    Job Summary

    As the Regional Analyst, you will be responsible for complementing and improving INSO’s existing products and services by assessing broader regional and international trends, such as contextual developments or actor dynamics that have a specific impact on humanitarian security and access in the region. You will deliver a suite a of products and support the Country Directors and Regional Director during briefings and meetings. This position is based in Nairobi, Kenya.

    Major Responsibilities

    Service Delivery

    Prepare and produce reports that assist NGO partners by assessing prevalent regional conflict dynamics and their impact on humanitarian safety and access.
    Manage and deliver ad-hoc products on emerging regional challenges to humanitarian safety and access.
    Contribute to other country office products and inform decision-making at the regional level.
    Offer a responsive, tailored analysis service directly to INSO’s NGO partners upon their request.
    Convene and contribute to regional NGO coordination meetings and fora with humanitarian counterparts to discuss regional safety and access.

    Program Development

    Monitor regional developments through a diverse range of sources, such as NGOs, the UN, civil society organisations, research institutes and media outlets.
    Cultivate an active network of contacts within the broader humanitarian community as well as other relevant stakeholders for information sharing, analytical exchanges and coordination.
    Liaise and coordinate with INSO’s Analysis and Research team to enable analytical capacity building in the country office.
    Effectively represent and protect INSO’s principles of independence, impartiality and neutrality as well as actively promoting INSO within the humanitarian community.

    Requirements

    Exemplary command of English
    Graduate-level education in political science, history, or humanitarian studies, or a related field, or equivalent work experience
    Proven ability to provide operationally relevant analysis to a wide-ranging audience
    A minimum of three years of work experience in an analytical capacity preferably working on conflict or post-conflict contexts
    Experience working in NGOs, international organisations, consultancy, or journalism
    Acceptance and strong understanding of humanitarian principles
    Demonstrable understanding of humanitarian safety practices and their application
    Excellent networking, diplomatic, and representative communication skills

     For appointment to this grade, an officer must have:

    Served in the grade of Senior Gender Officer, Job Group ‘L’, CSG ‘9’ or equivalent and relevant position in the Public Service for a minimum period of three (3) years;
    Bachelor’s Degree in any of the following disciplines: Gender Studies, Gender and Development, Sociology, Business Administration (Finance/ Entrepreneurship Option), Anthropology, Counseling and Psychology, Economics, Law or any other relevant Social Science from a recognized institution;

    Position Competency Profile:

    Program Design and Delivery

    Assist Youth engagement officer in implementation of youth engagement activities designed to address the identified needs, interests, aspirations, and challenges of young people in the Kakuma refugee camp, Kalobeyei settlement, and surrounding host community. In particular Community- level activities, workshops, training, events, projects, and other relevant activities that relate to peaceful coexistence and social cohesion.
    Undertake and facilitate regular engagement with young people, their families and community to ensure young people actively lead decision-making, planning and implementation of Youth Engagement programs and other programs as relevant.
    Work with partners in creating awareness on peaceful coexistence and social cohesion.
    Work with the Youth Engagement Officer to partner and foster joint initiatives with local youth/ community CBOs & Refugee youth- Led Organizations to support the planning and delivery of youth engagement activities.
    Assist in organizing programmatic field visits by donors, partners or FAK’s senior management from Nairobi.
    Keep up-to-date with all ongoing projects at field level and work closely with field refugee staff and Program team to ensure updated work plans and successful coordination and implementation of youth engagement activities.
    Assist in weekly and/or monthly update reports on all ongoing projects, including updates from specific departments, and submit to Youth Engagement Officer.
    Assist the Youth Engagement Officer and other Programs Officers in keeping an up-to- date information management and filing system for ongoing projects, as required.
    Work closely with operational staff, including procurement, to ensure all activities have requisite materials and support to deliver youth engagement projects within strict deadlines.
    Support the youth engagement outreach facilitators and Data clerks to identify and address support needs and challenges to project delivery.
    Support the Youth Engagement Officer and Snr. Programs Officer in incorporating programmatic learning into activities at the field level to ensure that best practices and challenges are incorporated into continued activities.
    Maintain absolute confidentiality of all information that he/she may have access to in the execution of his/her duties.
    Ensure implementation of FAK’s safeguarding, anti-fraud and community feedback mechanisms at the community structures level.

