    Position Overview
    Educate! is seeking an ambitious and experienced leader and systems-builder to provide organization-wide oversight on program quality, monitoring, and program implementation at scale. As Educate!’s Regional Head of Program Quality (RHPQ), you’ll help solidify our successes and chart our future growth, building on our strengths in program management and execution and pursuing new opportunities to deepen and expand our impact. The RHPQ will report to the Managing Director and join a driven, high-performing leadership team.
    The right person for this role will come with experience leading and managing teams across different functional and geographic units, will be excellent at coordinating multiple areas of strategy and execution, and will lead collaboration among directors, manager and their teams to solve some of the organizations biggest challenges related to programming and scale. With at least 6-8 years of dynamic experience (10+ years preferred), the RHPQ will have worked in a startup environment and built program management systems. You’ll have experience managing and coaching teams and be able to bridge the gaps between strategy and execution in a new program or project.
    Performance Objectives
    Program Quality Oversight

    Work with programs teams to create standards of program quality that can be effectively managed to at scale.
    Keep a pulse on program performance to ensure quality is maintained through aggressive growth.
    Work to develop and integrate soft-measures of quality

    Program Execution Oversight

    Work with programs teams to create strategies for field-staff accountability
    Work with Program Directors to test and implement strategies that reduce program operating costs while maintaining impact
    Review budget analytics and support creation of strategies to drive cost per student down, increasing impact for each dollar we spend
    For young country operations, review program budgets against program design to ensure all costs are captured
    Support Country Directors to meet timeline for budget submission
    Work with new countries to develop effective systems of communication
    Support new country operations in creating a culture of open and honest communication, and meeting structures that focus on mentor-centered management.

    Expansion & Special Projects

    Lead country scouting for new country expansion
    During times of aggressive growth, support new countries and young countries in planning and executing against plans
    Work with the external relations team to ensure program design is accurately translated into grant applications and proposals- especially for new programs and technical grants
    Support in the development of budgets for grants
    Lead launch of new programs or projects in new or existing countries of operation

    Qualifications

    At least 5-8 years of diverse work experience (10+ preferred)
    Experience in program management required (experience in youth or education programs is a plus, but not required)
    Proven ability to identify and build systems/structures needed to drive programmatic and organization efficiency, effectiveness and scale – such as KPIs / performance dashboards, recruitment plans, training plans
    Track record of thriving and achieving results in fast changing high-growth environments at a time of scale
    Open to short-term relocation or stints of heavy travel when necessary to launch a new program or project
    Experience living and working in East Africa (East African candidates preferred)

    Program / Department Summary
    Mercy Corps anticipates applying for funding for a five-year USAID Food for Peace (FFP) Activity to support agriculturalists, agro-pastoralists, and pastoral households living in Northern Kenya. The program will contribute to the goal of achieving food security in the target counties in Kenya, through integrated interventions in community level governance, preventing chronic malnutrition, sanitation and hygiene and sustainable livelihoods.
    General Position Summary
    The MEL Lead will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations to a five-year, multi-million dollar USAID/Food for Peace funded Development Food Security Activity (DFSA). S/he will manage staff, resources and coordinate closely with partners to fulfill the M&E requirements of the program as well as promote evidenced-based decision-making, adaptive management, and a culture of learning.
    Essential Job Responsibilities
    MEL Management and Leadership

    Work closely with the Chief of Party to ensure that program deliverables are being met according to established plans.
    Sit on the program board and provide advice and guidance to ensure the program is on time, on scope, and on budget.
    Plan and lead all MEL activities. Set-up and oversee the MEL system, including all tools and data collection processes.
    Supervise all sub-contractors involved in data collection activities, including routine monitoring systems, annual surveys, evaluations, and review their standards for data collection.
    Update MEL and project management systems to reflect program progress and needs; ensure proper usage of these systems by program staff.
    Perform advanced analysis of program quantitative and qualitative data. Present analysis and periodic reporting in consultation with technical staff.
    Assist team members with information, tools and resources to improve performance, impact, and reach.

