    Job description
    Job Purpose
    The Senior Grants Officer will be responsible for the provision of grants support to EGPAF’s program in Turkana and ensure compliance with the terms and conditions of the Foundation’s awards, applicable Donor rules and regulations, and host country laws, and the Foundation’s internal policies, with support from the Senior Grants Manager.
    Key Responsibilities
    The Senior Grants Officer will also ensure that all sub-recipients in Turkana have a strong financial management system that ensures transparency and accountability of Foundation resources. Key tasks will include the following:

    Sub-agreement Administration

    Support in the review and evaluation of sub-grantee applications and proposals
    Support in the negotiation of contract and sub-grant terms and conditions, prepare contract, and sub-grant award documents.
    Prepare grantee requests for necessary award approvals and waivers.
    Manage the sub-grant and contract closeout processes
    Risk assessment
    Lead in the evaluation of potential sub-recipients’ proposals and conduct the pre-award and risk assessments for all potential partners and ensure adequate documentation of this process.
    Ensure annual risk reassessment exercises are done for all Sub-grantees and that capacity strengthening efforts are tailored to individual grantee needs and assessed risk
    Ensures systems are in place to ensure proper reporting of violations or potential violations to appropriate individuals – champions and provides training on the Foundation’s Whistleblower policy.

    Monitoring and Support of Sub-recipients

    Monitor grantee performance to ensure compliance with the terms and conditions of award including review of financial status reports.
    Review grantee reports for accuracy and completeness, conduct site visits to verify grantee activities, and on-site financial reviews, followed by site visit reports.
    Identify grantee capacity building needs and provide technical assistance where needed.
    Assist in providing ongoing training and support to grantees to ensure compliance and good fiscal discipline
    Ensure the grantee monitoring & support SOP is fully administered and adhered to at all times with relevant communication to senior management on identified gaps as per the escalation matrix
    Monitor sub-grantee expenditures against budget and program performance in conjunction with activity managers

    Budgeting and Financial Reviews

    Provide technical support to Sub-grantee in the development of work-plan and budget to be followed during the award contract period
    Review monthly financial reports and cash requests and monitor actual expenditures against budgets/ceilings, documenting material variances and working closely with the partners to minimize deviations from planned spending
    Review grantee financial reports for accuracy and completeness.
    Support the coordination, planning, and execution of annual audit from partner organizations

    Knowledge Management System

    Maintain contracts/grants information management systems, including filing, archiving, organization, and dissemination of contracts/grants information for country and head-quarter’s staff.
    Managing field offices finances
    Work hand in hand with the Field Accountant to ensure field office finances are managed in accordance to the Foundation’s policies and guidelines.
    Ensure proper, timely and accurate administration of accounts payables.
    Ensure efficiency and accuracy in management of cash and back accounts kept by the Foundation.
    Prepare monthly financial field reports and share with the country office head of finance.

    Required Skills And Experience

    Advanced university degree in in Finance, Business Management or other related field required.
    CPA (K)
    Minimum 5 years’ experience in one or more of the following areas: grants management, contract management, finance and accounting.
    Experience with managing USG funding is required; experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred.
    Ability to be self-directed and self-motivated and a team player.
    Excellent organizational skills and detail-oriented.
    Demonstrate ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
    Strong computer skills – dept at spreadsheet, internet, word processing, and email software.
    Ability to think logically and apply laws/regulations and Foundation’s policies and procedures in a variety of situations.

    Purpose and Scope for the Rapid Assessment
    The main purpose of this assessment is to establish the existing mechanisms and structures available for women in leadership, opportunities and challenges and assess the functionality (effectiveness) of the established structures. The consultant(s) are expected to also identify what is working and/or not working in regards to laws and policies that favor women in elective and appointed positions and provide recommendations of how they can be improved.
    The specific objectives of the rapid assessment include; –

    Provide detailed contextual information/situational analysis on devolution against community understanding, knowledge and spaces on Women in leadership position behavior of communities and stakeholders in Garissa, Isiolo and Tana River Counties
    Identify mechanisms and structures established for the two-thirds gender rule
    Determine how effective the mechanisms are and whether the processes are adequately resourced,
    Identify the gaps that may hinder meaningful attainment of the two-thirds gender rule (when in existence)
    Propose county based interventions to strengthen attainment of the two-thirds gender rule
    Inclusivity in public participation that reflects on gender, PLWD, minority groups.
    Identify and propose linkages/ strategies for the inclusion of excluded groups i.e. women and girls and identify spaces for inclusion.
    Propose strategies for enhanced and sustainable capacities of formal & informal structures to achieve and implement the two-thirds gender rule
    Conduct power analysis that can give detailed information on power relations among communities and between communities and duty bearers
    Make recommendations on how monitoring, evaluation and learning can be enhanced in the project

    IV. Duration and Timeline
    The study shall be expected to complete within 20 working days beginning as soon as possible. The budget of the study will be offered as a package. The exercise will be carried out concurrently in the three counties.
    METHODOLOGY
    The consultant(s) are expected to adopt a participatory approach in the process of data collection involving both the county officials and the citizens as the primary source of data. The consultant(s) are also expected to use primary and secondary sources of data to collect both quantitative and qualitative data using tools such as literature review, key informant interviews, focus group discussions and household survey among others.
    The consultant is expected to prepare a detailed methodology clearly describing the sampling frame, the sampling procedure and size and an assessment matrix which describes the tools for data collection and what data will be collected using the different tools suggested.
    The consultant(s) will also be expected to present the draft findings to a stakeholder forum for validation before the finalization of the assessment report.
    SUMMARY OF DELIVERABLES:
    Share the draft reports (in English) to WOMANKIND KENYA; finalize the study report by incorporating the feedback on the draft if any complete baseline data in baseline matrix.

