    Regional Protection Coordinator

    Overall purpose of the role:

    In the East Africa and Great Lakes region (Kenya, Tanzania, Uganda, Ethiopia, Djibouti, Somalia, Burundi, South Sudan, Sudan, and DR Congo), protection concerns facing refugees, returnees, IDPs, as well as people in mixed migratory flows, are central to informing DRC’s programme and policy interventions. The purpose of the role of the Regional Protection Coordinator is to strengthen the quality of DRC’s programme across the region, with a specific focus on ensuring the quality of DRC’s activities across the different subsectors and providing on-going capacity building, training and mentoring to technical and implementation colleagues.
    The Regional Protection Coordinator is responsible for technical support to protection and programmes staff in the specific areas of case management across the sectors covered by DRC (legal aid, child protection, GBV, people with special needs and other specialized case management activities), and leading on protection information management and protection monitoring in countries and across the region.
    The most direct counterparts for the RPC in her/his daily work will be country-level protection coordinators and managers, country Heads of Programmes, and other members of the regional programmes team. The RPC has a technical line supervisory role vis-à-vis the in-country protection lead/coordinator/specialist. The RPC will report to the Regional Head of Programme EAGL and have a technical compliance reporting line to Head of DRC’s Global Protection Unit (GPU) in HQ.
    The position can be based in Nairobi (Kenya), Kampala (Uganda) or other duty station in thecountry office of EAGL region. The position is open for national and international applicants and is Non-accompagnied.

    The role will have the following key responsibilities :

    Technical Support

    Lead the development and/or roll out of global and regional DRC protection standards and guidance on all aspects of case management; development of Standard Operating Procedures, and capacity-building tools at the regional level. To this end, provide technical support to country offices, particularly in the following programmatic areas: legal aid, case management, psycho-social support, child protection, gender-based violence, PSN, PIM and protection monitoring;
    Lead the harmonization and/or roll-out of protection Information Management Systems in EAGL country programmes, including case management documentation tools, data protection processes etc. Support the roll-out of the GDPR compliance work undertaken in the region as it pertains to protection implementation;
    Develop a regular EAGL regional protection trends analysis to help inform programming, policy, advocacy and preparedness;
    Provide technical support to country programmes to ensure quality protection monitoring, analysis, strategies, and responses are in adherence with global standards and principles (DRC Protection Minimum Operational Procedures – P-MOPs);
    Provide technical review and/or support the development of proposals at CO-levels to ensure the centrality of protection, harmonization of protection standards, and that protection principles are integrated across all technical sectors, specifically, DRC’s humanitarian disarmament and peacebuilding and economic recovery sectors.

    Capacity Building

    Ensure country capacity on case management, PIM and protection monitoring is of a good quality and standard. Collaborate with regional and country MEAL, Information Management and IT staff to ensure development and operationalization of quality case management systems in the region;  
    Support the technical capacity development of country offices in identified areas of need. Design and deliver appropriate training or source relevant expertise;
    Contribute to training, awareness-raising, reporting and response processes in relation to Preventing Sexual Exploitation and Abuse (PSEA).

    Contribute to global efforts

    Contribute to the development and implementation of protection policies, guidance and resources in collaboration with the GPU in HQ;
    Contribute to the adaptation of DRC’s protection programme approaches and the development of guidelines, tools and innovative approaches based on research of trends and the learning from the country offices; 
    Responsible for the identification of pilot projects for the further development of the protection sector in the region. Contribute to the communication of results and the development of recommendations.
    Act as the interface between countries and GPU for specific requests coming from the field in coordination with other colleagues in the regional team.

    Required Qualifications

    Minimum 7 years of senior work experience in Protection at field level for an I/NGO, including working with displaced communities;
    Proven experience in leading case management interventions in child protection, GBV or PSN including using Information Management Systems;
    Advanced academic qualification in a relevant field (law, political or social sciences or relevant field);
    Documented skills in technical writing including proposals, evaluations, SOPs, training manuals and tools, advocacy materials etc.;
    Documented skills in delivering capacity building and training at all different levels (communities, authorities, staff, management, partners, leadership etc.);
    Experience in project cycle management;
    Excellent skills in MS Word, Excel, PowerPoint and Access, and database management skills
    Fluent in Swahili and English.

    Desired Qualifications

    French and/or Somali language skills is an advantage;
    Field protection experience from the 10 country/ies of the region is an added advantage ;
    Experience using the Primero platform, CPIMS, GBVIMS, CommCare, Progres v4 and others is a significant advantage;
    Having a clear understanding of the regional protection concerns in the EAGL region.

    POSITION SUMMARY :  

    The Regional Program Development Manager (RPDM) reports to the Regional Program Director (RPD), with technical supervision of the Head of Program Development based in Washington DC.
    The RPDM will take on a rigorous leadership role as a thought leader working with RSO and GSO to set strategy for the region as well as to support and guide the country offices in various key aspects of developing and accessing funding for new programs, in addition to focusing on improving the consistency and quality of proposal development processes at country level.
    The RPDM will be responsible for working closely with the RPD and country offices on capture management , networking planning, leading on program design workshops for strategic proposals, coordinating proposal development among various departments, ensuring full packages ready for review at regional and global level , and managing contributing directly on proposal writing as necessary .
    The job holder will need to undertake short-term travel to support country programs in the development of large strategic bids and/or providing surge capacity if needed .  
    This role will be critical to overall leadership and management of managing and reporting the ongoing and forecasted opportunities related to program development in the region and facilitate resource availability in coordination with GSO . 

