    The Technical Advisor, Gender will manage, coordinate, oversee, and monitor capacity strengthening activities and relationships with the Department of health(DOH), local implementing partners (LIPs) and other USAID Nuru Ya Mtoto project stakeholders to assist in  DREAMS & OVC service delivery (HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkage) champion USAID Nuru Ya Mtoto Gender transformative agenda and strengthening case management systems and referral networks to advance PATH Kenya work of improved quality of health for AGYW and OVC and their families.
    The holder of the position should possess strong project management skills and technical knowledge in HIV care and treatment, OVC & DREAMS programming to ensure that PATH Kenya delivers high-quality programming and continuously works towards improving the impact of the USAID Nuru Ya Mtoto project. The TA Gender will provide technical guidance on USAID Nuru Ya Mtoto Gender transformative agenda   in 7 Counties (Homa Bay, Kakamega, Kisii, Kisumu, Migori, Nyamira and Vihiga).
    The TA Gender will be based in Homa Bay County and shall have an added role to provide overall coordination for Homa Bay County OVC Nuru Ya Mtoto team.
    Specific responsibilities include:

    Provide technical guide and oversight in service delivery, budget management, monitoring and reporting health activities (HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkage) in line with PATH Kenya program quality principles and standards, donor requirements, and good practices to ensure quality, timeliness and efficiency of all deliverables through the case management systems and referral networks component of the project.
    Lead the development, dissemination, and implementation of strategies, approaches, guidance, standard operating procedures, tools, and various job-aids to facilitate health service delivery through case management and referral and strengthen referral networks amongst social service providers.
    Take lead in providing technical assistance, guidance, and capacity strengthening for USAID Nuru Ya Mtoto project staff and LIPs in HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkages.
    Coordinate’s gender and SGBV evidence-based interventions to ensure they meet the needs of the project and donor requirements.
    Leads in conducting gender analysis in the supported Counties to ensure that gender awareness is incorporated into activities.
    Provide leadership and build local capacity using proven training approaches and quality improvement methodologies
    Support develops programs and implementation plans that will increase the number of clinical and community level staff members who can identify and report GBV cases to legal and social services.
    Collaborate with other partner organizations, stakeholders to collect and disseminate gender and GBV awareness materials to clinical patients in targeted areas.
    Advocate with the Ministry of Health for the adoption of new best practices of gender and evidence based GBV at the clinical and community level and encourage other ministries to collaborate.
    Lead Project technical team to work with and create linkages with stakeholders involved in Adolescent service delivery with a specific focus on USAID Nuru Ya Mtoto Adolescent girls receiving service layering in line with DREAMS service delivery.
    Strengthen coordination and networking, facilitate linkages, communication, and learning exchanges between GOK entities, LIPs, and CSOs/CBOs to support strengthening of case management capacity. Apply appropriate application of partnership concepts, tools and approaches.
    Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
    Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
    Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome. Through planning and oversight ensure efficient use of project resources.
    Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
    Maintain relationships and represent PATH Kenya with DCS, peer organizations, research and other institutions, participate in relevant forums and knowledge networks to collect and share promising practices in case management systems and referral networks, promote PATH Kenya work, and contribute to the USAID Nuru Ya Mtoto learning agenda.
    Provide technical leadership and mentorship in the implementation of the Gender service delivery component of the project.
    Support integration of gender services in HIV/TB program interventions.
    Support in the implementation of the post-GBV services across the health facilities
    Coordinate the development, implementation, and monitoring of costed project work-plans in post-GBV service provision.
    Provide leadership in creating and strengthening linkages and referral networks between facility and community activities ensuring there is seamless implementation of activities leading to improved health outcomes across the project areas.
    Support in the writing of the gender component of the quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner.
    Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation.
    Take lead in site preparation for supportive supervision and SIMS assessments in GBV and ensure recommendations are implemented at facility level by project team.
    Coordination with CHMTs and S/CHMTs on implementation of Gender service delivery work plans.
    Represent the project in Gender/post-GBV technical forums at sub-county, county and national level.

