    ROLE PURPOSE:
    Within Save the Children, the Head of the Civ/Mil Engagement Unit will establish and drive the global Relations with Armed Actors, Access and Negotiations Initiative (RAANI) strategy by fostering cross-functional collaboration across the Humanitarian Team and the wider Save the Children movement.
    The Head of the Civ/Mil Engagement Unit will lead the strategic development and embedding of the global policy, approaches, tools and processes related to relations with armed actors, humanitarian access, and humanitarian negotiations. The role will provide strategic leadership in the design, business development, quality implementation and management of related activities and programmes, influencing change and management of relations at all levels. S/he will leverage ongoing learning and activities across global humanitarian and all context teams, while mobilizing resources and supporting advocacy, ultimately to position Save the Children as a thought leader and response actor. The Head of the Civ/Mil Engagement Unit will be expected to resolve, adapt, develop solutions and recommend changes and/or to introduce new procedures and practices with longterm impact across the intersection of Relations with Armed Actors, access negotiations, and these related functions.
    The role holder will have a significant level of internal and external representation and communications responsibilities, requiring strong negotiation and influencing skills, vis a vis decision makers, donors, and senior representatives of the global humanitarian community.
    In the event of a major humanitarian emergency, the role holder will be expected to contribute to additional Humanitarian Team priorities including work outside the normal role profile and be able to vary working hours accordingly.
    EXPERIENCE AND SKILLS
    Essential

    Higher level education degree, Masters or above, in a relevant field (e.g., IHL, Protection of Civilians, International Development, International Relations, Peacebuilding, or Security Studies)
    Demonstrated technical knowledge of relations with armed actors, civil-military coordination, humanitarian negotiations, humanitarian access,internal and external advocacy, as well as sectors that Save the Children works in, particularly Child Protection and Centrality of Protection
    At least 5-7 years direct experience working at country or regional level humanitarian and development structures
    Superiour ability to work across a network of internal and external stakeholders to build a common vision and coordinate actions
    Demonstrated experience mobilizing resources for humanitarian or development programming, including developing concept notes to full proposals

    Primary Purpose:
    This position is responsible for the Cultural Orientation division’s day to day management and provides effective and efficient field mission planning, administrative support, and logistical support while adhering to current RSC Africa standard operating procedures and PRM guidelines.
    Essential Duties:
    Compliance:

    Ensures all CO activities strictly adhere to the PRM, RPC, CWS and RSC Africa policies, guidelines and procedures.
    Ensures development, implementation, dissemination, monitoring and adherence of standard operating procedures (SOPs) for cultural orientation department
    Conducts job function observations of CO staff to ensure compliance is met and identifies any areas of improvement or training needs.
    Conducts regular process reviews.
    Data Management and Analysis:
    Closely monitors the movement of cases through the RSC Africa refugee pipeline, and works with CO staff to ensure cases receive CO according to the PRM Cooperative Agreement.
    Acts as the point person for CO staff inquiries related to CO.
    Develops and implements department specific pipeline analysis to inform workload projections and staffing and to anticipate future workloads.
    Manages reports and quality control checks that ensure accuracy and efficiency. Ensures annual plan and strategic plan goals are met as communicated by the COC.
    Reviews RSC Africa trip reports and follows up on issues related to partners and logistics. Reviews statistical reports in coordination with the COC and Data Integrity Unit to ensure efficiency and accuracy of said reports.

    Representation:

    Develops and maintains effective relationships with RSC implementing partners, including PRM, IOM, UNHCR, RPC and domestic Resettlement Agencies.
    Ensures partner communication from the department is professional, timely and proactive. Represents organizational policies and culture to staff.
    Ensures the workforce is professional when representing CWS/RSC Africa to refugees, partners, the funder and colleagues.

    Performance Management

    Provides direct supervision and leadership to the CO Supervisors, including yearly performance evaluations, developing job descriptions, hiring and coordinating leave.
    Develops and implements training modules for CO staff in coordination with the Training unit and CO Supervisors, and ensures that staff receive cross training on different aspects of refugee processing.
    Ensures that QCs are being conducted and feedback is being provided to staff and/or other departments.
    Conducts and ensures coaching, mentoring, feedback and corrective action plans are carried out where needed.
    Ensures establishment of performance expectations as well as communication, on-boarding and training systems
    Develops performance management systems that support consistency in work outputs.
    Travels to processing locations throughout the region to monitor teams and build partner relationships.
    Evaluates and assesses training needs of CO staff and takes the lead in organizing and providing trainings on a regular basis.
    Monitors staff time and attendance.

    Staff Care

    Monitors and ensures a safe, healthy and professional work environment. Ensures direct reports access and use their benefits appropriately including leave.
    Actively supports staff by promoting safe space, open-door and the escalation policy. Establishes and communicates clear expectations to staff to foster a predictable and consistent work environment.
    Ensures staff are safe in the field by coordinating with the RSC Staff Security Coordinator and disseminating information related to staff safety in the field.

