    Specific objectives

    To estimate the treatment coverage of children 6-59 months with severe acute malnutrition (SAM) and moderate acute malnutrition (MAM) in the 12 health facilities/catchment areas targeted for the Community Screening Surge pilot in Marsabit, providing a reliable single coverage estimate and confidence interval.
    To classify the level of coverage in the Health Surge pilot arm (11 facilities) and Preventative Actions Surge pilot arm in Marsabit (8 facilities) as low (<50%), medium (=50%) or high (>50%)
    To identify factors affecting uptake of SAM and MAM services in the pilot areas (barriers and boosters) and determine the degree to which barriers identified have been addressed (if at all), according to the action plans developed at baseline.
    To understand from health facility staff and Community Health Volunteers (CHVs) in the Screening Surge and Preventative Actions Surge pilot what actions were planned and triggered and when and where during the previous twelve months of the pilot.
    To strengthen the skills of technical staff (MOH and Concern/Nawiri) in the SQUEAC methodology through training and mentorship.
    In collaboration with the MOH teams in two Counties, Nawiri and other nutrition partners in the area, provide specific recommendations on how the Screening Surge pilot components and Preventative Actions pilot components could be improved to increase coverage in the future using the Adapted IMAM Surge approach.

    Justification
    Concern is the lead partner for health and nutrition in the Nawiri consortium and for piloting the Adapted IMAM Surge approach in Isiolo and Marsabit Counties, which will inform the final approach to implementation during the remainder of the project. Assessing IMAM coverage requires specialised skills. Thus, Concern seeks the service of an experienced consultant to adapt the SQUEAC methodology and conduct the assessment in Marsabit County.
    Technical Approach and Methodology
    Specific tasks to be undertaken by the consultant
    The following should be undertaken in collaboration and support from Concern/ Nawiri and County/ subcounty health authorities:

    Survey method: Work with the Concern and MoH team (and potentially external experts) to confirm the final survey methodology vis-à-vis the context of the IMAM Surge pilot and baseline survey method and results, ensuring robust comparisons can be made according to the specific objectives above.
    Tools: Develop and review the data collection tools.
    Training: Train data collectors for the assessment. Transfer skills in undertaking a SQUEAC assessment to Concern staff, MOH staff and recruited SQUEAC data enumerators to equip them with skills to undertake a SQUEAC coverage assessment.
    Administration: Supervise the full coverage survey (survey planning, data collection and analysis, and reporting) in all the targeted areas of operation.
    Implementation of surve*y: Lead in the organization and implementation of the actual survey: with support from Concern technical and MoH staff, ensure accurate data collection at field level. Ensure adequate supervision and coordination of the survey teams in the field.
    Data processing and management; ensure accurate information is collected and analysis of all data is done with the team using all existing and new information available.
    Reporting and dissemination: provide regular/scheduled updates via power point presentations to the NITWG at different stages of the SQUEAC assessment for quality checks. During dissemination and validation workshops of the survey the consultant will present the results to the Nutrition Information Technical Working Group (NITWG) and the appropriate County Nutrition Forum.
    Action planning: In collaboration with Nawiri/Concern lead a one day workshop for MOH staff and partners working in the two counties to develop specific recommendations to improve coverage of CMAM program in the target areas, including practical adaptations to the IMAM Surge approach for the next phase of Nawiri implementation.

    Outputs and Deliverables
    The following are the deliverables expected of this assignment

    An inception report outlining the methodology, teams and resources needed and final timeline to be followed
    Concise SQUEAC assessment report with executive summary
    Power point presentation outlining the methodology and preliminary findings for dissemination during the NITWG and County forums

    Timeframe
    The proposed consultancy will last for 30 days (including training, data collection and technical report). A proposed work schedule will be developed and agreed with the consultant. The expected time for the assessment will be in May/June 2022.
    Remuneration

    Concern will pay the consultant a fee per day for the agreed number of days required for the work*.*

    Working Conditions
    The Consultant is expected to work at the direction of Concern. Internally s/he will closely work with Concern NAWIRI team – Project Lead, Senior Advisor-Health and Nutrition, and Nutrition Technical Specialists. Externally, the Consultant will interact with other NAWIRI partners that includes Tufts University and Catholic Relief Services among other consortium members. At the county level, the consultant will liaise and engage with County Nutrition Officers/ Coordinators in Marsabit (and possibly Isiolo) County. Further, this assessment involves interaction with Ministry of Health (MOH) and other national government departments and officials.
    Essential Qualifications

