    Overall Job Function
    Reporting to the Senior Technical Officer, the Technical Officer HIV Care and Treatment is a key member of CHS program staff involved in the planning and execution of HIV Prevention, Care and Treatment services including PMTCT, GBV and TB/HIV treatment. The Technical Officer is responsible for on-site mentoring and implementation of HIV Prevention, Care and Treatment activities.
    Key Responsibilities

    Provide technical support to health workers in all aspects of planning and implementation of HIV services (care and treatment, TB/HIV, and PMTCT & GBV) to ensure that patients receive the full complement of prevention, treatment and care in accordance to MoH guidelines.
    Build the skills and knowledge of the targeted clinical staff on HIV/AIDS prevention, care and treatment, TB, GBV and PMTCT through on-job training, mentorship, case reviews and CMEs
    To provide on-going supervision of CHS-supported HIV prevention, care and treatment activities in assigned sites including scheduled joint supportive supervision with County and Sub-County level MoH staff
    To assist in program monitoring and evaluation with reporting through national HMIS tools and other tools in use by CHS and its funding partners
    Routinely monitor program quality through QI approaches as well as elements of operations research including identification and documentation of ‘best practices’ to ensure high-quality HIV/AIDS service provision
    To support scale-up and sustenance of aPNS in Viremia clinics at CCC and PMTCT setups
    Oversee follow-up care of PMTCT clients and HIV exposed infants in CHS supported facilities
    Timely preparation and submission of activity budgets, work plans, reports and other technical papers
    Assisting in program monitoring, evaluation, and use of data to inform program planning and continuous improvement as well as research as needed.
    Support in design and implementation of GBV interventions, mentorship on GBV, documentation and report writing on GBV.
    Track and ensure real-time documentation of patients’ information in the EMR by Clinician/Nurse in sites implementing EMR Point of Care.

    Person Specification

    Bachelor’s degree in Clinical Medicine, Nursing, Public health or other health-related courses.
    Master’s degree in a relevant health related field will be an added advantage.
    At least five years of HIV programs implementation experience is required.
    Should have training in HIV/AIDS, TB comprehensive care and support.
    Should be a trainer of trainers in HIV management.
    Training on GBV- minimum package of care for survivors.
    Training on Kenya EMR and the ability to use EMR for reporting.
    Advanced training in antiretroviral management is an added advantage
    Good understanding of HIV/AIDS clinical care and antiretroviral therapy (ART), including patient-centered management and family support.
    Excellent management abilities within a multi-disciplinary team, support, training and mentoring
    Good use of MS Office packages and office automation solutions.

    Job Description

    Working under the technical guidance and supervision of the Nutrition Manager and reporting indirectly to the Nutrition Data Information Officer, The Nutrition Data Information Assistant will support in all aspect of data quality and reporting in relation to ComPAS and nutrition related information collected at the various nutrition facilities in Hagadera refugee camp.

    The NDIA will be responsible for providing data quality training on Commcare, coaching of the nutrition data clerks, mentorship and technical support, including M&E for the nutrition program. Key areas will include, but not limited to data analysis of all the CommCare platforms and ComPAS data, verification and submission of monthly data information to enable inform programming, daily detection of errors or non-compliant data or information sharing.

    Key Responsibilities

    Programming

    Support in the COMPAS and other nutrition data information processes not limited to data entry and reporting and resolving any troubleshooting on nutrition COMPAS CommCare information at Hagadera refugee camp in line with the ECHO technical narrative compliance.
    Train the nutrition data clerks and assistant staff as per the ComPAS protocol and Commcare use.
    Take lead in training and mentoring IRC nutrition staff and other key stakeholders in CommCare, KOBO, CMAM Software and any nutrition statistical Packages for ease of data information platforms.
    Ensure that nutrition program data is updated on Box monthly and work together with the SC-Nurse to update on KPIs for the SC Ward.
    Ensure timely reporting in accordance with set deadlines.
    Biweekly and monthly submission of CommCare ComPAS reports to the Data Information Officer.
    Participate in program strategic planning and roll-out of new program areas in liaison with key stakeholders and cooperating partners.
    Adhere and uphold IRC code of conduct at respective work area.

    Supervision and Leadership

    Directly supervise data nutrition clerks at the ComPAS sites.
    Supervise and work in strict collaboration with the nutrition team in reviewing all the nutrition information data platforms
    Identify training gaps for the incentive staff and beneficiaries within nutrition program and communicate the same to the program manager.

    Networking and Coordination

    Ensure proper communication, coordination and harmonization of tools with the different stakeholders involved in food/nutrition activities.
    Monitor and supervise proper usage of all the available data collection platforms in respect to ComPAS.
    Coordinate and share appropriate analysis of program progress and work with the M & E to improve on any data collection tools.
    Attend all program implementation meetings.

