    Overall Job Function
    Reporting to the Program Director, the technical advisor, adult HIV/TB treatment is a key member of the technical team in the region. S/he will be responsible for providing technical support in the implementation of clinical care in Adult HIV prevention, care and treatment activities. This will be in coordination with the Ministry of Health and CHS county staff specifically in Adult HIV care, under the SHINDA Project.
    Key Responsibilities

    Providing technical support in development and implementation of work plans
    Providing technical support in design and implementation of Adult HIV & TB programs
    Providing technical support at national, regional and facility level and for the establishment and strengthening of TB/HIV activities at all CHS-supported facilities in coordination with the National Tuberculosis, Leprosy, and Lung Diseases Program (NTLDP),the National AIDS and STI Control Program (NASCOP), County Departments of Health and the Ministry of Health and capacity of health workers
    Providing technical support to a team of implementing officers in the region and to MoH staff including training and mentorship
    Development of job aids, tools and materials as needed including CMEs for use at facility level to support health care workers to provide HIV & TB treatment services
    Build capacity of county teams to prioritise and provide Adult HIV & TB services
    Strengthening referral linkages between TB Clinic and Comprehensive care clinics at CHS-supported facilities
    Strengthening implementation of TB infection control at CHS-supported facilities
    Strengthening implementation of IPT use at CHS-supported facilities
    Strengthening implementation of surveillance and management of drug-resistant TB infection control at CHS-supported facilities
    Provides technical support in the plans, budgets and report for the Adult health activities in the program
    Take part in drafting CHS quarterly and annual reports and other written materials such as lessons learned, case studies and other materials as require
    Assisting in program monitoring and evaluation and use of data to inform program planning and continuous improvement as well as research as required
    Participate in TWGs and relevant meeting to strengthen and report on Adult HIV and TB-related activities and targets
    Liaising with Ministry of Health officials and other stakeholders in the implementation of the program in line with Ministry of Health guidelines and priorities
    Represent CHS in various forums including Adult HIV and TB technical working groups and report on the same

    Person specifications

    Bachelor of Medicine and Surgery (MBChB) with Masters in Medicine or Public Health
    Minimum of five years working experience in development programs with significant technical assistance experience in public health programs; HIV/AIDS program experience preferred
    Working experience in donor funded public health program is an added advantage
    Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection
    Ability to work well with others and to develop and maintain relationships with project staff, donors, sub-contractors and other partners
    Ability to identify problems, design interventions and oversee their implementation

    Key duties and responsibilities:

    Tasks and Responsibilities
    Strategic Planning and Advisory

    Support the development of clear policy and practice change targets on gender within the Region’s programmes, through critical analysis and reflection;
    Provide leadership and technical support in the development and implementation of viable work plans for the Regional  programmes, in line with Regional  strategies and the overall gender thematic strategies;
    Facilitate the institutionalization of gender equality across the region;
    Coordinate the development of the annual budget for the gender thematic programmes within the regional  and ensure their adequate implementation;
    Spearhead context/gender analysis in country offices so that the country team identifies strategic and concrete responses to fight gender based exclusion, within Solidaridad’s operations and across programs;
    Work with management to ensure adequate allocation of human and financial resources for effective mainstreaming of gender, inclusive of  targeted actions;
    Provide strategic and technical support in the mainstreaming of gender inclusivity across Solidaridad East & Central Africa’s operations;
    Catalyze the implementation of the Regional Gender Strategy and the Gender Policy at the regional and global levels;
    Advice on the integration of gender inclusivity in the formulation of REC and country-level projects/programmes;
    Facilitate and support the integration of gender perspectives in the overall strategic planning and programming;
    Design and deliver realistic and pragmatic gender strategies and programming interventions that will lead to positive gender equality outcomes.
    Ensure gender inclusivity is integrated in the REC and provide leadership support to the Managing Director as well as play key strategic advisory role on the position, approach and strategy the REC should apply.

