    Purpose

    The Regional Safeguarding Specialist will take lead in ensuring that Action Against Hunger HEARO and Country Offices prepare and are able to respond to reports of SEA (sexual, exploitation and abuse), Child Safeguarding and trafficking in persons. S/he will raise awareness Action Against Hunger’s policy commitments, including zero-tolerance approach through training, coaching and ensure that the global PSEA, Child Safeguarding and Anti-trafficking in persons mechanisms are socialized and used by staff and related personnel.

    Engagement

    The Regional Safeguarding Specialist will collaborate closely with Action Against Hunger Safeguarding focal persons, key stakeholders at Country and Regional level. S/he will also work with program teams in the region to ensure that Safeguarding policies is mainstreamed into program design. A strong rapport will be created and enhanced with the Safeguarding unit in Canada as well as others in the international network including the Safeguarding Community of Practice.

    Externally, close collaborations and working relationships will be created and maintained with Safeguarding working groups in the region, InterAgency Working groups (ICVA, IASC, CHS, AAP, CDAC etc), organizational partners, collaborators and other INGOs with the aim of creating a positive culture.

    Delivery

    S/he will be responsible for the timely and quality delivery of the Safeguarding road map to ensure that regional and country office priorities are achieved.

    Essential job roles

    Lead the implementation of the Safeguarding policy and procedures and facilitate the structural embedding of safeguarding across Regional and country operations
    Oversee the functioning of Safeguarding investigations and ensure accurate and proper close-out of investigations, survivor support mechanisms are in place adhering to the principles of confidentiality, impartiality, fairness and sensitivity of investigation.
    Lead in the roll-out, awareness creation, training and capacity building of all staff in line with the Safeguarding priorities.
    Work with the Regional HR Director and Director of People & Strategy and to map out a clear process for vetting & reference checking including implementation of the misconduct disclosure scheme. S/he will create the legal framework available and the HR teams to ensure that these checks are rolled out, ensure that all staff are checked in line with agreed protocols.
    Providing on the ground Safeguarding support and expertise during humanitarian emergencies in the region and drawing up lessons learnt
    Support in Country office teams in conducting Safeguarding assessments, setting up processes for community complaints mechanisms and that they are mainstreamed into program design.
    Provide technical advice and support to Country Offices in coordination with Country Directors, Safeguarding focal points and HR teams
    Provide technical advice and guidance to Country Offices and Regional Teams in coordination with Action Against Hunger International Safeguarding policy and protocols
    Create a close work relationships with the Safeguarding Community of Practice members in the Network, Region and Countries
    Work with the Regional HR and Regional Director’s to deliver a coordinated Safeguarding services to Country Offices
    Lead, alongside Safeguarding focal points, on Safeguarding related data collection, auditing and reporting in the organization and donor requirements.
    Ensuring that action plans are in place at HEARO and country office regional level to facilitate continuous improvement in the prevention of and response to safeguarding reports
    Work with Country Office teams to ensure that Community Complaints Mechanisms have a safeguarding lens and adequately cover safeguarding needs.

    Requirements

    Bachelor’s degree or equivalent in a field related to humanitarian assistance and international development, psychology, law, political science, development studies, gender studies, social work.
    Minimum 10 years humanitarian work in emergency and/or development context (experience in Horn and East Africa Region an added advantage).
    At least 7 years of Safeguarding experience with sound knowledge and understanding of organizational Code of Conduct and Safeguarding policies.
    Certified trainer in Safeguarding investigations.
    Proven experience in managing Safeguarding investigations.
    Training in interview skills and techniques or mediation techniques.
    Understanding and experience of the first phase of humanitarian response and the unique pressures faced in this period.
    Experience developing safeguarding resource materials, including training curriculum, guidance tools and best practices.