    Extensive experience conducting IMAM coverage surveys, including SQUEAC and/or SLEAC and training and supervising teams on the approach.
    Post graduate qualification in nutrition or related health science,
    At least 3 years’ experience working in the humanitarian/ development sector and conducting similar assessments.
    A strong understanding of the statistical basis for SQUEAC and SLEAC in order to guide the team on the best method to use for the needs outlined above.
    A very good command of spoken and written English.
    Consultants and consultancy firms based in Kenya with solid experience in the health and nutrition sector in Kenya are encouraged to apply.
    Previous experience in the ASALS will be an added advantage

    REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS:
    Academic Qualifications:

    Master’s degree in political science, sociology, international relations, international economics, law, public administration, or other related social sciences, and a minimum of 2 years of experience in political analysis.
    A Bachelor’s degree in the above-mentioned disciplines with a minimum of 5 years of experience in political analysis will be considered in lieu of a master’s degree.

    Years of experience:

    Essential Responsibilities
    REPORTING

    Provide technical support to the consortium program teams to edit and finalize reporting and communications materials including weekly reports, quarterly reports, annual reports, workshop/event reports, and reports documenting learning activities.

    Key Tasks of the Evaluation:

    For the objectives of the consultancy to be achieved, as a minimum, the following key tasks are to be performed by the consultant:
    Undertake desk review of the relevant program documents including the Program Proposal, Project detailed Implementation Plans, Project Reports, Concern strategy documents and any other relevant documents and should take into consideration USAID/BHA evaluation guidelines and standards.
    Develop an inception report detailing the process and methodologies to be employed to achieve the objective of this consultancy as stated above. It should include the detailed data collection and sampling design, analysis and output framework and timetable. Present to Concern for review and further inputs before proceeding with the development of data collection instruments.
    Design, develop, critique (with Concern team) and refine data collection tools including translation to the local languages, where appropriate.
    Prepare training materials in consultation with Concern team, and conduct the survey training covering all details in the survey tool.
    Conduct a comprehensive field based program evaluation [using both quantitative and qualitative data collection methods] and collect data, based on the criteria and objectives of the evaluation.
    Carry out data analysis of the quantitative and qualitative data, and write up the final assessment report.
    Present the draft report to Concern team for review before producing a second draft.
    Submit a final end of program evaluation report to Concern as stated in these Terms of Reference.

    Outputs and Deliverables

    An inception report detailing how the evaluation criteria questions, the evaluation methodology, work plan/schedule, budget and draft data collection tools.
    Validation Workshop of evaluation findings with Concern Worldwide after generating the draft evaluation report.
    The evaluator shall share a short presentation of outcome findings, insights into contribution pathways and feasible recommendations with the project team at least 3 days before the validation workshop.
    Final Evaluation report of no more than 20 pages (excluding executive summary, references & annexes).
    Most Significant Change Stories: At minimum of 3 – one-page Most Significant Change stories must be part of the annexes.
    Other documents/materials such as raw data files, quantitative data files, transcripts of FGDs, photographs taken, outcomes matrix, at least one change story per ward.

    Timeline
    The consultancy is expected to commence in May 2022 and the activity is projected to take a maximum of 30 days. This duration is inclusive of the time required for all work including document review, field visits, debriefing, and final submission of the evaluation report.

    POSITION SUMMARY:
    HIAS works with communities’ natural systems in order to optimize support for Persons of Specific Needs. This approach enables HIAS to meet the safety, psychosocial, economic, and justice needs of PSNs; facilitate their access to appropriate care. HIAS seeks to recruit a Community Outreach Worker who will be required to identify the most at risk and vulnerable refugees and provide them with necessary information as needed and link them with opportunities for psychosocial assessment and vulnerability assessment preceding appropriate intervention.
    ESSENTIAL FUNCTIONS:

