    A Compendium Of Framework On Monitoring, Documenting, Reporting and Response To Human Rights and Electoral Governance

    Overall purpose
    The Angaza Movement (TAM) aims at fostering electoral integrity and transforming political leadership in Kenya. The Angaza movement is made up of over 20 civil society organizations whose goal is to foster integrity, transparency and accountability in electoral and political processes in Kenya ahead of the 2022 General Elections.
    The Angaza Movement now seeks to recruit a Consultant to develop a monitoring, documentation, resporting and response tool. These compendium of tools will be used for technical and political empowerment, engagement and action within TAM and its grassroots partners. This set of assignment is being undertaken pursuant to the collective action points adopted during the last retreat for The Angaza Movement (TAM) held in Mombasa on January 25-26, 2022. It is also in pursuant and consolidation of the separate institutional initiatives earlier advanced by the Kenya Human Rights Commission (KHRC) and InformAction (IFA) a media grassroot human rights organization that uses film as a tool for change among member’s organizations.
    THE PROPOSED FRAMEWORKS
    HUMAN RIGHTS MONITORING AND RESPONSE MECHANISMS

    Undertake a normative description of human rights/ violations and abuses,
    Undertake a deep analysis of key human rights issues and protection frameworks,
    Develop a human rights monitoring, reporting and documentation tool, with guidelines on patterns, trends and response mechanisms to human rights violations,
    Design standards for assessing legal and medical/ forensic evidence in all situations,
    Design a tool for capturing data and information on all emerging human rights violations with a focus on Civil and Political Rights, Economic and Socio-cultural Rights, Group Rights, and Climate Justice and Environment Rights,
    Provide guidance on the core approaches for seeking remedies against violations.

    MECHANISMS FOR ELECTION MONITORING, DOCUMENTATION, REPORTING & GOVERNANCE FRAMEWORK

    Determine the core standards for determining electoral integrity in Kenya
    Outline the legal and normative framework governing elections
    Provide the institutional and operational environment governing the election management body.
    Outline the principles and standards of a democractic election and their application to conduct of political leaders, parties/coalitions and other key actors in the electoral process.
    Develop and outline a human-rights centred election security management
    Outline the role of key state and non-state actors charged with delivering a free, fair and peaceful election.

    MECHANISMS FOR MONITORING, DOCUMENTING AND REPORTING OTHER KEY HUMANRIGHTS GOVERNANCE COMPONENTS.

    Outline the key human rights governance components for monitoring, documenting and reporting within the CPR, ECOSOC, Group Rights, Climate Justice and Environment,
    Develop guidelines for designing and implementing fact-finding missions and actions,
    Design guidelines for monitoring and responding to Sexual and Gender Based Violence,
    Design mechanisms for monitoring media conduct and reporting on human rights,
    Develop guidelines for community organizing against governance abuses. Qualification/ Applicant Requirements**
    A postgraduate degree in Social sciences, law, political science, or any other related field.
    A minimum of 12 years experience in election, human rights and governance related field.
    Election-related expertise and knowledge
    Ability to identify upcoming political trends and initiate research ideas and products
    Demonstrated ability to work under pressure in a sensitive political environment.
    Relevant sector experience will be an added advantage.

    The position is a lead technical expert to Plan’s Policy, Advocacy and Research work. S/he ensures that the regional advocacy areas are prioritized in our strategic partnerships and engagement with actors and stakeholders through influencing activities at the regional level. S/he collaborates with the Global Policy and Advocacy Department at our international headquarters, with our UN Liaison Offices and particularly with the Pan-African Liaison Office and the West and Central African Regional Office to ensure that global policy and advocacy, research priorities and campaigns effectively support our goals. S/he supports capacity development and quality assurance measures for influencing staff in Eastern and Southern Africa and represents Plan MEESA Regional Office in Plan’s global Influencing network and other networking fora.
    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
     Program and Influence 20%

    Lead and manage the design and implementation of the Advocacy priorities that align to and complement the Pan African and Global Advocacy Strategies.
    Support the alignment, design and implementation of influencing plans and the building of influencing capacity throughout the region to achieve desired large- scale improvements in girls’ rights and gender equality
    Maintain a strategic overview of issues effecting girls’ rights in the MEESA, monitoring trends in the external environment and inputting and/or leading as required to organisational strategy and planning processes, in coordination with other team members.
    Support a strong feedback loop and link between advocacy at the country, regional and global levels by providing inputs and collaborating with global initiatives and/or Liaison Offices.
    Contribute to monitoring and evaluation of advocacy work, in particular, assessing the impact and extent of gender integration.

