    Role Purpose:
    This position will serve as a technical advisor in Save the Children’s Humanitarian Cash and Voucher team. The Humanitarian Specialist will provide technical and operational advice to Save the Children’s Cash and Voucher (CVA) portfolio to ensure that multi-sectoral CVA humanitarian awards are of high quality, technically sound, and responsive to the needs of vulnerable children and their families. You will play a critical role in transferring capacity and experience from headquarters to Country Offices as Save the Children expands its commitment to localization both internally and as part of its global Grand Bargain commitments.
    The Humanitarian Specialist will be expected to travel regularly and work directly with staff in COs and partners.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    In order to be successful you will bring/have:
    EXPERIENCE AND SKILLS

    Bachelor’s degree in a relevant field;
    French and/or Arabic written and spoken language skills highly valued;
    CaLP Level 1 or Level 2 certificate;
    Experience designing, implementing, and managing humanitarian preparedness, asset protection, disaster risk reduction, food security, and nutrition programs;

    POSITION SUMMARY:
    HIAS works with   communities’ natural systems to optimize support for Persons with Specific Needs (PSNs). This approach enables HIAS to meet the safety, psychosocial, economic, and justice needs of PSNs; and facilitate their access to appropriate care. HIAS seeks to recruit a Community Outreach Worker who will be required to identify the most at risk and vulnerable refugees, provide them with necessary information as needed and link them with opportunities for psychosocial assessment and vulnerability assessment preceding appropriate intervention.
    ESSENTIAL FUNCTIONS:

    Identification of the most vulnerable refugees in the community in need of protection and psychosocial support (including counselling, food assistance, protection concerns, financial assistance, medical assistance etc.)
    Participation in community awareness and information dissemination to members of the community.
    Assist in referral of vulnerable refugees in the community to partner agencies for appropriate intervention.
    Provide support to caseworkers in the follow up and tracking of individual cases and updating the status accordingly.
    Assist in the provision of direct assistance to refugees in the community.
    Assist with translation for refugees in the community during assessments, home visits, counseling sessions and other activities as may be required.
    Assist in the mobilization of community members for support groups, community forums and sensitization campaigns within the communities.
    Accompany case workers for home visits, conduct individual visits, follow-ups and provide feedback reports to the case workers.
    Provide weekly and monthly quantitative and qualitative reports to the line manager highlighting individual performance, progress against targets and client needs and outcomes of assistance provided.
    Attend regular staff meetings, monthly debriefings, trainings, and other meetings as required and ensure regular personal development and supervision.
    Perform other related duties as assigned.

    QUALIFICATIONS & REQUIREMENTS:

    1 year working experience, including at least 6 months working with the refugee community, preferably with an NGO.
    Experience in the field of refugee protection and assistance is an added advantage.
    Must be part of the sexual and gender minority community (LGBTIQ).
    Basic literacy and numeracy skills.
    Should be well integrated to the dynamics and needs of members of the refugee community within their areas.
    Good working knowledge of the community needs and gaps
    Ability to work with members of the community with little or no supervision
    Computer literacy
    Strong communication and interpersonal skills
    Basic counselling skills
    Strong problem-solving skills

    The core responsibilities of this position: 
     
    Case management 

    Collect biodata, develop case plans, set goals, conduct case plan reviews with all the assigned clients, and work closely with them to graduate from direct assistance to self-reliance.
    Make referrals to child protection, medical, livelihoods, counseling and resettlement units to ensure clients receive support promptly.
    Conduct individual case management for clients in close coordination with other units.  This includes conducting home visits and regularly meeting with clients to promote their stabilization.
    Facilitate in workshops and support groups as part of social work assistance for refugee communities.
    Link clients to community resources, government agencies and other partners when appropriate.

     Requirements:

    BRIDGING THE GAP: ADVANCING SRHR IN AFRICA THROUGH RESEARCH, ADVOCACY AND LITIGATION    
    INTRODUCTION
    Our client is a human rights non-governmental organization working to promote and protect health-related human rights in Kenya and seeks to ensure that by 2025, vulnerable and marginalized communities in Kenya will have access to available, accessible, acceptable, and quality health services, their health-related human rights shall be protected and social justice for health is promoted. This result is to be achieved through interventions aimed at promoting and strengthening rights-based, gender-transformative and enabling legal and policy environments; empowering communities and community structures to demand and promote social justice for health and holding the government accountable to deliver on the right to health; as well as generating evidence to inform policies, practices, and programs. 
    CONSULTANCY SUMMARY
    The Bridging the Gap: Advancing SRHR in Africa through Research, Advocacy and Litigation project aims to build on the past Amplify Change interventions in the last four years by engaging in research, advocacy and litigation to advance SRHR through a stronger and more cohesive Coalition. The project shall use research to create new knowledge on the impact of the COVID-19 Pandemic on SRHR and continue to generate knowledge on access to adolescent SRH in the continent.
    Secondly, the project shall use the research findings to engage in capacity building activities with communities, focusing on continuing to build the networks of CSOs and CBOs in Kenya to jointly advocate for protective legal frameworks on SRHR and in engaging duty bearers to guarantee regional and national protection of these rights.
    Additionally, the project shall use litigation to strengthen legal protections by: building the capacity of litigators, fostering collaborations in litigation, and undertaking litigation around issues we identified and have developed in previous grant cycles.
    Finally, the project shall aim to use the Law as a tool to enhance understanding of SRHR as human rights and use legal mechanisms to improve and secure protections and guarantees for the human rights encompassed under SRHR.
    PROJECT OBJECTIVES