    Kenya has experienced an impressive economic growth over the last few years. The economy has been growing at about 6% yearly in a generally stable macro-economic environment. Kenya, with a GDP per capita of US$1,366 in 2015 has shifted from low income country to lower middle income. Despite such an enabling environment Kenya’s children remain disproportionately represented among the poor and vulnerable. According to the 2015/2016 Kenya Integrated Household Budget Survey (KIBHS), 41.5% of children are living below the national poverty line while a recent Multiple Overlapping Deprivation Analyses (MODA, 2014) revealed that 45% of children are deprived in three or more basic needs necessary to their wellbeing. With a human development index of 0.555, Kenya is ranked 146 globally. The child poverty and deprivation findings indicates that in 2017, a total of 9.5 million children or 45% of all children under age 18 in Kenya experience severe child poverty.
    In that context, UNICEF’s social policy programme aims to support child sensitive policies, strategies and financing to reduce monetary and non-monetary poverty, and vulnerabilities and to promote individual, household and community resilience to shocks and stress. In the last four years, UNICEF’s support to the Government has led to an improved inclusion of children in national and county plan which is a critical milestone.
    How can you make a difference?
    The Social Policy and economic specialist position will to lead the Public Finance for children (PF4C) work carried out by UNICEF Kenya Country Office. In this regard this position will provide technical and programmatic support with all sections/programmes to support the office in its efforts to leverage greater, more effective, and equitable domestic public investments in children and ensure results in the areas of health, education, HIV, nutrition, child protection, social protection, and WASH.
    The Social Policy Specialist (Public Finance) will report to the Chief of Social Policy. The position will collaborate with: (i) government counterparts, including the Ministry of Finance (MoF), social sector ministries and Parliamentarians; (ii) external partners, including the World Bank, IMF, donors, other UN agencies and civil society organizations; and (iii) UNICEF technical staff from program sections as well as from UNICEF’s regional office.
    Lead data and evidence generation to advocate for greater and better public investments in children (30%)
     

    Provide technical leadership for the scaling up of UNICEF’s PF4C work in Kenya in line with the Country Programme Document. Develop and apply relevant PFM tools together with government counterparts and development partners, including budget briefs, thematic budget analyses, Citizens Budgets, the Open Budget Survey, subnational budget scorecards, subnational financial dashboards, Public Expenditure Reviews (PERs), Public Expenditure Tracking Surveys (PETS), cost efficiency and/or cost effectiveness analyses, expenditure incidence analyses, costing exercises, fiscal space analyses, financing and/or affordability studies, cost-benefit analyses, cost of inaction analyses, etc.
    Serve as the country focal point of technical expertise in the area of PF4C. Monitor developments in technical area, as well as political and social developments, at the national and county levels. Regularly disseminates national and county budget data as well as information on systems and socio-economic trends and their implications for national and county programming.
    Provides support in analyzing child poverty and its impact on children and its determinants and proposes appropriate responses in terms of government resource allocation policies and social welfare policies.

    Lead UNICEF engagement in the national and county level planning and budgeting to influence allocation decisions and improve the performance of spending on children (30%)
     

    Serve as the office focal point on SDG monitoring. Coordinates UNICEF’s advocacy and contribution to the formulation, review and monitoring of the Medium-Term plans (MTP), sector plans, County Integrated Development Plans, and County Annual Development Plans, etc. to ensure that child priorities are fully reflected. Lead office evidence generation in support of national and sector level development planning
    Provides comprehensive yearly budget analysis using available national and county level budget information (Budget Briefs) and presents, discusses and advocates for recommendations from evidence generation activities to be adopted by the National Treasury, County Governments and social sector ministries in their annual planning and budgeting.
    Advocates and provides technical support to the National Treasury to introduce or revise key PFM reforms so that they reflect child-focused priorities and deliver on expected results, including the Standard Chart of Accounts, program- or performance-based budgeting, inter-governmental fiscal transfer formulas and the Medium-Term Expenditure Framework (MTEF).
    Facilitates and coordinates the national and county level dialogue with key financial decision makers at all levels of government to raise awareness around child rights and make the case for investing in children.