    Identification of the most vulnerable refugees in the community in need of protection and psychosocial support (including counselling, food assistance, protection concerns, financial assistance, medical assistance etc.)
    Participation in community awareness and information dissemination to members of the community.
    Assisting in referral vulnerable refugees in the community to partner agencies for appropriate intervention. 
    Provide support to caseworkers in the follow up and tracking of individual cases and updating the status accordingly.
    Assist in the provision of direct assistance to refugees in the community. 
    Assist with translation for refugees in the community during assessments, home visits, counseling sessions and other activities as may be required.
    Assist in the mobilization of community members for support groups, community forums and sensitization campaigns within the communities.
    Accompany case workers for home visits, conduct individual visits and follow-ups and provide feedback reports to the case workers.
    Provide weekly and monthly quantitative and qualitative reports to counseling psychologist highlighting individual performance, progress against targets and client needs and outcomes of assistance provided. 
    Attend regular staff meetings, monthly debriefings, trainings and other meetings as required and ensure regular personal development and supervision.
    Perform other related duties as assigned.

    QUALIFICATIONS & REQUIREMENTS:
    Experience

    No less than two years work experience, including at least 1 year working with the refugee community, preferably with an NGO.
    Experience in the field of refugee protection and assistance is an added advantage.

    Skills

    Basic literacy and numeracy skills.
    Should be well integrated to the dynamics and needs of members of the refugee community within their areas.
    Good working knowledge of the community needs and gaps
    Ability to work with members of the community with little or no supervision
    Computer literacy
    Strong communication and interpersonal skills
    Basic counselling skills
    Strong problem-solving skills
    Strong training skills in community development and working with PSN will be an added advantage.
    Knowledge of Accountability to Affected Populations (AAP)
    Knowledge of Prevention of Sexual Exploitation and Abuse (PSEA) will be an added advantage\

    Language
    Proficiency in English or *Kiswahili, and either **Kinyamulenge, Kinyarwanda and/or French* or any other major language spoken within this refugee community.

    Consultant scope of work
    Critical to the above approach is to develop deeper institutional partnerships with Local Education Authorities (at the county, subcounty and school level) in Kilifi and Kwale. This partnership would include institutional capacity development informed by an inclusive capacity assessment and capacity development planning process. While AKF have extensive experience in conducting these with Civil Society Organisations (CSO), AKF recognises the need to contextualise the process and tools to meet the needs of local education Authorities across the two targeted counties.
    This consultancy will build on previous work done by AKF with respect to CSO. For this work, the consultant or organisation will be required to work in-person and/or remotely to implement a human centric approach (process clearly articulated in the application) to deliver high quality, relevant, and actionable results, processes, and tools.     The objective of this consultancy is to

    To review and conduct an initial contextualization of the Government Performance Index tool to effectively support participatory reflection and analysis of Local Education Authorities performance in provision of gender responsive quality education services.
    In collaboration with the AKF team, to facilitate the participatory Local Education Authorities assessment using the contextualized (draft) GPI tool and development of the local Education Authorities strengthening plans
    Build on feedback from the delivery process and experiences of the education Authorities to further adapt the GPI tool.
    To achieve the above objectives, below are illustrative activities. The consultant will be expected to build on these as needed to ensure the assignment is completed to the expected standards. He/she is encouraged to consult regularly with AKF for any clarification or assistance to further inform the products from this assignment.
    Review the Government Performance Index (GPI), other AKF’s CSO Organisational Capacity Assessment (OCA) tool in addition to other country level LGA capacity development tools to inform the contextualisation

    Conduct the LGA assessment and support the LGA to develop and prioritise a one-year plan of action with resources to implement the interventions.
    Develop a comprehensive assessment report on the LGA assessment and plan of actions

    Inception report comprising methodology, tools and timeframe for the consultancy
    Final contextualised and customized GPI tool and processes for each country with feedback incorporated.

    Qualifications:

    Master’s Degree (or higher) in a relevant field preferred.
    At least five (5) years of demonstrated experience directly supervising staff implementing water resources governance and service delivery activities. 
    At least five (5) years of experience working on USAID or other donor-funded projects.
    Strong professional experience across STAWI technical objectives, including water resources management and governance, water service delivery, water accessibility for productive use, and collaborative learning and adaptation.
    Recent and relevant professional experience in Kenya, ideally working with STAWI Activity’s target counties in northern (Turkana, Marsabit, Samburu, Isiolo, Wajir, Garissa) and southeastern Kenya (Taita Taveta, Makueni, Kitui).
    Professional fluency in English is required.