    DATA QUALITY AND MANAGEMENT

    Develop and implement Data Management Plan, including data flow diagrams, Standard Operating Procedures, Data Quality Assurance, and PIRS.
    Oversee development and implementation of appropriate tools and systems for data collection, management, validation and analysis of performance indicators.
    Promote responsible data practices and comply with Mercy Corps and industry data collection, file storage, and information sharing standards.

    Team Management

    Train project team members and partners on the importance of MEL and their respective MEL responsibilities.
    Hire, orient, and directly manage MEL staff in day-to-day MEL activities and develop capacity of this team.
    Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
    Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
    Work closely with the program, administration, and operations teams to ensure successful support for MEL functions.

    Learning and Adaptive Management

    Be the focal point for developing, updating and fulfilling a program-wide learning agenda, ensuring consistent application of the learning agenda through program design, implementation, assessment and communication across all program staff.
    Play a leadership role for the program in communicating learning and participating in learning events, including workshops, conferences and annual learning events with program and Kenya stakeholders.
    With COP, develop culture and systems for collaborate, learn, adapt (CLA) to embed evidenced-based decision-making into the program at all levels. Be a champion of, and visionary for, making program data accessible to and applicable for learning and adaptive management.
    To promote learning, oversee specific learning communications and publications such as case studies, impact studies, blogs, and lessons learned documents, as well as strategies for their use.

    Works Directly With: DFSA team, DFSA partners, Mercy Corps Kenya country office, Mercy Corps Kenya MEL manager, and Mercy Corps headquarters support including PaQ/MEL team.
    Knowledge and Experience

    Technical experience leading M&E including building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design and effectively promoting evidence-based program management for USAID and other donor-funded programs of similar size and scope.
    5-7 years of relevant work experience
    Knowledge of Food for Peace Title II M&E requirements is necessary. Previous experience in FFP programming strongly preferred included demonstrated experience with developing and operationalizing monitoring and evaluation plans, PIRSs, and IPTTs.
    A master’s degree in a quantitative field (economics, agricultural/development economics, statistics, bio-statistics; nutrition, applied sociology, anthropology, or other relevant subject) with significant training in quantitative methods
    Eight years relevant experience, or a PhD in any of the stated field of study above, with at least six years relevant work experience is required.
    Experience in developing and operationalizing a comprehensive monitoring and evaluation plan including TOCs, logic models, food and nutrition security indicators, M&E plans, data quality assurance, data utilization, and gender integration into M&E.
    Demonstrated experience with large-scale data management systems, including mobile data collection tools, databases, web applications, statistical packages, and visualization platforms (e.g., Tableau, PowerBI),
    Previous staff management experience of similar size teams required, and record of strategic visioning, leadership, and inspiring teams.
    Persuasive written and oral communication in English, including report writing.
    Experience in the Kenya or Horn of Africa preferable.
    Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
    Fluency in Swahili preferred.

    The successful MEL Lead will combine strong technical skills with leadership and management skills. S/he will have an outstanding ability to guide MEL systems to inform program decision-making while also providing evidence for impact. S/he will have proven experience with cross-cultural teams and capacity building, individual staff development, and strong mentoring skills.     Living Conditions / Environmental Conditions
    The position is based in Nairobi with 50%+ travel to implementation areas. Nairobi is accompanied and secure. Housing is family accommodation with unlimited freedom of movement beyond the house/office. There are many international schools in Kenya. Staff have a high degree of access to services (medical, electricity, water, etc). This position requires travel by road and air to field offices in often insecure environments with only basic amenities. This position is not eligible for hardship and/or R&R benefits.

    Qualifications

    Position Overview:
    Under the direction of the Case Management and Child Protection Coordinator, the Case Management and child protection Officer is responsible for providing the protection of children by performing duties of Intake, Protection, Child Care and Emergency responses including After Hours as may be required, in accordance with provisions of Charitable Children Institutions regulations, Children Act 2002, RefuSHE Child Protection Policy and general RefuSHE child protection policies and SOPs
    Duties & Responsibilities:

    Receives and reviews referrals and requests for service to determine eligibility to admission in GEP and Safe House as well as any other grant funded projects.
    Interviews sources of service referrals/requests to obtain and record detailed intake information; assessing nature of referral/request and identifying immediacy of intervention required through Best Interest Assessment; and refers ineligible cases to other agencies, as appropriate.
    Gathers thorough information and conducts an assessment of the immediate safety of the child/ren at the point of first contact; intervening in risk situations and initiating immediate protection action, as required, which may include moving of children at risk to our Safe House or referring the Individual Cases to other appropriate agencies for protection
    Conducts case investigations including reviewing plight history and comparing the same with available information from UNHCR and other agencies, coordinating and conducting forensic interviews, conducting home visits, and interviewing child, family members and any other appropriate additional information sources such as other refugees community members, neighbors and assesses risk to the IC based on case investigation and develops IC service/development plan
    Initiates and facilitates the referral for services provision from other agencies /organizations consistent with the proposed service plan; coordinating service requirements and advocating on behalf of the IC to ensure the receipt of appropriate and timely service/support
    Strictly adheres to and implements Safe House SOPs and other regulatory requirements as stipulated within the CCI registration Charters
    Under direction of the Case Management and Child Protection Coordinator, communicates on daily basis all relevant information regarding the SH to the Associate Director
    Participates in consultations and case conference with individual case and other service providers
    Under supervision of Case Management and Child Protection Coordinator, determines the need for and recommends admission of children to GEP and Safe House; coordinating and facilitating admissions by advising the GEP or Safe House Associate Director(s) of all relevant case information, preparing required admission documents, and providing support to the child during the admission process; providing information and consultation to other program teams regarding the individual case information and the specific needs of the child who is being admitted to the organizations programs and ensures proper management of the child file(s) as required
    Completes requirements for court hearings with support of Legal Advocacy Officer if and where the law may require including preparing evidence materials, advising Safe House and Child Protection Associate Director on procedures, reviewing case information with area children officer and arranging for, or notifying, other stake holders who may be involved/interested in the case
    Under guidance of the Case Management and Child Protection Coordinator, ensures the line Associate Director for Protection and Safe House is consulted and updated at appropriate points as required on each individual case.
    Prepares and ensures accurate, thorough and timely recording of case information including case notes, modules, reports, family case histories, correspondence, and legal forms, as required by the UNHCR, RAS and RefuSHE; compiles and completes case file documents for transfer of the case or to close the case as will be required from time to time
    Provides information and advisory services to each child and members of the refugee community regarding the provisions and requirements of the UNHCR, RAS and RefuSHE service policies
    Liaises with security officers on duty to ensure maximum security /safe environment for the residents and their belongings as well as RefuSHE’s assets
    Participates in maintaining daily, weekly and monthly Safe House inventory trackers and reconciles the same on weekly and monthly basis submitting the same to the procurement officer for verification purposes

    Protection Service Responsibilities

    Initiates a relationship with the child and the foster family to facilitate an accurate and thorough assessment of the protection issues and individual case needs, to inform the service plan and to effectively respond to problems and reduce the potential for risk to the child (ren)
    Initiates Best Interest Processes for each individual case through conducting BIAs, BIDs, making arrangement for alternative care, family tracing/reunification, undertakes home visits as well as recommending case management support
    Implements the service plan with the child and family (foster) including appropriate management of the therapeutic relationship, providing counseling or referring to counseling services for the child and the family and conducting an ongoing assessment of any child protection issues and the level of risk to children in the home or Safe House
    Maximizes the participation of other program team and external service providers as appropriate in the development and review of the service plan through facilitating referrals, coordinating among collateral service providers, and advocating ensuring the receipt of appropriate and timely services; leading and participating in consultations and case conferences with the client and other service providers
    Conducts Child Protection investigations including reviewing any relevant child protection records, coordinating and conducting forensic interviews, conducting investigative interviews of each individual case, caregivers, other family members and appropriate additional information sources such as UNHCR, children department, neighbors, community leaders and other agencies providing services to refugee children
    Participates in developing and maintaining of weekly and monthly list of Safe House residents due for various appointments and accompaniment plan