    Specific tasks and responsibilities

    Design, together with the lead GEF consultant, the project pilots to ensure they are nature-positive and have concrete GEBs in accordance with GEF indicators and project concept hectare targets. This includes:

    Stage A

    Identifying the pilot baseline, key stakeholders, location, etc;
    Preparing a maximum one-page summary on the pilot proposal;
    Revising the output text as required;
    Identifying deliverables;
    Estimating the GEBs in hectares and CO2e from land;
    Identifying the required execution arrangements for the pilot;
    Estimating the required budget;
    Identifying 1-3 risks to pilot execution;

    Stage B

    Drafting 2-3 paragraphs for each relevant output narrative;
    Providing detailed deliverable descriptions (i.e. one paragraph per deliverable);
    Identifying the required budget and procurement of goods and services;
    Advising on the relevance of potential pilot co-financing;
    Writing short (half to one-page) terms of reference for the required procurement (a template will be provided);
    Ensuring that the outputs and deliverables are validated by UNEP, the GEF Consultant, the national ministry, and other key national stakeholders.
    Provide inputs to ensure all project outputs are nature-positive and, where relevant and possible, have BD/LD GEBs. This includes:

    Stage A

    Identifying relevant elements of the project baseline (including national and international requirements and efforts on nature-positivity)
    Providing input to the problem tree;
    Providing, for the project’s upstream component(s)
    Input to outputs to ensure they are nature-positive
    Suggestions for deliverables to ensure they are nature-positive
    Input to the development of component core and outcome indicators, including identification, where possible, of GEBs in hectares and CO2e from land.
    Input on key stakeholders, including for participation in project execution and its steering committee
    Input on risks to execution

    Stage B

    Providing, for the project’s downstream component(s), excluding the project pilots (which are covered in a) above):
    A review of outputs, deliverables and indicators with suggestions on how to ensure their nature-positivity and ensure they are not nature-negative.
    Participate virtually in relevant stakeholder consultations, include one virtual validation workshop per project.
    Provide responses and revisions to the design as required to respond to UNEP, GEF Consultant, Government and GEF reviews.

    Qualifications/special Skills

    Advanced university degree in one of the following fields is required: environmental studies, environment, economics, development, engineering or a related discipline is required;
    A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree;
    Minimum of five (5) years of experience in developing projects related to biodiversity or land degradation is required;
    Experience in working with national governments of Latin America and the Caribbean is required
    Experience working with GEF, GCF, or UNEP projects is desirable;

    Finalise donors’ proposals and reports, both financial and narrative, to the highest standards and donors requirements.
    Advise and direct country management in the development of funding strategies for assigned countries.
    Source funding for individual project proposals. Work with Funding Specialists in IFSU when additional support for funding applications is needed.
    Represent Concern to funders as required and to deal with their proposal and report related inquiries.
    Be familiar with & brief colleagues as needed in relation to donor strategy, donor guidelines, formats and processes.
    Update as the GMS, grant records and reporting schedules as required.

    Finance

    Assist in the financial management of assigned countries.
    Ensure the accuracy of country budgets, budget revisions and financial reporting packs and ensure they meet the needs, resources, and activities of assigned countries.
    Assist in managing the financial information provided by the field and other sources.
    Work with the Country Finance Controller (CFC) or Country Finance Manager (CFM) to ensure financial details in the GMS are accurate and up to date
    Work closely with the global compliance team to ensure adherence to policies & procedures

    HR

    Take the lead on recruitment of staff for assigned countries, including shortlisting, review of video interviews and participating in interviews in collaboration with the HR department
    Ensure pre-departure security briefing and assist the HR department with pre-departure and induction processes.
    In conjunction with the recruitment team agree on the selection of personnel for overseas positions.
    Liaise with the HR department to ensure best practice in all health and safety matters.

    Organizational Learning

    Actively participate in cross organisation working groups that develop policy and promote organisational learning, both internal and external to the organisation, utilising past experience as appropriate.