    Required Experience

    Master’s Degree in Social Science, Nursing, Public Health, Gender or a related field.
    Masters with a minimum of 5 years of work experience in project management with at least 3 years in an advisory role in relation to HIV care and treatment and/or OVC programming, ideally with NGO.
    Bachelor’s degree with a minimum of 5 years in advisory role in relation to HIV care and treatment and/or OVC programming, ideally with NGO.
    Strong knowledge of the health and social service sector in Kenya.
    Demonstrated ability to develop user-friendly guidance, tools and standard operating procedures for use at health facilities, CSO/CBO and community levels.
    Relevant grant management experience, especially for USG or other public donors, a plus.
    Experience working with stakeholders at various levels including but not limited to State and government actors, LIPs, civil society, healthcare providers and social service providers.
    Experience analyzing data and contributing to evaluation reports.
    Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
    Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
    Strong communication, relationship management skills and the ability to work effectively with local stakeholders.

    Job Description
    Working under the guidance and supervision of Clinical Services Manager. The AFI surveillance Clinical Officer will work closely with the rest of the MOH team based at Kakuma Refugee Camp Hospital to identify potential AFI cases and controls, consent eligible participants and collect samples, clinical and EPI information.
    Key Responsibilities

    Identify potential AFI participants both cases and controls
    Consent study participants
    Collect quality clinical and EPI information
    Collect quality specimens
    Perform any other duties as assigned by the study coordinator.
    Liaise with the study coordinator for administration issues, supplies and specimen transport.

    Key Result Areas:

    Surveillance of Acute febrile illness is carried out effectively and efficiently through proper physical examination, laboratory specimen collection and data collection and recording.
    Ensuring proper storage and transport of all samples collected to the laboratory within the camp and KEMRI when required.
    Ensure monitoring and evaluation activities of the project are well documented and provide quality assurance to improve the program’s service delivery

    Qualifications

    Diploma in Clinical Medicine from a recognized institution.

    Required Experience & Competencies:

    At least two years experience working in a busy clinical health unit
    Must be registered by the authorizing board (Clinical officers council of Kenya)
    Team player and cultural sensitivity is required.
    Ability to work in hardship areas (Previous experience in a Camp setting will be an added advantage).
    Computer literate
    Experience in clinical research will be an added advantage though it’s not a must.

    Health Advocacy Lead

    Purpose of the role:
    Faith to Action Network is currently in the phase of negotiating with the EU for a recently awarded project-SHARP- Solutions for supporting healthy adolescents and rights protection (SHARP). The project takes place in Burundi, DRC, Kenya, Rwanda, Tanzania, and Zambia and at the East African regional level. The project is for a duration of four years.
    We seek to recruit a bi-lingual (French and English) Health advocacy Lead to implement advocacy and communication strategies in the SHARP project for better ASRHR policies, increased ASRHR budgets, greater multi-sectoral collaboration and positioning ASRHR on the public agenda. The position will design and implement a faith-based advocacy strategy targeting duty bearers to adopt, develop, improve, and implement regional (EAC and ICGLR) and national (Kenya) policies and budgets that advance ASRHR particularly for girls and other vulnerable adolescents. The person will coordinate multi-stakeholder platforms, and design and implement a regional communication strategy.
    KEY TASKS & RESPONSIBILITIES:
    Project advocacy strategy:

    Develop and implement an advocacy strategy at EAC regional level and at national level (Kenya)
    Conduct policy and budget monitoring (including tracking policy and budget developments and calendars);
    Develop and contribute to advocacy briefs, briefing papers, statements, recommendations, together with other CSOs;
    Develop or adapt existing interfaith advocacy training packages;
    Develop a dissemination strategy for the different products to achieve advocacy and sensitisation goals.
    Build, strengthen and manage relations with the East African Community and International Conference of the Great Lakes Region, Kenyan government, project partners, civil society and other stakeholders at regional level and in focus countries;
    Build, strengthen and manage relations with faith champions in focus countries.
    Coordinate multi-sectoral coordination platforms at the East Africa Regional level.
    Organise workshops, facilitate intra- and interfaith dialogues for faith organisations in focus project countries on ASRHR;
    Conduct capacity strengthening trainings to faith partners and local CSOs;