    Gender Mainstreaming

    Coordinate development of the gender thematic strategies in line with Solidaridad’s Strategic Plan and Programming guidelines;
    Provide leadership in the implementation of the gender thematic strategies through the core gender team(s);
    Advise and support Country Offices  within the region on the implementation of the Global Gender Policy and Regional Gender Strategy to mainstream gender into Solidaridad’s Operations;
    Ensure robust mainstreaming of gender into Solidaridad’s programming and operations, including systematic change and gender analysis, monitoring & evaluation, reporting, and policy advice on specific gender issues that impact on Solidaridad’s operations and performance;
    Advise Country Offices on how best to  address gender-dimensions  that are project-specific, among other technical areas;
    Mainstream gender inclusivity objectives/goals in all Solidaridad’s strategies, projects and programmes;
    Mainstream gender into needs assessment frameworks including adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified, met and that equal opportunities are given;

    Research, Learning, Knowledge Management & Sharing

    Provide leadership in cross-learning and knowledge generation for thematic alignment in relation to Solidaridad’s gender strategic priorities across the organization;
    Lead conceptual development, implementation of gender integration program activities and deliverables, including supporting training and monitoring & evaluation;
    Build gender integration capacity of core gender team within the region, stakeholders, private sector collaborators, partner organizations and CSO service providers;
    Undertake quantitative and qualitative research and analysis as needed, draft sharp and comprehensive syntheses based on data analysis, and write high quality reports, papers, training materials, and more informal products such as blogs and success stories;
    Produce project-related technical deliverables, including research briefs, power point presentations, white papers, and Monitoring & Evaluation guidelines, training modules, indicators and frameworks.
    Support and ensure  knowledge management, information and analysis
    In coordination with the  Regional Monitoring & Evaluation Manager, promote the effective use of the quantitative and qualitative information collected throughout the region, by ensuring that the results of the data analysis feed into programmatic decisions;
    Promote operational research and good knowledge management practices to increase the overall understanding of how gender and protection issues in the region affect household income, food and nutrition security, including the documentation and dissemination of best practices;
    Contribute to gender knowledge networks and communities of practice through identification of best practices and lessons learned;
    Track and report against gender indicators and disaggregate data by gender to analyze results within each domain;
    Develop and disseminate regular updates and/or briefing materials to demonstrate that gender equality is core to Solidaridad’s business in the region.

    Stakeholders Engagement and Partnerships Management

    Represent Solidaridad East & Central Africa, and participate in relevant fora, conferences and trainings aimed at strengthening policy advocacy for gender and  gender priorities;
    Engage with donors on gender related issues at the regional and country levels;
    Provide support and build capacity for the integration of gender perspectives into advocacy and partnership.

    Fundraising and Donor Reporting

    Identify new funding sources and generate concept notes and proposals in line with the gender thematic strategies;
    Develop quality reports on Solidaridad’s overall gender inclusivity work;
    Contribute to the internal review of reports from countries within the region on gender related work;
    Undertake documentation of best Practices and learning and organize debriefing forums to share learnings;
    Promote the development of practical tool kits to guide gender thematic work;
    Promote capacity building initiatives, strengthening synergy and exchange among gender working groups;
    Contribute towards the  organization of annual learning events on program practices and approaches in relation to the work on gender;
    Promote replication of documented best practices on gender work among partner organizations in Africa and internationally;

    Planning, Monitoring and Reporting  

    In collaboration with the Regional Monitoring & Evaluation Manager, organize the review of the gender thematic programmes;
    Coordinate planning and reporting processes on the gender thematic work and prepare consolidated annual and bi-annual plans and reports on Solidaridad’s work on gender inclusivity;
    Document lessons learned from review processes in order to continuously improve the quality of gender work within Solidaridad East & Central Africa.

    Skills and Abilities

    Passion for and experience in gender-related capacity building for private sector and/or civil society organizations.
    Leadership skills developing strategic gender inclusivity vision and guide the regional centre in harnessing maximum impact and creating a competitive cutting edge in gender inclusivity;
    Ability to translate gender evidence (particularly as relates to gender-related social norms and intra household decision-making) into program recommendations and action for multi-sectoral programming.

