    The International Potato Center (CIP) is seeking a highly skilled, results-oriented MSc student to carry out research on Sandponics.
    The position: Student will be responsible for coordinating and managing Sandponics experiment for rapid multiplication of sweetpotato planting material.
    Duties and Accountabilities:

    Compare the Sandponics system with conventional screen house multiplication per unit output/cost/time;
    Develop optimal nutrient media for N/P/K for sweetpotato;
    Maintain sweetpotato clones in greenhouse/screenhouse;
    Maintain records and standard operation procedures on Sandponics experiment;
    Manage and supervise operations in screen houses (Preparation of substrate, potting, planting, watering, spraying, harvesting, sorting, packaging, labeling);
    Supervise hardening TC plantlets and multiplication of varieties through cuttings;
    Data entry;
    Sharing of experiences with Sandponics units in other sub-Saharan African countries through active participation in the seed system and crop management community of practice virtual and in person meetings.
    Any other tasks as assigned by supervisor.

    Selection Criteria:

    Bachelor’s degree Agriculture or a closely related discipline;
    Enrolled in master’s program with coursework completed by January 2018;
    Experience managing plants in greenhouses or screenhouses;
    Strong knowledge base in chemistry and laboratory exposure;
    Ability to communicate well both in writing and speaking in English;
    Knowledge of Kiswahili preferred;
    Knowledge of sweetpotato agronomy and pathology preferred;
    Computer proficiency including MS Office (Word/ PowerPoint and Excel) skills.

    Conditions: This is a one year MSc. student position based in Nairobi at the Kenya Plant Health Inspectorate Services Quarantine station (PQS) Muguga. The student must be willing to embark on thesis research concerning the development of Sandponics multiplication systems for sweetpotato.

    Overview of the Project
    Saferworld in partnership with the Alliance for Communities in Hardship areas (ALCHA), the Catholic Justice and Peace Commission (CJPC), the Organisation of African Instituted Churches (OAIC), Pamoja for Transformation, and the Pastoralist Integrated Support Programme (PISP) is undertaking a project titled “Building Effective Responses for Peaceful Elections in Kenya”.
    The project which is funded by Department for International Development (DFID) and managed by Development Alternative Inc (DAI) focuses on reducing the potential for violence occurring before, during and after the 2017 general elections. The project will contribute to systemic conflict prevention and behavioral change by supporting state and non-state peace actors at national, county and community level to address conflicts directly and to advocate for others to do the same. The project is being implemented in five counties namely, Isiolo, Marsabit, Migori, Uasin Gishu and Trans Nzoia with specific activities targeting religious leaders and Civil Society organisations (CSOs) at National level.
    The Project seeks to contribute to the following:
    Impact: Free, fair and peaceful electoral processes around the 2017 general elections in Kenya.
    Outcome: State and non-state actors at national, county and community levels respond effectively to the causes and incidents of violence and insecurity around the 2017 general elections.
    Output 1: Peace actors at national level have increased knowledge and skills to identify and respond to election-related violence risks through direct action and influencing the actions of others
    Output 2: Peace actors and institutions at county level have increased knowledge and skills to identify and respond to elections-related violence through direct action and networking with others
    Output 3: *Communities in identified hotspots have enhanced skills to resolve any emerging conflicts and engage constructively and peacefully in electoral processes***Purpose and objectives of the evaluation**
    The purpose of the end term evaluation is to assess the intended and unintended outcomes of the project and determine the level of the project’s contribution to these outcomes.
    The specific objectives of the evaluation are to:
    Identify and describe the outcomes (expected and unexpected) from the project implementation.
    Establish the contribution (causal link which is either direct or indirect) of the project to the identified outcomes
    Establish the status and potential of sustainability of the project after eighteen months of the implementation Identify good practices and lessons learnt related to the project operational contexts, actors engaged, strategies applied in the implementation and changes observed
    Assess how the local implementing partners were involved in project management and how effective was the partnership
    Evaluation questions
    This evaluation seek to answer the following evaluation questions. The evaluator will be free to adjust or add to these questions to ensure sufficient data is collected?

