    Caseworker Program Integrity Specialist

    Primary Purpose:
    This position is responsible for implementing all United States Refugee Admissions Program (USRAP) Field Processing activity at RSC Africa, ensuring that RSC Africa processing priorities and targets are met, that standard operating procedures are strictly followed and integrity maintained throughout the process.
    Essential Duties:

    Achieves and maintains a high performance standard based on a thorough knowledge of, and adherence to, established Church World Service Resettlement Support Centre (CWS/RSC Africa), Department of State (DOS), United States Citizenship and Immigration Services (USCIS), and Refugee Processing Centre (RPC) policies and procedures regarding current refugee processing eligibility criteria, database, and file management guidelines, the role of US Resettlement Agencies and refugee producing country conditions.
    Travels throughout Sub-Saharan Africa, as assigned, or works remotely to conduct resettlement interviews with refugee applicants, collecting biographical information and establishing refugee claims, in a dignified and professional manner.
    Conducts the AOR Screening and Pre-screening interviews, either in person or remotely, per the daily minimums set by Field Processing Department Management, in a non-confrontational, objective, and dignified manner. This includes:
    Determining case composition and ensures all refugee cases are cross-referenced according to established standard operating procedures.
    Establishing the validity of an applicant’s identity through verification of all demographic and biographic information including, but not limited to, names, nationalities, birth dates, and locations of all immediate family members in order to complete the refugee case history as required.
    Collecting all identity information including photographs, height, and weight.
    Documenting applicant’s persecution claim.
    Analysing, evaluating, and assessing the eligibility of refugee applicants for final adjudication by USCIS officers.
    Prepares cases for USCIS, including reviewing physical file and START database.
    Assists in Adjudications Circuit Rides, which includes completing post-Adjudication review updating fingerprints, and preparing and distributing decision letters.
    Runs Quality Check reports to ensure complete and accurate files, as well as identifies and correct processing errors prior to USCIS adjudication.
    Works with other Programs departments as necessary to properly update cases.
    Assists as needed in preparing for and execution of circuit rides. This may include but is not limited to; requisitioning supplies, assisting GSO in preparation, packing of files, contacting interpreters, clean up at the end of the circuit ride, and other tasks as assigned by the Supervisors.
    Completes and updates all case files and all database records.
    Writes deferrals and info memos for referring agency action, as required.
    Conducts file reviews in accordance with RSC and USCIS guidelines, paying close attention to detail.
    Assists in various administrative tasks including but not limited to: research, locating files, data entry, and case analysis.
    Analyses complex cases in consultation with Supervisors in accordance with established policies and procedures, while remaining open to supervisory direction.
    Trains new staff as required and contributes to the development of Field Processing Department training procedures and their implementation.
    Contributes to the development and updating of processing guides for the Field Processing Department in coordination with Supervisors, Managers and Coordinators.
    Undertakes other duties as assigned by CWS/RSC Africa Management.

    Qualifications:
    Experience:

    Four (4) years paid work experience required
    Casework or previous resettlement/humanitarian experience is preferred.

    Skills:

    Strong verbal and written English language skills;
    Second language is an advantage; Somali, Tigrinya, French, Amharic, Kinyarwanda or Arabic are preferred;
    Demonstrated computer skills, especially Microsoft Word, Excel, Outlook, PowerPoint;
    Strong organizational and time management skills;
    Meticulous attention to detail.

    Abilities:

    Maintain the integrity of official records;
    Analyse and solve complex problems and make sound decisions;

    Key Responsibilities
    Under the supervision of the Safe House Coordinator, the Child Minder will undertake the following functions:

