    ROLE PURPOSE
    The SBC Officer will implement Health, Nutrition and adolescent sexual reproductive health (ASRH) SBC related interventions in Samburu. The SBC Officer will support in the designing of the overall SBC strategy and integrated umbrella campaign. S/he will ensure that all SBC activities support the achievement of health & nutrition targets in the project sites. The position will be responsible for the timely implementation of all SBC related activities based on state of the art SBC practices and capture lessons learned. The SBC officer will also take a leading role in coordination with all project staff and partners in the consortium to adhere to the SBC strategy and approach in their respective Counties.  S/he will work closely with project technical and management staff to generate stakeholder inputs, support in development of implementation plans and suitable knowledge management and measurement.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    KEY AREAS OF ACCOUNTABILITY
    Technical assistance and capacity building

    This staff will be the primary driver of developing the SBC approach, branding campaign platforms and working with all purpose leads (Governance, health & nutrition, WASH and Livelihoods) to ensure they are using state-of-the-art SBC approaches linked to the overall strategy and work with them on the development of SBC content (i.e. trigger videos, forum theatre, experiential fairs, radio diaries, experiential and participatory learning) as appropriate.
    Mobilize and engage with communities through the MOH structures including Community Health Services and other change agents in the project to address negative social determinants to health and nutrition.

    Capacity Building, Mentorship and development

    Build the capacity of USAID Nawiri field staff to be able to support and oversee the community change agents’ engagement with the community members. Support in the identification and development of innovative approaches for changing the attitudes, perceptions, and practices around decision-making for health and nutrition outcomes, at multiple levels and scales (e.g. individual, HH, community, public and private sector institutions, etc.)
    Lead and motivate the community own resource persons (e.g. CHVs) to ensure effective project implementation. 

    Representation and advocacy

    Represent NAWIRI in relevant internal and external fora as required.
    Represent Save the Children in relevant internal and external fora as appropriate
    Work closely with the Health and Nutrition team and any other project and operations teams in advocating for the survival of the child in line with the Country Strategic Plan and global strategy of Save the Children
    Work with consortium members to further Save the Children’s mission for children.

    Assessment, monitoring, evaluation and documentation

    Participate in the annual work planning process in close collaboration with USAID, MOH and County health teams and the project staff
    Prepare narrative reports for the donor(s) and Save the Children as required, ensuring these are of a high quality and submitted for review in a timely manner. This will involve compilation of information from a range of project staff and MoH partners
    Facilitate appropriate dissemination of research findings and good practices documentations in the project internally and externally to donors, governments, consortium partners and other key actors for immediate and sustainable development of children in Kenya
    Escalate complaints and feedback of a serious nature to field manager/Technical Head and child safeguarding focal point.

    QUALIFICATIONS AND EXPERIENCE

    Minimum Bachelor’s degree in social sciences or related field.
    Experience implementing SBC, ASRH, health promotion, social marketing, child health, nutrition or similar programs in Kenya. Knowledge of and ability to implement using the Human Centred Design (HCD) would be an advantage as experience in water, sanitation, and hygiene.
    Minimum of 5 years of experience required in health communication, public health promotion, health or behavioural sciences, or related field and demonstrated experience in community-based and inter-disciplinary teams.
    Demonstrated ability to implemented effective behaviour change campaigns, including community engagement and experiential activities in Kenya; prior experience working in Northern Kenya highly desired
    Demonstrated abilities and experience in SBC strategy and materials development, implementation and monitoring and evaluation of SBC interventions.
    Experience of working with local/national governments and capacity building of systems, partners and staff.
    Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate;
    Demonstrated ability to lead and work effectively in a team
    Familiarity and understanding of USAID & FFP policies and procedures, or those of other donors, or those of donor-funded projects or community-based projects;
    Outstanding report writing skills

    Key Responsibilities

    Plan and conduct trainings on Growth Monitoring Promotion (GMP), IMAM and MIYCN to other mainstream health professionals.
    Offer nutrition support through counselling to individuals with medical conditions including Comprehensive Care Clinic clients.
    Compile and submit donor and IRC Nutrition Program weekly, biweekly, and monthly reports of all the activities implemented.

    Liaise with supply Chain Department in logistical program supplies, procurement, and monitor supply control.
    Support MOH on DQAs.