    Qualifications

    MUST Diploma in Health Information Systems/Monitoring and Evaluation option knowledge and experience in nutrition data added advantage
    Possess at least two (2) years’ experiences in implementing nutrition or health related data information related activities in a busy health institution
    S/He must possess ability to analyze and interpret both quantitative and qualitative programmed data.
    Must possess excellent planning and organizational skills.
    Must be able to work with minimal supervision.
    Must have cognate skills in computer applications.
    MUST possess a high level of integrity and with good interpersonal skills
    Ready to work in difficult environmental conditions.
    Previous experience in CommCare or other nutrition data related platforms is an added advantage

    Social Development Context
    The Social Sustainability and Inclusion Global Practice (SSI) addresses issues related to:

    Unit Context
    The East Africa Unit of SSI (SAES2) provides social development support to Borrower countries in East Africa – Ethiopia, Eritrea, Kenya, Malawi, Rwanda, Somalia, South Sudan, Sudan, Tanzania, Uganda, Zambia and Zimbabwe. SAES2 manages a portfolio of SSI operations and analytics across East Africa, supports other global practices in meeting the Bank’s social risk management requirements on their operations and is responsible for quality assuring all social risk management instruments for the region.
    Operational work:
    As a core member of project teams, the specialist will help design and implement projects to manage social risks and identify and opportunities to enhance the social outcomes of Bank financed operations in East Africa. Within the project team, Social Development Specialists are responsible for preparing the Environmental and Social Review Summaries as a key part of the Bank’s due diligence on a project. Moreover, specialists support clients in preparing and implementing their plans to manage the social risks and impacts of a Bank financed project in accordance with Bank policy requirements. These include legal documents such as the Environmental and Social Commitment Plan, as well as other social planning instruments such as stakeholder engagement plans, labor management procedures, indigenous peoples plans, resettlement action plans, environmental and social impact assessments, and environmental and social management plans as determined by the needs and impacts of a project. The role includes:
    Provides technical support to government agencies in preparing and implementing project related social risk management activities and activities to enhance the social sustainability of projects;

    Qualifications

    Program Implementation

    Basic Qualifications:

    Bachelor’s degree with at least 12 years of experience or a Master’s degree with at least 8 years of experience, with a background in agricultural economics, international development, business, economics, public policy, or other relevant areas.
    At least 8 years of experience on USAID projects
    Prior Chief of Party/Program Lead experience, with a minimum of 3 years of experience managing large international donor programs.

    Preferred Qualifications:

    Private sector experience preferred
    Experience working in East Africa Region
    Experience implementing USAID-funded programs and knowledge of USAID regulations and procedures.
    Build win-win partnerships between multiple food system sector stakeholders, including agribusinesses, food processors, public sector, financial institutions, technology providers, and others.

    Facilitating the selection of communities including farmer groups to participate in SMC funded Resilience- Livelihoods Project.
    Facilitating farmer groups to come up with smart development plans in line with the Ministry of Agriculture and County Government of Tana River.
    Providing support to the communities to form strong organizational structures through formation of investment groups and registration with the Government of Kenya.
    Facilitating communities to come up with smart development plans for addressing their needs besides organizing community meetings and training from time to time.
    Supervising farmers and farmers’ groups on post harvesting handling and fodder bulking within the targeted farmer groups and communities to ensure quality control (materials and workmanship) and effective use of resources.
    Training of lead farmers or ToTs on dry land farming technologies so as to ensure food security.
    Developing the capacity of farmers and farmers groups on suitable DRR and CMDRR strategies to enhance resilience interventions.
    Building the capacity of community leadership, elders and other duty bearers on rights and responsibilities.
    Participating in and supporting the running of K4R County Chapter Communities of Practice in Tana River
    Training of farmers and farmers groups on profitable value chains
    Participating in coordination and networking meetings involving partners from governmental (County Government) & non-governmental organizations.
    Strengthening gender equity within communities
    Facilitating the inclusion of people living with disability in programming.
    Facilitating communities to participate in relevant networks and advocacy events.
    Work closely with the government officials, extension workers and NGO officials with similar objectives to those of the International Aid Services Kenya Resilience Project in order to enrich the projects outputs.
    Compiling and submitting weekly, monthly   and annual field reports on all project activities within the project area to the Programme Manager IAS Kenya and as well as Project Manager Children’s  Mission Africa.
    Ensuring proper record keeping in line with the means of verification of the logical framework in the project document.
    Participating   in the preparation of quarterly / annual activity and financial reports
      Any other duties as assigned by management

    Qualifications:

    Bachelors’ Degree in Agricultural Sciences/Agronomy/Horticulture/Agricultural Economics/Agriculture Business Management or related field from a recognized University.
    Minimum three years proven experience in working/programming in either relief or development and preferably in  an NGO.
    Good understanding of gender mainstreaming in Resilience and livelihoods projects
    Ability to conduct community Livelihoods and resilience needs assessment, project planning, implementation, monitoring and evaluation of livelihoods and resilience interventions

    The Regional Knowledge and Learning Manager will coordinate Save the Children’s on-going Evidence generation and research agenda across 12 country offices and our Regional Programming Unit, and ensure a strong learning culture is embedded in our programmes and operations.

