    Based in Wau Town, Wau State.
    Reporting Line: The Project Coordinator reports to the Health Programme Manager based at the Cordaid office in Juba.
    Purpose of this position: The Project Coordinator is to coordinate all Cordaid activities at the Wau level and will manage the Wau hospital activities while coordinating all Cordaid activities in Wau state.
    Key Responsibilities and Accountabilities:

    Administratively manage the HPF program activities at Wau State hospital on behalf of Cordaid and the consortium lead
    Work with key hospital staff in the day to day planning and management of Wau state Hospital activities.
    Maintain high, cordial and professional working relationship with fellow health staff. hospital staff, state ministry of health and other actors in the state
    Support other projects related to health at the Wau level including the TB control project and coordinate with the other projects in Wau in other sectors where Cordaid is working through meetings and organize planning meetings within the team
    Ensure that all technical reports due to the donor/lead agency are submitted as required and on time
    Advise and support the Hospital Director in the management of hospital activities and ensure synergy of action
    Provide Administrative support to the Hospital Management Team and ensure timely implementation of activities
    Ensure tracking of the output of the project by providing monthly progress reports from the state hospital and share with the Program Manager
    Participate in the Senior Health Management Team (HMT) meetings at the hospital as and when necessary.
    Work with the Project Manager to identify hospital staffing gaps, develop terms of reference and support the state to recruit staff for the hospital and lobby for additional staff with the ministry of health.
    Plan and conduct quarterly review meetings of the project with the participation of the state ministry of health and the hospital Medical Director and the State Ministry of Health.
    Track, approve and review field purchase requests and ensure monthly financial reporting is undertaken by the field to Juba in timely and accurate manner
    Attend relevant coordination meetings at the state feedback to Cordaid Juba Office and HPF as may be necessary.
    Promote project visibility (this will include MOH, Health Pooled Fund and Cordaid visibility) in project-based events.
    Ensure donor compliance at every stage in the implementation of this project. This includes compliance in the areas of financial expenditures, procurements, use of equipment etc.
    Work with the Team on the ground to prepare and submit quarterly reports to the Health Program Manager/Health Advisor
    Manage and supervise the staff reporting to this position, evaluate and report on staff performance and delivery of work.
    Manage all Security, logistics, and procurement issues of the project in liaison with the Juba office for the Wau office working with all staff in the field
    Support the clinical teams to improve quality at the hospital by ensuring that the regular CMEs and clinical audits are undertaken and documented
    Liaise with all thematic managers at the Juba level to support in the integration of Cordaid activities at the Wau level
    Attend to other duties as instructed by the Programme Manager.

    Qualifications required

    Bachelor/Masters in Medicine/Nursing with 2 years’ experience in Hospital management and administration and preferably with a master’s in Public Health
    At least 5 Years’ experience in project management and grant management
    Ability to develop implementation plans for project activities
    A good understanding and experience of working with state Officials, State Ministry Officials, Donors and UN agencies in South Sudan.
    Previous experience of working in South Sudan and Ability to work in areas of limited resources.
    Excellent report writing and reporting skills and people skills

    Purpose of the role: The Regional Programme Manager has the overall responsibility for effectively and efficiently managing AAH-I Somalia in building strategic partnerships, resource mobilisation, advocacy, leadership and management to contribute to AAH-I’s Mission and Vision.
    Duties & Responsibilities
    1) Partnership development and resource mobilisation
    The Regional Programme Manager is responsible for leading the team to develop strategic partnerships with key government, funders and implementing partners in line with the overall country strategy. This includes developing relationships with key line Ministries responsible for livelihoods (Agriculture, Livestock and Fisheries), Health, and Refugees and Internally Displaced Persons. Keeps abreast of the country priority development areas and ensures that the country strategy addresses them so that the Somalia Country Programme remains relevant to its stakeholders. The RPM will ensure that AAH-I is represented in key regional and national fora including the regional fora for planning and implementation of the Somali returnee strategy. The Regional Programme Manager will ensure representation with key UN and other multilateral and bilateral agencies based in Nairobi and Mogadishu. This includes keeping up to date with business development and planning regarding regional and national contracts and multi-donor development plans. S/he will work with the senior managers within the Somalia Country Programme to ensure that programme design and planning aligns with and secures support from these key partners. This means ensuring that senior staff are kept abreast of global debates for instance related to the Sustainable Development Goals, development financing and development innovations.
    2) Programme Development and Management
    With overall responsibility for programme development and management, works in consultation with the Directorate to develop the country strategy in line with the overall AAH-I strategy and prioritise programme strategies. Takes the lead in identifying new projects and gap areas in existing projects with a view to soliciting new funding. Ensures that programme and project activities outlined in the overall AAH-I and Somalia Country Strategic Plans and donor contracts are effectively implemented in accordance with contractual obligations and AAH-I’s goals and mission. Ensures that the quality of Somalia Country projects and services delivered is maintained and that projects are implemented in accordance with AAH-I’s policies and procedures.
    3) Human Resource Management
    Effectively manages Somalia Country Programme staff according to the approved Human Resources (HR) policies and procedures, and ensures that the Somalia ream fully conforms to labour laws and regulations in Somalia and Somaliland. Effectively manages by setting performance targets in line with the Country Programme and project objectives and ensures that the managers follow AAH-I policies and procedure in management of project staff and partners in the field.
    4) Financial Management
    Works closely with the Finance Manager to ensure effective management of country and project budgets in compliance with AAH-I’s and donor policies and procedures. Supports and manages the Finance Manager to ensure that the agreed reporting deadlines are fully complied with. Working closely with the senior managers, draws up annual work plans and budgets for the country and seeks AAH-I Directorate and International Board approval and monitors implementation.
    5) Security & Risk Management
    The Regional Program Manager shall be responsible for safety and security of staff, assets and ensure continuity of AAH-I Somalia program.
    S/he shall also be responsible for;
    a) The development of Somalia Security policy, plan and standard operating procedures in line with AAH-I Security policy and ensure their implementation
    b) Ensuring timely Security Risk Assessment, prioritization of risk levels and enforcement of mitigation measures
    c) Putting in place and implementation of Minimum Security Operating Standards (MSOS).
    d) For continuous security training and up to date briefing of staff and consultants.

