    Qualifications/special skills

    The consultant will work alongside project staff and other technical advisors (in and outside of Kenya) and will be expected to provide technical support in relation to project design, implementation and evaluation over the remaining duration of the project, specifically in line with the following:

    Work with project staff, partner organizations and other relevant stakeholders to develop implementation plans for the gender-transformative components of the LEAP project, including violence prevention, life skills, community behavior change, school-based empowerment activities, and teacher training.

    Qualifications and Competencies

    A minimum of 5 years of experience working and/or consulting in development/humanitarian education programming, with specific experience in Kakuma/Turkana or similar refugee contexts desirable.

    Resettlement Expert Level II

    Primary Purpose:  
    This is a full time position within ARDU which strategically utilizes temporary CWS RSC deployments to UNHCR offices with the goal of increasing referrals and managing cases in the pipeline for the U.S. Refugee Admissions Program (USRAP) in Africa. The primary function of the Resettlement Expert Level II is to support the goals of ARDU through these temporary deployments within sub-Saharan Africa. Tasks to be completed by the Resettlement Expert Level II while on deployment in UNHCR offices will be determined in the Terms of Reference (TOR) awarded to them prior to the commencement of each deployment.
    Essential Duties:  
    The Resettlement Expert Level II will be expected to: 

    Travel on deployment to UNHCR offices on short notice, including refugee camps
    Complete all duties in accordance with ARDU and UNHCR Standard Operating Procedures (SOPs) including country-specific registration and resettlement guidelines of the deployment location.
    Contribute towards identifying resettlement cases, compiling interview lists, scheduling interviews, conducting profiling and/ or Level 3 Registration (L-3 Reg.) assessments, tackling deferrals & resubmissions, as well as carrying out resettlement interviews with the goal of completing UNHCR Resettlement Registration Forms (RRFs) for review.
    Participate in briefing deployees about the current refugee processing practices in the region they will be working in prior to the start of their deployments.
    Train and support Resettlement Expert Level I on Profiling, Level 3 Registration, RRF Writing and Deferrals when/ as required.
    Complete RRF Review at UNHCR offices/Bureaus.
    Update new and verify existing refugee registration data and, ensure timely updates of all case files and database records per UNHCR SOPs and guidelines.
    Maintain updated knowledge of current refugee situations and populations served in subSaharan Africa.
    Be available, whilst on deployment, to answer any specific technical questions raised by UNHCR or RSC Africa colleagues regarding USRAP processing.
    Actively participate as a member of the UNHCR team and complies with UNHCR’s security requirements.
    Undertake additional work-related duties as agreed upon by the ARDU Management in consultation with both the UNHCR Supervisor and ARDU deployee.
    Ensure that ARDU staff resources such as Country of Origin Information, current practices and approaches in Profiling, L-3 Reg., RRF writing, RRF review and Deferral processing are updated.
    Communicate challenges related to casework, logistics and relationship with partners to ARDU Management in a timely manner.
    Submit regular reports to ARDU Management to document progress against deployment goals and objectives.  
    Contribute to the development of deployment training topics, procedures and implementation.
    Undertakes additional assigned duties while in the field or at the CWS RSC Africa office in Nairobi to support ARDU and RSC Africa, including administrative tasks.
    Any other duties as assigned.

     Qualifications:
     Experience: 

    Five (5) years of work experience required.
    Eighteen (18) months of related experience, including work outside of Kenya (e.g. refugee, development or humanitarian work, training and capacity building).
    Previous or current experience with ARDU or other deployment schemes required.

    The Humanitarian Manager will play a key role in expanding GD’s humanitarian expertise and operations across the whole organization.     What You’ll Do
    Technical expertise and advice

    The Opportunity

    The position
    AKF is seeking an experienced Regional Gender Advisor to provide technical expertise, leadership and guidance for the Foundations for Education and Empowerment (F4EE) in Africa, a partnership program co-funded by Global Affairs Canada and Aga Khan Foundation. The program has three components: Foundations for Learning (F4L), Advancing Gender Equality through Civil Society (AGECS) and Advancing Canadian Champions for Development (ACCD). The Regional Gender Advisor will provide active support to F4L and AGECS components as well as strengthen the regional program portfolio, and advance AKF’s gender equality agenda at the institutional level diversity and inclusion goals. This Position will be based in Nairobi.   
    Responsibilities 
    The Regional Gender Advisor will ensure integration of gender equality in all aspects of F4EE program implementation, monitoring, evaluation, and learning. The Regional Gender Advisor will achieve this through providing technical inputs, technical oversight, and capacity building. The Regional Gender Advisor will support all relevant F4EE project staff and all implementing partners to ensure the program meets or exceeds the intended impact on gender equality and responds to donor and AKF requirements. 
     
    The Regional Gender Advisor will provide strategic guidance and technical support to the Country Gender Coordinators and support them in the implementation of gender equality strategies and activities at the country level. 
     