    Develops partnerships with the National Parliamentary, Senate, County Assemblies, Office of Control of Budget and the Office of the Auditor General and builds their capacity to initiate child-sensitive legislation, approve the budget and provide effective oversight.
    Child sensitive (planning and budgeting) capacity building and Empowering citizens (15%)
     
    Closely works with the National Treasury Support, social sector ministries and PFM development partners to develop and build nationally owned multi-year PF4C capacity building plan with tools and materials that are embedded into the national PFM capacity development plan. Leverages with the National Treasury and relevant Ministries to ensure that key national and county level PFM stakeholders have the full PF4C capacities.

    Supports national and county level the citizen participation in the budget process and monitoring and lead the development of easy and accessible tools and methods of reporting. Lead the partnership development with Civil Society organization and communities on budget transparency and accountability. Builds the capacity of communities and citizens in understanding and tracking how and how well public funds are spent, and work with local governments to establish feedback mechanisms.

    An advanced university degree (Master’s or higher)in Economics, Public Finance, Public Policy or other relevant discipline is required.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
    A minimum of eight years of relevant professional experiencein applications and advisory related to economic and social development and public financial management and development policy. Hands-on experience with PFM issues and development policy issues (poverty analysis, assessment, social sector analysis) is required. Experience in budget analysis, costing and developing investment cases in key sectors for children such as health, education, water and sanitation, social protection, nutrition is an asset.     JOB PURPOSE

    STANDARD MINIMUM QUALIFICATIONS

    This is an Internationally Recruited Position and will provide technical and managerial leadership in all aspects of agricultural policy analysis, advocacy and implementation. The position will be based at AATF’s headquarters in Nairobi, Kenya and will report within AATF to the Director Technical Operations while also liaising as appropriate with the larger TAAT Program Coordination Unit and Clearinghouse at the International Institute of Tropical Agriculture (IITA).
    Key Duties and Responsibility:

    Lead the policy enabler compact and the development of all necessary submissions for approval by the TAAT Clearinghouse.
    Overall implementation of TAAT Policy Enabler project activities across partner institutions in all target countries.
    Establish good linkages with lead commodity compact institutions to ensure that administrative support is provided for fiduciary services such as procurement and financial management.
    In close consultation and collaboration with the Forum for Agricultural Research in Africa (FARA) ensure that capacity is built in all needed areas for various stakeholders within the value chain.
    Ensure that all policy related issues that can affect TAAT commodity value chains within target countries are effectively addressed.
    Support the development of young Agripreneurs through demonstration and training in close collaboration with the ENABLE-TAAT Compact.
    Ensure that quarterly and annual consolidated technical and financial reports for the compact are prepared and submitted to the program management office on schedule.

    Qualifications and Experience:

    Master’s degree in agricultural sciences with working experience in policy analysis, advocacy, implementation or any other related and equivalent disciplines from a recognized institution;
    Over ten (10) years’ experience of work in agriculture sector, preferably in the field of policy analysis or policy advocacy that is critical in engendering agricultural sector policy reforms and implementation;
    Conversant with policy and institutional issues related to challenges hampering seed systems, agro-input supply and market access in African countries;
    Relevant work experience in project management and seed systems, especially with projects that link farmers to the market will be an added advantage;
    Demonstrated ability to write, publish, and disseminate technical reports, success stories, and promotional materials.

    About the Consultancy
    The objective of the short-term consultancy is to improve Women’s Empowerment Programme (WEP) Partners’ capacity on male engagement in WE Programming (35 to 40 Participants) , with an aim of addressing underlying cultural norms and beliefs linked to patriarchy that perpetuate vulnerability, Violence Against Women and Girls and HIV transmission. This will be attained through a 3 day training to equip partner staff with skills and knowledge on effective male engagement strategies that will be applied across WEP Projects
    Key Deliverables by Successful Applicants:

    Overall training plan & justification of the methodology and work plan;
    Detailed agenda for the male engagement training;
    Training modules and handout materials for participants;
    Background reading material for participants
    Evaluation templates (pre/post knowledge tests) for gathering feedback from participants regarding the training modules/workshop
    Facilitation and delivery skills to run the training sessions
    Training workshop report with recommendations.

    Proposed Period and Duration of the Training

    The male engagement Training for partners will be conducted in Nakuru town between 6th November and 9th November 2018 as follows:
    1 day for preparation and development of training agenda, modules and handouts
    1day for pre-training assessment with partners to examine their knowledge levels and fine tune the training content to match training needs/gaps identified
    2 days for Actual Training Exercise
    1 day for report and recommendations compilation and submission to Trócaire
    The total assignment days will be 5 but actual training days will be three.

    Consultant Profile

    Trócaire Kenya seeks to engage the services of qualified and experienced consultant with the following qualifications and experience
    An advanced degree in Gender, Social Sciences and Development Studies.
    At least Five (5) years of professional experience in the development sector with specific technical expertise in Women’s Empowerment
    Experience in working in Kenya and thorough knowledge of the Gender and HIV sectors in Kenya
    Demonstrated ability to prepare and present quality reports

    Budget & Logistics
    The consultant/firm shall submit the proposed budget for the assignment, including breakdown and justification of logistical costs. Trócaire will be responsible for logistical support of any shared logistical arrangements where the consultant is travelling with a Trócaire staff.