    Program Administration:

    Delegates and oversees CO staff participation and performance on CO related projects. Assists in preparation of the CO budget and modifications in coordination with the COC. Obtains circuit ride related costs from partners and reviews budgets and invoices for accuracy.
    Develops and updates Standard Operating Procedures related to USRAP cultural orientation processing and circuit ride preparation to enhance consistency and coordination.
    Organizes the hiring, onboarding and training of Cultural Orientation staff in collaboration with HR department and CO supervisory team
    Maintains records of all correspondence with partners.

    Qualifications:

    Position Overview
    The Moyo Gems Program Manager (hereafter: Program Manager) reports to the Pact Kenya Country Director (based in Nairobi, Kenya) with a dotted line to Pact’s Global Director of the Mines to Markets program (based in Washington, DC). This position is Kenya or Tanzania-based and is funded for two years; ongoing employment depends on both additional donor funding, commercial success of the program, and on performance. Additional colleagues are based in Europe, Kenya, Tanzania, United Kingdom, and the United States.
    The Program Manager is responsible for leading the regional rollout of Moyo Gems programs in East Africa (currently Kenya and Tanzania). She/He/They will have chief responsibility of meeting the project’s technical objectives, managing financial resources, managing partner relationships, maintaining good working relationships with host government officials and local partners.
    Pact is looking for a self-starter, a people person, and someone with an entrepreneurial spirit needed to continue to improve all aspects of the program and interact with new audiences.
    Basic Key Responsibilities:
    Promote program success

    Maintain and build excellent program relations with Kenya partners (as listed above) and trading partners (Kenyan exporters and international trading partners).
    Working as a team member, lead Moyo Gems “Market Days” events in Kenya, typically once per quarter, in Taita Taveta County (TTC), in coordination with Pact Kenya and AWEIK, and the Government of TTC.
    Continue to improve efficiencies of Market Days, and lead pilot projects, such as ‘lower value’ gemstone markets (already successful in Tanzania) and the testing of a digital platform for gemstone sales in Kenya.
    Monitor the success and challenges of the miners participating in Moyo Gems. Work with the broader Moyo Gems team to solve challenges in a careful, collaborative way.
    Monitor WORTH program rollout in TTC and collect key indicators for a data-loving donor.
    With Moyo Gems’s team, maintain an active social media presence that promotes the program’s benefits, successes, partners, and participants in ways that are respectful, focus on dignity, and promote the power of responsible market approaches.
    Promote the spirit of responsible mining amongst Moyo Gems miners, traders, and government. No previous mining experience needed but a commitment to learning about this subject is required. Some exposure to responsible mining themes or the gemstone trade is an advantage.
    Anticipate opportunities and develop innovative project ideas, proposals and applications including exploring and developing opportunities for complementary funding for promotion of community and social enterprise development activities and supports for target groups. **
    Contribute to and eventually lead proposal submissions to new philanthropic donors.
    Participate in webinars and presentations. Interact with journalists and invited international or sub-national visitors.
    Regular travel to Tanzania as needed (up to 20% of the time).

    Maintain steady program operations

    Support the design and implementation of high-quality technical programming. Coordinate training programs for East African mining communities in conjunction with Pact’s mining team.
    Monitor inputs, outputs, outcomes and impacts including satisfaction levels of individuals through data collection, reports, case studies and by any other means which may be required by the program.
    Build relationships and networks with area residents and community groups to encourage their participation in local activities and projects, with particular emphasis on hard to engage / disengaged residents to strengthen their participation. Support program planning, including annual work planning and budget development, including ensuring the alignment of the budget to expected results.
    Apply a broad range of community development and engagement processes and practices to assist Kenyan and Tanzanian mining communities to identify and align with local priorities.
    Develop, facilitate and drive strategic collaborative partnerships and networks focused on developing targeted responses to identified social inclusion and economic development needs
    Assist skills development of potential community leaders, volunteers, community groups and local representative working groups (committee) members.
    Communicate clearly, consistently, collaboratively, and with respect to all Moyo Gems stakeholders. **
    Develop excellent working relationships with program partners, stakeholders, and donors as needed.
    Inspire and mentor implementation partners as needed, and support teams and technical consultants as needed.

    Qualifications:

    The Program Manager must already have the right to work in Kenya or Tanzania.
    Fluent written and spoken English.
    Near or full-fluency in Kiswahili is preferred, but full spoken proficiency is a minimum.
    Dynamic interpersonal and communication skills including the ability to network, liaise and
    negotiate with other local groups and agencies and to form positive working relationships
    with local community group committees and funders.
    Bachelor’s degree and 7-10 years of relevant experience working in a business startup capacity, or for an international development organization, social enterprise, as a project manager, or similar. Candidates with more experience are welcomed.
    Community engagement experience is an advantage.
    Ability to thrive in most situations. In Kenya and Tanzania, there may be overnight trips in sometimes ‘rustic’ hotels. Flexibility and grace are valued and appreciated.
    Ability for routine travel to program sites in Nairobi and TTC in Kenya and Tanga, Morogoro, and Arusha regions in Tanzania.