    Qualifications and Requirements:

    Bachelor’s degree and/or Diploma in Social science, Community Development, humanitarian/development work, programme management, communication or relevant related field
    1-2 years of experience with a local or international NGO in similar capacity
    Experience working with young people, and proven ability to gain their respect and engage them in a range of activities, and a demonstrated ability to respond appropriately to sensitive situations
    Current and relevant knowledge of issues affecting young people in Kakuma Refugee camp, Kalobeyei settlement and surrounding host community , and understanding of strategies to address these issues.
    Project management experience in innovative community development, including program design, implementation and evaluation skills are desirable
    Ability to build and maintain relationships with key stakeholders
    Group facilitation skills and demonstrated ability to work positively with difficult-to-engage young people
    A high level of computer literacy, including experience with Microsoft Office, and competence in social media; the ability to create engaging digital content desirable is an advantage
    Demonstrated ability to work as part of a team and with limited supervision
    Demonstrated experience in one of the following is desirable – creative industries (arts, music etc), sports, Peace building or another specialized field.

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is tcoordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues tthe attention of governments and the international community for action.
    This consultancy is managed by UNEP’s Early Warning and Assessment Division. The Early Warning and Assessment Division is responsible for analyzing the state of the global environment, providing early warning information, and assessing global and regional environmental trends tcatalyse and promote international cooperation and action on the environment. In response trequests from the Member States, the Climate Services and Capacity Building Branch builds country capacities in the collection, management, and use of environmental and climate data, information, and knowledge for early warning, planning, policymaking, preparedness, and response actions.
    The consultant will serve timplement portions of the USD 49.9 million GCF programme, “Enhancing Climate
    Information and Knowledge Services for resilience in 5 island countries of the Pacific Ocean”. The
    programme is UNEP’s largest project, and the programme will contribute tensuring that accurate, timely and actionable climate information is used in policy, planning and response actions, and enable sectors and communities in the five Pacific Island countries (Cook Islands, Niue, Republic of the Marshall Islands (RMI), Palau, and Tuvalu) tadapt tincreasing climate variability and change. The consultant will contribute tactivities in the five Pacific Island countries programme under Sub-Activity
    1.1.2, “Conduct Market Assessment texplore viable opportunities for climate information services in sectors and businesses,” that will lead tResult 1 “Strengthened delivery model for climate information services and MHEWS covering oceans and islands”. In addition, this component will alscontribute tSub Activity 1.1.4, “Develop national policies for financing climate services.” This will be conducted separately from the Market Assessment. The consultant is expected tdevelop detailed market assessments in each country tassess private/public
    sector engagement in climate services and identify opportunities for: i) development of value-added climate products and services; ii) public-private partnerships in the generation, translation, and transfer function.
    Based on the market assessments, the consultant will alsdevelop national financing policies focused on the sustainable financial management of climate services, that will enable the 5 NMHSs thave the means tsustain and ensure ongoing operation of their mandated services in order tmitigate weather-, climate-, and water-related risks. Private/public sector engagement will improve the cost-effectiveness of NMHSs and increase potential for catalysing innovation in climate information technologies.

