    JOB PURPOSE
    The International Planned Parenthood Federation (IPPF) is a global sexual and reproductive health (SRH) service provider and one of the leading advocates for universal access to sexual and reproductive health and rights (SRHR) for all. IPPF is a worldwide movement of national organizations, referred to as Member Associations, working with and for communities and individuals. The IPPF Secretariat comprises of a London Office and six Regional Offices. The IPPF Africa Regional Office (IPPFARO) is one of the leading providers of quality SRH services in Sub-Saharan Africa and a leading SRHR advocacy voice across the continent.
    IPPFARO, in consortium with Médecins du Monde (headquartered in Paris, France), CREA (headquartered in New Delhi, India), the International Federation on Human Rights (headquartered in Paris, France), and Empow’Her (headquartered in Paris, France) will be leading the delivery of a new project entitled Feminist Opportunities Now (FON), to build the capacity of women’s movements, via sub-grants to feminist organizations, with a particular effort to reaching small, often non-registered, feminist organizations to address and respond to gender-based violence. The project is developed based on an ecological model, using a multi-disciplinary gender-transformative approaches and in addition to direct sub-granting, will also provide longer-term mentorship and support to support feminist organizations in their overall development, with trainings specifically tailored to their needs. FON will also uniquely support these organizations to identify other sources of funding; the project also includes a research-action component that will help understand how these approaches can be scaled-up and made sustainable as well as knowledge sharing and communication components.
    To implement this project, IPPFAR wants to put in place a talented, dynamic and diverse team with broad experience in implementing gender-transformative / SRHR programmes, strong financial management skills, proven contract management experience and the ability to deliver on donor requirements. To this effect, the IPPFAR is looking for a Programme Manager who will be responsible for leading and delivering this project. This role is a fantastic opportunity to demonstrate excellent programme management and coordination skills and experience, particularly with regards to ensuring programme quality, financial management, risk management, and donor compliance. The appropriate candidate will also bring excellent interpersonal and communication skills and be willing to travel internationally – up to 45 days per year. Fluent English and French (verbal and written) are a requirement for this post.
    KEY TASKS
    The Programme Manager will be responsible for the following key tasks:
     

    Programme management, budget management, partnership management, and in summary, the overall implementation of the programme to ensure the achievement of the programme goals, objectives and to ensure the overall impact/outcomes are achieved, in line with the project objectives, and are perfectly aligned and in absolute compliance with the donor requirements.
    To ensure effective and efficient management of the overall programme, in line with global best-practice and standards, which includes developing appropriate technical, operational, and financial guides/policies, documents and workplans and budget formats which will allow for efficient tracking of project progress through monitoring, evaluation and reporting.
    To establish and maintain systems for managing project operations:
    Develop a detailed implementation plan (DIP), annual and monthly project action plans and ensure the project is delivered according to the plan, donor requirements and P&IQP project cycle and annual cycle;
    Prepare detailed project budget and continuous monitoring of expenditures throughout the project period;
    Strategically identify risks and risk mitigation actions to ensure successful project implementation;
    Monitor the progress of the project, actual vs. planned (objectives, activities and expenditures), through analysing relevant data systematically collected over the lifetime of the project.
    To provide oversight, coaching, technical support and leadership to regional project management staff, ensuring they are guided, supported and apply appropriate project implementation strategies and approaches to achieve project outcomes as indicated in the project documents.
    To set-up a strong and efficient grants management structure in line with donor contract and responsible for implementation of the funding cycles including adequate oversight of implementing organisations taking a risk management and compliance approach to grant management implementation.
    To coordinate with Programmes team, technical lead, advocacy, and resource mobilization team to ensure effective collaboration in project operations and reporting.
    To maintain effective and constructive relationships with consortium partners, key stakeholders, and the donors both in country and at the headquarters in Paris. This will include timely response to donor queries, maintaining impactful relations with the donor headquartered/Paris and in-country with the French Embassies/AFD and coordinate their field visits.
    To align the project implementation with IPPFAR’s principles of safeguarding of children and young people and gender trans-formative approach.

    REQUIREMENTS

    EDUCATION: A master’s degree in public health, financial management, social sciences, public policy, communications and/or other related fields
    WORK EXPERIENCE: At least 10 years of relevant professional experience, with at least 5 years of solid experience in multi-country/regional programme management. A track-record in SRHR programming is an advantage.

    LANGUAGES: English and French are the working languages of the IPPFARO. For this post fluency in English and French (both oral and written) is required.