    Who are the different actors (the target actors or target group) who have benefitted or been involved in this project? What did each do/doing differently (change/outcomes), when and where?

    Why each of the outcomes (actors acting differently) is/was significant to project context?

    What is the project contribution to each outcome? What investment the project has done? Who else has contributed to these changes? Is there evidence?

    How sustainable are the changes observed by the implementing partners as well as the actors engaged in this project?

    Evaluation Methodology
    This evaluation will exclusively use Outcome Harvesting (OH) methodology. The focus on the Outcome Harvesting evaluation is to interact with various categories of target actors with the aim of establishing how they have acted differently as a result of the project activities. It is expected that the evaluator will engage project team, local partner and target actors in the identifying and documenting significant outcomes realized during the project implementation.
    The outcomes information will collected through:

    Review the project documents including monitoring data on the outputs and outcomes and identify preliminary outcomes

    Conduct interviews with project team to expound on the identified outcomes and generate more significant outcomes

    Conduct interviews with staff of the local partners spread across 5 target counties and national level partners to further discuss already harvested outcomes and further identify more outcomes. The consultant will be expected to visit the five counties and hold partners’ interview and focus group discussions.

    Hold focus group discussion with target beneficiaries at county level to further generate evidence on the documented outcomes

    Hold an analysis workshop with project team to critically make sense of the identified outcomes and sample outcomes to be substantiated.

    The consultants to identify the experts in elections management and peace building, then be given the selected outcomes to validate and give feedback report.

    The evaluator will also be expected to use Most Significant Change methodology to collect at least 2 change stories per partner and select 3 Most Significant Change stories that will be part of the final evaluation report. These outcome monitoring methodologies must be described by the evaluator in the proposal clearly outlining how practically they will be used during the data collection.
    Activity Schedule
    The evaluation is expected to start from 30th November 2017 to 31st January 2018. This period includes the desk review, key informant interviews, focus group discussions, site visits to Isiolo, Marsabit, Migori, Uasin Gishu and Trans Nzoia counties,as well as outcome analysis and reporting writing.
    Key expectations from evaluator
    The evaluator will be expected to submit the following deliverables in time in compliance with standard requirements:

    A 5 page inception report detailing the evaluation methodology, work plan/schedule and draft data collection tools.

    A 3 page activity report explaining how the data collection process was done, challenges/limitation faced that may affect the findings and preliminary findings. To be presented to MEL coordinator a day after field visits to target counties.

    Validation Workshop of evaluation findings with project stakeholders after generating the draft evaluation report. A short presentation of outcome findings, insights into contribution pathways and feasible recommendation must be shared with the project team a day before the validation workshop.

    Final Evaluation report of no more than 20 pages (excluding executive summary, references & annexes). This will be presented to Saferworld in 2 hard copies and soft copy.

    Most Significant Change Stories: At minimum of 3 – one-page Most Significant Change stories must be part of the annexes.

    Other documents/materials such as raw data files, quantitative data files, transcripts of FGDs, photographs taken, outcomes matrix per partner, alteast 16 change stories.Management of the Evaluation process

    The evaluation exercise will be managed by the Monitoring, Evaluation and Learning Coordinator – Kenya Programme and supported by the Project Manager, Project Officer and Project Assistant. Any matter related to evaluation process should be presented to MEL coordinator in writing. The evaluator will also be accompanied to the field by members of the project team to give any support if need be and if they are available.
    Requirements
    Saferworld is looking for an interested and experienced individual or a team of evaluators in support of this evaluation consultancy. The applicant must have:

    Experience in conducting evaluations on peacebuilding, Conflict management, conflict sensitivity and/or other relevant sectors.
    In depth knowledge of the Kenya context especially dynamics in the target counties during the elections period.
    An advanced degree in developmental studies, peace and conflict management and other relevant field.
    Demonstrable practical experience in monitoring and evaluation approaches. Practical experience in Outcome Harvesting, Most Significant Change and Utilisation focused evaluation tools will be an added advantage.

