    Task description

    Under the direct supervision of the Child Protection Specialist (Humanitarian Situations & MHPSS), the UN Volunteer will undertake the following tasks:

    Support programme planning, implementation, monitoring, evaluation, and reporting

    Contribute to the planning of child protection programmes including emergency pro-gramming, GBV, MHPSS, and Public Health emergencies components.
    Formulate, design, and prepare programme/project proposals, ensuring alignment with UNICEF’s overall Strategic Plans and the Country Programme, as well as coherence and integration with the UN Sustainable Development Cooperation Framework (UNSDCF), regional strategies, and national priorities, plans, and competencies.
    Monitor programmes/projects through field visits and exchange of information with partners to assess progress, identify bottlenecks, potential problems, and child protection risks. Make recommendations accordingly to resolve issues and/or refer to relevant officials for timely resolution.
    Collaborate with inter-agency partners and UNICEF zonal offices on planning and im-plementation of activities. Ensure organizational priorities are fully considered and integrated in development planning and agenda setting.
    Monitor and verify the optimal and appropriate use of programme resources (financial, administrative, and other assets) in compliance with organizational rules, regulations, procedures, donor commitments, as well as standards of accountability and integrity. Ensure timely reporting and liquidation of funds advanced to implementing partners.
    Support the implementation of the Child Protection Section annual work plan and the office Annual Management Plan. This will also entail mobilizing funding in support of planned activities, promoting visibility and advocacy for the protection and well-being of children in humanitarian context
    Contribute to integrating Child protection in emergencies with other sectors such as Health, Nutrition, WASH, Education and Social Policy and protection including cross-cutting issues i.e. gender, communication for development, PSEA, advocacy as well as enhancing cross-sectoral coordination and collaboration

    Provide technical and operational support for programme implementation

    Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners on child protection in emergencies and the understand-ing of UNICEF policies, strategies, processes, best practices, and approaches on child protection, GBV, MHPSS, and related issues to support delivery of results for children.
    Seek opportunities to bridge humanitarian and development work by linking UNICEF’s long-term child protection systems strengthening work with child protection in emergencies in order to promote more sustainable interventions and risk informed pro-grammes.
    Participate in child protection programme meetings, including programme development and contingency planning discussions on emergency preparedness in the country counties, to provide technical and operational information, advice, and support.
    Coordinate monitoring, evaluation, and reporting on programme results for the section and develop harmonized tools for data collection, consolidation, manipulation, and vis-ualization. Collect and consolidate data for humanitarian and donor proposals and re-ports and internal bi-annual reporting exercises.
    Work with the Child Protection Specialist in strengthening national and county level child protection in emergency working groups for effective coordination and leverag-ing of resources.
    Support the Child Protection Specialist in strengthening UNICEF’s resilience-building initiatives in order to achieve sustainable and resilient child protection systems including child-friendly communities through continuous engagement with county govern-ments.

    Support child protection capacity building including in emergencies

    Facilitate the designing of evidence-based, integrated programmes that enable UNICEF to be more community responsive at scale.
    Work with UNICEF staff, government counterparts, and partners to coordinate and de-velop projects and identify opportunities within UNICEF for cross-sectoral information sharing, programming, and technical support
    Support capacity building of relevant stakeholders and service providers on CP, GBV, and MHPSS by developing and/or contextualizing training materials and implementing relevant training sessions. Support implementation of procedures to prevent sexual abuse and exploitation (PSEA)
    Support the mainstreaming of Children Rights into the county governments DRR strat-egies and response plans.
    Keep abreast, research, benchmark, and implement best practices in child protection management and information systems. Assess, institutionalize, and share best prac-tices and knowledge learned.

    Required experience

    3 years of experience in one or more of the following areas is required: program management, social work, child protection, GBV, mental health and psychosocial support, adolescent programming, public health emergencies programming, development and/or humanitarian work, programme planning and management or any other related field.
    Prior experience in child protection, GBV, community development, or social work in a developing country is an advantage.

    Experience Description:

    Experience in child protection, GBV, social work programming (or other areas mentioned above)
    Good understanding of the humanitarian response especially in displacement/refugee contexts
    Demonstrated experience in program management including program quality, results tracking, program documentation, knowledge management
    Good analytical skills and understanding and experience in manipulating data, generating visual tools, and analyzing information.

    Scope of Work:
    The consultant will provide technical and strategic support to the Ministry of Health in developing a comprehensive Kenya Climate Change and Health Strategy. The scope of work includes:

    Conducting a comprehensive review of the literature on the health impacts of climate change in Kenya.
    Conducting a stakeholder analysis and engaging with key stakeholders, including the Ministry of Environment and Forestry, Ministry of Agriculture, and other relevant stakeholders, to gather inputs and ensure ownership of the strategy.
    Provide leadership in developing a comprehensive strategy to address the health impacts of climate change in Kenya.