    Primary Purpose:
    This position is responsible for overseeing the case processing of refugee cases that include minor children in vulnerable situations and/or outside of the nuclear family structure. The Specialist ensures that USRAP standard operating procedures are strictly followed and that processing decisions are in the best interest of the minor. This position works closely with the field teams and Programs management.
    Essential Duties:

    Provides training to RSC staff on minor case processing, minor counselling, child friendly interviewing techniques, and analysis of the BID.
    Assist the Protection Manager in development, updating and implementation of standard operating procedures for minor processing.
    Supervise case and pipeline management undertaken by the Protection Unit, focusing on minor caseloads including, unaccompanied minors, and other minor cases with protection concerns. Monitor protection reports to identify urgent minor cases and to move cases more quickly through the pipeline.
    Monitors weekly minor reports to identify urgent cases and to move cases more quickly through the USRAP pipeline through effective case management and pipeline management.
    Liaises with UNHCR, PRM, CIS, RPC and RAs on issues related to minors.
    Represents RSC Africa at Nairobi BID panels and provides technical expertise and training to partners on USRAP minor case processing
    Determines, in conjunction with other partners, the best resettlement options for all minors. When necessary, counsel’s minors (and their non-parent guardians) about the various resettlement options available, the realities of life in the US, and benefits of the refugee foster care program, etc.
    Develop and deliver training on protection case processing, including: interviewing minors, completion of minor counselling and the minor questionnaire, analysis of Best Interest Determinations (BIDs), and age appropriate interview techniques.
    Conduct regular training to UNHCR and other referring agencies on USRAP Minor processing.
    Serves as focal point and provides technical expertise for travelling teams during circuit rides, and office based Program staff regarding minor processing.
    Ensures the completion and quality of all minor questionnaires through regular review and feedback.**
    When the child is at immediate risk, coordinates with other partners to ensure appropriate action is taken.
    Review, update and draft regular reports and analysis and submits quantitative and qualitative data from a wide range of sources.

    Performance Management

    Provide direct supervision and leadership to Minors section staff, including completion of yearly performance evaluations, development of job descriptions, and participation in hiring.
    Assist Protection Manager in the evaluation and identification of training needs and, development and implementation of training modules for Protection and Minors section staff.
    Run quality checks (QC) and provide feedback to staff and/or other departments.
    Conduct coaching, mentoring, feedback and corrective action plans where necessary.
    Establish performance expectations and communication, on-boarding and training.

    Second language an advantage; Somali, French, Amharic, Kinyarwanda, Kiswahili or Arabic preferred.
    Experience with overseas US Refugee Admissions Program case processing preferred.

    FUNCTIONS
    Under the direct supervision of the Senior Assessment Officer, the Assessment Officer is responsible for the management and implementation of REACH assessments in Kenya and Somalia, including their preparation, implementation and follow-up. Throughout research cycles, the Assessment Officer engages with partners to promote their participation and maximize their impact. S/he also ensures an efficient and transparent use of resources required for project implementation.
    More specifically the Assessment Officer is responsible for the following:
    RESEARCH PLANNING:

    Anticipate knowledge gaps prior to the execution of a Research Cycle;
    Ensure that required secondary data review and/or analysis has been conducted in preparation of an assessment;
    Ensure that all research cycles are planned in line with the country strategy, relevant research and project objectives and with REACH’s research cycle and other relevant guidelines;
    Design research approaches and methodologies according to REACH’s requirements and principles as well as partners’ information needs;
    Compose and construct, in close coordination with GIS and data teams, qualitative and quantitative data collection tools;
    For each research cycle, prepare ToRs and ensure their validation by HQ before any data collection begins; and
    Ensure relevant stakeholders and partners are engaged in research design and planning.

    RESEARCH IMPLEMENTATION

    In close liaison with field officer(s), ensure that required enumerators are identified and trained for primary data collection;
    In close liaison with field officer(s), monitor data collection, ensuring its correct implementation in line with agreed TORs;
    In close liaison with field officer(s), manage assessment logistics, including with partner organizations, identifying assessment areas, facilitating design workshops, managing joint data collection processes, and facilitating joint analysis workshops;
    In close liaison with field officer(s), ensure regular situation updates on data collection are produced and circulated to line manager, relevant colleagues and external counterparts. Provide support and follow up on identified challenges during the data collection process;
    Ensure that the line manager and REACH HQ research department are alerted to any issues that prevents full implementation of the methodology agreed in the approved TORs. Ensure that all changes to the methodology are documented throughout implementation, and that any change is formally validated by REACH HQ;
    Keep track of progress and delays of all assigned assessments throughout the research cycle. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner;
    In close liaison with field officer(s), ensure logistics, financial, administration, security and HR processes directly related to ongoing and upcoming assessments are appropriately planned, implemented and coordinated with the relevant ACTED departments;
    Ensure that all collected data is stored in line with REACH’s Data Management Guidelines and with the ToRs;
    In close liaison with field officer(s), ensure that data is revised and cleaned, and that all revisions are recorded;
    In close liaison with data colleagues, provide data analysis on primary and/or secondary data as per ToRs, ensuring that meaningful techniques are used to analyze the data collected;
    Ensure that data and its analysis are validated by REACH HQ before product drafting stage; and
    Ensure that data and its analysis do not contain personal information and are validated by REACH HQ before sharing to external parties.

    DRAFTING OF RESEARCH PRODUCTS

    Ensure the drafting of timely and accurate outputs that consolidate the analyses from each research cycle into relevant products such as factsheets, reports, briefs, presentations, etc. which comply with REACH’s guidelines and quality standards;
    Ensure that products accurately reflect the information collected and that information is conveyed in a way that maximizes their REACH in line with their intended use;
    Liaise with relevant GIS colleagues to ensure effective spatial representation of research findings in maps or interactive web-portals, as relevant;
    Follow the designated timeline of reports to be submitted to project partners and donors. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner;
    Maintain regular communication with country Management and REACH HQ on progress and deadlines for written products; and
    Ensure that all written products are validated by REACH HQ before external release.