    The Regional Gender Advisor will: 

    Provide overall direction on gender equality targeted and integrated interventions for the project across F4L and AGECS components and countries. 
    Lead and provide oversight to gender analyses and assessments, and provide technical support to gender equality focused research, monitoring and evaluation. 
    Contribute to the program implementation plans, taking a lead role on the integration of gender equality in F4L and AGECS. 
    Assess gender mainstreaming and gender equality focused programming capacity needs amongst F4EE implementing partners.
    Facilitate the ongoing review and engagement by key partners on the implementation of the project gender equality strategies and programming interventions.
    Provide technical support to ensure the F4L strategies and programming are gender responsive and lead to positive gender equality outcomes for all.  
    Provide technical support to the AGECS sub-projects during, implementation, and evaluation. 
    Contribute to the delivery of the Women’s Leadership Academy, in partnership with Aga Khan University in Nairobi, including supporting the selection of candidates for the program.
    In close collaboration with MERL Team, distill gender equality related lessons learned from program implementation and ensure these are documented.
    Promote the culture of sharing lessons learning and networking on gender equality.
    Provide guidance and technical support to the F4EE and AGECS Teams to conduct evidence-based policy dialogue on gender equality and women’s empowerment. 
    Build relationships and maintain coordinated communications with AKF country, regional and global teams, donor unit in Canada and AKDN implementing agencies and other local partners. 
    Liaise with international, national, and local partners and stakeholders on gender equality issues related to F4EE and AGECS. 

    The requirements
    Education:

    Advanced university degree in international development, social sciences especially gender studies, and/or other relevant disciplines. Additional educational background in education/early childhood development is an asset.

    Experience:

    Minimum of eight years of experience in sectoral gender equality and gender transformative programming and implementation in governance, civil society, education, and early childhood development programs (including significant experience in capacity building on gender mainstreaming). 
    Knowledge of gender equality issues and effective interventions, particularly in relation to education, early childhood development, civil society, and women’s rights organizations. 
    At least five years’ field experience in developing countries, preferably in Eastern or Southern Africa. 
    Specialized experience on gender equality and women’s empowerment in the regional context and demonstrated experience in building the capacity of project staff to integrate gender across their work. 
    Demonstrated ability to coordinate multi-country and/or multi-agency teams and assignments in a collaborative manner, remotely across digital platforms.

    Develop influencing and knowledge products on priorities determined in the influencing strategy (e.g. case studies, learning briefs, videos) to showcase and communicate good practices and lessons relating to disability inclusion.

    Internal Capacity Strengthening:
    The Humanitarian Inclusion Advisor will work to strengthen the capacity of the KCO team and key humanitarian partner(s) to improve inclusiveness within response programming and provide technical support on disability inclusion to humanitarian actors:

    Provide trainings, coaching and other capacity building for KCO and partner teams to ensure response activities are inclusive and in line with international standards on disability inclusion.
    Support the development and revision of tools used by partner organizations (ie. rapid needs assessments, targeting criteria, etc.) to ensure tools and administration processes are inclusive.
    Support the Humanitarian Coordinator and partners in developing inclusive MEAL frameworks, knowledge management systems and inclusive feedback and reporting mechanisms for responses.
    Mentor and coach KCO and partner staff to carry out advocacy and technical support function for promoting inclusion of persons with disabilities in various humanitarian sectoral activities independently
    Facilitate learning events and lessons learned workshop with project partners

    External Representation and Advisory:
    The Humanitarian Inclusion Advisor will work to establish relationships with key mainstream organizations, networks and clusters to advance the agenda of disability inclusion and scope opportunities for technical partnerships.  The Advisor will work directly with mainstream humanitarian partners to provide technical advice on disability inclusion, in accordance with the priorities outlined in the Influencing Strategy. This could include the following:

    Advocate for and facilitate the integration of an age and disability analysis in the overall strategic planning, and programming of the humanitarian system including in funding mechanisms, sectoral reviews and evaluations and Humanitarian Response Plans.
    Link with any national, regional or local initiatives to support OPD leaders, to engage in advisory to mainstream humanitarian actors on disability inclusion.
    Work with other like-minded organizations to develop a strategy to ensure disability is addressed throughout the coordination mechanisms.
    Develop training packages, disability mainstreaming tools and resources, and IEC materials on Inclusion of Persons with Disabilities in Humanitarian Action tailored to the specific requirements of specific actors and clusters
    Ensure existing guidelines and tools related to age and/or disability inclusive humanitarian action such as the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action and Humanitarian Inclusion Standards are known, disseminated and used at cluster level.
    Liaise, communicate and coordinate with clusters and working groups, including the cash working group, health, protection, etc., to mainstream disability inclusion in Rohingya refugee response.
    In collaboration with KCO Programme Manager and Humanitarian Coordinator, represent CBM Global in meetings with donor agencies.

    Other:
    Upon request of the Humanitarian Technical Team and with agreement of the KCO Country Director, provision of surge capacity to respond to humanitarian crisis in other contexts as required
    Person Specification
    Education, Knowledge and Professional Experience

    Academic or demonstrated applied background in humanitarian and/or development studies, disability studies, social sciences or other relevant qualifications.Graduate or post-graduate qualifications in the above is an advantage but not essential.
    Minimum of 8 years work experience in humanitarian/ development context and preferably in an advocacy and/or technical support position
    Minimum of 4 years work experience in inclusion of at risk groups ideally in humanitarian context– persons with disabilities, women, children, and older people
    Experience in capacity building preferably in the field of age and /or disability
    Deep knowledge / understanding on the rights of persons with disabilities, older people or other at risk groups and their challenges in humanitarian/development context
    Good understanding of humanitarian architecture, disability inclusion standards and guidelines and Universal Design principles
    Proven experience working with partners and other international stakeholders (UN, INGOs) and humanitarian cluster system
    Experience in project cycle management (proposal writing, project planning, budgeting, project implementation, MEAL) and managing bilateral donor projects
    Proven skills in training and mentoring staff