    Role description
    The ICRC defines Economic Security as the status of an individual, household or community that is able to cover its life and livelihoods obligatory expenditures in a sustainable manner, consistent with its environment, culture and customs. Within its global Economic Security approach in conflict affected countries, the ICRC implements Relief, Livelihood and Rehabilitation Programs in order to improve, restore or maintain food and economic security at household level. To achieve this objective Economic Security uses a combination of different interventions, such as cash and voucher programs, microeconomic initiatives, agricultural and livestock programs, and relief items distributions.
    The role of the Regional Economic Security Data and Analysis Specialist is to serve as the focal point and lead service provider for all matters related to data collection, management and analysis and reporting and content management needed for EcoSec assessments and programming in the delegations in the Africa Region. S/he is an expert in quantitative and qualitative data collection and analysis, with particular experience in humanitarian assessments, monitoring, evaluation and learning and strong in data management. S/he is expected to use a client-oriented approach, and coordinate and collaborate with all Departments/Units of the ICRC for cross-cutting projects and/or which their area expertise may be concerned as well as other organizations.
    S/he does frequent mission in operational delegations and develops close collaboration with respective EcoSec Coordinators. S/he may also be required to cover other countries on request.
    Main responsibilities

    Provides operational support to Delegations as a service as per their request including in assessments, monitoring and evaluation methods and tools, data collection and analysis, beneficiary data management and technical reviews;
    Supports and coaches EcoSec staff to help build their own awareness and capacities in data and analysis;
    Provides surge capacity for information management in emergencies, either at-a-distance or ready to deploy with short notice;
    Serves as focal point for all EcoSec data collection and analysis at the field-level within the Africa Region;
    Contributes to global/regional analysis of key indicators of concern to EcoSec such as macroeconomics, population movement, remittance trends, etc.;

    Desired profile and skills

    Responsibilities

    Develop, lead and implement policy and advocacy strategies on humanitarian issues
    Ensure specialist knowledge and analysis in order to influence work within and outside the Red Cross and Red Crescent Movement using a range of different approaches including high quality research, policy analysis and external representation

    Program Officer will support the development and delivery of a comprehensive youth internship, mentorship, apprenticeship and career counseling program for KYES under the leadership of Senior Technical Advisor. Develop relationships with potential employers, screening and orienting youth and employers to ensure successful matches, oversight of activities and communication related to all career development activities. Support in the design and implementation of interventions that assist youth to access opportunities and platforms for internships, apprenticeships, job search activities including labour market and career information. Lead in the implementation of strategies and activities that promote youth engagement, particularly focusing on girls and young women, and marginalized populations in order to access relevant employability trainings, markets, finances, jobs and other employment services.
    Key responsibilities:

    Provide career counseling, assessment, administration and interpretation, building the capacity of implementing partners to deliver the career development support services;
    Coordinate the internship and apprenticeship program including the initial assessment, placement and monitoring and oversight of youth internships, apprenticeship, career, and labour market information needs.
    Coordinate and present specialized outreach programs designed to heighten awareness of careers in collaboration with targeted TVET institutions and service providers under KYES.
    Assist in designing and implementation of KYES customized labour market information platforms and channels.
    Support in management and development of relationships with private sector for provision of internship, apprenticeship and career counseling and youth mentorship providers and agencies.
    Help to coordinate and participate in various events, activities and fairs on topics related to internships, apprenticeships, job placement as well as career counseling for youth
    Work with County teams to ensure targets for Life Skills Training, career counselling and mentorship are met.
    Work with County Board Forums and County teams to monitor implementation and reporting of Labor Market Information activities and outcomes
    Work with employers, VTCs, Life Skills TOTs and Mentors to identify and profile success stories result
    Support in roll out of Behavior Change Campaign Implementation plan
    Support in verification of documents relating to payment of interns stipend and employers’ s fees
    Support in KYES youth mobilization and outreach activities

    Qualifications:

    Applicants must possess a minimum of a Bachelor’s Degree in Social Sciences with 5 years solid work experience in roles involving working with youth and dealing with multiple stakeholder’s especially private sector and county and national government.
    Preferable experience in Youth workforce Development Programmes and implementing of USAID funded projects.

