    The Opportunity
    Programme Y.O.D.A is an organisational change programme through which we will change our Enterprise Resource Planning (ERP) solution, revise our processes and working practices in relation to Finance, Grants, Programmes and Projects and Supply Chain Management, and develop a new  Project Management and Monitoring, Evaluation, Research and Learning (PMERL) solution. 
    The purpose of this post working under the direction of the Programme Y.O.D.A Change Partner is to manage translation services within the change journey.
    The role will manage the whole translation process across Y.O.D.A, supporting business and training teams and ensuring quality and consistency both across Y.O.D.A and Plan in general. This will involve multiple stakeholders as well as interaction with external translation services.We are currently seeking to improve the way we manage translations at Plan International with the increasing use of AI tools and translation software – resulting in the need for enhanced workflow and new ways of working.

    ACCOUNTABILITIES

    Management of Translation Services
    Setting up and managing the various workflows involved in delivering high-quality translation for internal audiences, including revisions and updates of existing material
    Ensuring all translation requirements meet individual project deadlines and highlighting any delays to stakeholders Manage Translation Management Software (TMS) and Computer Assisted Translation (CAT) tools to oversee the process.
    Manage relationships with Plan International’s approved translation service providers
    Manage the review of translations by internal subject matter experts

    Key Duties & Responsibilities
    General Humanitarian Response

    Support Trócaire humanitarian and country staff and partners in the design and implementation of principled, needs-based humanitarian response programmes. Support the implementation of, and adherence to, programmatic and organisation-wide, systems and procedures for ensuring good practice to meet sectoral standards in humanitarian protection, accountability and programme quality. These standards include but are not limited to; the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief, the Sphere Humanitarian Charter and Minimum Standards in Disaster Response, the Good Enough Guide to Impact and Accountability in Emergencies
    Promote an approach that pays particular attention to accountability to communities and partners as well as to donors and other key stakeholders and is informed by the Core Humanitarian Standards and Trócaire’s Programme Quality and Accountability Framework.
    Support the development and implementation of thorough needs assessments, monitoring procedures and effective evaluations.
    Collaborate with other staff in the monitoring and analysis of emerging and ongoing humanitarian crises, including consideration of contextual and strategic considerations, to enhance both the quality of Trócaire and partners capacity to respond effectively and to drive related advocacy work and engagement with relevant internal coordination platforms e.g. Emergency Management Teams, Fragile & Conflict Affected States etc.

    Support the roll-out and implementation efficient systems, processes and toolkits (tailored PCM) in humanitarian programmes and facilitate dissemination and training to country teams and partners on operational and technical areas e.g. Protection mainstreaming, Needs assessments, Cash and Voucher programming, Emergency Preparedness etc…

    Support to Institutional Funding of Humanitarian Programmes

    Support, and/or lead on the development and submission of high-quality funding proposals (including narrative and financial elements) for humanitarian programmes, often to tight deadlines
    Provide technical review of proposals ensuring donor requirements and approaches are considered and proposals are in line with humanitarian technical standards
    Support country teams in their oversight and monitoring of humanitarian grant implementation, undertaking field monitoring, coordinating internal reviews and learning exercises when required

    Emergency Preparedness and Contingency Planning

    Develop quarterly humanitarian forecasting for FCAS portfolio countries to facilitate timely and appropriate country level preparedness and response actions
    Support Trócaire country offices and pre-selected partners in the development, roll-out and the implementation of up-to-date Emergency Preparedness Plans through training, monitoring and follow up.
    Support the roll-out of contingency planning for Trócaire offices and partners in advance of predictable crises, and subsequent responses to the same

    Working with the Humanitarian Team and Cross-Organisationally

    Work closely with the Fragile and Conflict Affected States country portfolios to identify opportunities for joint funding, programming and learning on various themes including conflict sensitivity, Resilience and Nexus programming.
    Work closely with the Humanitarian Protection Advisors to ensure gender and protection are addressed in all aspects of programming work, both in relation to partners and in working with colleagues in Trócaire.
    Work closely with the Humanitarian EFSL and Cash Advisors to ensure high quality emergency food security, livelihoods and cash programmes are effective, appropriate and timely.
    Work closely with the Programme Impact and Learning (PIL) team and M&E colleagues on relevant assessments, documenting evidence on effectiveness of to inform improved practices and quality programming.
    Work closely with the Programme Development and IF Advisors to develop high quality proposals and reports for donors.
    Work closely with the Humanitarian Policy and colleagues in the Policy Unit to support the development of humanitarian programme and policy work as required

    Engaging with external stakeholders on humanitarian response

    Take a lead role in building links with and representing Trócaire at various humanitarian groups and networks (e.g. START, BOND, ALNAP etc…)
    Promote Trócaire’s humanitarian work through the Caritas network, including through active participation in inter-agency Caritas initiatives on humanitarian response

    Other Duties

    Represent Trócaire at inter-agency meetings and other public fora, including Caritas, UN Cluster Coordination meetings, among others.
    Any other reasonable duty as may be assigned by Humanitarian Manager or Head of Humanitarian that is consistent with the nature of the job and its level of responsibility. This will include the promotion of Trócaire through the media in conjunction with the Trócaire Communications Unit.