    Policy and Advocacy (including influence multilaterals and donors) 25%

    Undertake in-depth power and policy analysis of the structures, systems and networks in the region and Countries to identify opportunities for changes in law, policy, budget and behaviour that will drive the achievement of advocacy goals and objectives in the region
    Identify and contribute to the convening and organization of high-level public policy platforms and dialogues and support senior Plan International staff in integrating an advocacy perspective into talking points and other materials.
    Lead the development of key advocacy messages, defining effective tactics to leverage influencing strength and mobilise support for change making in MEESA
    Represent Plan International at advocacy and policy meetings and events where necessary.
    Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Plan International’s policy recommendations.
    Working closely with the MEAL team, build systems for research, analysis and documentation that underpin evidence based advocacy and influencing at national and international levels.
    Develop dissemination and communication strategies for key advocacy messages, together with the communications team.
    Produce or manage the production of reports, briefing papers and presentations for internal and external audiences, as needed

    Influencing in Emergencies and humanitarian settings 20%

    Ensure a robust overview, ongoing analysis, and development of key messages around  protecting girls in conflict issues with the particular focus on education and protection, movement and access, humanitarian and operational space issues affecting Plan International’s ability to deliver quality programs for targets we serve.
    Coordinate with Plan International humanitarian advocacy staff to ensure complementarity and consistency across policy positions and advocacy platforms.

    External networking and outreach 20%

    Develop and cultivate value-added strategic partnerships and engagement with key stakeholders such as civil society organisations, multilateral institutions, relevant coalitions and networks, and other influencers to further Plan International’s delivery of its influencing agenda.
    Design and deliver strategic influencing activities, such as workshops and events through mapping out key moments in time (events, report launches, consultations) at the national, regional and sub-regional levels to spotlight advocacy work and present Plan International as a leader in children, in particular girl’s rights, to a diverse range of stakeholders.
    Represent and profile/position Plan International as a leading, international, humanitarian and peace-building actor in relevant NGO networks and other coalitions
    Develop and maintain a network of external contacts with key individuals in the government, donors, NGO sector, civil society and the media.

    Young people as Influencers 10%

    Lead on youth participation efforts to ensure that voices of youth especially girls are integral to Plan International’s advocacy, including in planning and implementation. Acquire information and understanding of social policy and adapt strategies as necessary.
    Promote the role of youth in influencing regional governance to ensure their survival, learning, and protection

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) 5%

    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
    Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;

    ROLE PURPOSE
    Under the general guidance and direction of the Senior Household Economic Strengthening Technical Advisor, the Household Economic Strengthening advisor will provide technical implementation and support of all livelihoods or household economic strengthening work at the field level. S/he will develop, lead, provide inputs for research and learning, monitor and evaluate the livelihoods aspects of the USAID Nawiri project. S/he will coordinate and network with USAID Nawiri consortium partners led by Mercy Corps, County departments are responsible for agriculture, livestock, nutrition, trade and other NGOs. S/he will lead on all household economic strengthening elements of the project and reports, providing capacity building for the county staff.
    S/he will promote best practice in the livelihoods programmes and contribute to the overall success of the USAID Nawiri programme. S/he will oversee the implementation of livelihoods or household economic strengthening activities in Turkana County.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    KEY AREAS OF ACCOUNTABILITY
    Strategic Planning and Programme Development

    Be fully aware of and actively participate in the development and review of the USAID Nawiri implementation strategy as informed by phase 1(Learning and research phase). Specifically, lead the operationalization and implementation of the Livelihoods component of the NAWIRI strategy and ensure that nutrition sensitive strategies and approaches are integrated into the component.
    Build on technical knowledge and understanding of the operation of Livelihoods related policies and services in Kenya, and how these policies can best work for the needs and peculiarities of Turkana County.
    Ensure that programme strategies support and demonstrate good practice in child safeguarding.
    Using a child rights programming lens, ensure that USAID Nawiri household economic strengthening is built around the Theory of Change and is regularly monitored.