    The strategy should include the following elements:

    A situation analysis of the health impacts of climate change in Kenya.
    A set of strategic objectives and priorities for addressing the health impacts of climate change in Kenya.
    A set of strategies and interventions to achieve the strategic objectives and priorities, including policy and institutional reforms, capacity building, and research.
    A monitoring and evaluation framework to track progress in implementing the strategy.

    Deliverables: The consultant will deliver the following outputs:

    A comprehensive literature review report on the health impacts of climate change in Kenya.
    A stakeholder engagement report documenting inputs and feedback from key stakeholders.
    A draft Kenya Climate Change and Health Strategy document for review by the Ministry of Health and its stakeholders.
    A final Kenya Climate Change and Health Strategy document, incorporating feedback from the Ministry of Health and its stakeholders.

    Timeline: The consultant will complete the assignment within six (6) months.
    Qualifications: The consultant should have the following capabilities:

    A post-graduate degree in public health, environmental health, or climate change.
    Proven experience of at least five years on health and climate change-related issues, focusing on developing countries.
    Demonstrated experience in conducting research and developing policy documents.

    Overall purpose of the role: 
    The purpose of this post is to provide day to day management, psychosocial support (PFA) and related activities in Ifo, Hagadera and Dagahaley Camps in Dadaab. In particular, the person is responsible for screening for SGBV for new arrivals at the profiling desk, offering psychological first aid, triaging of SGBV at the SGBV field offices where necessary, referring all identified cases to relevant offices and partners for support and maintaining daily contact with the community level para-counsellors and community structures. S/he will work and liaise closely with the Protection assistants and Officers-PSS, MEAL on documentation of programme activities as per the donor requirements. 
    Responsibilities: 
    R1. GBV Screening and Psychosocial support:

    Conduct S/GBV screening at the profiling desks targeting new arrivals and offer Psychological first aid to those in distress prior to their referral
    Identify the various services needed by the new arrivals and link them for support i.e. medical, PSS, legal and security
    Closely working with the protection officer GBV response and the finance officer, issue cash assistance to the identified beneficiaries and follow up for the services needed/the POCs have been referred for
    The staff can be deployed to the SGBV field offices to conduct triaging and link the POCs to the protection assistants for case management and or link non SGBV cases to other agencies for support as necessary
    Provide comprehensive psychosocial counseling to SGBV and non SGBV survivors focused on the survivor centered approaches at the safe spaces upon deployment
    Conduct and coordinate group sessions- therapy, psychoeducation, peer to peer sessions in collaboration with the case managers.
    Where necessary, conduct Menstrual hygiene and management education as well as management of the Dignity kits
    Ensure all work with SGBV survivors is confidential and that ethical practices are observed.
    Participate in the interpretation of the analyzed data on trends and work with GBV Team to disseminate information to all relevant stakeholders.
    Ensure proper follow up, documentation and support of GBV clients referred for other interventions in the integrated programme approach.

    R2. Coordination and networking including community engagement: 

    Maintain and strengthen existing networks, community structures and other service providers at the camp level, to ensure that survivors and new arrivals receive quality services and support both at the agency levels(referral pathway) and at the community level.
    Conduct sensitization, dialogue and mediation sessions with the wider population
    Work in close collaboration with the GBV officer and GBV assistants to ensure ongoing needs of new arrivals especially at-risk groups, women and girls are identified and met directly or through referral 
    Effective Referral and linkage of GBV cases keeping records and following up to ensure cases reach the respective service providers
    Support the GBV officer and GBV assistants, in dissemination of relevant information during the Community forums and meetings. 
    Conduct outreaches with the prevention team and support in awareness on SGBV response e.g. calendar events like World Mental Health day,16 DoA etc.

    R3. Monitoring and Evaluation:

    Assist in preparing daily, monthly, quarterly and annual reports, progress notes, treatment plans and referrals on time
    Ensure that the client documents and information are well captured, updated, stored safely and reported on a regular basis according to data protection /sharing protocols
    Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner   and where necessary work closely with the refugee staff to ensure quality reporting   
    Ensure HAP Principles and CHS is mainstreamed in the day to day project implementation 
    Attend relevant training forums relevant to the job 
    Assist with any other related activities as deemed necessary by the supervisor

    Experience and technical competencies: 

    Minimum of 2 years work experience in providing psychosocial counseling in a refugee context
    MUST be a Somali speaker and coming from Dadaab/Fafi  Sub counties
    Knowledge and skills on computer, GBVIMS, GBV, Child protection and case management tools is an added advantage
    Good team player; able to take direction and work collaboratively with others.
    Excellent written and verbal communication skills, including empathic listening.