    Child Care Responsibilities

    Conducts an assessment of physical, mental, emotional and social needs of each child in the organization programs, and establishes a trust relationship in order to support and facilitate the child’s growth and development while in the organization programs
    Ensures high levels of hygiene and cleanliness among individual cases and the general environment with the Safe House/GEP
    Develops and implements appropriate short and long term plans of care for the child/children based on the results of the needs assessment; providing information, advice and support to the child and the foster family regarding the plan of care; discussing specific care plan requirements with other program team staff, and other professional support service providers as appropriate
    Provides informal counseling to the child and initiating/coordinating support linkages for the child with internal and external counselors acting as a support to the child during the conducting of any investigation or service provision
    Coordinates service requirements and advocating on behalf of the child/children to ensure the receipt of appropriate and timely services; leading and participating in consultations and case conferences with service providers to discuss care plans and service needs of the child/children.
    Facilitates ongoing contact with the child and his/her biological family through family tracing process to ensure family reunification where and when possible
    Provides support to the child and intervenes on his/her behalf in risk/crisis situations; facilitating the resolution of the crisis and developing plans in consultation with the child and other program team/service providers to reduce the likelihood of the crisis being repeated
    Undertakes other responsibilities/duties not outlined above which are commensurate with a role of this nature in the humanitarian sector and which have been discussed and agreed between the line manager/superiors and the post holder.

    Qualifications

    Bachelor’s degree in Social Work, Sociology, Counseling Psychology or related field with at least five 3 years of successful experience in program planning and management including grant funded programs. Master’s Degree in project planning and management, business administration, Social Work, Counseling Psychology or other related field will be added advantage.
    At least 3 years’ experience in case management and child protection programs
    Knowledge of sexual and gender based violence/domestic violence and sexual assault/abuse issues and solutions
    Understanding of challenges facing refugees in Kenya and in the region
    Experience working with young people, preferably most vulnerable (experience working with refugee children will be a plus)
    Demonstrated ability to handle confidential and sensitive information
    Knowledge of theories of human behavior and ability to apply in assessment and planning
    Knowledge of risk assessments; counseling skills, child abuse standards, child welfare legislation and regulations

This is towards inspiring a sustainable natural resource management as part of the Kenya ASAL policy and Ending drought emergencies (EDE) framework aimed to support increased resilience of vulnerable communities in the ASAL counties of Kenya.
    The incumbent will be instrumental in capacity building and coordination of key program stakeholders on IMARA Program efforts aimed at enhancing rangeland management and dry land forest management strengthening tree based value chains and Non Wood Forest products, increased access to and protection of water resources, promote sustainable and renewable energy options plus Disaster Risk Management. S/he will also be responsible for tracking program uptake, especially with respect to program targets, besides documentation, reporting, and performing other M&E functions as regards reaching the target beneficiaries.

    Responsibilities
    Effective Technical Program design, Planning and Implementation 40%

    Work closely with the Program Manager to provide effective, innovative and technical leadership in the IMARA Program towards reaching the program goal.
    Responsible for the in the implementation of the all activities in the IMARA program with focus on
    Rangeland/dry land forest management, Water access and protection, DRM and Renewable energy options in partnership with partners within the consortium
    Work with relevant ministries, departments, private sector, civil society and partners to achieve program objective
    Provision of technical skills in integrated natural resource management practices across communities and partners in targeted areas
    Train the partners, selected farmer groups and partners on the various recommended focal areas (Community Based Natural Resource management, Dry land forestry, Climate smart agriculture, Sustainable energy options, soil and water conservation, Disaster Risk management, Advocacy and policy influence etc).
    Support implementation of water access and protection for enhanced water supply in collaboration with relevant line ministries
    Mobilization of smallholder farmers into Farmers Marketing groups geared to strengthen tree based value chains market systems enhancing increased production
    Develop a program capacity building plan of action for partners, CBOs and Community Owned
    Resource Persons as per context with specific focus on the key objectives.
    Ensure timely and efficient expenditure at acceptable levels as per donor requirements
    Actively participate in the collection and collation of views from stakeholders for the development of program plans and budgets
    Providing strategic leadership and supporting collaborative partnership engagements within the IMARA NRM focus areas across county.
    Contribute to effective and timely implementation of all levels of interventions and initiatives with communities and partners;
    Collaborate with Program manager, IMARA MEAL Coordinator, Program Director and the
    Technical Specialist Environment and Climate Change to effectively support the program to carry out all measurements baselines, assessments, designs, monitoring and evaluations in accordance with Consortium guidelines and donor requirements.
    Support the program technically in relation to your expertise in the event of any disaster and/or crisis response when called upon to do so;
    Monitor and support the timely and appropriate utilization of budgeted resources for all L&R program interventions as well as ensure effective and timely response plans.
    Together with key partners conduct on site trainings and strengthening community groups in issues on integrated NRM in respect to climate change