    Advocacy and Policy Development

    Be fully aware of and proactively engage in the development, review, dissemination and operationalization of County-level policies, legislation, strategies and other initiatives and developments by government and other stakeholders relating to food security and nutrition sensitive livelihoods programming.
    Regularly assess and communicate the implications for USAID Nawiri project and Save the Children’s programme and priorities of any changes in the operating environment relevant to food security and livelihoods.
    Help to articulate the Livelihoods advocacy messages for the USAID Nawiri project. Work with the health and Nutrition Lead, Institutional System Strengthening lead, Learning lead and Research lead in the development of a national and county livelihoods related advocacy strategy and an implementation plan (with timeline, key outcomes and activities). Support and monitor the implementation of livelihoods related elements of the advocacy strategies at county level, including through ensuring that programme staff have relevant advocacy skills and that roles and responsibilities for different activities are clarified.
    Support the health and nutrition lead and system strengthening lead develop policy briefs and position papers as and when required related to the nutrition-sensitive livelihoods programme in coordination with key programme staff. This may require technical support from Senior Household Economic Strengthening (HES) Technical Advisor, Child Poverty Technical Specialist, Nutrition Specialist and Health Technical Specialist.
    Represent and advocate for NAWIRI project with County Governments, NGOs and others at the county levels in both verbal and written communications to ensure that NAWIRI work is visible in terms of innovation and quality of implementation. Specifically ensure that evidence, learning and recommendations from NAWIRI programmes are shared through:
    Active participation in monthly food security technical forums/working groups at the county level
    Active participation in the nutrition multi-sectoral platform at the county level
    Sharing information with Senior Household Economic Strengthening (HES) Technical Advisor and Child poverty Technical Specialist to be used during Kenya Food Security Meeting and other coordination forums at national level.
    Share information with Senior Household Economic Strengthening (HES) Technical Advisor, Health systems strengthening advisor, Health and Nutrition Advisor, Health and Nutrition Lead to be used during participation in the Nutrition Information Working Group or technical forums at national and county levels.
    Advising field teams to ensure adequate field visibility through attendance of food security and livelihoods or multi-sectoral technical meetings at sub-county level.

    Programme Quality

    Monitor and provide timely, relevant, accurate input on overall technical aspects of USAID Nawiri Livelihoods programme work in Turkana county.
    Liaise with Health and Nutrition lead to ensure all livelihoods and other programme staff receive the necessary and appropriate technical support. In consultation with Health and Nutrition lead agree on the range of advice, support, training and/or other assistance required by the other arms of USAID Nawiri to ensure sequencing, layering and integration as per the agreed model of poverty graduation component of USAID Nawiri programme.
    Assist in the development of tools for project staff and partners to improve the quality of nutrition sensitive livelihoods work. Where necessary provide – or ensure the provision of – technical training for project staff and partners as required (such Household Economy Analysis (HEA), Livelihoods related surveys, other monitoring and evaluation).
    Where external consultants (local or international) are required to technically support or monitor and evaluate projects, ensure the consultant adhere to the TOR and that quality is maintained throughout the work.
    Generate quality first draft reports to donors to ensure that technical debates are well articulated and reports are of acceptable quality before submission.
    Provide input on partner selection, and provide technical coaching of partners in Livelihoods.

    Research, Monitoring and Evaluation

    Lead team and participate in the design and implementation of Livelihoods related research or assessments work such as HEA baseline assessments, Cost of the Diet analysis, etc.
    In collaboration with the project M&E Lead and engagement with field-based MEAL staff, ensure the project M&E frameworks are adhered to.
    Participate in the design of the Collaborate, Learn and Adapt (CLA) methodology of the programme implementation to ensure USAID Nawiri interventions are working to address persistent acute malnutrition.
    Regularly review and monitor programmes for child safeguarding issues. Take corrective action in modifying programme activities and/or report incidents.
    Ensure the active dissemination of programme findings and lessons learned through the production of high quality materials and their effective dissemination to key stakeholders.

    Other

    Participate actively in USAID Nawiri programme meetings, planning and review activities, providing enhanced insight into Livelihoods programming.
    Ensure the recruitment and training of USAID Nawiri livelihoods programme staff (coordinators, officers and assistants) in technical areas of expertise as appropriate and ensure availability of appropriate professional development opportunities.
    Provide feedback on the performance of key programme staff through regular consultation with, as well as through structured performance management processes.

    QUALIFICATIONS AND EXPERIENCE

    Bachelor degree in Agriculture, Social Sciences, Community Development or other discipline relevant to rural livelihoods.

    Work Experience

    THE OPPORTUNITY

    Organisational development, strategy and change

    Facilitate thought-leadership, frame emerging external trends and opportunities for IPFAR’s attention, and identify implications for its organisational model.

    Supervise the support to potential candidates for membership in developing business plans, including coordinating with key stakeholders, by facilitating review processes and supporting the submission of applications for accreditation.
    Ensure new Collaborative Partners (CPs) receive proper orientation, support to navigate IPPF in their new role; Support CPs with their organizational change and transition processes, including through ongoing monitoring and assessments;
    Coordinate and supervise the accreditation processes of Member Associations in the region and the induction on governance and ODs across the region.

    Communication

    Supervise the design and oversee the planning and execution of the work plans for Media, Digital Strategy, Public Advocacy, Internal Communication and all IPPFAR communication activities.
    Strategically prioritise and scale up social media and digital communication with the aim to 1) elevate and rejuvenate the organisation’s profile (with a particular emphasis on the broader IPPFAR mandate); 2) increase the number of followers; 3) attract and inform donors; 4) ensure that the positive and empowering opportunities IPPF brings to individuals and societies across the globe are communicated in ways that engage the general public, policy makers, the donor community and the media.