    Deliverables
    The Regional Gender Inclusivity Advisor, is a member of the Solidaridad Network Gender Task Force and therefore is expected to proactively and co-actively contribute to the following network deliverables:
    (a) Contribute to, internalize and constantly communicate on/explain Solidaridad gender vision, approach and strategy both within the organization, with partners and in relevant fora, and support others in doing so (ambassador role).
    (b) From a thorough understanding of Solidaridad overall MASP AMBITION 2020 and, as an integral part of this, the gender vision and policy, adequately support RECs in formulating clear strategies at two levels:

    Internal organization;
    Programme / project implementation level.

    In support of 4.A and B:

    Contribute to the development of the Solidaridad gender learning agenda and oversee its alignment with commodities and RECs learning.
    Offer constant expert advice to the EBoD, through the task force, on the global gender agenda and opportunities for Solidaridad in becoming a leader in this field.

    Contribute to the development of the Solidaridad gender learning agenda and oversee its  alignment with commodities and RECs learning,
    Develop a solid gender capacity enhancement strategy, aimed at creating and anchoring core gender capacity within the REC and ensuring the funding of the same at the medium and long term, from a clear understanding and long term vision of what is needed to mainstream gender in Solidaridad.

    Qualifications and Experience Education:

    Advanced university qualifications in either of the following disciplines: social sciences, gender, international development, development economics, international relations, human rights, political science, Community Development, Public Health, or humanitarian studies;
    At least five (5) years of solid progressively responsible professional work experience in the gender field, and dealing with human rights and/or gender-based violence.
    A Proven record of excellent management, leadership, decision-making and interpersonal skills;
    Demonstrated ability to ensure gender integration in project design, implementation and Monitoring & Evaluation; Ability to navigate politically sensitive terrain and maintain constructive relationships with a diverse set of key stakeholders;

    CHAK’s NCDs Program has grown significantly over the last five years and its impact on the health of the Kenyan communities is evident. The goal of CHAK NCD program is to create awareness and education, improve access to prevention, screening, and care and treatment for NCDs, with special emphasis on Diabetes, Hypertension, and Breast Cancer, Asthma, Mental Health, Eye Diseases and health for the elderly.
    We are seeking a qualified and highly motivated individual to join CHAK as a NCD Program Officer, based in Nairobi for the Nairobi, Central and Rift Valley Region. This position reports to the NCD Programs Coordinator.
    Key duties and responsibilities include:-

    Advancing and supporting CHAK’s NCD Strategic direction and priorities.
    Preparing program implementation plans and offering technical guidance to the implementing health facilities and counties.

    The SDG Partnership Platform Liaison for Primary Healthcare post is located for 80% at the Frontier Counties Development Council (FCDC) Secretariat in Nairobi, Kenya and for 20% at the SDG Partnership Platform Secretariat, housed at the United Nations Resident Coordinator’s Office in Nairobi, Kenya.         
    Organizational Context/Project
    Achieving the Sustainable Development Goals (SDGs) will be as much about the effectiveness of development co-operation as it will be about the scale and form such co-operation takes. There is a lot of talk about partnership, but not enough practical, on-the-ground support to make partnerships effective in practice, especially not at scale.
    Whilst Kenya has made substantial progress towards meeting the Millennium Development Goals, this progress has been uneven across specific goals and within the country. Strides have been made in attaining universal primary education, reducing infant and child mortality and the fight against HIV/AIDS. However, SDG progress must focus more on socio-economic equity of benefits in order to make sure that Kenya leaves no-one-behind.
    The SDG agenda is marked by solidarity participation and universality, with a fundamental shift expected in the development finance architecture. Improving the effectiveness, quality and impact of development co-operation in this context will require inclusive partnerships, innovative approaches and application of lessons at country level.
    The Government of Kenya and UN System in Kenya established in 2017 the SDG Partnership Platform. This Platform brings together a range of partners from Government, development partners, private sector, civil society, philanthropy, academia, and faith-based organizations to create diverse SDG accelerator windows. Primary Healthcare (PHC) – contributing to the SDG 3 cluster – has been the first window aiming to improve Universal Health Coverage through transformation of Kenya’s PHC system. Subsequently, the Platform will open windows to support thematic SDG clusters in support of Kenya’s “Big Four” agenda such as agriculture, and manufacturing.
    Whilst the Platform aims at contributing to the SDG target 17.17: Effective public, public-private and civil society partnerships, building on the experience and resourcing strategies of partnerships encouraged and promoted in Kenya, the SDG3 PHC Window aims at contributing to the results of the following three sub-outcomes:

    Enhanced national and county government capacities to steward large-scale Primary Healthcare PPPs.
    Innovative financing promoted in support of Kenya’s domestic resource mobilization agenda for UHC.
    Improved delivery and innovations of the Primary healthcare system, through increased public private collaboration, to better address Kenya’s triple burden of disease.

    With the aim of contributing to the set outcomes and deliverables, the SDG3 Primary Healthcare Accelerator Window’s activities will be implemented through a three phased-approach (I. Diagnostics and Facts, II. Design and Planning and III. Active facilitation of on-the-ground implementation (national and county level) under which a common fact-base will firstly be established for Platform members to jointly identify selected bold transformative initiatives in pursuit of the SDG Partnership Platform goals and objectives, secondly to carefully design and plan with key stakeholders for the successful delivery of these initiatives, and thirdly to facilitate implementation of the initiatives.
    The Frontier Counties Development Council (FCDC) is mandated to promote, coordinate and facilitate the active and extensive participation of all sectors to effect the socioeconomic development of its member counties (Marsabit, Mandera, Garissa, Tana River, Wajir, Isiolo, Lamu, Turkana) through a holistic and integrated approach to promote and strengthen inter-regional linkages to ensure the increased viability of the Frontier county-wide and/or Frontier county-specific programs and projects.
    The FCDC County Governments have over recent years demonstrated strong leaderships and support to strengthening their health systems in order to leave no-one-behind and been frontrunners in the establishment of the SDG Partnership Platform. In support of taking forward the outcomes of the first SDG Partnership Platform Primary Healthcare Co-create workshop organized for the FCDC counties, a national UNV is proposed to coordinate Partnership Platform Secretariat support to optimizing public private collaboration and innovation at the primary healthcare level in the FCDC Counties to continue the Counties journey towards the attainment of Universal Health Coverage and therewith contribute to the attainment of Kenya’s Big Four agenda.
    Living Conditions
    The incumbent will find his/her own housing arrangements in Nairobi. Nairobi is a modern metropolitan city where most basic goods and services are available locally at reasonable cost. The city is at a high altitude, with sunny days and cooler nights. There is a short rainy season before Christmas, and longer rains fall from March to May. November to February is generally warm. No need for central heating, however warm clothes are necessary during the rainy season. There are several transportation options in Nairobi, including taxis, buses, mini-buses, and mobile applications for transport. Public healthcare in Nairobi is generally subpar, but there are private healthcare options that are of better quality. The city is widely connected through Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both UN HABITAT and UNEP, and as the UN Regional Hub for the East and Horn of Africa region. Security is an issue in Nairobi, with incidents of car-jacking and theft not uncommon. Safety and security in Nairobi varies depending on different neighborhoods, and it is important to become familiarized with safety recommendations for the city. Telecommunication system in Nairobi is generally sufficient. Internet access is generally reliable. There are fairly frequent power cuts, however most of the shared compounds have generators. Water supply can also be an issue as Kenya often experiences drought. In these situations expats may need to supplement their water supply by buying in water tankers.  Kenyans are wonderfully friendly and tolerant to visitors. English is the first language spoken here, though most Kenyans are trilingual, using tribal languages and Kiswahili.
    Conditions of Service for national UN Volunteers
    A 12 month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
    Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of KES 80,541.17 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