    Background

    The 2SCALE program[1] is designed to incubate and accelerate inclusive business development in African agri-food systems. 2SCALE works together with companies (African, Dutch, and other small and medium-sized enterprises – SMEs) and Producer Organizations (POs) to develop business and partnership models that promote inclusiveness, develop competitive edge, and have potential for scaling. These partnerships, also referred to as public-private partnerships (PPPs), are the core implementation modality to achieve the objectives of the program.

    Specifically, 2SCALE supports partnerships in target agri-food industries with significant potential to:

    Improve food and nutrition security, both at grassroots level and at the consumer end of the value chain by serving local and regional markets (including Base-of-the-Pyramid – BoP – markets) with nutritious food products.
    Improve the terms of inclusion of smallholder farmers and other micro-, small-, and medium-sized enterprises (MSMEs) in the value chains.
    Attract and employ the youth.
    Engage and empower women.

    To strengthen PPPs, 2SCALE also collaborates with companies and organizations that provide specific expertise to support the target agri-food value chains or act as a major off-taker in the chain.

    2SCALE is co-funded by the private sector and by the Dutch Ministry of Foreign Affairs through the Directorate-General for International Cooperation (DGIS). Building on a first phase (2012-18), the current phase of 2SCALE runs from January 1, 2019, to December 31, 2023. It is awarded to a consortium led by the International Fertilizer Development Center (IFDC) and comprising the Base-of-the-Pyramid Innovation Center (BoPInc) and the Netherlands Development Organization (SNV).

    Gender Equity (GE) & Women Economic Empowerment (WEE) Strategy 2SCALE:

    2SCALE’s general objective on GE & WEE is to support agribusiness models where women (as small holder farmers , processors, traders and other Entrepreneurs, and employees); enjoy full access to capacity building, support services, equipment, inputs and assets delivered by Business Support Services (BSSs), other service providers and suppliers (e.g. financial institutions, extension units, spray service providers and agro-input dealers, etc.); benefit from this support in the form of increased yields, incomes, jobs, time available, and are able to make/influence decisions at household, agribusiness cluster and value chain levels.

    The program has set ambitious targets in terms of improving the terms of inclusion of female actors in focus value chain. Overall, 2SCALE program targets (in relation to gender)

    750,000 small holder farmer groups (50% of them women)
    250 SMEs (125 – female-led SMEs)
    20,000 new non-farming jobs (10,000 Jobs for females)
    5,000 MSMEs (2,500 female led MSMEs)
    125,000 female smallholder farmers, 1,000 female-led MSMEs, and 62 female-led SMEs have access to additional financial services.

    Moreover, it is necessary to look beyond the above numbers and understand how the role of women and their position in society has changed (or not) e.g.,

    How did women gain self-confidence as farmers and entrepreneurs? How did inspiring role models emerge?
    How were women able to voice their concerns as farmers and advocate for better inclusion in value chains?
    How did women use time freed-up by labor/time-saving technologies?
    What gender-sensitive services did producer organizations, SMEs and BSSs develop and deliver

    Specifically, The Gender Specialist(s) Will Support 2SCALE To Ensure The Following Objectives Are Met To Help Achieve The Above Targets

    In support of these efforts 2SCALE proposes to recruit a Gender Specialist(s).

    Inclusion of women in private businesses and organizations (MSMEs, POs)
    Foster women’s access to productive resources (land, capital, inputs, time and labor-saving technologies, equipment, infrastructure)
    Strengthen gender-responsive services from private and public service providers (training, extension, coaching, finance, information)
    Improve women’s capacities to network and establish relations (with peers, in professional organizations, at agri-business cluster level, and in value chains)
    Strengthen women’s ability to influence decisions, negotiate and control a fair share of the benefits accruing from their activity within their household and along the value chain.

    Position Summary

    The Gender Specialist(s), in close collaboration with the gender team, is responsible for steering the GE & WEE agenda in the assigned countries. He/She is expected to provide required technical support to 2SCALE country teams by ensuring women’s (as small holder farmers, processors, traders and other Entrepreneurs, and employees) terms of inclusion are improved. She/he will stimulate country teams with innovative approaches and strategies to balance private sector business interest with GE & WEE goal. She/he is responsible for providing all demanded and needed support to the assigned country teams to reach the targets, planned results and impact.