    Others

    Brief management and other staff as required on current programmes and political, economic and social analysis of assigned countries.
    Run reports with relevant country information in the GMS for use in decision making by RDs
    Support advocacy, communications and development education activities by liaising with relevant departments.
    Ensure all international staff deployments and consultants vising fields are briefed and aware on Security protocol & procedures and Concern’s code of conduct. The role also involves engagement in tracking the Security Incident Reports (SIRT) for each country programme.

    Skills you will bring:

    A minimum of three years’ experience in an NGO or similar organization based overseas in a humanitarian or development context
    Educated to a degree level, ideally in a development or humanitarian-related field

    Context analysis

    Humanitarian Affairs:

    Humanitarian Access:

    Supports in developing and implementing access strategies for contexts in the region, including actor mapping, context analysis and analysis of access dynamics in the region.
    Supports negotiations with relevant stakeholders to establish/maintain humanitarian access (both cross-line and cross-border) and resolve any arising constraints, while working to promote a principled, coordinated approach to access and share best practice with partners to ensure effective humanitarian access strategies across the region and in priority countries.
    Supports the maintenance of up-to-date access and conflict data, including access tracking, reporting and analysis, providing timely analysis and updates to various regional and in country coordination forums and key stakeholders.

    Humanitarian Civil-Military Coordination:

    Establishes the necessary links with military officers in relevant military forces, and personnel in UN agencies and NGOs, to undertake Civil-Military coordination in the region and in priority countries, including with training institutes in the region.
    Serves as focal point for policy related to civil-military coordination in close consultation with the Head of EPR.
    Leads, if applicable, the development of country-specific guidelines on civil-military relations, based on the current “Guidelines on the Use of Military and Civil Defence Assets in Disaster Relief” and “Guidelines on the Use of Military and Civil Defence Assets to Support UN Humanitarian Activities in Complex Emergencies”, as well as the “IASC Reference Paper
    on Civil-Military Relationship in Complex Emergencies”, the IASC Discussion Paper and
    Non-Binding Guidelines on the “Use of Military or Armed Escorts for Humanitarian Convoys”, applicable Security Council resolutions and other relevant instruments.
    Ensures that the country-specific guidelines, and the generic guidelines mentioned above are properly disseminated and understood by both the humanitarian actors and the military forces present, as well as by local actors, as appropriate. Promote and ensure adherence to the above Guidelines within the entire humanitarian community and advise on potential consequences if these principles are compromised.
    Organises, with relevant and balanced Humanitarian and Military representation, Workshops on Civil-Military relations, by advocating adherence to applicable guidelines and principles and focusing on positive examples, contribute to a positive working relationship between relevant international military and IASC members.
    Performs other duties as required.

    Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems.
    Facilitates close collaboration and teamwork, including mentorship and development of staff, with attention paid to professional development opportunities.
    Serves as the primary liaison between USAID, host-country government, stakeholders, implementing partners, and home office on all program related matters.

    Qualifications:

    Master’s Degree (or international equivalent) MSc, MBA, MPA, or equivalent.
    A minimum of 8-10 years of senior-level experience in managing donor funded programs (USAID preferred).
    Significant experience working with diverse stakeholders in agriculture finance, strategy consulting, private equity, venture capital, SME development, investment banking, or related sector, ideally in Africa.
    Experience mobilizing agriculture investments using inclusive market-based approaches to agricultural development including experience leading negotiations and brokering deals.
    Experience in the financial sector required including experience structuring financial instruments (blended finance, debt, equity) to improve access to finance, preferably in the agriculture sector.
    Relevant experience in East Africa required, experience in Kenya strongly preferred.
    Significant management experience demonstrated through team management, supervisory responsibilities, and general leadership experience.
    Broad general and technical knowledge of the agriculture investment sector in Kenya.
    Demonstrated leadership, versatility, and integrity.
    Fluency in English with excellent oral and written communication skills required; proficiency in Kiswahili preferred.
    This role is expected to be based in Nairobi, Kenya and it is anticipated that there will be significant in-country travel.

