    Performance Objectives
    Administrative Support (35%)

    Mentor Fellow Recruitment (15%)
    Run selection of mentors during an annual 5 day short course training and keep a steady pipeline of potential backup mentors.
    Ensure the CU is well resourced with mentors and graduates all the time.
    Program Monitoring and Business Advisory to mentors and Scholar. (20%)
    Support the School Coordinator with coaching mentor fellows in the areas of student participation, school business clubs and group mentoring. Conduct on-sight visits to monitor fellow business or community initiatives. Follow up with graduates in community unit who had questions about community unit activities and programs.
    Data management (30%):
    Monitor and record attendance during the lessons, club activities and other program related activities using Survey CTO.

    Job Responsibilities

    Provide technical advice through conducting trainings and coaching sessions for community health extension workers (CHEWs) and sub-country management teams (SCMT) on performance management and supervision of CHVs.
    Provide ongoing coaching of Sub County and county health management teams on how to review and analyze data on the performance dashboards and interpret to support CHVs to deliver against targets.

    The MERL Officer will oversee and ensure the collection, collation and analysis of data for the proposed European Union Trust Fund, three-year collaboration in Cross-Border Areas of the Horn of Africa Region: The Southwest Ethiopia – Northeast Kenya border to prevent local conflict and mitigate its impact. S/he will be responsible for partners’ data quality management and reporting during the program reporting cycles and within the entire program MERL system. The job holder may also provide field MERL and technical assistance as requested by field teams from time to time in liaison with the Team Leader. This position is based in Lodwar and reports to the Team Lead.
    Roles and responsibilities:

    Data Management
    With support from the Program Manager and Team Lead, ensure partners’ data quality as guided by the EUTF data quality assurance standards.
    Update MERL databases; using approved supportive program MERL documentation.
    Manage and conduct overall data collection and collation processes relevant to all program indicator data for donor reporting purposes
    Regularly review, revise and update the performance monitoring plan(PMP)

    Qualifications and experience:

    The Program for Legal Empowerment and Aid Delivery in Kenya (PLEAD) aims to promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels with a specific result outcome to enhance legal aid and assistance especially for the poor and vulnerable. A subcomponent of PLEAD calls for support to the National Legal Aid Service under the Department of Justice (DoJ) to provide legal services in 12 focal counties of Kenya.
    The proposed technical assistance that is the subject of this tender addresses a combined technical assistance package that will provide three categories of TA:
    A permanent key expert to serve for the total duration of the PLEAD project (indicatively 57 months) which will assist the DoJ in implementing the new legal aid bill through an EU programme estimate. The expert will need to start immediately upon award of contract;Two experts (indicatively a monitoring and evaluation expert and a regulatory drafting advisor) to begin immediately upon award of the contract; andAn on-going technical assistance facility (STTA) to provide short-term technical assistance on an on-demand basis as needed during the term of the PLEAD project.

    Required Experience
    Minimum Requirements:

    Master’s degree in International Development, Project Planning and Management, Economics and/or Statistics, or an equivalent with an academic focus on monitoring and evaluation or another related field.
    Minimum of five (5) years of direct relevant experience in MELS.

    Preferred Requirements

    Demonstrated experience in coordinating and working with international donors and grantees on PME/MLE systems.
    Experience in supporting and monitoring field based programs in the region.
    Experience in managing databases and coordinating evaluations, surveys and impact monitoring.