    Provide direct supervision of all children of the young refugee women residing in the Safe House to ensure their well-being and safety throughout the day, including maintaining proper hygiene, feeding/meal times, changing diapers, supervising nap times, etc.
    Organize and facilitate games and learning activities for the children.
    Report any accidents, including scrapes and bruises, immediately to your Supervisor and the mother of the affected child.
    Report any significant behavioral changes or issues to your Supervisor and mother of the affected child.
    Support mothers in providing proper care and development for their children.
    Maintain an updated inventory of all Safe House goods and supplies, including food, cleaning materials, kitchen utensils, toys, games, etc. and request any new items for your Supervisor to procure in a timely manner.
    Maintain general cleanliness and organization of the children’s areas in the Safe House and ensure the space is hygienic.
    Report all equipment, furniture, or general office breakages to your Supervisor in a timely manner.
    Present yourself for work daily and on time, unless prior approval has been granted by the CEO and your Supervisor.
    Maintain strict confidentiality with regard to each participant served by any and all RefuSHE Kenya programs and the location and details of the Safe House.
    Refrain from sharing any information, data, contacts or photos of RefuSHE Kenya Persons of Concern to a third party.
    Liaise with the security officers on duty to ensure maximum security and a safe environment for the Safe House residents and their belongings, as well as RefuSHE Kenya assets.
    Promote high levels of discipline and peaceful/harmonious coexistence of the residents, respecting their diversity and cultures.
    Ensure effective and careful use of organizational assets assigned to you or put under your custody to facilitate smooth undertaking of your duties. This includes but is not limited to padlocks, emergency batons, torches, and cell phone.

    Reporting of field activities on a daily,weekly and monthly basis.

    Academic and Professional Qualifications
    Education:

    Degree/Diploma in social sciences or water supply technology.

    Background work in humanitarian setting with 2 years relevant experience for diploma holders and 3 years experience for certificate holders.

    Main tasks and Responsibilities of the Position:
    Under the broad guidance of the Director of Management, and the supervision of the Director, Change Management, and in close collaboration with Director of Human Resources Management, the incumbent is assigned the following responsibilities:

    Provide leadership and guidance to the overall organization culture transformation of the UNAIDS Secretariat, building on and deepening the Management Action Plan, and applying an intersectional feminist and anti-racist approach in a participatory and consultative process. This includes coordinating the existing corporate and culture change components of current and future change initiatives across the organization to ensure coherence in the content, approaches and communication.

    Key responsibilities
    Implementation of case management activities for refugee children, their parents, caregivers and families in need of protection at the Refugee camps.

    Child Protection Casework Officer intervenes in the case identification and registration, Case planning, referral and follow-up of the beneficiaries in collaboration Child Protection Volunteers.
    Ensure that the consent/assent to proceed with the case management from both the child, the parent and/or caregiver and legal guardian for unaccompanied children is sought.
    Supervises and provide training for Child Protection Volunteers in structural case management to
    reinforce their skills and capacity to conduct interviews, fill data collection forms, refer and follow-up
    with children at household level.
    Develop an individual action plan for each beneficiary that responds to needs addressed in initial and comprehensive assessments and seek support of the Case Management Senior Officer whenever necessary.
    Establish and maintain positive and efficient relations with target beneficiaries, community members and all the other actors operating in the camp. Seek for synergies to optimize resources and time, and strengthen services for the beneficiaries whenever possible.
    Regularly follow up the assigned case to ensure all services and action points listed in the case plan are carried out within agreed time frames. Ensure that progress is regularly reviewed;
    Regularly monitor and provide support to children and families through visits, providing guidance and advice.
    Work closely with the Psychosocial team members in the identification of psychosocial distress cases and makes appropriate references to Psychosocial team for help.
    Work closely with data team to ensure timely data entry to the IACPIMS and feedback on follow up cases are generated as required.
    Conduct Best Interst’s Assessments and Best interests Determination (BIAs/BIDs) for UASC and other children with heightened Protection concerns.
    Particpance and be able to present Best Interest’s Assessment cases conducted by him/her in the BID panel and action on the recommendations entered by the panelists.
    Timely preparation of progress report including both qualitative and quantitative information on
    BIAs/BIDs activities and put in to situation report, monthly report and quarterly report.
    Ensuring that issues for chld protection are raised and addressed.
    Ensure the placement of children in alternative care adhere to Tdh procedure and with the Kenya
    Guidelines on Alternative Care.
    Be ready to respond to emergency cases.
    Participate in surveys and data collection when required.

    Child Protection

    Promote, and ensure project activities are in line with, child protection principles.
    Ensure the project activities are integrated in the Kakuma child protection system and humanitarian coordination practices and guidelines.
    Report serious cases of abuse on children identified by the project team to the management team.
    Strict confidentiality must be respected.

