisheries for improved fishery management. The position will apply a diversified knowledge of fisheries-related scientific principles and practices to a broad variety of assignments, from research, analysis and writing, capacity building, and coordination and management support of specific projects.
    Responsibilities and scope

    Coordinate, monitor and review the implementation of the MSP project following the and workplan.
    Ensure effective coordination with stakeholders/ project implementing partners to ensure smooth implementation of assigned activities
    Provide relevant technical support to the MSP Coordination Team and other relevant MSP stakeholders throughout the process
    Assisting to build technical and management capacity in support of Kenya’s Marine Spatial Planning
    Elaboration and implementation of a Marine Spatial Planning approach with the objective of improving and implementing effective decision-making for activities within MSP.
    Facilitate, engage and support the relevant Government and non-governmental MSP stakeholders and MSP Coordination and Technical Working Groups to ensure they provide the necessary MSP process contributions in the required time and quality
    Liaise and work with other stakeholders, experts, TNC teams, CSIRO, IKI WIO Blue Economy Project and KEMSFED Project structures as required in and for the process.
    Process and compile all contributions provided by internal and external stakeholders to ensure effective plan development
    Support the design, prepare, implement, and evaluate MSP workshops, meetings and events.
    Support knowledge management, monitoring and evaluation and reporting of MSP process.
    Participating in and helping organize and manage various workshops for application of FishPath approach to priority fisheries in collaboration with other TNC members, CSIRO, Government Agencies, CSOs and fisher communities.
    Support development of a Fishery Improvement Project (FIP) for Kenya’s Octopus fishery eying a future export fishery that could be certified.
    Providing relevant assistance on fisheries including supporting working groups on data-limited stock assessment methods, harvest strategy development, use of FishPath and development of an action plan for octopus FIP.
    May involve working in variable weather conditions, at remote locations, on difficult and hazardous terrain, and under physically demanding circumstances.
    Maintain all information and prepare technical progress reports
    May involve frequent travel domestically and/or internationally, evening and weekend hours.  
    May help develop and manage work plans and large project budgets.

    Minimum qualifications

    BA/BS in natural sciences with 5 years’ experience or equivalent combination of education and experience.
    Experience in marine spatial planning and conservation
    Experience manipulating, analyzing, and interpreting data on fisheries and fisheries performance as well as ecosystem interactions.
    Experience managing complex or multiple projects, including coordinating the work of other professionals and partners.
    Fundraising experience, including identifying donor prospects and donor cultivation
    Fluent in English.
    Experience using applications such as Microsoft Word, Excel, Web Browsers.

    Desired qualifications

    MSc degree in a related field and 6 -10 years’ experience in conservation practice or equivalent combination of education and experience.
    Communicating clearly via written, spoken, and graphical means in English and other relevant languages.
    Experience in the management and implementation of multi-stakeholder projects/processes.
    Proven capacity as team player and team builder
    Good knowledge of and demonstrated experience in spatial planning, related policies and GIS as applied to marine ecosystems.
    Knowledge of coral reef fisheries, related ecosystems, ecosystem processes, and their conservation needs preferred
    Record of publications in scientific peer reviewed journals related to fishery science and/or coastal management and planning