    Specific tasks and responsibilities

    Under the Supervision of the Programme Coordinator of the Early Warning and Assessment Division, UNEP, based in Apia, Samoa, the International Consultant, Climate Services Market Assessment will perform the following assignment/s;
    Review documentation relevant tthe assignment
    Convene a virtual inception meeting with the 5 countries, UNEP, and other relevant stakeholders.
    The inception meeting will discuss the programme of work, confirm work schedules, and activity
    requirements, seek clarification on issues critical tthe assignment, and plan logistics
    Prepare an inception report of nmore than 20 pages tinclude
    detailed work plan for the execution of the assignment, methodology tbe followed, and timeline for the accomplishment of the tasks of the assignment, information required;
    summary of agreed issues tbe investigated;
    administration requirements and roles of PMU, NPIU and consultant;
    potential barriers/ challenges tthe conduct of the assignment and suggested approaches to mitigating the impacts..

    The consultant tdevelop the roadmap in line with the World Bank Guidance tconsider the following:

    Opportunities for greater cooperation between the public and private sectors and academia given that many economic sectors increasingly depend on meteorological information for safe and efficient operations.
    Opportunities for win-win situations that fulfil the public sector responsibility thelp the economically disadvantaged while meeting the needs of enterprises for climate services. Tthis end, the Programme will ensure partner governments are made aware of the economic value of climate information in, for instance, reducing the need for dangerous marine rescues, reducing the need for transport of drinking water touter islands in drought, and reducing the costs ofrecovery from cyclone damage.
    Opportunities tcoordinate and/or integrate financing for climate services and disaster risk management tstrengthen existing disaster relief funds and establish reliable funding for disaster preparedness activities, which are often limited tad-hoc donor funding. This would facilitate a more efficient and streamlined approach timplementing often overlapping actions
    for climate change adaptation and disaster risk management.
    Identification of the elements for a sustainable financial model for NMHSs based on the climate services value chain, which highlights the different roles of NMHSs in providing basic forecasts and warnings tprotect society from the adverse effects of severe weather (a public good typically supported by governments, for which predictable national budget allocations need tbe ensured) but alsin providing specialised value-added services tsectoral government agencies and individual businesses (which may offer opportunities for cost-recovery from governmental and non-governmental sources beyond the Programme’s lifespan).
    Potential testablish National Climate Funds (NCFs) as mechanisms that support countries to manage their engagement with climate finance by facilitating the collection, blending, coordination of, and accounting for climate finance directed towards climate services.1
    According tUNDP guidance 2, these funds could have the following goals: i) collect sources of funds and direct them toward climate change activities that promote national priorities; ii) blend finance from public, private, multilateral and bilateral sources tmaximise a country’s ability to advance national climate priorities; iii) coordinate country-wide climate change activities to ensure that climate change priorities are effectively implemented; and iv) strengthen capacities for national ownership and management of climate finance, including for “direct access” tfunds.
    Functions of NCFs could include: i) support goal setting and the development of programmatic strategies for climate resilience; ii) fund capitalisation; iii) management of partnerships; iv) provide project approval and support implementation; v) supply policy assurance; vi) provide financial control; vii) manage performance measurement, including monitoring and reporting on activities and resource disbursement; and vii) provide and support knowledge and information management.
    Potential for continued support from the Systematic Observations Financing Facility (SOFF) as part of the Alliance for Hydromet Development, which was launched in December 2019 by 12 international organizations including UNEP. The SOFF is envisaged tensure provision of basic systematic observations as a global public good by providing equitable, predictable, sustainable, and performance-based finance as well as technical assistance tdeveloping countries for the provision of foundational observational data as per the Global Basic Observing Network (GBON) standard adopted by the WMCongress. GBON aims timprove the global availability of the most essential surface-based data by defining the obligation for countries timplement a minimal set of surface-based observations for which international exchange of observational data will be mandatory.
    Compile lessons learnt and prepare a comprehensive Final Report.