    Ensures collaborative roles and partnerships with key partners in the leverage county partners including GoK line Ministries at the county and national, Community Based organization, NGO, Learning Research institutions and any relevant authorities Gender and Youth integration in program activities through the implementation strategies.
    Develop working agreements / MOUs with partners as per need.
    Coordinate stakeholder / partner forums on IMARA counties strengthening strategic NRM alliances.
    Coordinate reflection and learning forums for community and partners for purposes of providing forums for experiential learning & reflection.
    In liaison with Partners, lead/support development of data collection and monitoring tools as required
    Strengthen advocacy on prioritization and increased resource allocation for NRM related activities by county government and other CSOs.
    Build capacity on community groups on advocacy to engage service providers and participate in forums to relating to sustainable NRM and related interventions

    Quality Assurance, Monitoring, Reporting & Documentation, 20%

    Participate/Support program assessments, planning, implementation, monitoring & evaluation, documentation and dissemination of promising practices
    Develop a monitoring and evaluation framework that ensures that the targets from leveraging sites are tracked.
    Coordinate joint monitoring visits with key partners to track and document program progress in the targetted leverage counties.
    Ensure the feedback from monitoring exercises feed into the working of environment technical working group within the program counties.
    Support the development and submission of program reports and core documents as per WVK guidelines and donor standards.
    Develop context specific electronic and live media communications on NRM activities.
    Support development of technical papers and or policy breifs on key issues for external engagement with decision makers

    Education/Knowledge/Technical Skills and Experience:
    The following may be acquired through a combination of formal or self-education, prior experience or on the job training:

    The holder of this position must have a minimum of a Bachelors degree in a relevant field from a recognized University preferably in Natural Resource Management,
    Environmental Science, Rangeland Management, Forestry, or Climate Change;
    Minimum of four years experience in implementing sustainable natural resource management (SNRM) programs in ASAL/degraded parts of Kenya integrating livelihoods strengthening; with demonstrable competencies in designing, planning, implementation, documenting, record-keeping and reporting;
    The holder of this position must be a results orientated person who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands and;
    S/he must also have ample experience in public relations and be a strong team player
    Must have skills and ability to provide training and mentorships;
    S/he must be a self-starter, able to work under minimum supervision and maintain good relationships.
    Experience working with private sector, local communities, institutions, governmental and traditional authorities in ASAL regions;

    Reporting to the Monitoring and Reporting Specialist, the Monitoring and Reporting Analyst will provide support to the Regional Office (RO), Country Office (CO)/ Multi Country Office (MCO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.
    Duties and Responsibilities

    Provide guidance and support to country offices and multi country offices in the incorporating monitoring and reporting into programme formulation:

    Support Country Offices and Multi Country Office in the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
    Support the inclusion of inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
    Support the development of the annual work plan monitoring, reviews and reporting and entry of the RO budget into Atlas;
    Provide technical support to partners/CO/MCO in the development of Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;

    Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan:

    Support Programme Team in data collection, analysis and ensuring partner field visits are coordinated and standardized across programmes; Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final reporting;
    Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;

    Provide Technical Support To CO/MCO In Donor Reporting

    Maintain donor contract management system for the region and ensure that correct data and documentation is accurately uploaded by country offices;
    Support in reviewing donor progress reports submitted by CO/MCO to ensure quality of results oriented narrative reports and provide feedback to improve quality and timeliness of reporting;
    Liaise with the Finance Section in Headquarters for the timely preparation and submission of Financial reports to donors;
    Track the spending of donor funds and prompt the programme staff about seeking no-cost extension, as necessary, and in close collaboration with the
    Monitoring & Reporting focal points.