    How can you make a difference?
    Under the direct supervision of the Principal Coordinator for Humanitarian Action and Resilience, the incumbent will be responsible for supporting and building high-level interagency and inter-governmental engagement and dialogue on issues that affect women and children in the ESAR with a focus on (a) coordination and collaboration at the interagency level in the Horn of Africa (HoA), in linking humanitarian and development programming and building resilience; (b) expanded collaboration with UNHCR and other partners in the roll out of the CRRF in the region.
    This position will play a key role in supporting the development of a strategy on humanitarian and resilience building in theHorn of Africaas part of the UN-wide coordinated effort. They will also support UNICEF’s collaboration with UNHCR and other partners in the development and implementation of the Comprehensive Refugee Response Framework (CRRF) in ESAR. The Specialist will provide policy, analytical, coordination and advocacy support to the Regional Director and Principal Coordinator as they engage with a variety of inter-governmental, inter-agency and other UN fora on humanitarian, development, resilience building and cross border issues.
    The incumbent will also provide ad-hoc support and advice to the Humanitarian Action Resilience and Peacebuilding section in ESARO that is supporting countries to ensure that emergency preparedness is maintained in all contexts, needs for emergency response and support at country level are identified, and emergency response actions move forward in a timely and coordinated manner in the region.
    Summary of key accountabilities
     

    Support and influence the development of polices relevant to UNICEF’s priority areas such as children’s right, education, health, nutrition, as well as peace and security and emergency response in the region with a focus on theHoA and countries affected by the regional refugee crisis.
    Support the Regional Director and the Principal Coordinator’s participation in inter-agency meetings, and in representation of UNICEF at the regional and global level, and ensure follow-up actions are completed.
    Keep the Principal Coordinator informed of any crucial matters and/or decisions that flow from high-level consultations in the region.

    Role Purpose:
    Save the Children seeks to build its capacity to implement Cash Transfer Programmes (CTP) throughout the East and Southern Africa (ESA) region to support its ability to respond rapidly to disasters but also to use CTP as a modality to deliver its recovery and long term programming.
    The purpose of this position is to support the operational implementation of humanitarian and development cash transfer programmes, to ensure their timely, accountable, donor-compliant and cost-effective delivery across the region. The ESA region therefore seeks an experienced CTP Operations Advisor to provide remote and in-country technical support to CTP in the region to support their operational set up and ongoing delivery. This position will be based at the ESA Regional Office in Nairobi, with extensive travel throughout the region (up to 50% of time). The position will report to the Regional Head of Supply Chain with a dotted line to Senior Cash Transfer Ops Advisor at SCI Centre.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    WUSC and its partner organization, Windle International Kenya (WIK), are implementing the Strengthening inclusive learning environments (Shule) Project, with funding from the U.S. Department of State’s Bureau of Population, Refugees and Migration (BPRM). The goal of the Shule Project is to strengthen the quality of education provision for refugee girls in Northern Kenya to improve transition outcomes, particularly for girls with special needs and over-aged learners. In order to achieve this objective, the project will:

    Increase access to extracurricular academic support programs for vulnerable refugee girls in upper primary, particularly girls with special needs and over-aged learners
    Enhance ability of teachers to deliver high-quality education using gender-responsive pedagogy and inclusive teaching methods
    Improve the accessibility of digital teaching and learning materials for secondary school students and teachers