    Main tasks

    Working in close cooperation with the 2SCALE Partnership Facilitators and the Business Champions (SME or PO) the Gender Specialist(s) will ensure GEE &WEE in the following 2SCALE thematic areas: BoP marketing, youth inclusion, financial inclusion, agribusiness cluster formation, business support services, coaching, loyalty and trust building and increased productivity. She/he will work closely with 2SCALE technical specialists in above mentioned thematic areas to facilitate the integration of the thematic-related strategies in the Public Private Partnerships (PPPs).

    In addition, the Gender specialist(s) will accomplish the following specific tasks:

    Ensure women inclusion in PPPs and participation in Agribusiness Clusters:
    Help build relevant technical skills for women to increase their production and income.
    Prepare training materials and work as trainer in areas related to agribusiness in all regular training topics of the champion.
    Support Partnership Facilitators and Agribusiness Cluster Coaches to deliver gender training and report on training activities.
    Support and facilitate women entrepreneurship and leadership development in 2SCALE partnerships.
    Support linkages with financial institutions and other actors targeting women in relevant value chains. Based on country context, support/promote savings and lending associations as a starting point to financial access and inclusion.
    Support private sector development and engagement with women entrepreneurs to promote and distribute products in BoP markets.
    Support women participation in governance meetings.
    Support the country portfolio and Partnership Facilitators (PFs) orientation on Gender & WEE.
    Advise country-based Partnership Facilitators on key issues and improvements on interventions and their implications on 2SCALE GEE & WEE agenda based on market dynamics and emerging trends.
    Support Partnership Facilitators on their relations with different actors in the respective countries and other thematic areas.
    Support 2SCALE teams to facilitate market relevant and female-friendly trainings on social and business development and technical skills; consistently identify further capacity gaps by the Business Champion and women that may hinder formation of concrete linkage, trusting and sustainable working relationship between women entrepreneurs and Business Champions.
    Ensure GE &WEE country specific activity plans are aligned with other 2SCALE thematic areas.
    Provide required support to Business Champion & stakeholder PPP:
    Promote good and strategic relationships between Business Champions, women agribusiness actors and 2SCALE in country consortium partners.
    Support 2SCALE teams in women identification and mobilization to join the program in coordination with the Business Champions and leverage on other ongoing in country GE &WEE programs and activities for scale and sustainability.
    Collaborate with the Communication Specialists to develop outreach materials frequently. Also, ensure the visibility of the GE &WEE Thematic Area and its development (achievements, challenges, lessons learned) and positioning of women as reliable partners in public private sector partnerships and the positive spinoffs of Business Champions providing opportunities for women.
    Provide technical support to Business Service Suppliers and Agribusiness Cluster Coaches for women Inclusion:
    GE &WEE thematic knowledge development, reporting and communication:
    Provide required technical support for capacity building of Agribusiness Cluster (ABC) coaches and other trainers to enable them to reach increased number of women.
    Support ABC capacity strengthening programs for women inclusion.
    Participate pro-actively in the industry team, respond to and seek advice from the 2SCALE management to improve women inclusion theme knowledge, forward-looking strategizing within the industry, and priority-setting within existing and new PPPs.
    Document lessons learned, good practices on women and Business Champion engagement/linkages; document case studies on concrete GE &WEE examples in 2SCALE Partnerships (PPPs) where women are excelling.; formulate GE and WEE annual learning agenda and make recommendations for improvements as the program evolves.
    Develop and disseminate relevant documentation on effective contributions to GE &WEE to local stakeholders including national governments that influence positive spinoffs to an enabling environment for female-led enterprises, in line with 2SCALE broader knowledge and learning agenda.
    Write and submit timely activity reports, as well as other GE & WEE Thematic technical reports, notes; ensure coordination of M&E of GE & WEE activities in the assigned countries and contribute inputs in partnership development.
    The Gender Specialist(s) may implement other tasks that the 2SCALE management deems necessary for the success of the program.

    Supervision and team collaboration

    The Gender Specialist(s) is supervised by and reports to the 2SCALE Deputy Program Director and works closely with 2SCALE Country Team Leader and in close collaboration with all 2SCALE colleagues in designated countries.

    S/he will also collaborate closely with Partnership Facilitators and Thematic Specialists based in-country and in other 2SCALE focus countries.

    Qualifications

    Master’s degree/Bachelor’s degree in Gender or Women Studies, Gender, Social Sciences, Development Studies, Business Studies, Economics Studies, Agricultural Sciences, Agribusiness, or Agricultural Economics.