    Project communications campaign

    Develop and implement a regional communications campaign including a regional workshop, production of campaign toolkits and national campaign planning meetings;
    Develop faith-based and evidence-based communications content;

    Monitoring and evaluation

    Develop and apply a monitoring and evaluation plan including processes and tools adapted to advocacy, capacity strengthening and communication.
    Contribute to knowledge management within Faith to Action Network, highlighting key developments within the project and lead the continuous and systematic documentation of project interventions.
    Submit timely and quality project advocacy reports to the SRHR Thematic lead.

    Other

    Educational background
    Master’s degree or equivalent in Public health, International relations, Development studies, Social science, Political science or similar discipline is required.
    Professional experience

    A minimum of seven years of experience in a role that involves policy and budget advocacy for an International NGO with excellent knowledge of advocacy cycle and application of advocacy tools;
    Demonstrated strong understanding of EAC or ICGLR regional policy processes
    Experience in developing and implementing communication campaigns; and
    Experience in developing and implementing policy and budget advocacy strategies
    Experience working on adolescent SRHR with demonstrable expertise in advocacy and/or representation and influence at high policy levels;
    Experience in policy and budget analysis,

    Overall purpose of the role:
    The purpose of this position is to support the successful management, coordination & implementation of the GBV protection activities for Lesbian, Gay, Bi-Sexual, Transgender, Intersex, Queer and other (LGBTIQ+) persons in Kakuma and Kalobeyei. The tasks involved will be in GBV prevention through promotion and enhancement of the rights of LGBTIQ+ refugees with community members and structures and in GBV response through quality case management to LGBTIQ+ survivors of GBV in Kakuma camp and Kalobeyei settlement. The officer will be responsible for reporting on a weekly and monthly basis on LGBTIQ+ protection activities undertaken and representing DRC at meetings with donors and agencies. S/he will supervise the professional development of the Protection Assistant(s) and Para-Counselors by designing and delivering internal and external trainings as needed, providing guidance in the field and ensuring the quality of services provided. S/he will work and liaise closely with the Protection Officer-Prevention, Psychosocial Officers and Protection Assistants on documentation of program activities as per the donor requirements
    Responsibilities
    Project (Case) Management:

    Support the maintenance of an effective and confidential case management system.
    Ensure provision of professional and confidential psychosocial services to survivors of GBV and other beneficiaries through a survivor-centered case management approach.
    Develop professional, effective and appropriate GBV psychosocial programming, including direct individual and group counseling including support groups.
    Develop and ensure implementation of psychosocial activities that are responsive to the needs of refugee women, girls, men & boys, and LGBTIQ+ persons.
    Participate in maintaining and updating quality GBV Information Management System (GBVIMS) database on a regular basis. 
    Take lead in preparing all relevant reports regarding the LGBTIQ+ activities, beneficiary databases.
    Take lead in design and development of project concept notes and proposals

    Community Engagement and Outreach:

    Strengthen and maintain networks with community stakeholders,  including community leaders, LGBTIQ+ CBOs, service providers to ensure that LGBTIQ+ persons receive compassionate support from the community and to encourage greater communication, collaboration and coordination among partners.
    Support other GBV staff in conducting awareness and sensitization campaigns in the communities on LGBTIQ+ protection
    Assist in assessing, identifying and analyzing community sensitive interventions geared towards building social cohesion and resilience.
    Conduct community dialogues and community forums.
    Establish and maintain networks with existing community structures and other partners for referral and networking purposes

    Budget Management:

    Regularly update the projects budget tracker for all project expenditure and participate in monthly BFU reviews with the finance team
    Actively support in grant monitoring through development of detailed/activity implementation work-plan, phased budget, procurement plans, and conduct budget tracking and narrative/financial reporting on outputs  

    Training and Capacity Development:
    Mentor and provide technical support to staff and para-counselors directly involved with the psychosocial and care for SGBV survivors.
    Monitor and supervise case management, including capacity building through training and on-the-job training. 
    Provide guidance regarding psychosocial activities to all partners and community workers to ensure all program activities meet best practice standards
    Coordination

    Develop and maintain effective working relationships with all stakeholders, including community members and leaders, NGOs, UN agencies, and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
    Maintain a strong working relationship with Health, Legal and other partners to support the provision of quality care to sexual assault survivors
    Support the development and strengthening of an effective GBV referral system and coordination mechanisms for Kalobeyei.
    Lead case conferences and support GBV coordination meetings with partners and community members

    Staff Management and Development: 

    Provide supervision to Protection Assistant(s) to ensure effective provision of case management and community work.
    Take lead in ensuring that all protection staff participate in debriefing and professional supervision 
    Conduct continuous performance monitoring/evaluation for national staff working under him/her
    Provide leadership and intellectual guidance on the LGBTIQ+ protection program. 

    Experience and technical competencies:  

    Good and demonstrated understanding on the of prevention and response to Sexual and Gender Based Violence (SGBV) and  diversity and inclusion for persons of diverse Sex, Sexual Orientation, Gender Identity, gender expressions and sex characteristics (SOGIESC).
    Must have in depth technical expertise in case management and psychosocial support to survivors of SGBV
    At least 3 years’ hands on experience in community engagement on GBV LGBTIQ+ protection matters and psychosocial support-counseling-to survivors of SGBV and trauma especially LGBTIQ+ persons.
    Must have experience with operationalizing SGBV principles; Human Rights Law, MHPSS and other relevant international standards in a humanitarian aid setting; Well versed with Humanitarian Accountability Standards
    Experience in a refugee setting and knowledge of refugee issues 
    Excellent Analytical, Communication and Report writing skills; Excellent Negotiation and Conflict Resolution skills
    Strong interpersonal skills and demonstrated ability to establish effective working relations with community members, local staff, beneficiaries, duty bearers and other stakeholders
    Able to maintain the highest levels of confidentiality
    Ability to promote the values of equality, non-discrimination, and human rights for all

    Education:

    Job Summary
    Reporting to the Senior Program Officer, the County Mentor, is responsible for on-site mentoring and implementation of TB/HIV Prevention, Care and Treatment activities in Tier 2, 3 and 4 health facilities. He/she will provide technical advice and support to health care workers in implementation of TB/HIV services (HTS, linkage, prevention, care and treatment, adherence and retention, TB/HIV, and PMTCT) to ensure that patients receive the full complement of prevention, treatment and care in accordance to GoK/MoH and other applicable standards. They will provide 100% level of effort.
    Roles and Responsibilities