    EXTERNAL ENGAGEMENT

    Ensure that relevant partners are consulted and involved at all stages of research cycle: assessment preparation; data collection; data analysis; review of research products; product dissemination; and lessons learnt;
    After validation by the line manager, represent REACH in relevant meetings/ working groups;
    Follow up on issues identified by partners or during meetings / working groups;
    Promote an active use of datasets and research findings by partners and the broader humanitarian community for their decision making;
    After validation by line manager, present research findings to relevant third parties in order to enhance their use and REACH;
    Ensure that all partner engagement and all external relations are clearly documented and communicated with the line manager and relevant colleagues; and
    More generally, contribute to the creation of a positive image and overall credibility of the organization, notably through the application of REACH’s mandate, ethics, values and stand-point with regard to other actors.

    KNOWLEDGE SHARING AND LEARNING PROCESSES

    Ensure all documents, tools, scripts and outputs produced throughout the research cycle are recorded and filed in the central server to ensure continuous knowledge management;
    In coordination with country management, support the conduct of monitoring and evaluation for each Research Cycle, as specified in the research ToRs and in line with REACH Guidelines;
    Generate and document robust lessons learned at the end of each Research Cycle;
    Ensure knowledge and learning processes are shared with other Units and teams within mission, and with HQ; and
    When required, provide feedback to appropriate global organizational knowledge learning tools.

    PROJECT CYCLE MANAGEMENT

    For relevant projects, ensure compliance to project cycle management requirements and guidelines at all phases;
    Before project start, ensure the organization of a kick off meeting and the availability of key project management documentations to plan the efficient use of assets, financial and human resources;
    In close coordination with line management, finance and grants colleagues, monitor and regularly update the use of assets, financial and human resources, in full compliance with REACH’s guidelines; this includes maintaining an oversight of budget availability and expenditure for assessment activities;
    Ensure that project deliverables and requirements are tracked, met and complied to;
    Ensure that any issue in relation to project implementation is reported to the line manager, finance and grants colleagues, and HQ; Ensure that a project completion meeting is held and documented for all relevant projects;
    Support the line manager, finance and grants colleagues in drafting of relevant project narrative and financial reports; and
    Other tasks as requested by supervisors.

    DATA CONFIDENTIALITY AND PROTECTION
    The Assessment Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with REACH’s data protection policy and SOPs. S/he will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH and its partners, or collected during his/her assignment with REACH.

    Proactively develop and maintain positive relationships with targeted news media – delivering press materials to increase press coverage of IUCN ESARO and conservation issues of concern to IUCN; and ensuring regular contact with target media and appropriate response to media requests.
    Ensure the IUCN corporate identity and image in communications products (letterhead, PowerPoint presentations, brochures, briefs, publications etc) and other communications policies and procedures are strictly followed by all staff and consultants.
    Work with the Regional Programmes Coordinator to ensure strategic communications are integrated into all project concepts, proposals, budgets and work plans and is effectively implemented in the IUCN ESARO Programme.
    Produce high quality communications and knowledge products in a range of formats including reports, presentations, publications, brochures, policy briefs, web stories, press releases, short films, podcasts, etc.
    Oversee the production of the quarterly IUCN ESARO CONNECT newsletter.
    Develop and manage web content and digital resources

    Retention of Members;
    Lead the production of an annual report on regional activities developed with State Members to demonstrate the benefits of being an IUCN Member.

    Role Summary:
    TBI has a growing programme in Kenya supporting President Uhuru Kenyatta’s “Big 4” strategy and the country’s “Vision 2030” buttressed by a trusted relationship with the government of Kenya (GoK). With the concept of ‘delivery’ running through all our work, the Institute is supporting some of the President’s priority projects in investment promotion, health and digital transformation (“Tech”). Nairobi is also becoming a regional hub for TBI as our work across anglophone East Africa grows.
    To help support and consolidate this growing programme and team, TBI is seeking to recruit a Deputy Country Head. This new role will focus on supporting and nurturing our growing team, supporting the TBI country project team in the management of TBI supported country projects (planning, tracking reporting on and communicating our work), developing and consolidating our relations with key stakeholders in government and promoting greater joint working between TBI’s team in Kenya and other colleagues across the Institute. The Deputy Country Head will support the Country Head and work closely with the Head of Technology for Development Kenya and the Projects Coordinator/Office Manager in achieving our programme goals.
    Key Responsibilities:

    DUTIES AND RESPONSIBILITIES
    Program Design and Development – 40%:

     Establish strategic vision and guiding program philosophy for BOMA REAP program.
    Develop and improve suite of REAP graduation models and align program requirements to partnerships, contracts, grants, foundations, etc.
    Provide input on proposals to potential partners in collaboration with Chief Technology officer, contribute to pipeline development.
