    Responsibilities:

    Qualifications:

     A bachelor’s degree in the field of management, international development or a related technical field.
    At least 10 years of experience in international development, including experience managing multi-million-dollar development projects.
    Prior experience in a high threat environment; Somalia preferred.
    At least three years of experience as COP, or three years of experience of more senior roles such as, Deputy Chief of Party (DCOP),  Monitoring and Evaluation (M&E) Manger or similar leadership roles within a larger organization, demonstrating professional interaction with senior U.S. and foreign government officials.
    Prior experience in supervising long-term project staff and short-term experts of diverse backgrounds.
    Excellent English writing, speaking, and presentation skills.·
    Willingness and ability to travel throughout Somalia as necessary.

    Specific tasks and responsibilities

    For Three GEF-8 Projects, And In Consultation With UNEP, The Lead GEF Consultant, The Lead National Ministry And Key Stakeholders Should Undertake The Following Tasks

    Design, together with the lead GEF consultant, the project pilots to ensure they are nature-positive and have concrete GEBs in accordance with GEF indicators and project concept hectare targets. This includes:

    Stage A

    Identifying the pilot baseline, key stakeholders, location, etc;
    Preparing a maximum one-page summary on the pilot proposal;
    Revising the output text as required;
    Identifying deliverables;
    Estimating the GEBs in hectares and CO2e from land;
    Identifying the required execution arrangements for the pilot;
    Estimating the required budget;
    Identifying 1-3 risks to pilot execution;

    Stage B

    Drafting 2-3 paragraphs for each relevant output narrative;
    Providing detailed deliverable descriptions (i.e. one paragraph per deliverable);
    Identifying the required budget and procurement of goods and services;
    Advising on the relevance of potential pilot co-financing;
    Writing short (half to one-page) terms of reference for the required procurement (a template will be provided);
    Ensuring that the outputs and deliverables are validated by UNEP, the GEF Consultant, the national ministry, and other key national stakeholders.
    Provide inputs to ensure all project outputs are nature-positive and, where relevant and possible, have BD/LD GEBs. This includes:

    Stage A

    Identifying relevant elements of the project baseline (including national and international requirements and efforts on nature-positivity)
    Providing input to the problem tree;
    Providing, for the project’s upstream component(s)
    Input to outputs to ensure they are nature-positive
    Suggestions for deliverables to ensure they are nature-positive
    Input to the development of component core and outcome indicators, including identification, where possible, of GEBs in hectares and CO2e from land.
    Input on key stakeholders, including for participation in project execution and its steering committee
    Input on risks to execution

    Stage B

    Providing, for the project’s downstream component(s), excluding the project pilots (which are covered in a) above):
    A review of outputs, deliverables and indicators with suggestions on how to ensure their nature-positivity and ensure they are not nature-negative.
    Participate virtually in relevant stakeholder consultations, include one virtual validation workshop per project.
    Provide responses and revisions to the design as required to respond to UNEP, GEF Consultant, Government and GEF reviews.

    Qualifications/special Skills

    Advanced university degree in one of the following fields is required: environmental studies, environment, economics, development, engineering or a related discipline is required;
    A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree;
    Minimum of five (5) years of experience in developing projects related to biodiversity or land degradation is required;
    Experience in working with national governments of Latin America and the Caribbean is required
    Experience working with GEF, GCF, or UNEP projects is desirable;
    Experience in working with or for multilateral or bilateral funding entities in the field of climate change, environment or development is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required.

    Programme Support

    Assist the assigned countries in the design, planning, implementation, monitoring and evaluation of country programmes, applying current thinking and best practice and involving Strategy, Advocacy & Learning (SAL) as appropriate in this process.
    Appraise and feedback on all project-related documents within the GMS – i.e. concept notes, proposals and reports, both narrative and financial, assessments, evaluations, reviews, etc.

    Funding

    Contribute to the improvement of the Concern’s Global organisational co-funding portfolio, and to coordinate country funding strategies, including participating in relevant seminars/meetings and liaising with all Concern fundraising offices.
    Ensure all new funding applications are reviewed and properly saved on GMS and add any donor feedback onto GMS
    Finalise donors’ proposals and reports, both financial and narrative, to the highest standards and donors requirements.
    Advise and direct country management in the development of funding strategies for assigned countries.
    Source funding for individual project proposals. Work with Funding Specialists in IFSU when additional support for funding applications is needed.
    Represent Concern to funders as required and to deal with their proposal and report related inquiries.
    Be familiar with & brief colleagues as needed in relation to donor strategy, donor guidelines, formats and processes.
    Update as the GMS, grant records and reporting schedules as required.

