    About Accelerating Support to Advanced Local Partners (ASAP)
    ASAP is funded through an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) led by IntraHealth.  The purpose of the contract is to rapidly prepare Local Partners to have the capabilities and resources to serve as Prime Partners for USAID/U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programming, in compliance with USAID and PEPFAR procedures, for PEPFAR program implementation in FY20 and FY21.
    SUMMARY OF ROLE:
    The Capacity Advisor for Human Resources for Health (CA/HR) is responsible for supporting local partners to improve their capacity in HR, which is one of the greatest obstacles to effective program implementation. Local partners need assistance in developing organizational HR processes including position descriptions, hiring/recruiting plans, employment policies, staff retention and dismissal policies, remuneration/payroll and benefits, worker performance/evaluation and career development incentives and opportunities.  S/he will be responsible for leading secondments of ASAP supported staff to local partners to address identified deficiencies in multiple areas including: program or technical management, financial oversight and reporting, strategic information, or other areas as needed.
    ESSENTIAL FUNCTIONS:
     Organizational Assessments:

    Coordinate baseline and follow-up assessments using the Non-US Pre-Award Survey (NUPAS), Human and Institutional Capacity Development (HICD), Organizational Capacity Assessment Tool (OCA) and/or, Organizational Performance Index (OPI) with a focus on Human Resources, Organizational Management and Program Management.
    Assess the needs for HR TA of each local partner and develop workplans to ensure strong foundational HR structures (compensation planning, well-crafted job descriptions, clear organizational structure, professional development, performance management and regular performance appraisals), are institutionalized and support the development of the softer capacities (attitudes, motivation, and values) that are essential for sustainable performance improvement.

     
    Capacity Building:

    Guide the development and use of evidence-based HR management approaches tailored to the size and scope of each partner organization (e.g., IntraHealth’s iHRIS open-source HR management suite for larger organizations, supportive supervision, financial and non-financial incentives, recruitment and retention strategies including negotiation with local government authorities).
    Coordinate formal training activities as well as longer-term learning approaches (e.g., mentoring, coaching, peer-to-peer), and specific work activities (joint projects and interaction with colleagues or beneficiaries from partner organizations) that enhance sustainability.
    Assist NGOs with recruitment of additional personnel to effectively achieve PEPFAR program objectives, we will guide partners to recruit, hire, and on-board appropriate staff.
    Oversee and coordinate Executive Coaching and leadership development support to executive directors, board members, and/or other key leadership positions.
    Coordinate the development of a Community of Practice for local partners’ executives and leaders.

     
    REQUIREMENTS:

    A Masters’ degree in Business, Public Health, or related field of study and at least 6 years of experience or a Bachelor’s degree in a related field and at least 10 years of relevant work experience.
    Significant experience working on health projects in low- and middle-income countries.
    Experience with international donor-supported projects (e.g., USAID and CDC, including PEPFAR)
    Strong writing skills in English

    Job Purpose: HTS/TAS officer will advance treatment adherence and HIV testing services in clinics and communities within the upper Eastern region.     Responsibilities

    Provide training, mentorship and supervision to health facilities treatment adherence support teams and HTS counselors on, HIV testing, retention and treatment adherence strategies both in clinic and targeted home-based activities.
    Provide guidance to health facility HTS counsellors on index testing and targeted HIV testing to improve on positivity yield.
    Assist health facilities to develop and implement strategiesfor HIV testing and Linkage, HIV treatment support, including community awareness and mobilization, stigma reduction, home-based care, support groups and index client testing.
    Co-ordinate and supervise the health facility treatment and adherence support and PITC teams on adherence monitoring and HIV testing activities at the clinic and at household levels, with appropriate feedback and documentation done in registers and client’s files.
    Assist with implementation of successful differentiated care models.
    Assist in training health workers supporting treatment adherence and HIV testing, including developing and implementing curriculum, and serve as a trainer-of-trainers.
    Assist Identify and train PLHIV as Peer Educators

    Coordinate client education sessions including treatment preparation sessions, treatment preparation for second line regimen switch and other ongoing counseling sessions within the facility.
    Formulates key client adherence and HIV testing messages.
    Help prepare TAS and HTS reports by collecting, analyzing, and summarizing results and trends.
    Submit timely reports of activities to the Technical Assistance (TA) team leader
    Improve and ensure quality outcomes by studying, evaluating, and re-designing treatment support procedures and patient progress; recommend changes and develop innovations in clients’ follow-up in consultation with the CHAP Uzima TA team.