    Job Summary:
    The incumbent will be responsible for providing technical leadership, guidance, coordinate trainings and capacity building to the MoH (Ministry of Health) staff in Saku. He/she will also support the senior program manager in the overall coordination and managerial support to the program including strong conceptual, programmatic direction and technical support to the program teams working in all the four Sub Counties of Marsabit County.
    Main Duties & Responsibilities:

    Programme Management and Development:

    Guide the development of programme work plans in coordination with the senior manager and project teams.
    Work closely with the Saku and CHMT in developing and implementation of monthly work plans and guide them on PCA implementation.
    S/he will liaise at the local and county level with C/SCHMT, Marsabit County Officials, and Health Facility Management Teams to enhance coordination and collaboration in program implementation and sustainability.
    Contribute to and maintain strong links with other programme managers (FIM, HIV, Education and Advocacy) to reinforce a strong programme approach.
    Managing, developing and maintaining all aspects of Concern health and nutrition programme comprising facility and community based interventions in Saku Sub County.
    S/he will assist senior manager in advocacy to inform policy makers and assist in policy review based on program learning and field based evidence.
    Working with MoH to establish interventions that address and complement the other aspects of the basic nutrition minimum services packages.

    Training and mentoring

    Provide technical support to MoH through structured capacity building initiatives on delivery of health and nutrition interventions at health facilities and community level;
    Ensure delivery of quality results through active participation in regular M&E activities: facility in-charges meetings, CHVs and skilled health workers review meetings, joint support supervision.
    Orientate and mentor the Sub county Health Management Teams (SCHMTs) and facility-based service providers on existing data capture and summary tools for nutrition and HINI services in line with the District Health Information Systems (DHIS)

    Monitoring and Reporting

    Prepare high quality written reports for Concern and donors (quarterly and annual) and other reports as required.
    Assisting with nutrition programme reviews and evaluations
    Monitor the nutrition situation and advice the Health and Nutrition senior program manager on appropriate actions and changes as may be necessary and document all lessons learnt.
    Working closely with the Surveillance Officer in organizing, coordinating and leading nutrition assessments and surveillance as required.
    Monitor the programme against objectives outlined in the programme plan.
    Conduct field visits to support field teams on effective and quality program implementation.

    Representation

    Attend and adequately represent health and nutrition program in County and Sub county meetings.
    Representing Concern in and liaising with coordinating bodies and partners as required – MoH and other government authorities, UNICEF, WFP, OFDA and other relating NGOs.
    Maintain good working relationships and co-ordination with other health partners.

    Responding to Emergencies:

    Support in the provision of leadership and technical guidance for emergency response programming and approaches
    Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
    Comply with Concern’s health, safety and security guidelines during emergencies

    Job Specification:

    A degree in nursing, food, nutrition and dietetics or relevant field
    At least five (5) years’ experience in Maternal and Child Health and Nutrition programming in both a development and emergency context with at least two (2) years’ experience in a managerial/supervisory role.
    Technical knowledge and experience in maternal and child health and nutrition, community based health care.
    Proven success working and partnering with the Ministry of Health
    Good understanding of cross cutting issues- gender, HIV and AIDS, DRR, etc. and how to integrate them into public health/ nutrition programmes.
    Excellent interpersonal skills and demonstrated ability to lead and work effectively in teams.
    Excellent networking and coordination skills – NGOs, UN and government agencies.
    Fluent in both spoken and written English and Kiswahili. Fluency in the local language is an added advantage.
    Proficiency in the use of computer applications