    Finance

    Assist in the financial management of assigned countries.
    Ensure the accuracy of country budgets, budget revisions and financial reporting packs and ensure they meet the needs, resources, and activities of assigned countries.
    Assist in managing the financial information provided by the field and other sources.
    Work with the Country Finance Controller (CFC) or Country Finance Manager (CFM) to ensure financial details in the GMS are accurate and up to date
    Work closely with the global compliance team to ensure adherence to policies & procedures

    HR

    Take the lead on recruitment of staff for assigned countries, including shortlisting, review of video interviews and participating in interviews in collaboration with the HR department
    Ensure pre-departure security briefing and assist the HR department with pre-departure and induction processes.
    In conjunction with the recruitment team agree on the selection of personnel for overseas positions.
    Liaise with the HR department to ensure best practice in all health and safety matters.

    Organizational Learning

    Actively participate in cross organisation working groups that develop policy and promote organisational learning, both internal and external to the organisation, utilising past experience as appropriate.

    Others

    Brief management and other staff as required on current programmes and political, economic and social analysis of assigned countries.
    Run reports with relevant country information in the GMS for use in decision making by RDs
    Support advocacy, communications and development education activities by liaising with relevant departments.
    Ensure all international staff deployments and consultants vising fields are briefed and aware on Security protocol & procedures and Concern’s code of conduct. The role also involves engagement in tracking the Security Incident Reports (SIRT) for each country programme.

    Skills you will bring:

    A minimum of three years’ experience in an NGO or similar organization based overseas in a humanitarian or development context
    Educated to a degree level, ideally in a development or humanitarian-related field
    Excellent understanding of development and humanitarian issues
    Strong written and spoken French

    RESPONSIBILITIES
    Context analysis

    Networking

    REQUIREMENTS
    Education & Experience:

    A degree in a relevant field (medical qualification, political science, sociology or other relevant field)
    At least ten years of operational experience in humanitarian contexts
    Senior level field experience (Coordination roles) with MSF
    Experience of working in insecure environments, and emergency response operations
    Experience in humanitarian negotiations
    Proven track record in context analysis, negotiation and networking

    Humanitarian Affairs:

    Humanitarian Access:

    Supports negotiations with relevant stakeholders to establish/maintain humanitarian access (both cross-line and cross-border) and resolve any arising constraints, while working to promote a principled, coordinated approach to access and share best practice with partners to ensure effective humanitarian access strategies across the region and in priority countries.
    Supports the maintenance of up-to-date access and conflict data, including access tracking, reporting and analysis, providing timely analysis and updates to various regional and in country coordination forums and key stakeholders.

    Humanitarian Civil-Military Coordination:

    Establishes the necessary links with military officers in relevant military forces, and personnel in UN agencies and NGOs, to undertake Civil-Military coordination in the region and in priority countries, including with training institutes in the region.
    Serves as focal point for policy related to civil-military coordination in close consultation with the Head of EPR.
    Leads, if applicable, the development of country-specific guidelines on civil-military relations, based on the current “Guidelines on the Use of Military and Civil Defence Assets in Disaster Relief” and “Guidelines on the Use of Military and Civil Defence Assets to Support UN Humanitarian Activities in Complex Emergencies”, as well as the “IASC Reference Paper
    on Civil-Military Relationship in Complex Emergencies”, the IASC Discussion Paper and
    Non-Binding Guidelines on the “Use of Military or Armed Escorts for Humanitarian Convoys”, applicable Security Council resolutions and other relevant instruments.
    Ensures that the country-specific guidelines, and the generic guidelines mentioned above are properly disseminated and understood by both the humanitarian actors and the military forces present, as well as by local actors, as appropriate. Promote and ensure adherence to the above Guidelines within the entire humanitarian community and advise on potential consequences if these principles are compromised.
    Organises, with relevant and balanced Humanitarian and Military representation, Workshops on Civil-Military relations, by advocating adherence to applicable guidelines and principles and focusing on positive examples, contribute to a positive working relationship between relevant international military and IASC members.
    Performs other duties as required.