    Essential Duties:

    Compliance:

    The Supervisor will:

    Ensure all functions within ARDU strictly adhere to the DOS/BPRM, CWS RSC Africa and UNHCR policies, guidelines and procedures.
    Ensure the development, implementation, dissemination and monitoring of ARDU standard operating procedures (SOPs).
    Conduct job function observations of ARDU staff to ensure compliance is met and identify any areas of improvement or training needs. This will include travel to UNHCR field offices, often on short notice, as needed.
    Travel to deployment locations to monitor deployments, conduct performance evaluations and meet with partners.
    Maintain a thorough working knowledge of the USRAP and refugee situations throughout Sub-Saharan Africa.
    Complete RRF review for UNHCR country and regional offices as needed and ensure compliance and adherence to UNHCR policies and guidelines are met.

    Data Management and Analysis

    The Supervisor will:

    Oversee the finalization of Terms of Reference (TORs) for deployees in coordination with the ARDU Manager or Program Manager.
    Ensure staff are prepared for deployments while ensuring all deployment security and logistical aspects have been addressed and arranged.
    Act as the point person for staff inquiries relating to deployment TORs and logistics.
    Prepare reports for ARDU Management and/or the Program Manager, both quantitative and qualitative, on deployees’ output and if applicable in the location, keep the program manager informed.
    Develop reports and quality control checks that ensure accuracy and efficiency as well as their use.
    Establish effective communication systems regarding data and ensures reports are accurate and efficient.
    Assist with annual plan and strategic planning goals as communicated by the ARDU Coordinator and/or Program Manager.

    Representation:

    The Supervisor will:

    Develop and maintain effective relationships with UNHCR.
    Ensure partner communication from the department is professional, timely and proactive.
    Represent organizational policies and culture to staff.
    Ensure the workforce is professional when representing CWS/RSC Africa to refugees, partners, the funder and colleagues.

    Performance Management:

    The Supervisor will:

    Provide direct supervision and leadership to ARDU staff, including yearly performance evaluations, developing job descriptions, participating in hiring and coordinating leave.
    Coordinate on-boarding of new staff and facilitate trainings, both in the office and while in the field. This may include deployments to UNHCR offices to train new deployees.
    Organize quarterly trainings for ARDU staff.
    Develop in-house training materials to enhance compliance and ensure existing training materials are kept up to date.
    Ensure coaching, mentoring, feedback and corrective action plans are being carried out where needed.
    Establish performance expectations with staff under their supervision.
    Monitor staff time and attendance.

    Staff Care:

    The Supervisor will:

    Monitor and ensure a safe, healthy and professional work environment.
    Ensure direct reports access and use their benefits appropriately, including leave.
    Actively support staff by promoting safe space, open-door and the escalation policy.
    Establish and communicate clear expectations to staff to foster a predictable and consistent work environment.
    Ensure staff are safe in the field by coordinating with the RSC Logistics and Staff Security teamse and disseminating information related to safety to staff in the field.

    Program Administration:

    The Supervisor will:

    Monitor and ensure the implementation of the Memorandum of Understanding (MOU) between UNHCR and CWS RSC Africa.
    Handle any other duties as assigned by the ARDU Manager, the Program Manager and/or CWS management at large.

    Qualifications:

    Experience:

    Six (6) year’s work experience required.
    One year of supervisory experience preferred.
    Familiarity with the UN Convention and Protocols relating to the status of refugees required.
    Previous experience in training and capacity building of staff required.
    Previous experience working with international organizations such as UNHCR required.
    Previous experience with a resettlement deployment scheme preferred.
    Previous reporting and monitoring and evaluation experience preferred.

    Skills:

    Demonstrated thorough knowledge of the UNHCR/U.S. Refugee Admissions Program.
    Demonstrated knowledge of International Refugee Law required.
    Excellent interviewing and counselling skills.
    Excellent drafting, writing and analytical skills.
    Excellent spoken and written English; secondary language skills such as French, Arabic and other African regional languages (other than Kiswahili) is preferred.

    Education:
