    Accountabilities
    Programme Development  

    As part of the CPiE technical team, contribute to the development of the CPiE country programme and strategy  
    Support identification of emerging needs and gaps in the refugee response and conduct consultations with affected populations and other stakeholders as part of needs assessments.  

    Technical Support and Implementation 

    Ensure that there is effective planning, implementation and coordination of inclusive child protection programming, that addresses the key child protection needs  
    Work closely with the rest of the Plan International Romania team to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner, in full consultation and coordination with all relevant agencies 
    Provide technical guidance and direction to Plan International Romania for effective planning, implementation and monitoring of the agreed child protection plans 
    Work alongside Plan’s local partners to implement and monitor project activities, identify opportunities and constraints and any adjustments that are needed. 
    Provide regular updates to the Child Protection in Emergencies Specialist on progress, priorities and constraints related to CPiE programme activities  

    Partnerships and Capacity-Building  

    Roll-out capacity-building plans and activities for partner organizations on key child protection risks and interventions, including cash and voucher assistance for child protection outcomes  
    Contribute to the review of technical tool and capacity-building resources and ensure they are adapted and contextualized to the Romanian context  
    Regularly deliver capacity-building sessions, such as on-the-job coaching, mentorship, and trainings, to Plan partners staff and volunteers, and other stakeholders.  
    Support ongoing identification of technical capacity gaps among partners and other child protection stakeholders.   
    Regularly updated Child Protection in Emergencies Specialist on progress related to partner capacity-building and feedback on technical tools and resources 
    Support identification of new partnerships and opportunities for child protection programming, in collaboration with the Child Protection in Emergencies Specialist and Partnerships Manager.  

    Monitoring, Evaluation, Accountability and Learning

    Work with the MERL & Information Management Specialist to review data on indicators related to capacity-building of local partners and key child protection program activities such as cash and voucher assistance.  
    Build the capacity of partner staff to collect quantitative and qualitative data and to document key learnings from the response 
    Contribute to the evaluate the implementation of CPiE programs and draft recommendations for improved programme design 

    External Representation 

    Represent Plan International at local-level coordination groups and task forces related to child protection, sexual and gender-based violence, and mental health and psychosocial support.  
    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

    Technical expertise, skills and knowledge

    Technical Leadership  and Program implementation

    Minimum education, training and experience requirements to qualify for the position:

    A degree in social sciences such as Social Work, Gender Studies, Development Studies, Community Development,  International Studies, Sociology or their equivalent with specialization in Environment and  Natural Resource Management.
    At least  5 years’ experience in Gender and Disability programming with evidence of successful implementation of program
    An understanding of Human Rights and specifically Women and Child rights including CEDAW and Social Justice Issues and gender equity.
    Demonstrated ability to ensure gender integration in project design, implementation and ME.
    Effective English oral and written communication skills; ability to interact professionally in English.
    Good understanding, Gender and social inclusion, priorities, approaches, standards and guidelines/ international best practices.
    Proven track record as a staff and community trainer and capacity builder in Gender and Development,

    Additional work experience required as a minimum qualification for this position

    Results oriented with performance based management knowledge skills;
    Strong budgetary and financial management skills;
    Good interpersonal, organizational management and negotiation skills;
    Computer literate in Office Suite (word, excel, access, project etc) and PC based Socio-Economic Analysis Tool e.g. SPSS and;

    POSITION SUMMARY
    The Program Director manages and oversees implementation of program activities within HIAS’ framework which are; Legal Protection, Mental Health and Psychosocial Services, Economic Inclusion and Gender Based Violence Programs. This position leads in the coordination processes internally and with external partners to get humanitarian assistance for HIAS beneficiaries. The Project Director will also support the Country Director in the coordination and management of the current projects, identification of new projects that contribute to the protection of the population of concern.
    ESSENTIAL FUNCTIONS:

    Lead the development and implementation of activity work plans and budgets, ensuring effective implementation and achievement of priority initiatives and activities
    Organize and manage donor contract requirements, program planning and implementation from start to completion of project periods- with keenness to deadlines, milestones, and processes
    Provide oversight of program implementation and execution of program plans via regular financial, program tracking reports and M&E data related to monitoring program performance.

    Support HIAS Operational Framework on Accountability to Affected populations

    QUALIFICATIONS & REQUIREMENTS:

    The Main Responsibilities And Tasks Include

    Emergency preparedness is effectively arranged together with the establishment of contingency plans and early warning mechanisms in close collaboration with Country Offices.
    Emergency preparedness and response plans address gender issues that may be expected to intensify during emergencies. In addition, supporting countries to update their response plans, preparedness, and contingency actions using tools like EPP, DRIP, and others.
    Emergency plans of action are developed, and compliance and coordination of all sectors with the plans are implemented.
    Technical advice on emergencies programmes, and information management related to the implementation of emergency preparedness measures are effectively provided.
    Capacity building plan developed and implemented around data and information management, monitoring and reporting, and preparedness.
    Substantive improvements are made in the emergency preparedness and response capability of UNICEF staff and implementing partners through the conduct of effective training activities.
    In the event of an emergency, UNICEF’s presence is promptly established and the initial emergency operational tasks are effectively executed, including the provision of support for information communication technology, telecommunications facility, and all staff security-related assistance in the country office.
    Needs assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local emergency situation affecting children, their families, and the community.
    Humanitarian results by country and sectors are monitored on regular basis using tools such as sitreps, regional HPM dashboard and database, bi-lateral country-level discussions, country-level dashboards, and in-country missions. The results should guide more effective decision-making and programming at the country level.
    Timely analysis and support of regional and country offices in information management, data quality control, and mapping for situation and response analysis. Work closely with country offices, emergency specialists, and regional sectors to analyze and visualize data.
    Emergency appeals and project proposals are prepared, and concerted efforts are put forward to mobilize donor response and recovery/rehabilitation-related funding.
    Continuous, effective and strategic coordination, communication, consultation, and liaison are maintained with Government, UN agencies, NGOs, donors, and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.
    Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats, and opportunities/issues in the country.
    Emergency preparedness and response strategies are mainstreamed in the country office’s workplace. Sectoral input is provided for all related documents for the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Programme Document.

    Education

    Advanced University degree in one of the following fields: computer science, social sciences, public administration, international law, public health, nutrition, international relations, business administration, or other related discipline.
    Preferably a combination of management, administration, and relevant technical fields.

    Work Experience

    Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.

    Education

    An advanced university degree (Master’s degree or equivalent) in clinical psychology, counselling psychology, or in a related academic discipline, supplemented with other relevant studies/extensive courses in psychological assessment, cross-cultural communication, substance abuse, stress management or related field, is required.
    A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of five (5) years of professional work experience in developing and implementing counselling and Employee Assistance Programmes at international level is required.
    Work experience with stress-related management issues applied in field environments is required.
    Experience providing counselling and psychological support in an emergency operational setting is desirable.
    A minimum of two years within the last five years of international field experience in humanitarian and/or development contexts is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN language is desirable.