    Providing technical support to HTS providers, health workers (doctors, clinical officers, nurses, counsellors, laboratory and pharmacy staff) in all aspects of implementation of HIV services (HTS, linkage, prevention, care and treatment, adherence and retention, TB/HIV, and PMTCT) to ensure that patients receive the full complement of prevention, treatment and care in accordance to National HIV treatment guidelines and other applicable standards
    To oversee the planning and implementation of internal and external quality assurance (QA) for HIV testing services at select facilities
    Support and mentorship of Peer educators to provide health talks, peer to peer counselling, PHDP messages, formation of facility and community psychosocial groups
    Ensure timely clinical and laboratory monitoring of patients on treatment through the implementation of the viral load standard operating procedure and that timely interventions are undertaken for patients with suspected treatment failure
    Mentorship and support for patients with low level and high viral loads (LLV and HVL).
    Ensure timely interventions: enhanced adherence counselling, filling the Mowrisky 8 and elicitation of barriers and proper documentation of the EAC viral load register
    Building the skills and knowledge of targeted clinical staff on HIV/AIDS prevention, care and treatment, and PMTCT through on the job mentorship, case reviews, CMEs and participation in the multi-disciplinary team meetings, County and Lakati TWG meetings
    Mentor frontline health care workers to appropriately document service delivered to clients in the requisite NASCOP/MOH recommended tools
    Champion the differentiated service delivery model of care in CHS supported facilities
    Participating in joint supportive supervision of CHS-supported HIV prevention, care and treatment activities in assigned sites with County and Sub-County level MoH staff
    Assist in program monitoring and evaluation with reporting through national HMIS tools and other tools in use by CHS and its funding partners through mentorship of facility staff on proper documentation
    Oversee stringent follow-up care of PMTCT clients and HIV exposed infants in assigned sites and ensure that HIV exposed infant exit from the program as healthy infants
    To provide on-going supervision of CHS-supported HIV prevention, care and treatment activities in assigned sites including scheduled joint supportive supervision with County and Sub-County level MoH staff
    Routinely monitor program quality through QI approaches as well as elements of operations research including identification and documentation of ‘best practices’ to ensure high quality HIV/AIDS service provision
    Timely preparation and submission of activity budgets, work plans, reports and other technical papersProviding mentorship and support to health care facilities for implementation of continuous quality improvement, to address testing, identification, linkage, adherence, and retention performance gaps
    Identifying, documenting and sharing key lessons learnt on prevention, care and treatment activities from health facilities and the community

    Person Specification

    A Bachelor’s degree in Clinical Medicine, Nursing, Health Systems Management, Public health, Social Sciences or other health related course
    A Diploma/Higher National Diploma in Clinical Medicine and Surgery or Nursing from a recognised institution
    At least three years’ experience in implementing HIV program
    Experience in mentorship and training
    Training in HTS, HIV/AIDS, TB comprehensive care and support
    Trainer of trainers in HIV management
    Advanced training in antiretroviral management is an added advantage
    Good knowledge of practical delivery of HIV/AIDS clinical care and ART including patient centred management and family support
    Excellent interpersonal skills; ability to work well with others and to develop and maintain relationships
    Ability to identify problems, design interventions and oversee their implementation
     Energetic, self-motivated and able to work independently
    Good use of MS Office packages and office automation solutions.

    Scope of Work

    Generally, assist Associate Technical Officers/Technical Officers through the overall technical assistance to CHMTs/SCHMTs in the assigned Counties/Sub-counties
    Establish and maintain excellent relationship with the SCHMTs and other community stakeholders within identified area
    Take lead in organizing and coordinating trainings of CHEWS and CHVs, catalysts and community members on messages and tools in context of COVID 19 and signal reporting including various WASH components as well as sensitizing communities on food and water safety measures
    Support community sensitization sessions on COVID-19 through; CHVs/Natural leaders, and NGAOs and community volunteers including Catalysts, Binti Shujaa, Youth, Male champions and Nyumba Kumi
    Take lead in sensitizing community stakeholders and leaders (police, administration, MCAs, Education, and social services) on COVID 19 and their role in mitigating the spread of COVID 19 and its socio-economic effects which includes increase of SGBV.
    Work with the SCHMTs to coordinate community volunteers to sensitize communities to maintain hand hygiene and cough etiquette (includes provision of handwashing facilities in public health facilities) as well as water point protection activities for large catchment community water points (working with water committees, mitigating water contamination, improving access to clean drinking water).
    Work with Youth technical assistants and ATOs in collaboration with the Departments of Education and Public Health to integrate COVID 19 prevention control measures within the schools setting.
    Document day today activities and provide detailed reports for each activity conducted in the respective sub-county

    Requirements:
    Applicants should:

    An officer must have at least a Diploma in either Environmental Health Sciences, Public Health Inspection or related from a recognized institution.
    Minimal experience in community health strategies is an added advantage
    Excellent written and oral communication and interpersonal skills.
    Experience in working with multi-cultural communities is an added advantage.
    Excellent computer skills in MS Office Suite.
    Working knowledge of Kiswahili is crucial.

    As the WASH and Behaviour Change (BC) Technical Manager you will be responsible for all programme implementation and monitoring and evaluation related to WASH and BC interventions in Kenya. You will ensure that information from M&E and other assessments are actively used by the Ministry of Health and partners to inform and adjust project implementation when necessary.
    The Technical Manager will provide coordination and technical assistance to the NTD Unit and liaise with WASH Stakeholders, be responsible for seeking and providing feedback on NTD control and/or elimination related to BC and WASH, and submission of all required BC and WASH programme deliverables to the National Program and Sightsavers host offices.
    You will give direct support of implementation and monitoring of programme specific BC interventions, including scheduling timelines and managing intervention process. You will collaborate with appropriate Ministries and WASH sector partners, promote adaption and adoption of preferred practices and the integration/collaboration of the WASH and NTD stakeholders in Kenya. The Technical Manager will assist the Ministry of Health and WASH sector in integrating data across sectors for use in coordination and programme planning.
    This role requires extensive field trips in all the health regions of the assigned country.
    As the successful candidate you will possess a first degree (or equivalent) in Public Health or other related field, have substantial related experience of working in public health/WASH and BC (ideally within an INGO), have hands on experience in statistical packages and have a background in database management systems.
    Fluency in English is essential for this position.

    The Opportunity 
    Living Goods is seeking a Community Health Technical Expert for the USAID/MOMENTUM 2A opportunity, a global project focusing on providing targeted technical assistance to USAID missions, partner countries, and local organizations to improve maternal, newborn and child health (MNCH) and family planning/reproductive health (FP/RH) outcomes, as well as to contribute to global technical leadership and policy dialogue for achievement of MNCH/FP/RH goals.
    This role will be a part of the MOMENTUM technical hub for MNCH/FP/RH based in Washington, DC. The Community Health Technical Expert will disseminate technical expertise and best practices on implementing proven community health interventions and will coordinate and provide technical assistance to other stakeholders, including partners and local governments. This role will represent Living Goods within the MOMENTUM project and act as the key thought leader for community health interventions across the project.
    This position is contingent upon award from USAID.
    Your charge:

    Provide strategic direction to ensure community health integration across project activities – including quality improvement, health systems strengthening, digital health, and other cross-cutting areas as needed.
    Serve as a thought leader to the project to evolve community health strengthening interventions.
    Supervise staff providing technical assistance support to field missions.
    Drive the development and execution of the project’s community health strategies.
    Ensure community health activities are fully accomplished, meet technical quality standards, and are delivered on schedule.
    Liaise with the USAID management team on all issues pertaining to the community health portfolio, including meetings, workplans, technical updates.
    Respond to technical requests from the Project Director and USAID, input into reports and communication materials.

    Education and Experience:

    Education: A Master’s Degree or higher in public health or international development, or a related advanced degree; PhD or MD preferred.
    Experience: At least 10 years’ experience as a public health technical lead in a global NGO or corporation.
    At least 5 years of experience designing, implementing, and managing large, complex public health projects in/for developing countries of which at least 3 years have been spent managing and delivering technical assistance. 5 years’ experience at senior leadership, leading teams to deliver results.
    Extensive experience with community health programs and knowledge of global policy commitments to community health, with a focus on MNCH/FP/RH.
    Extensive experience working and providing technical assistance in multiple countries.
    Experience providing direct managerial/supervisory oversight of community health programs, and field experience working with community health workers.
    Demonstrated experience working with ministries of health and other government agencies.
    Experience implementing USAID-funded programs.
    Ability to manage diverse teams across many countries.