    Qualifications/special skills

    An advanced university degree (Master’s or Higher) in public policy, climate change or climate financing, economics or a similar related field is required.
    A minimum of 5 years of demonstrated experience in climate financing, market assessments, donor assistance programmes for development/ climate change financing, public private partnerships is required.
    A minimum of 5 years of demonstrated experience in conducting market assessments for climate financing opportunities, demonstrated experience in developing financing policies for climate related areas is desirable.
    Experience in working and collaborating with governments and Hydromet Services in the Pacific region is desirable.
    Previous work experience undertaking similar activities in the Pacific region is highly desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the consultancy, fluency in oral and written English is required. Knowledge of another UN Language is desirable.

    Role Context

    This is a demanding role that requires flexibility and speed, good political judgement and strong writing and analytical skills. It will be approximately 40% externally focused and 60% thought leadership and policy analysis. Skills will include an ability to work well and collaborate across teams and functions, synthesise information, and strong analytical and communications skills. This role will work closely with relevant programme, humanitarian, development, peacebuilding and advocacy colleagues on some of the most complex and fragile crisis contexts in which we work.  It will advise UK and international level advocacy particularly targets at for example, the EU,  OCHR and UN Department of Political Affairs on protracted crises such as  Afghanistan, Ukraine, and East Africa ( contexts to be decided after prioritisation process with the International Department) and when  appropriate any other countries which descend into crisis. The role will  challenge long-term drivers and root causes of fragility and conflict which compound vulnerability and escalate the severity of crisis contexts. We believe that humanitarian intervention, peacebuilding and long-term development are interconnected. We work towards capacity for a localised response to crises, and a durable transition from violence to peace. Christian Aid believes that an effective response to a humanitarian crisis requires a coherent mix of immediate emergency response to meet lifesaving needs; longer-term resilience interventions to strengthen community capacities to cope with future shocks; and advocacy to tackle root causes of the crisis. We work with advocacy partners, including churches, to do this work

    About you

    The post-holder will be an expert who has experience working in and on crisis settings who can evidence publishing cutting edge analysis. Used to advocating within global influencing spaces at the highest-level,  they will drive  impact on complex crisis contexts undertaking evidence-based policy development and  transforming this into impactful advocacy products such as reports, speaking on panels etc.  

    The Crisis Contexts lead  will understand fragility, its drivers and the political economy of crisis  and how this is impacted by restrictions on civic space.  They will also be able to suggest solutions for example  in conflict settings steps towards  building peace and resilience. Working diplomatically and in conjunction with the International Department and policy and advocacy colleagues, this role will facilitate processes to bring together country staff, humanitarian, development, peacebuilding and advocacy colleagues with strategic advisers to fully understand and analyse the above and extra-territorial country contexts, and draft policy and advocacy responses to address specific crises.   The post-holder will use a feminist and decolonised approach to all their work. 

    Using their  knowledge and experience they will identify and prioritise a few contexts where Christian Aid has unique added value and build  a strategic influencing pathway to change. Working  with senior allies in peer organisations and think tanks, to identify political opportunities for change in even the most forgotten, complex or intractable crises. They will  build coalitions of the willing with external allies to advance a policy agenda with global and UK targets. Working closely with the Global Advocacy Lead, the Chief of UK Advocacy and Policy, and relevant humanitarian and From Violence to Peace  colleagues, the post holder will take an active lead in lead the development and implementation of a crisis contexts strategy  and in steering and managing appropriate advocacy responses to crises, this will always be done  in close coordination with country staff as well as develop where appropriate country specific products.

    ​Represent Christian Aid externally particularly in high level spaces to drive influencing agendas on issues fragility and crises. .

    Essential 

    ​​Degree or equivalent. Graduate qualification in relevant social science or development studies, or commensurate experience.

    Job Purpose

    To ensure that IPPF’s CSE programming is groundbreaking at all levels, unleashing the power and knowledge existing in the Federation on CSE and facilitating connections externally, to drive health, well-being and equality for all adolescents and young people, particularly those excluded by their societies, and be a thought leader in the sector.