    ESSENTIAL DUTIES AND RESPONSIBILITIES :  

    Strategic Support  

    Coordinate closely with the Global Program Development team, including participation in requested meetings and initiatives  
    Coordinate closely with the RPDM for RI’s other region, Middle East, to support culture of harmonized approaches between regional teams  
    Act as primary point of contact within the regional team supporting country teams with all aspects of the PD process

    Proposal Development  

    Contribute to program design, for solicited and unsolicited programs, and for pilot and full-scale programs  
    Manage/coordinate the preparation of funding proposals, including leading proposal writing and costing efforts across a broad range of donors and award amounts  
    Ensure full/clean packages for review of global PD team and regional team before submission  
    Work with the RPD and country teams to develop work plan for priority proposals  
    Work with RPD, Regional MEAL Manager and country teams on needs assessment requirements for project proposals as necessary  
    Track country and regional proposal efforts and report to RPD and Head of Program Development on status

    Support understanding of risks associated with taking on new donors  
    Ensure cost-share/ contribution identification for proposals is clear and reasonable  
    Work with country teams and Regional Finance Manager to ensure proposals align with the RI Common Cost Allocation Policy

    Position requires:

    Responsibilities

    Master’s degree or equivalent in economics, social policy, development studies, gender studies, or a related field is required;
    A project/programme management certification would be an added advantage.

    Experience:

    A minimum 5 years (8 years with a Bachelors degree) of progressively responsible work experience in planning, implementation, coordinating, monitoring, and reporting;
    Experience in gender equality programming, implementing women’s economic empowerment programmes;
    Experience working in report writing, knowledge management and preparing communication materials;
    Experience working in East and Southern African countries is an asset;
    Experience coordinating and liaising with government agencies and/or donors is an asset;
    Experience working within or with the UN system, Agencies, Funds or Programs is an asset.

    Job Description

    Under the direct supervision of the Grants Manager, the Grants Assistant will support Nairobi Urban, Lodwar, Hagadera and Kakuma Field Offices in being responsible for the grants management processes and documentation.

    Key Responsibilities.

    Coordinate the report review process by receiving, consolidating, reviewing, and submitting the donor reports to Technical Coordinators (TCs), and Manager and ensure donor reports on project activities are in compliance with internal IRC requirements and any relevant external donor requirements.
    Support in coordinating and facilitate the Project Cycle Meetings (PCM) and Budget vs Actual review meetings and follow up on action points/comments.
    Circulate monthly/quarterly reporting schedules to the program and M&E team; doing follow-ups with the teams to ensure reporting schedules are met.
    Support in preparing and reviewing spending plans and work plans as per the grants’ calendar.
    Raise compliance issues proactively with the Grants Coordinator and Grants Manager.
    Support the Grants Coordinator in supervising funding opportunities, including calls for funding, progress of proposals, submission deadlines, financing available.
    Assist the Programme Managers in tracking the budgets expenditures and commitments in line with the approved spending plans and the work plan.
    Support document signing by SMT, troubleshooting department queries, and supporting other tasks as the need arises.
    Assist in drafting compliance cheat-sheets, as needed.
    Any other duties as assigned.

    Key Result Areas

    Contribute to efficient programs and management of grants including proposal development, reporting and grants and sub grants monitoring roles.

    Qualifications

    Bachelor’s degree in social sciences/international development/communication/finance.
    2 years’ experience in project and grants management in the NGO sector.
    Good analytical and report writing skills.

    Attention to detail and organization skills.

    Support nexus approach between WASH, energy for water pumping and treatment and agriculture.

    Protection mainstreaming- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labours etc).

    Qualifications/Skills Required

    Bachelor’s Degree or equivalent in Development studies, Social science, Water and Sanitation or other relevant discipline
    3-5 years WASH management experience in Donor Funded Projects
    Demonstrated experience in WASH management in an NGO/INGO is highly preferable.
    Able to manage a high workload and meet tight deadlines
    Good numerical, report writing and administration skills; committed to consultative and servant-minded leadership; able to set clear objectives for staff and to delegate; able to enforce procedures
    Good understanding of SPHERE and other international standards.
    Knowledge and understanding of humanitarian standards
    Ability to train, mobilize, and manage national staff
    Flexibility and ability to multi-task under pressure
    Proven ability to work creatively and independently both in the field and in the office;
    Good inter-personal skills, commitment, motivation and demonstrated ability to establish effective work relations at all levels,Computer literate and with excellent IT Knowledge.
    Strong people management and leadership skills;
    Excellent communication skills.
    Experience in providing inputs to proposals and donor reports.