    Coordination and representation

    Coordinate with CP casework officers, Empowerment team and psychosocial team to ensure programe intagration, case refarrals and BID recommendations.
    Coordinate in the identification, follow up of children in alternative care and monitoring of foster
    parent.
    Work in close collaboration with Tdh partners and other key actors.
    Coordinate with other Tdh sectors to ensure implementation of standardized activities and with other departments (program and support) of Tdh in Kakuma as necessary.
    Participate in fora and meetings in her/his field of expertise, when relevant and necessary.

    Other:

    Work with the Child Protection Senior Officer to provide accurate and timely activity reports.
    Maintain and ensure a culture of strict confidentiality between Tdh staff and non Tdh employees.

    Abuse Prevention Policy – Operational Risk Management

    Commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and
    Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy.

    Job Requirements:
    Knowledge

    Professional University degree in social work, psychology, social sciences and any other relevant field.
    At least 2 years experience working with vulnerable young populations and/or asylum seekers in need of Protection;
    Experience working with extremely vulnerable individuals and SGBV Survivors in particular, is an asset;
    Good IT knowledge (Microsoft Office, Internet);
    Previous experience with Tdh or another child protection organization is desirable;
    Knowledge of key protection issues in the asylum seekers population and best practices;
    Knowledge of protection system in Kakuma Refugee Complex or similar settings.

    Project background:
    In 2021, CDTD was selected as a beneficiary of the URAIA Trust, Women Voice and Leadership (WVL) program, funded by the Global Affair Canada (GAC) through CARE International and CARE Kenya. The WVL project is anchored on Canada’s Feminist International Assistance Policy (FIAP) which puts gender equality and the empowerment of women and girls at the heart of international development, humanitarian peace, and security. The overarching goal of the project “Building Bridges between Actors and Victims: Strengthening CDTD’s Governance and Organizational Capacity” is to contribute to gender equality and the increased enjoyment of human rights for women and girls in Kenya. WVL’s objective is to strengthen Women Rights Organizations (WROs) in Kenya to enhance their governance, management, programming, and sustainability by enhancing their ability to deliver quality services and increasing the effectiveness of their platforms to effect policy, legal and social change.
    Assignment Objectives:
    It is on this background that CDTD is seeking the services of a qualified consultant or individual to support in the Development and implementation of CDTD’s Leadership and Governance Policy. Having this Leadership and Governance Policy developed and implemented will enhance the capacity of the organization in areas of governance and leadership and that of the board to play its role.
    Project deliverables:

    Specific Tasks and Responsibilities
    The consultant “National Land Use Planning Expert” shall report to the Chief, Land, Housing and Shelter Section (LHSS) and shall implement the following tasks and deliver the outputs below:

    Review physical planning processes. The consultant shall review the existing processes followed in preparing Physical Development Plans, including the institutional framework, to identify key aspects that need to be customized for tenure-responsive land use planning on customary land and other land tenures.
    Strategic and technical review of draft documents and reports. The consultant shall review the Uganda National Land Policy, Tenure Responsive Planning- A Guide for Country Implementation, Rapid Physical Planning Appraisals (RAPPA) guidelines, draft National guidelines for the preparation and implementation of physical development plans, Physical planning standards, National Physical Planning Act 2010 and as Amended 2020, and related regulations, reports and research documents on customary land and customary land registration.
    Study and document existing land use planning interventions in the context of customary land. The consultant shall visit selected project sites where land use planning interventions in the context of customary land and another land tenure, document, study and analyse land use planning practices, land tenure and resource patterns with the view to identifying best practise to inform processes and approaches that can be used to guide tenure responsive-land use planning the guidelines and highlighting what works well (or not) in different settings.
    Provide policy, strategic and practical recommendations for conducting tenure-responsive land use planning in the context of customary land registration. The consultant shall make concrete recommendations on the required changes, amendments, and actions considering internationally and nationally recognized frameworks and practices, including providing the justifications for such recommendations for tenure-responsive land use planning during customary, other land tenure registration
    Provide high-level and strategic inputs into the Alternative Dispute Resolution (ADR) and Customary land registration guidelines under development or existing guidelines. The consultant shall liaise and engage with experts developing the customary land registrations and ADR guidelines and advice on what and how to assess the current land use planning on customary land and other land tenures in Uganda considering the policy/legal, institutional, and spatial components and requirements of the tenure responsive land use planning in the context of customary land and other tenure land registration.
    Develop tenure-responsive land use planning guidelines for customary land, other land tenure registration and Physical Development Plan preparation. The consultant shall develop the tenure-responsive land use planning guidelines during customary land, other tenure land registration and Physical Development Plan preparation following a consultative process to ensure that the plans are holistic focusing on social, economic, tenure and environmental aspects.
    Undertake the development of an implementation plan for the guidelines. The consultant shall provide advice and input in developing an implementation plan for Tenure Responsive Land Use Guidelines.
    Provide strategic and technical contributions in the advocacy, promotions and approval of the Tenure Responsive Land Use Planning guidelines. The consultant shall promote the Tenure Responsive Land Use Guidelines in the context of customary land, other land tenure registration and Physical Development Plan preparation and in advocating for its approval by the top management of MLHUD and government authorities and their adoption by all key stakeholders.
    Provide technical inputs to the consultative and validation workshop. The consultant shall provide technical inputs to the consultative and validation workshop for the developed Tenure Responsive Land Use Guidelines and incorporate stakeholders’ input.
    Develop the final guidelines and support dissemination of the Tenure Responsive Land Use guidelines. The consultant shall review the final draft guidelines and provide final inputs, additional write-ups and edits and provide other recommendations as may apply to the guidelines.

    Qualifications/special skills

    Advanced university degree (Master’s degree or equivalent) in physical or regional planning, land management, or another field relevant to this assignment is required.
    A minimum of five (5) years’ experience undertaking projects or assignments related to land use planning or physical planning on customary tenure is required.
    Proven expertise and knowledge of physical/land use planning, policy formulation and analysis in Uganda is required.
    Knowledge in land use planning, sociology, environmental management, land management-related tools, good practices and innovations is desirable.
    Previous experience with UN and/or international organization and government bodies is desirable.

    Languages
    Fluency in English (both oral and written) is required; knowledge of the other UN languages is an added advantage.

    Scope of Work
    PRB seeks the services of a senior resource mobilization to lead and advise PRB’s Africa team on the following:

     Articulate PRB’s approach to localization and partnerships in preparation for a PRB-sponsored event to be held in late February in Dakar

     Develop the background concept for the event.
     Assist in planning and facilitating the event.
     Develop a resource mobilization plan to support implementation of priorities identified at the event, including for development of a PRB partnership model.

     Draft concept notes in French and English for private funders on various topics, including but not limited to meaningful youth participation in governance and self-care.
     Contribute to and review concept note revisions based on feedback from private funders.
     Review success stories and other external marketing communications materials related to localization and partnerships.
     Provide strategic advice, concept review, and introductions to new funders in Nairobi

     Review and revise selected concept notes and proposal submissions prepared by PRB’s Kenya office
     Facilitate partnership discussions, including formalizing of an MOU, with at least one regional partner
     Facilitate PRB Kenya resource mobilization planning/priority setting for the remainder of the PRB fiscal year.
     Make introductions to private funders in the region with whom PRM does not have a relationship.

     Develop governance model for complex project implementation partnership.

     Facilitate governance discussions.
     Review description of governance operations.

    Required Skills and Experience

    Twenty-plus years of experience working on global health and development issues in developing countries in East and francophone West Africa, including in leadership positions for organizations based in those regions.
    A record of accomplishment in resource mobilization from private funders to support global health and development activities.
    Fluency in French and English along with an active network of global health and development partners, including academic and research institutions, policy advocacy organizations, and government partners.
    Deep subject matter expertise and a record of successful fundraising in the East Africa and francophone West Africa following areas : self-care, safe abortion, reproductive health care, and reproductive health policy advocacy.
    Outstanding written and oral communications skills in both French and English.
    Strong preference will be given to individuals based in Dakar, Nairobi, or in the Africa region.