    The project will be implemented from October 2018 to September 2019, with the possibility for renewal in Kakuma and Dadaab Refugee Camps and the surrounding host communities.
    KEY ROLES AND RESPONSIBILITIES:
    The Program Officer & Gender Focal Point (PO) will play an important dual role to support the implementation of the Shule Project from an overall project management perspective, as well as to support the mainstreaming and integration of gender equality and equity outcomes across the project. The PO will be a core member of the Shule Project team, working closely with the WUSC Kenya Country Director, the WUSC Education Program Manager, the WUSC M&E team, the WUSC Ottawa Gender Equality and Empowerment Advisor, the WIK Head of Programs and WIK colleagues in the field. The PO will not only be the WUSC program management lead on this initiative, but will also work as a technical resource for integrating gender equality into the project. The PO will develop tools, resources and conduct training and coaching to the project staff, and partners to enable them to contribute to the project’s gender equality and empowerment goals.     Provide support to project teams on the technical direction and implementation of projects including preparation of inception plans and annual workplans;
    Designing and implementing workplans as per set project proposal outcomes and outputs with constant tracking on budgets
    Participate in the effective management of relationship with consortium partners, including MOUs, convening the consortium management committee and day-to-day operations;
    Act as a coordinator with various functional units within WUSC’s team (e.g. communications, IT, human resources, etc.) for the effective implementation of the project;
    In conjunction with the M&E team, provide technical guidance for M&E to the partners and other stakeholders;
    Support the preparation and timely submission of program technical reports, which capture results and lessons learned;
    Contribute to the management of project document library, ensuring that accurate and complete program systems, records and files are maintained;
    Participate in budget control and manage project procurement and expenses in accordance with contractual obligations and in consultation with the Finance Team;
    Work with the WUSC Kenya Financial Team to monitor budgets and provide financial analysis; and
    Participate in resolving any contractual and/or budget issues with the donor, including providing any updates, requests for approval and supporting the documentation of such requirements.

    Gender Equality and Social Inclusion (GESI)

    Provide cross-cutting support to the WUSC Kenya team on GESI issues, including:
    Creating GESI resources and tools that to assist all WUSC Kenya and WIK staff in effectively prioritizing and integrating GESI in their work;
    Providing technical advice to the WUSC Kenya team to ensure effective integration of GESI issues across all projects.
    Ensure WUSC’s Gender Equality, Age, and Diversity Policy is applied and support gender mainstreaming in projects, including development of project-specific gender strategies and providing coaching to staff in gender equality;
    Build knowledge and evidence within the project team on best practices related to educational access for children with disabilities and be an advocate within the project team for meaningful inclusion of girls with disabilities;
    Build partnerships with relevant organizations to support the effective integration of girls with disabilities into the Shule Project;
    Assist project staff and partners in integrating GESI into project planning and management approaches (including results based management tools) and propose strategies to increase project impact on GESI;
    Facilitate the use of GESI data to promote evidence-based learning, reflection and decision making within the project;
    Contribute to the development of the annual work plans and annual reports, and
    Liaise regularly with the Ottawa-based WUSC Gender Equality Advisor to share best practices, tools, and organizational approaches to GE;
    Participate in GE-related working groups and maintain close working relationships with counterparts in other relevant international NGOs.
    Seek opportunities to increase the awareness, commitment and involvement of the Project stakeholders in GESI.
    Supporting the linkage with disability organisations and advocating for girls education

    QUALIFICATIONS:
    Education and Experience:

    Masters Degree or equivalent in gender, social sciences, international development or a related field required; coursework on gender and disabilities themes is an asset;
    A minimum of 5 years of experience in donor-funded project management with a strong gender focus is required.
    Experience with a range of institutional donors such as DFID, U.S. State Department, and USAID is preferred.
    Experience in the education sector, and specifically on girls’ education or refugee education projects, is preferred
    Experience working on or supporting gender equality and empowerment, projects is preferred

    Competencies:

    Knowledge of gender equality, working with children with disabilities, child protection and safeguarding, and best practices in girls’ education projects;
    Strong analytical and research skills;
    Proven ability to work productively with a variety of stakeholders to run participatory processes with an emphasis on producing quality products;
    Effective interpersonal skills, including the ability to build relationships, network, communicate and represent at a senior level are essential;
    Flexibility, with a strong work ethic and an entrepreneurial spirit to accommodate high levels of responsibility and multiple priorities;
    Commitment to capacity building and the ability to engage local stakeholders in policy design and implementation;
    Passion and commitment to gender equality and youth empowerment;
    Complete fluency (oral and written) in English is essential, and Swahili preferred.