    Compliance:

    The Supervisor will:

    Ensure all functions within ARDU strictly adhere to the DOS/BPRM, CWS RSC Africa and UNHCR policies, guidelines and procedures.
    Ensure the development, implementation, dissemination and monitoring of ARDU standard operating procedures (SOPs).
    Conduct job function observations of ARDU staff to ensure compliance is met and identify any areas of improvement or training needs. This will include travel to UNHCR field offices, often on short notice, as needed.

    Qualifications:

    Experience:

    Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
    The GEF-Biodiversity and Land Degradation unit is seeking to recruit a consultant (Level B) to conduct the Midterm Review of the project to assess the overall achievements of the project at midterm, the challenges faced and engage with project counterparts to overcome the issues through effective corrections in project activities and outputs, M&E, resource allocations and related GEF and co-financing. This consultancy post is located in UNEP / Ecosystems Division / GEF Biodiversity and Land Degradation unit. The Review Consultant will work from home as well as conduct a field assessment mission to Maldives, under the overall guidance of the Task Manager (GEF TM) and will report directly to the GEF TM and Portfolio Manager of the GEF Biodiversity and Land degradation Unit, Ecosystem Division in Nairobi.

    Inception Phase

    Preliminary desk review and introductory interviews with project staff

    Data Collection And Analysis Phase Of The Review, Including

    Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders
    Conduct a field assessment mission to Maldives– approximately 10 days, including visiting one of the two project sites
    Regularly report back to the Task Manager on progress and inform of any possible problems or issues encountered and

    Reporting Phase, Including

    Prepare a MTR Inception report with main tasks, timelines, and institutions, staff and project beneficiaries to be involved in the MTR,
    Draft the MTR Review Report, ensuring that the review report is complete, coherent and consistent with the ToR as well as Task Manager guidelines both in substance and style
    Liaise with the Task Manager on comments received and finalize the MTR Review Report, ensuring that comments are taken into account until approved by the Task Manager
    Prepare a Response to Comments annex for the main report, listing those comments not accepted indicating the reason for the rejection; and

    Managing Relations, Including

    Maintain a positive relationship with stakeholders, ensuring that the review process is as participatory as possible but at the same time maintains its independence
    Communicate in a timely manner with the Task Manager on any issues requiring its attention and intervention.

    The consultant will prepare the following documents, in consultation and collaboration with the Project team:

    Inception Report: containing an assessment of project, project stakeholder analysis, review framework and a tentative review schedule.
    Preliminary Findings Note: typically, in the form of a PowerPoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act as a means to ensure all information sources have been accessed and provide an opportunity to verify emerging findings.
    Draft and Final Review Report: containing an executive summary that can act as a stand-alone document; detailed analysis of the review findings organized by review criteria and supported with evidence; lessons learned and recommendations and an annotated ratings table.

    The consultancy will be home-based with one field visit to Maldives.

    Qualifications/special Skills

    Minimum of a least MSc level or equivalent degree in environmental sciences, international development or other relevant political or social sciences area is required
    At least 8 years of technical / evaluation experience is required
    Preferably including evaluating large, regional or global programmes and using a Theory of Change approach; is desirable.
    A track record of a minimum of 6 years of project development and evaluation experience, including internationally funded projects (experience in the evaluation of GEF funded projects is desirable.)
    Knowledge of the International organization is desirable.
    Professional work experience in Asia, in SIDS is desirable.

    Languages

    Fluency in oral and written English is required.

    Duties and Responsibilities
    Background of the assignment:

    As the global guardian of the United Nations standards and norms in crime prevention and criminal justice, UNODC seeks to strengthen the rule of law through the prevention of crime and the promotion of fair, humane and accountable criminal justice systems. To do this, UNODC provides Member States with expertise and advice to develop effective and responsible crime prevention strategies and policies and to build the capacity of their criminal justice systems to operate more effectively within the framework of the rule of law, while promoting human rights and protecting vulnerable groups.
    Within the framework of its project entitled “Programme for Legal Empowerment and Aid Delivery (PLEAD) in Kenya, Phase II” funded by the European Union, UNODC intends to support Probation and Aftercare Service (PACS) in the development and delivery of a blended enhanced course for Probation officers. The overall objective of PLEAD II is to reinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system, and use of technology as an enabler of justice. This support for PACS falls under outcome three of the programme whose main desired outcomes are:
    Outcome 1: The criminal justice system is able to fight corruption more effectively
    Outcome 2: Improved coordination and collaboration of the justice sector, including promoting interoperability in automation of case and information management of criminal justice systems
    Outcome 3: Increased competence, capacity and efficiency in the criminal justice system
    Outcome 4: Enhanced access to legal aid, especially for the poor and vulnerable.