    Develop a cohesive coalition grounded on a theory of change that is reflective of our shared values and understanding of SRHR as human rights, that is using the law as a tool to work towards the transformation of the experiences of vulnerable communities in an inequitable world
    Generate knowledge around the SRHR of AYP; as well as the impact of the COVID-19 Pandemic on SRHR
    Facilitate the capacity of the Nakuru County RH CSO Network to effectively advocate for the enactment of a policy framework to guarantee SRHR protections for women and girls
    Develop a knowledgeable and skilled team of movement lawyers and activists engaging in legal mobilization, collaborating and supporting each other as part of an incremental approach to strategic litigation
    Secure commitments for the promotion and protection of SRHR of vulnerable people through engagement with national and regional human rights institutions
    Support litigation towards jurisprudence on States’ obligations to protect and guarantee SRHR.

    IMPLEMENTATION PARTNERS
    The project is being implemented by the Coalition for the advancement of Sexual and Reproductive Health and Rights in Southern and Eastern Africa (the Coalition) which comprises of the Dullah Omar Institute (DOI), KELIN and the Initiative for Strategic Litigation in Africa (ISLA). 
    The Coalition was formed in 2016 and exists to strengthen the legal protection of SRHR in Eastern and Southern Africa through research, advocacy, and strategic litigation. The Coalition members have over the years adopted creative strategies and demonstrated unique competency in the areas of capacity building, policy reform, research and litigation. Each member of the Coalition possesses strengths that are complementary.
    CONSULTANCY DELIVERABLES
    The overall purpose of the assignment is to support coalition members to develop a Theory of Change(Toc), for the project that is aligned to the Amplify Change Organizational theory of change. Key deliverable for the Consultant of choice will therefore be to;

    Share the methodology, work plan for the assignment as well as an inception report within a week of signing the consultancy Contract for review and approval
    Facilitate the development of the project’s Theory of Change, ToC
    Facilitate the alignment of the project’s Theory of Change to the Donor’s ToC
    Facilitate a Peer review process with coalition members
    Present at summary findings from the literature review and Key Informant Interviews, KII’s
    Prepare an inception report for presentation to Coalition members
    Facilitate a 2-day workshop to support the development of the Theory of Change, ToC
    Share a high overview of the project’s Theory of Change in diagrammatic form with a short accompanying narrative, and a detailed Theory of Change with accompanying narrative level.

    The purpose of this role is to strengthen NRC’s systems for preventing and responding to acts of sexual exploitation and abuse committed by its staff or by those associated with the organisation, whether against beneficiaries, NRC representatives, implementing partners and any other stakeholders. Additionally, this role will deliver context appropriate awareness-raising activities, provide general guidance & feedback on pertinent documents, and collaborate with to NRC staff and decision makers to identify relevant types of prevention and mitigation measures that address larger cross-cutting safeguarding issues. In addition, the PSEA Adviser will also be responsible for conducting internal and administrative investigations of SEA, sexual harassment, and all forms of child abuse in line with NRC procedures.
    The incumbent will work closely with the Global & Regional Risk Management Section, the Regional Management Group, NRC Country Directors, and a variety of staff across NRC programmes in the region.     Responsibilities;

    Lead efforts to sensitize and empower: (i) all NRC staff (at both Regional Office and all the Country Office level), (ii) NRC representatives and implementing partners on PSEA and Child Safeguarding.
    Continuously provide technical guidance and support PSEA & Child Safeguarding focal points in country offices to ensure they can sensitize NRC staff, partners, vendors and affected community members on PSEA and Safeguarding.
    Collaboration with other NRC departments, other PSEA actors in different regions and at Head Office with the purpose to identify and assess SEA and child abuse risks in NRC programs and operations.
    Provide the accountability team with technical guidance to ensure that complaints mechanisms work effectively.
    Develop and deliver trainings and other awareness raising and capacity building activities on PSEA, Child Safeguarding and NRC procedures for preventing or responding to reported SEA cases.
    In consultation with other Departmental Heads, develop and advise on strategies, tools, and guidelines for PSEA.

    Specific Responsibilities;
    Sensitization and Dissemination of PSEA and Child Safeguarding Policies

    Working with Learning & Development Unit, agree on the sensitisation/ awareness & training modules, plan & timelines on PSEA and child safeguarding policies (induction, refresher knowledge);
    Contextualize outreach tools and project-specific protocols for NRC staff; Contribute to the design of strategies to reduce the risks of SEA and child abuse resulting from programmatic design.

    Reporting and Management of Incidents of SEA and Child Abuse

    Acknowledge receipt of SEA complaints received and document them in NRC’s incident management system in line with NRC Triage & Response procedures. 
    Oversee and support in the mapping of service providers and referral pathways for survivors/victims of SEA and/or child abuse.

    Risk Mitigation Analysis and Planning

    For each NRC Core Competency, identify the activities and stakeholders that pose the greatest risk of SEA and child abuse and propose action plans to reduce and prevent these risks.
    In support of the Human Resources department, ensure that issues related to SEA and child abuse are reinforced in the recruitment process (JDs, job interviews, reference checks, contracting).
    Working with programme teams to ensure that implementing partners are aware of NRC`s PSEA policy and agree with the principles.
    Propose contractual clauses relating to PSEA and child safeguarding policies and ensure their inclusion in all contracts that NRC signs with implementing partners, vendors / suppliers.

    Professional Competencies:

    University degree or equivalent in in social sciences, human rights or any other related field. 
    3-5 years of relevant experience of working on prevention of and response to SEA, ideally within the humanitarian field, including SEA Investigation Management with a thorough understanding of the safety and protection needs of survivor(s) and others related to SEA allegations.
    Relevant experience of conducting sensitive investigations (administrative or criminal) using the PEACE Model of interviewing.
    Formal training and or certification in investigative methodology desirable
    Experience of working in complex and volatile contexts.
    Strong facilitation and presentation skills and ability to deliver sensitive messages appropriately to a variety of audiences, building a sense of engagement.
    Excellent communication skills, with a strong emphasis on active listening
    Fluency in English both written and verbal
    Proficiency in another language highly desirable (particularly Amharic, Arabic, Swahili)

    Context/Specific skills, knowledge, and experience: 

    Knowledge of the context in the larger Eastern Africa & Yemen region desirable 
    Able to represent the organisation at a strategic level within the PSEA, Safeguarding and investigation fields.
    Experience with administrative investigations 
    Relevant experience in the humanitarian sector ideally in conflict or post-conflict settings
    Experience in conducting survivor centered approaches when handling cases of sexual exploitation and abuse in humanitarian settings.
    Clear ethical focus, high integrity, and ability to confidentially handle sensitive information.
    Attention to detail, and ability to manage/support on SEA incidents/cases.

    Purpose of the position

    The Project Advocacy Officer will have the responsibility for delivering a coordinated and integrated advocacy intervention and to reinforce impact on the ground by bringing priorities from the grassroots into the LWF’s Universal Periodic Review (UPR), through a Rights-Based Approach. The position will ensure that the voice of the rights-holders voice and engagement in local, national, regional and international human rights spaces is amplified, particularly those touching on issues affecting refugees, asylum seekers, and host local community.

    Specifically,

    Contribute to the conceptualization of the human rights advocacy projects with a special focus on the UPR Project design and implementation process in a manner that is consistent with the LWF/DWS Kenya-Somalia Program Strategy.
    Establish new and/or strengthen existing strategic coalitions/alliances/networks at the local level and national level by developing a wider partner engagement strategy with LWF.
    Additionally, ensure that strong relationships are held as paramount and actively nurtured so that right holders, partners and organizational staff are engaged.
    Effective and accurate management of project activities, including preparation of logistic and procurement actions necessary to the implementation of the activities, monitoring and evaluation;
    Ensure quality implementation and facilitate knowledge building and learning sessions among relevant staff, partners and stakeholders on human rights advocacy.
    Prepare project work plan, M&E plans (in liaison with the SPO PSC and PMER) and submit quality and timely report (internal and external).
    Actively participate in coordination meetings, cluster, working group/coalitions/network meeting and share the project update for concerned stakeholder.

    Qualifications And Experience

    Bachelor’s Degree in Human Rights, Community Development, Law, Gender Development or related field.
    Master’s Degree will be an added advantage.
    Proven experience of minimum 5 years working within a humanitarian and development programme.
    Experience gained with an international NGO will be an added advantage.
    Demonstrable experience in UN and/or AU human rights instruments- UPR, ACHPR, Treaty Bodies etc.
    Certification in either Program Management, Policy Formulation, Gender Rights and Advocacy Skills or other relevant certifications an added advantage.
    Proven expertise on community engagement, organizational capacity development, and networking is critical.
    Possession of a valid new generation passport is of essence .

    COMPETENCIES

    Excellent computer skills in word processing, spreadsheets, use of internet and email
    Proven experience in Project Management within the humanitarian sector.
    Excellent interpersonal and communication skills including influencing negotiation and pragmatism.
    Excellent analytical, facilitation and documentation experience with humanitarian programmes.
    Excellent leadership and management skills.
    Ability to liaise with a variety of people successfully and effectively in a multicultural set up.
    Ability to work independently.
    Proven expertise in community outreach, mobilization and organizing.
    Fluent in written and spoken English.