    International travel and work
    Be willing to travel for up to 4 months per year and to undertake the above tasks in project locations worldwide, sometimes in insecure environments and at short notice. This would normally include blocks of up to 3 weeks travel but could include longer secondments when required.

    Overall purpose of the role: The purpose of this post is to provide day to day management, psychosocial support and related activities in Ifo, and Dagahaley Camps in Daadab. In particular, the person is responsible for addressing mental health needs of SGBV survivors’ and maintaining daily contact with the community level para-counsellors. S/he will work and liaise closely with the Protection Officer-PSS, Protection Assistants, Protection Officer- GBV prevention and the Protection Assistant (GBVIMS) on documentation of programme activities as per the donor requirements.
    Responsibilities:
    Mental Health and Psychosocial support:

     Provide comprehensive psychosocial counseling to SGBV and non SGBV survivors focused on the survivor centered approaches
     Conduct and coordinate group sessions- therapy, psychoeducation, peer to peer sessions in collaboration with the case managers.
     Ensure the MHPSS to incentive staff under her /his supervision
     Conduct Menstrual hygiene and management education as well as management of the Dignity kits
     Coordinate issuance of cash voucher assistance in collaboration with the case managers
     Ensure all work with SGBV survivors is confidential and that ethical practices are observed.
     Ensure that the client documents and information are well captured, updated and stored safely according to data protection protocols
     Participate in the interpretation of the analyzed data on trends and work with GBV Team Leader to disseminate information to all relevant stakeholders.
     Participate in the development of the case management monitoring tools and systems and ensure all staffs that are required to utilize them are properly trained on the correct way of handling the systems.

    Coordination and networking:

    Community engagement and outreach:

     Conduct sensitization, dialogue and mediation sessions with the wider population about issues of trauma and SGBV.
     Facilitate formation of support groups for survivors of SGBV and other vulnerable groups.
     Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the survivors receive adequate support at the community level.
     Support the GBV officer and GBV assistants, in dissemination of relevant information during the Community SGBV prevention forums and meetings.
     Conduct outreaches with the prevention team and support in awareness on SGBV response eg during calendar events like World Mental Health day

    Monitoring and evaluation:

     Assist in preparing daily, monthly, quarterly and annual reports, progress notes, and treatment plans on time

    Primary Purpose:
    This position is responsible for overseeing the Compliance Department at RSC Africa. This includes developing and overseeing compliance tools, maintaining a culture of compliance within the organization, coordinating workflow for the Data Integrity, Library, Program Integrity, START, and Training Units, and ensuring that RSC processing priorities and targets are met and that standard operating procedures are strictly followed. The position is a member of the RSC Africa Leadership Team and Senior Programs Team.
     Essential Duties:
     Compliance

    Ensures all refugee case processing functions within the Compliance Department strictly adhere to DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.
    Oversees the development, implementation, dissemination and monitoring of standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa.
    Identifies and assesses areas of significant compliance risk in Programs, and coordinates with management to design and implement corrective plans.
    Reviews new products, systems, or processes to ensure compliance.
    Conducts regular checks of Programs activities to ensure they are in line with policy, and conducts necessary follow up or investigation.

     Data Management and Analysis

    Ensures that all RSC Africa Compliance activities are completed in an efficient and effective manner and reflect USRAP priorities for Sub-Saharan Africa.
    Oversees the development and maintenance of departmental reports and quality control (QC) checks. Ensure reports are accurate and efficient.  
    Develops annual/monthly projections to inform Programs Division priorities, with a focus on Compliance activity.
    Develops and implements department-specific pipeline analysis reports to inform workload and staffing projections, and to anticipate future workloads.
    Coordinates with other Programs departments, as needed, to efficiently allocate staff resources; and collaborates with other Programs departments for improved processing efficiency across the division.
    Establishes and maintains effective communication systems regarding data within the department and other program departments.

     Representation 

    Maintains effective relationships with RSC Africa/USRAP partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies.
    Ensures partner communication from the Compliance Department is professional, timely and proactive.
    Occasionally travels to field sites to meet with RSC Africa/USRAP partners and represent CWS/RSC Africa on processing or other programmatic matters.
    Champions CWS policy, procedures, and organizational culture to Programs staff, and contribute to Programs Division strategies for ensuring staff fully understand and abide by CWS policies.
    Ensures Compliance staff are professional when representing CWS/RSC Africa to refugees, partners, the funder and colleagues.