    The beneficiary institutions under UNODC component are nine, namely:
    The Judiciary;

    The Office of the Director of Public Prosecutions (ODPP);
    The Kenyan Probation and Aftercare Service (PACS);
    The Witness Protection Agency (WPA);
    The National Council on the Administration of Justice (NCAJ).
    Ethics and Anti-Corruption Commission (EACC);
    National Police Service (NPS);
    Kenya Prisons Service (KPS);
    Directorate of Children Services (DCS).
    PLEAD II will build upon previous interventions under PLEAD I such as: the development and roll-out of training programmes, including eLearning courses; enhanced use of alternatives to imprisonment; strengthened coordination and collaboration amongst justice sector actors; strategic planning and change management; improved court administration and case management, including e-justice solutions; mainstreaming of alternative justice systems; improving access to legal aid for vulnerable citizens; protecting the rights of children and youth in conflict with the law; raising awareness of justice services and citizen’s rights; and greening initiatives (including solar and sanitation).
    Thus, the need to equip probation officers with requisite skills to meet growing demands in the justice sector is clearly anchored in PLEAD Phase II framework under Outcome 3, Output 3.2 which focuses on Capacity building programmes developed and implemented including e-learning platforms. Hence, this proposed activity resonates well with the aspirations of PLEAD II. Continuous improvement of the capacities of officers is essential in ensuring desired outputs and outcomes are achieved in line with mandates and goals of Probation and Aftercare Service. This activity is targeting about 1,285 serving probation officers whose trainings will be implemented in phases within three years of the project cycle of the PLEAD II.

    Purpose of the assignment:

    The overall goal of this consultancy is to engage three subject matter experts in probation work and eLearning content design to work jointly with PACS and Kenya School of Government (KSG) in developing an E-learning Enhanced Course Programme aimed at e equipping Probation Officers with relevant skills and competencies to meet its operational demands for effective service delivery.

    Specific tasks to be performed by the consultant:

    Under the overall supervision of the Regional Representative in the UNODC Regional Office for Eastern Africa (ROEA) and the direct supervision of the UNODC ROEA Head of the Crime Prevention and Criminal Justice Programme, and in close cooperation and consultation with PACS, and KSG, the consultants will perform the following substantive duties and responsibilities:

    Development of an inception Report

    The consultants will prepare an inception report which shall detail their understanding of the assignment founded on the terms of reference. The inception report will also provide detailed timelines and methodology to be applied. The timelines shall require to be aligned to the KSG Workplan.

    Development of a Course Concept for the blended Enhanced Course

    In consultation with PACS and KSG, review the lessons learnt from the digitisation of the Induction Course, identify enhanced manual content for blended learning integrating eLearning format, Physical learning and Learning activities.
    Advise PACS on the content that will require practicum and instructional strategy for considerations.

    Development of a blended enhanced course

    The consultants will work jointly with PACS and KSG to develop the learning objects and knowledge products including but not limited to content design and development, production of instructional videos, and video editing and integration.
    Contribute to the packaging of the course including uploading, course review, testing, dry-run and final revision of the uploaded content.
    Develop participants’ or facilitators’ support materials that will include support videos, joining instructions, and guide through the course (checklists, mind map, etc) as it would have agreed by PACS and KSG.

    Training of PACS trainers on design and delivery of online trainings

    Recognizing that the implementation of eLearning programmes requires requisite skills and competencies of trainers, the consultants will work together with KSG to train PACS Training of Trainers (TOTs) on the Learning Management System (LMS) and online tutoring. The training will include aspects such as features of LMS, moderation of online forums (chats, video conferences), support for participants and generation of reports from LMS.

    Reporting and other requirements

    Complete a final, comprehensive and output oriented report, submitted not later than three working days prior to the end of the consultancy.

    Qualifications/special skills

    An advanced degree (master’s degree) in Social Sciences, criminology, sociology, psychology, and/ or related subjects.
    A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    A minimum 07 years of relevant work experience in offender supervision and rehabilitation including training is required.
    Experience in providing training for law enforcement and justice agencies and in developing policy and procedure manuals or training curricula/materials is required
    Experience in the development of the E-learning Programmes is required.
    Experience of providing technical advice to multidisciplinary teams in government or national stakeholders and international organizations is desirable.
    Work experience with a probation department/service is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