    Funded under the US President’s Emergency Plan for AIDS Relief (PEPFAR) through a cooperative agreement with the US Centers for Disease Control and Prevention (CDC), the KeHMIS II Program supports the Kenya Ministry of Health and county governments to implement technological innovations in health information systems. These innovations include the development and scale up of Electronic Medical Records (EMR) systems for clinical decision support and improved patient care, the development of the Kenya National Data Warehouse (NDW), a centralized data repository of information from EMRs for analysis and reporting, the development of an Interoperability Layer (IL) to support the exchange of information across systems, and numerous other innovations including health informatics solutions to support surveillance, and mHealth solutions to support data collection at the facility level.
    The Project Epidemiologist will technically lead the data and information generation and us e processes for the program. At the program level, s/he will be a critical part of the project team leading and managing complex program-level data use initiatives consisting of multiple agile teams and requiring interaction and collaboration with external stakeholders at various levels, including at national and county levels.
    The main Duties and Responsibilities include:

    Coordinate activities related to public health evaluation. S/he will maintain current evaluation activities while at the same time setting up new evaluation activities to better evaluate the HIV/TB response in Kenya using existing data from individual data systems. S/he will provide direct guidance and technical assistance to Implementing Partners (IPs) and United States Government (USG) staff affiliated with evaluation activities in activities related to the KEHMIS project. Will coordinate the development of required umbrella protocols for KEHMIS project as well as provide feedback to all implementing partners with individual data systems on appropriate collection of high-quality data towards monitoring the HIV/AIDS epidemic.
    Responsible for the development and implementation of public health research studies. Responsibilities will include conceptualization of study, protocol development, solicitation of funding, workplan development, oversight of activities, ensuring protocol adherence and scientific standards are maintained, maintain data quality, and publication of study findings. Ensure data collection and management is timely, accurate and complete.
    Analyze data from existing electronic platforms and will produce abstracts, manuscripts, presentations, etc. to be presented at conferences or submitted for publication in peer-reviewed journals.
    Provide Technical Assistance (TA) to inform automation of information products from individual level data systems towards epidemiologically sound outputs. The TA will cover the entire continuum of individual level data management: collection, transmission, collation, analysis and interpretation.
    Work with the Ministry of Health (MoH) and other partners on deeper interrogation, analysis and triangulation of existing evaluation, research and program data (electronic or otherwise) to better inform disease control efforts.
    Assessment, supervision, activity participation, and conference attendance as necessary and represent the project at national and international conferences and meetings.
    S/he will produce training material for public health evaluation and operational research and facilitate stakeholder training.

    Qualifications Required:

    Medical related Degree (Medicine, Nursing, Pharmacy) is required. A Master’s or a higher degree in Public Health, Epidemiology, Field Epidemiology, Social Sciences or related field is also required.
    At least 5 years progressive public health experience and/or research experience within the HIV/TB program.

    Other Requirements:

    Must have a high level of detailed understanding of the structure and functions of Kenya’s HIV epidemic response.
    Must have technical knowledge of epidemiology, statistical analysis and public health relevant to the HIV and TB epidemic.

    Overview
    The Principal Technical Advisor (PTA) provides technical leadership and advice for the design and implementation of innovative strategies and programs to strengthen pharmaceutical systems and bring forward Global Health Security Agenda (GHSA) in MTaPS countries. The PTA supports pharmaceutical management (PM) and GHSA activities of the country and contributes to the MTaPS GHSA strategies and work plans. The PTA works with MSH Country Director, the Ministry of Health and country partners and stakeholders on the development of PM and GHSA strategies based on country evidence, MSH standards and best international practices to achieve sustainable results. The PTA provides guidance to technical staff assigned to specific activities to ensure that the work is of the highest quality. The PTA works closely with other Principal Technical Advisors and Portfolio and Health Element Managers to identify opportunities to use new and existing tools, to coordinate technical work, and to ensure that global (core-funded) initiatives are based on and informed by country-level needs and priorities.
    Specific Responsibilities

    Technical Support (30%)

    Provide technical leadership and support to MSH Country Director, MoH and national counterparts on the development of country strategies, interventions, and results metrics related to the MTaPS PM and GHSA portfolio, which may involve work in regulatory system strengthening, pharmaceutical services, governance, pharmacovigilance, disease control, antimicrobial resistance, infection control, and performance monitoring.
    Provide technical leadership and manage country technical teams as needed.
    Ensure regular reporting on MTaPS interventions, performance and results in accordance with the M&E plan, objectives, and USAID requirements.