    As Programme Officer you also support our integrated advocacy and campaign work, linking what partners do in-country with our L&A and campaign teams to inform and influence relevant audiences in the Netherlands and internationally.

    What you bring

    Academic level of education (master degree) in the area of water, climate adaptation, gender or related field.
    At least three years of relevant working experience with an (international) NGO.

    Overall purpose of the role:
    The MMC is a leading source for independent and high-quality data, information, research and analysis on mixed migration. Through the provision of credible evidence and expertise on mixed migration, the MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration. The MMC’s overarching focus is on human rights, protection and assistance.
    The MMC is part of and governed by DRC. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. The position of the MMC does not necessarily reflect the position of DRC.
    The MMC focuses on seven core regions: East Africa & Yemen, North Africa, West Africa, Europe, Middle East, Asia and Latin America and the Caribbean. The staff members of MMC are based in a global office in Geneva and in regional hubs, where it works in close cooperation with regional partners, stakeholders and donors. Through 4Mi, broad networks of monitors are collecting data on mixed migration in over 20 countries across different migration routes globally, conducting over 10,000 in-depth interviews with refugees and migrants on the move annually.
    Key Objectives of Role
    The specific objectives of the 4Mi Project Manager will be to lead and support the implementation of the 4Mi project in East Africa with a possibility to expand to the Great Lakes and Southern Africa, to establish a continually improved knowledge base for protection response to mixed migration and better inform public policy. 4Mi has been fully rolled out in Djibouti, Kenya and Somalia (since 2014), and in Sudan (since 2020). The successful candidate will ensure that the existing 4Mi structure and network shall continue to meet the needs of humanitarian and development stakeholders whilst expanding 4Mi into new localities and countries in the region. This role will also advise the MMC global team on expansions and strengthening of 4Mi programming across the world.
    Daily 4Mi operations and staff management 

    To oversee the operations, implementation and management of the 4Mi project in East Africa, Yemen and Egypt / Great Lakes / Southern Africa and where relevant coordinate with the 4Mi Global Coordinator and the other 4Mi PMs. To ensure that all 4Mi project targets/donor deliverables are met.
    To manage the 4Mi Information Management Officers and 4Mi Project Officers/Coordinators who coordinate a network of field monitors in different countries using digital technology to survey mixed migration.
    To identify partners, key informants, contacts and other interlocutors critical to the success of this project, represent MMC at conferences and workshops, and establish close working relations with relevant existing mixed migration-related agencies in different countries.
    Responsibly manage all 4Mi budgets and forecasts and ensure timely and regular donor reporting.
    In coordination with the MMC Regional Manager, maintain donor relations with 4Mi donors and expand the donor base for 4Mi 
    Expand 4Mi project geographically and contribute to the strategy and fundraising closely with the MMC Regional Manager 
    Develop, in close collaboration with the MMC Regional Manager, appropriate internal processes and SOPs to ensure the success of MMC operations. 

    Data collection, methodology and analysis of 4Mi data 

    In coordination with the 4Mi Global Coordinator, lead on improving and implementing the 4Mi programme and methodology in the region (including, but not limited to, recruitment of monitors in the field, developing and refining a training manual for monitors, defining geographical position of monitors, respondent selection and survey design) and, ensure the methodology of 4Mi is regularly reviewed with respect to increasing its reliability and voracity. 
    Oversee the work of the 4Mi Information Management Officers and ensure that 4Mi data is cleaned, validated and formatted for analysis. 
    Ensure timely, regular updates of 4Mi data for the MMC website and 4Mi-related publications, in collaboration with the 4Mi Project Officers and Research Officer/s.
    Manage and organize data and be skilled at quantitative analysis and interpretation of data for use in infographics and research (for electronic and hard copy use)
    Contribute to 4Mi snapshots and 4Mi-related publications, in collaboration with the IOMs and Project Officers
    Keep abreast of new developments and ongoing debates on migration data and participate in brainstorming and strategy sessions on new areas of research.

    Qualifications and Experience

    A graduate with at least 5-7 years’ experience in an international context (with an NGO, an international organization or a research organization)
    Master’s degree in development economics, social statistics, migration or other relevant subject.
    Project cycle and budget management 
    Experience in fundraising
    Proven track record in team management
    Proven record in survey design and implementation in complex settings
    Advanced skills in quantitative analysis and well versed in a statistical package such as STATA, SPSS, 
    Strong ability to independently make rapid assessments and sound judgments 
    Excellent communication skills and problem-solving skills 
    Experience working as part of a regional team and in a multicultural environment
     A highly-motivated, organized self-starter who can work independently
    Reporting and drafting skills (highly desirable)
    Strong and proven interest in issues of migration and/or forced displacement
    Ability to travel (30%) of the time in this role (desirable)
    Strong speaking, analytical and writing skills in English
    Demonstrated understanding of current mixed migration debates and dynamics in the region is an asset.
    Full professional proficiency in English;
    Arabic is an asset.

    Conditions