    Job Description
    The GBV Case Worker – Psychosocial will support the successful implementation of all psychosocial activities and provision of quality individual case management including direct counseling to GBV survivors. Together with the Snr. WPE Officer and other WPE/GBV workers they will support in the provision of training and supervising GBV Community Workers to respond to cases of GBV in the camp and enhance effective integrated case management. This includes providing on-job training and mentorship for community workers and applying community monitoring and feedback systems to strengthen the case management service delivery.
    Key Responsibilities
    Case Management

    Provide professional and confidential services to survivors of GBV, grounded in the IRC’s multidisciplinary, survivor-centered case management approach.
    Support and build capacity of systems in individual case management for survivors and persons at-risk of GBV.
    Strengthening GBV case management oversight as well as safe and ethical data collection, analysis of GBV trends and ensure quality prevention and risk mitigation interventions.
    Ensure the GBVIMS is accurately updated on a regular basis.
    Identify gaps that exist in programming areas that require targeted interventions and campaigns based on case trend analysis.
    Assessing the effectiveness and relevance of the case management structure and providing revisions, recommendations, and evaluations.

    This position will provide technical oversight and implementation of comprehensive PSS-focused intervention across the sectors that JRS serves including Protection, Inclusive Education, Secondary Education and Post-Secondary Education. The incumbent will report to Protection Coordinator and will work in collaboration with the other program staff.
    ROLES AND RESPONSIBILITIES

    Design, plan and implement structured recreative and support programs that promotes cohesiveness among the Safe Shelter residents including women and children.
    Works with sunshine teachers and vocational trainers to provide academic, recreational and social skills programming to the school age children/young adults and women in the shelter.
    Creates a group environment that promotes and expects positive behavioral norms. Help create a safe-haven for children, youth and women living within the safe shelter setting.
    Develop and implement age appropriate activities and programs.
    Ensure that women at the safe shelter engage in meaningful activities during their stay at the shelter
    Documents monthly participation and outcomes; analyzes results and prepares recommendations.
    Ensures that the recreational spaces in the shelters are clean and well maintained.
    Provide technical guidance, coaching and mentoring to parents & community leaders on child protection, parenting and other PSS supports for children with disabilities.

    Facilitate monthly parents/caregivers PSS group therapy sessions

    Design and implement psychosocial activities, including individual and group therapy, parenting activities, etc. for new parents.
    Conduct vulnerability assessment for children with disabilities.
    Facilitate community conversations and awareness raising activities in collaboration with project staffs on issues related to inclusion of children with disabilities.
    Conduct regular home to home visits together with the occupational therapist and provide some psychosocial support in the children’s home environment.
    Participate in activity reporting and lessons learning.
    Perform other duties as assigned by supervisor.

    QUALIFICATION AND EXPERIENCE

    Degree in Social Work, Psychology, Counseling, or related field.
    At least 4 years’ experience in working in the field of social work.
    Experience of community-based or community mobilization work in a humanitarian context is a strong advantage.
    Demonstrated experience and commitment to working with marginalized communities.
    Strong experience in providing recreational activities to children and youth.
    Excellent creativity and communication skills especially with children.
    Strong computer skills.
    High professional ethics.
    Excellent interpersonal skills.
    Dynamic personality and ability to work under pressure.
    Commitment to the values, vision, and mission of JRS, and respect of the JRS code of conduct.

    CARE has identified four possible approaches to support frontline health workers. These include:

    Protection – access to personal protective equipment, supplies, psychosocial support, and preventive measures for GBV;

    Recognition – by receiving fair payment and labor rights; and
    Management – by building tools and increasing access to data for more effective decision making and referral systems;
    Activate – fostering exercising participatory collective processes for sustainable changes through policy reforms at national, regional, and global level.

    As countries around the world are preparing plans to strengthen their health systems and prepare for future pandemics, their response and recovery, economic hardship and recession following the pandemic is likely to hit the world’s economy. Public administrations should envision mechanisms to incorporate health workers as part of strengthening their health systems.
    PROJECT OBJECTIVE:

    Gather, analyze, and summarize evidence on good practices and gaps at country level mechanisms to recognize, train, pay and protect frontline health workers.
    Propose models and approaches to better incorporate FLHW needs and demands based on findings.

    CONSULTANT QUALIFICATIONS:

    Master’s degree or higher in public health, sociology, public policy, social work, or a related field or substantive leadership or system-level experience in the health sector Specific experience with health personnel is preferred.
    Strong written, verbal, and analytical skills.
    Experience developing high quality written analyses on public health, public administration; demography or qualitative and quantitative research and analysis.
    Demonstrated ability to work in an international setting.
    A commitment to and focus on data-informed public policy.
    Successful track record of developing and executing research programs.
    Ability to assess and interpret quantitative and qualitative data about health systems.
    Proficiency in multiple languages is an asset (English, Spanish, French, Arabic, etc.)