    Role Deliverables

    Lead on key CSE related institutional relationships and ensure IPPF’s reputation as a leader is effectively maintained.
    Create opportunities to build relationships that benefit the Federation and enable us to do better while leveraging on IPPF’s value-add to drive improved CSE for all.
    Link the four Centres of Excellence together and leverage their respective strengths to support the results framework.
    Implement a mixed method approach to monitoring IPPF’s CSE achievements with Centres and with Performance, Learning and Impact colleagues.
    Expand IPPF’s evidence base to build a stronger CSE contribution foundation in/to health, well-being and equality outcomes.
    Lead the provision of response tools to Federation members that counter opposition tactics to CSE.
    Integrate teachings and tactics into IPPF’s approach to CSE incorporating other focus areas such as, but not limited to, gender equality and lifelong health according to context.
    Assess the need for new or updated CSE technical guidance documents and oversee their development.
    Provide a technical perspective on the formulation/monitoring of policies and innovative/ transformative programme approaches.
    Disseminate best practice learning and emerging approaches to key stakeholders and partners through the most appropriate channels.
    Contribute organisational insights and successes to global SRHR sectoral work as IPPF’s representative of such bodies.
    Identify new opportunities and funding for IPPF in the areas of CSE and assist in the development of proposals.
    Support and enable a safe environment, adhering to the safeguarding reporting and monitoring requirements of this role.

    Qualifications

    Advanced technical knowledge/understanding of CSE, with advanced technical knowledge of youth perspectives and gender highly desirable.
    Youth leaders are encouraged to apply.
    Strong understanding of SRHR.
    Significant experience working in a complex organisation dealing with a breadth of fast changing and controversial issues.
    Significant experience in supporting learning approaches and research experience is desirable.
    Comfortable representing the organisation at high-level events and fora, and taking leadership in external groups to drive wider change.
    Experience developing tools and guidance, which are drawn from both cutting-edge theory and the actuality of practice.
    Experience in supporting NGOs or partners to drive change at the national level, including an understanding of the challenges and capacity needs of national organisations working in highly restrictive environments for SRHR/CSE.
    Highly honed facilitation skills, with the ability to bring diverse actors together across cultures and geographies, to create an aligned and powerful force for change.
    Experience in resource mobilisation bid writing.

    Responsibilities:

    Help in identifying/seeking out vulnerable youths who need to be enrolled in the youth prevention programme and offer tailored interventions aimed at aspiring youths aim for a brighter future free from poverty
    Intervene in emergency situations to benefit the lives of youth who are at high risk of school dropout, family breakdown, unplanned pregnancies, involvement in drugs, alcohol and crime as well as prostitution and gangs
    Document assessment information, crisis interventions and any correspondence with youths or other professionals. Documentation must be thorough, accurate and timely in order to benefit both the client and the organisation
    Prioritise tasks, use good decision making practices and keep a calendar of important events or projects
    Lead in planning and organising youth group forums, small group mentoring sessions, consultation and advocacy with local partner organisations and access to vocational training
    Assist the M&E team in monitoring and evaluation element to ensure the work is impactful
    With the help of the Lead Social Worker, conducting interviews with individual youth to assess and review their situation with use of My Star Tool
    Offering trainings, information and support to youths and ensure they access the right support to address concerns or challenges
    Recommending and sometimes making decisions about the best course of action for a particular youth or family
    Participating in meetings regarding, For example Case Management and Child Protection
    Prepare activity reports for both internal and external use
    Liaising with the youth mentors to identify and address various concerns regarding the youths in the program
    Liaising with the counsellor to identify youths in need of counselling support and to ensure confidential records regarding the youth are well managed.

    Qualifications

    Bachelor’s degree in social work and/or community Development , or a related field. 3-5 years of work experience as a social worker.
    3 years experience working with individuals between the ages of 11 and 20 years.
    Must have exceptional attention to detail.
    Strong organisational and time management skills, and ability to prioritise. Must be a self-starter and driven.
    Excellent communication and interpersonal skills.