    Regional Reproductive Health & HIV Officer

    General Background
    The incumbent is responsible for all technical support, coordination, policy development, monitoring and evaluation, and advocacy for the UNHCR Reproductive Health (RH) and HIV programmes in the East and Horn of Africa.
    The Regional RH Officer for East and Horn of Africa, will be a member of the regional team, will coordinate and provide technical support to a regional network of country level RH and HIV focal points, Health, Nutrition, Sexual and Gender-based Violence (SGBV), community-based protection staff as well as Protection and Programme Officers. The RRH Officer should ensure that UNHCR RH & HIV policies and programmes meet minimum UNHCR and international standards, to prevent infection and minimise reproductive health related mortality and morbidity among populations of concern in emergency as well as in stabilised situation. The incumbent plays a major role among the regional team in the region, supporting all issues related to RH with a focus on maternal and newborn health and family planning. He/ she should ensure the lessons learnt and tools from the Gates-funded maternal and newborn care and family planning projects are disseminated and systematized in UNHCR’s programmes in the region. He/she should also support the roll-out of the new operational guidelines (3) in maternal health, family planning and adolescent health in the region with the aim of improving coverage and quality of related services. The incumbent will be the focal point for Reproductive health, and HIV, including protection issues (e.g. HIV discrimination, stigma, mandatory testing) and Female Genital Mutilation (FGM) as well as the health response to SGBV. He/she will ensure that RH and HIV are integrated across protection, nutrition, food security, community services, gender and age, public health, water and sanitation, shelter, and the environment.
    Purpose and Scope of Assignment
    Reinforce coordination and implementation of quality and reproductive health and HIV activities, ensuring that the full minimum initial service package for reproductive health are provided in new refugee emergencies and that comprehensive quality reproductive health and HIV services are progressively integrated into primary health care and provided to the refugee population.
    Under the supervision of the Senior Regional Public Health Officer and working closely with the Public Health Officers and reproductive health/HIV staff at country level, the incumbent will be responsible for providing technical support, coordination, policy and planning, advocacy, monitoring and evaluation on reproductive health and HIV for refugees in the region.
    These include:

    Act as focal point for RH&HIV in the region, provide technical support to UNHCR country operations and partners to improve all aspects of reproductive health and HIV services to refugees based on countries specific needs and resource assessments.
    Liaise with national and regional authorities of the host country when planning and implementing RH activities in refugee camps and among the surrounding population, where appropriate.
    Liaise with other sectors (protection, community services, camp management, education, etc.) to ensure a multisectoral approach to reproductive health and HIV.
    Ensure the lessons learnt and tools from the Gates-funded maternal and newborn care and family planning projects are disseminated and systematized in UNHCR’s programmes in the region.
    Create/adapt and introduce standardised strategies for reproductive health and HIV which are fully integrated within PHC.
    Take measures to support the operationalisation of UNHCR’s guidance in maternal health, family planning and the adolescent reproductive health toolkit
    Introduce/enforce standardised protocols for selected areas (such as syndromic case management of STIs, referral of obstetric emergencies, clinical response to survivors of sexual violence, counselling and family planning services. etc.).
    Monitor all reproductive health and HIV indicators in the region and provide feedback to countries on improving quality of data collection as well as programming.
    Support the use of the Balanced Scorecard in monitoring the quality of RH services
    Support analysis of maternal death audits in the region along with the Public Health Epidemiologist identifying gaps in maternal health programming and making recommendations to address these gaps and supporting their implementation
    Monitoring and Progress Controls

    Undertake regular missions to refugee sites in order to analyse, monitor, evaluate and supervise the implementation of reproductive health and HIV services delivery.
    Write mission reports with main findings and actionable recommendations
    Organise the collection, analysis and distribution of epidemiological information regarding the reproductive health status of the refugees. This includes support for evaluations, surveys and studies.
    Maintain regular email and telephone contact with staff in the field including organising regular teleconferences on specific themes

    Qualifications and Experience

    Support countries in the region that received thematic funds from the Netherlands to document lessons learned, process and intermediate outcomes of proof-of-concept interventions and to generate annual field notes and case studies as per grant requirements.
    Prepare, analyze and summarize data related to emergency nutrition programming especially in Southern Africa for sharing with the technical working groups including the Regional Inter-Agency Standing Committee (RIASCO) and the Food and Nutrition Security Working Group (FNSWG).
    Support nutrition assessments and Integrated Food Security Phase Classification (IPC) analyses, with a focus on the Southern Africa countries.
    Build and maintain a regional repository of knowledge products for nutrition, including studies, field notes, lessons learned and best practices from the region that are already in existence.
    Documentation of major nutrition-related meetings, including the Regional Nutrition Network Meeting.
    Support the NIS specialist to prepare documentation on progress against stunting reduction in the region (aligned with the mid-term review of the Regional Office Management Plan (ROMP) in 2019):
    Support compilation of regional nutrition database and analysis of trends, for the output indictors as well as outcome indicators.
    Support dissemination of key topics (lessons learned, best practices, innovations, etc.) through the ESA Regional Nutrition Information Focal Point quarterly conference calls and/or through ESAR Webinar series.

     
    Key expected results
     

    At least 2 lessons-learned documents produced and disseminated throughout the region.
    Support and guidance provided to all countries that received GTF-N funds for development of field notes.
    Southern Africa nutrition situation / up-date information provided to RIASCO and FNSWG.
    Regional repository of knowledge products established and maintained.
    Key knowledge topics disseminated through Regional platforms, including on-line meetings and webinars.
    Final approved Nutrition Network Meeting report available as per SOP timelines (draft within two weeks and final within one month of meeting).

    University Degree in Public health Nutrition, Epidemiology, Nutrition Information Management, Knowledge and Information Management, or related technical field;
    A minimum two years of progressively responsible professional work experience in nutrition information and/or knowledge management;
    Experience of working within UNICEF or other UN entities is an asset;
    Prior experience with knowledge management, network support and information sharing
    Fluency in English is required. Knowledge ofFrench and/or Portuguese an asset,
    Excellent writing and editing skills in English.