    Management​​​​​​​
    The postholder will supervise a team of national and international specialized staff. S/he will also be expected to carry out any other duties as shall from time to time be required by the Regional Director.
    PERSON SPECIFICATION
    Education

    Post graduate degree in organisational development, behavioural science, international

    Work Experience

    JOB PURPOSE
    The International Planned Parenthood Federation (IPPF) is a global sexual and reproductive health (SRH) service provider and one of the leading advocates for universal access to sexual and reproductive health and rights (SRHR) for all. IPPF is a worldwide movement of national organizations, referred to as Member Associations, working with and for communities and individuals. The IPPF Secretariat comprises of a London Office and six Regional Offices. The IPPF Africa Regional Office (IPPFARO) is one of the leading providers of quality SRH services in Sub-Saharan Africa and a leading SRHR advocacy voice across the continent.
    IPPFARO, in consortium with Médecins du Monde (headquartered in Paris, France), CREA (headquartered in New Delhi, India), the International Federation on Human Rights (headquartered in Paris, France), and Empow’Her (headquartered in Paris, France) will be leading the delivery of a new project entitled Feminist Opportunities Now (FON), to build the capacity of women’s movements, via sub-grants to feminist organizations, with a particular effort to reaching small, often non-registered, feminist organizations to address and respond to gender-based violence. The project is developed based on an ecological model, using a multi-disciplinary gender-transformative approaches and in addition to direct sub-granting, will also provide longer-term mentorship and support to support feminist organizations in their overall development, with trainings specifically tailored to their needs. FON will also uniquely support these organizations to identify other sources of funding; the project also includes a research-action component that will help understand how these approaches can be scaled-up and made sustainable as well as knowledge sharing and communication components.
    To implement this project, IPPFAR wants to put in place a talented, dynamic and diverse team with broad experience in implementing gender-transformative / SRHR programmes, strong financial management skills, proven contract management experience and the ability to deliver on donor requirements. To this effect, the IPPFAR is looking for a Programme Manager who will be responsible for leading and delivering this project. This role is a fantastic opportunity to demonstrate excellent programme management and coordination skills and experience, particularly with regards to ensuring programme quality, financial management, risk management, and donor compliance. The appropriate candidate will also bring excellent interpersonal and communication skills and be willing to travel internationally – up to 45 days per year. Fluent English and French (verbal and written) are a requirement for this post.
    KEY TASKS
    The Programme Manager will be responsible for the following key tasks:
     

    Programme management, budget management, partnership management, and in summary, the overall implementation of the programme to ensure the achievement of the programme goals, objectives and to ensure the overall impact/outcomes are achieved, in line with the project objectives, and are perfectly aligned and in absolute compliance with the donor requirements.
    To ensure effective and efficient management of the overall programme, in line with global best-practice and standards, which includes developing appropriate technical, operational, and financial guides/policies, documents and workplans and budget formats which will allow for efficient tracking of project progress through monitoring, evaluation and reporting.
    To establish and maintain systems for managing project operations:
    Develop a detailed implementation plan (DIP), annual and monthly project action plans and ensure the project is delivered according to the plan, donor requirements and P&IQP project cycle and annual cycle;
    Prepare detailed project budget and continuous monitoring of expenditures throughout the project period;
    Strategically identify risks and risk mitigation actions to ensure successful project implementation;
    Monitor the progress of the project, actual vs. planned (objectives, activities and expenditures), through analysing relevant data systematically collected over the lifetime of the project.
    To provide oversight, coaching, technical support and leadership to regional project management staff, ensuring they are guided, supported and apply appropriate project implementation strategies and approaches to achieve project outcomes as indicated in the project documents.
    To set-up a strong and efficient grants management structure in line with donor contract and responsible for implementation of the funding cycles including adequate oversight of implementing organisations taking a risk management and compliance approach to grant management implementation.
    To coordinate with Programmes team, technical lead, advocacy, and resource mobilization team to ensure effective collaboration in project operations and reporting.
    To maintain effective and constructive relationships with consortium partners, key stakeholders, and the donors both in country and at the headquarters in Paris. This will include timely response to donor queries, maintaining impactful relations with the donor headquartered/Paris and in-country with the French Embassies/AFD and coordinate their field visits.
    To align the project implementation with IPPFAR’s principles of safeguarding of children and young people and gender trans-formative approach.

    The firm should have strong project management ability and excellent communication skills.
    References and examples of past work are required and should be included in the proposal.