    Duties and Responsibilities

    Under the direct supervision of the SDG Partnership Platform Specialist at the SDG Partnership Platform Secretariat the national UN Volunteer will undertake the following tasks:

    Responsible for coordinating relevant support from the SDG Partnership Platform Secretariat to the Frontier Counties Development Council Secretariat and membership in the following areas:
    identification of PHC PPP opportunities in line with County Government needs, priorities and executive directives;
    formulation of PHC PPP concept notes
    carrying out feasibility studies assessing the affordability, value for money, and risk transfer of the PHC PPP
    ensuring appropriate planning and budgeting of PHC PPP within County Government’s planning and budgeting cycles
    undertaking transparent PHC PPP tender process
    monitoring of PHC PPP performance
    design of alternative financing models for PHC infrastructure and operations
    review and formulation of County Government’s health PPP policy and strategy
    formal and informal training and transfer of knowledge for contracting authorities
    organization of special SDG Partnership Platform events as County Health Stakeholder Forums and Primary Healthcare Co-create workshops

    Furthermore, UN Volunteers are required to

    Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
    Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
    Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
    Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
    Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
    Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

    Results/expected Output

    Active coordination support offered to FCDC Secretariat and membership for successfully engaging with the SDG Parntership Platform in pursue of common goals and objectives.
    SDG Partnership Platform Liaison for Primary Healthcare Annual Workplan
    Monthly progress reports and a final report describing implementation status of the UNV annual workplan and progress in meeting its milestones and targets
    A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

    Required Skills and Experience

    Education

    Bachelor degrees in public health, medicine, business administration, public administration, economics, finance or in other related field is required.
    A specialization or master’s degree is an asset.

    Mission and Responsibilities
    Based in Ndhiwa sub-county (Kenya) and under the responsibility of the Principal Investigator based in Cape Town, the study coordinator will be in charge of the implementation and monitoring & evaluation of a HIV population survey. Following a baseline survey the aim is to provide an evaluation of the HIV cascade of care, ART coverage, HIV prevalence and HIV incidence in Ndhiwa area. HIV will be also assessed in terms of access and coverage to HIV testing.The study coordinator will lead and provide oversight and guidance on the implementation of the HIV community survey within scope, budget, timeline, and acceptable quality levels in order to achieve high quality and timely results and deliverables.The study coordinator will work with other members of the study team in Ndhiwa, and will collaborate with the MSF teams in Ndhiwa and Cape Town. (S)he will ensure that the security rules are followed by the study team according to the MSF rules in the field.
    Main activities

    Participate to the elaboration of work plan, standard of procedures (SoPs) of the study and update them accordingly all along the study.
    Identify and report protocol deviations to the Principal Investigator.
    Be responsible of the implementation, monitoring and evaluation, and the coordination of the study in the field including the preparation phase (field sensitization, national HR recruitment, etc).
    Ensure the appropriate filling of the study forms and registers and the appropriate matching of the study ID between the data collection forms and the laboratory samples. Ensure SoPs and safety procedures are in place.
    Ensure that participants’ enrolment and informed consent for participation in the study is followed, as well as participant’s counselling.
    Ensure study laboratory specimens are safely transported regarding the international standard procedures from the field to the different laboratories where the samples will be analyzed.
    Provide a training to the study team on filling the study forms, inclusion and consenting procedures, the collection and transport of biological, data entry file organization, etc).
    Recruit the study staff in collaboration with MSF team in the field, and manage the study team.
    Ensure a regular contact with the Principal Investigator, as well as with other partners involved in the study.

    Candidate requirements

    Diploma in public health/ epidemiology (clinical research assistant can be considered if experience in operational research)
    Medical background (medical doctor, nurse, medical biologist)
    Experience in project management and coordination in resource-limited countries preferably with MSF
    Fluent English (speaking, reading, writing)
    Knowledge of software for data entry (EpiData), working experience with Word and Excel
    Dynamic, rigorous, with good management skills and able twork within a team
    Good communication skills, project management skills
    Experience in field research (especially population surveys) conducted in resources-limited countries