     Performance Management

    Provide direct supervision and leadership to the Data Integrity Manager, Program Integrity Manager, Systems Solutions Champion, and Training Manager, including yearly performance evaluations, monitoring professional development, and coordinating leave.
    Oversees the development and implementation of training modules for Compliance staff, in coordination with Programs Management, and ensures that staff receive all necessary training on different aspects of refugee processing.
    Oversee that QCs are being conducted and feedback is being provided to staff and/or other departments.
    Ensure coaching, mentoring, feedback and corrective action plans are being carried out across the department.

    Manages Programs Division inputs to human resources activities for all Compliance staff, including hiring, evaluations, leave management, and disciplinary actions.  
    Oversees the use of the budget as it relates to Compliance and monitors effective and appropriate use of resources across the department.
    Ensures effective circuit ride coordination with logistics, finance, and security including travel projections, site clearances, security updates, news from the field, expense reports and financial management.
    This position also undertakes other duties as assigned by CWS/RSC Africa Management.

    Experience:

    10 years of paid work experience is required.
    5 years of direct supervisory experience with responsibility for hiring, evaluating performance, administering corrective action and directing day to day work is required.
    Demonstrated management experience with a refugee serving/processing agency(s) preferred.
    Previous experience at RSC preferred.

     Skills:

    Thorough knowledge and comprehensive understanding of the US Refugee Admissions Program and START database.
    Detailed knowledge of case processing SOPs and the role of START in case processing.
    Advanced computer knowledge, specifically with MS Access, MS Outlook, MS Excel and other statistical analysis programs.
    Strong English communication skills, both oral and written.
    Strong analytical skills and excellent report-generation skills with the ability to understand, process and document information for a variety of audiences.

    A Resettlement Assistant position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent¿s primary role is to assist the supervisor in effective resettlement delivery of a given UNHCR Office in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The incumbent provides important clerical and administrative support to resettlement operations and may occasionally take part in assessing cases for resettlement and conducting interviews.     Responsibilities
    INTRODUCTION: UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate and affordable housing for all. It works with organizations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development.
    UN-Habitat supports New Urban Agenda partners and governments at all levels in formulating and implementing progressive housing sector reforms, policies, programmes and legislation which contribute to the creation of inclusive and sustainable cities, and comply with international law relating to the right to adequate housing. It provides expertise to support sound analysis of the housing sector and, in particular, the review of key legislation and elements affecting affordable housing provisions.
    Within the Housing Rights Programme Portfolio, UN-Habitat works to promote and protect the right to adequate housing for all, with a specific focus on vulnerable groups, to promote socio-economic inclusion and equality in cities.
    In this context, the Mediterranean City-to-City Migration Project (MC2CM), implemented as part of UN-Habitat’s Housing Rights Programme aims at contributing to improved migration governance at city level in a network of cities in Europe and in the Southern Mediterranean region. The project is implemented by a consortium led by the International Centre for Migration Policy Development (ICMPD) in partnership with the United Cities and Local Governments Network (UCLG. The project currently counts with the following cities in the network: Amman, Beirut, Casablanca, Dortmund, Grenoble, Irbid, Lisbon, Lyon, Madrid, Naples, Oujda, Rabat, Ramallah, Sfax, Sousse, Tangiers, Turin, Tunis and Vienna.
    RESPONSIBITIES: The consultant will support the Programme Manager within the Land Housing and Shelter section with the following responsibilities:

     Review a set of City Migration Profiles and produce a Regional Summary Report
     Highlight all urban dimension aspects of the City Migration Profiles, with a focus on housing rights, human rights, and inclusion of groups in a vulnerable situation.
     Include findings and recommendations from the City Priority Papers and the City Stakeholder Processes from cities included in the Regional Report.
     Identify facts and figures that can represent regional trends with regards to the urban migration, housing rights. human rights, and inclusion of groups in a vulnerable situation.
     Conduct additional desk research and collect data and information on the migration situation and relevant cross-cutting issues in the selected city as required.

    Qualifications/special skills
    Academic Qualifications: An advanced university degree in social sciences or related fields (including political science, sociology, anthropology, global or migration studies, local governance, urban management, public policy) is required. A first level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.
    Experience:

     A minimum 5 years of relevant professional experience, including empirical research experience and qualitative data analysis is required.
     Demonstrated level experience on consultancies in this area is an added advantage.

    Language:

     English and French are the working languages of the United Nations. For this position, proficiency in spoken and written English is required.
     Additional fluency in the local language of the selected city will be considered an added advantage.

    Accountability and Responsibility
    The trainer shall report to the Project Director or his/ her designate under whose docket the training will be conducted. In line with the organization’s core values, all trainers will be required to sign a code of conduct and child protection policy.
    JRS shall provide for:

    Guidance throughout all phases of execution.
    Approval of all deliverables including final sign-offs to make payments. Terms of payment the payment schedules shall be described in the contract.