    Qualifications

    Hold a minimum of Diploma in Food Nutrition and dietetics from recognized institution.
    Must be registered with KNDI.

    Experience/Competence

    Minimum 1year experience within an INGO in implementing emergency community nutrition.
    Experience of Maternal infant and young child nutrition with strong BFHI/BFCI approaches
    Experience in nutrition survey and assessment
    Proven analytical, communication/ negotiation skills and ability to think strategically.
     Experience in report writing and excellent computer skills.

    REQUIRED QUALIFICATIONS

    Education

    Essential: Master’s degree in medicine, public health, epidemiology or related field.

    Specialized training in infectious disease epidemiology and outbreak response.

    Experience

    Description of Duties
    The position will contribute to the development of the activities regarding social protection, and in particular social health protection within PROSPECTS.
    The incumbent will:

     Contribute to programming and operational support for the activities planned in Egypt, Kenya and Sudan PROSPECTS, in close collaboration with the project staff, the designated technical backstopping specialists in the Social Protection Department in Geneva as well as the responsible officials and regional specialists based in the concerned Decent Work Teams. In particular:

    Support the provision of technical inputs on social health protection to the relevant projects and national counterparts with regards to scheme architecture, design, financing and management in line with ILO standards, policies and principles, in collaboration with the Health Protection Specialist.
    Assist the project activities on social health protection, in particular the formulation of terms of references, selection of consultants and experts, design of workshop and training agendas. 
    Liaise and ensure efficient and effective communications between the different project partners and in particular with the Public Health Section of UNHCR.

    Support capacity building and social dialogue activities on social protection and in particular social health protection in PROSPECTS countries and through the global component of the project in collaboration with relevant specialists and the Social Policy Unit in SOCPRO
    Compile lessons learned and ensure the completion of assigned knowledge products under the global component of PROSPECTS in collaboration with the Social Policy Unit and the migration focal point in SOCPRO.
    Coordinate inputs to relevant monitoring and evaluation documents and final programme progress report for the first phase in close collaboration with the project staff, the designated technical backstopping specialists in the Social Protection Department in Geneva as well as the responsible officials and regional specialists based in the concerned Decent Work Teams.

    Required qualifications
    Education

    Advanced university degree (Master’s or equivalent) in economics, social science, public health, health economics, health financing, or a related field.
    A first-level university degree (Bachelor’s or equivalent) in one of the above fields with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

    Experience

    At least five years’ relevant professional experience, preferably in the fields of social health protection, health financing, occupational health, social health insurance, health and migration.
    Previous experience implementing interventions on access to health or social protection would be a strong advantage.
    Previous experience in conducting analytical work with practical implications on the extension of social protection would be an advantage.  

    Languages

    Project management and development: 

    Promoting safe WASH practices, with a focus on hygiene practices in camps and host communities, including the proper use and upkeep of WASH facilities and services
    The hygiene promotion assistant will play a significant role in contingency and emergency response by ensuring appropriate community involvement in the design and delivery of crucial WASH services and facilities and by contributing to hygiene promotion sessions, awareness campaigns, and the distribution of hygiene aids and kits.
    Facilitate community programs to raise awareness of hygiene (male and female campaigns).
    Assist to plan and lead training sessions for refugees and host communities.

    Monitoring and reporting

    Conducting FGDs for both men and women in the targeted area regarding hygiene activities dedication to specific tours and within the allotted hours.
    Sending weekly/Monthly updates on hygiene promotion sessions on a regular basis and corresponding with the line manager about the accomplishment of hygiene promotion plans
    Support needs assessment and propose new ideas to improve the hygiene promotion activities
    Review learnings on WASH activities and report to your supervisor
    Submit weekly/monthly project updates to the digital learning officer
    On need basis support the WASH team leader to prepare the donor reports.

    Planning and budgeting

    Prepare activity budgets and submit to the WASH to ensure project activities are carried on time.

    Key Responsibilities
    Development of a digital and data innovation pipeline:

    Develop an ongoing funnel of digital innovation experiments through conducting ongoing external horizon scanning research, in-depth bottleneck analysis of Living Goods operations and early-stage solution design.
    Design fit-for purpose scalable digital solutions through the facilitation of stakeholder consultations (internal and external with government and partners) and ideation or Human Centered Design (HCD) workshops. Guide innovation designs and digital solutions through a rapid cycle of iterations for continual improvement.

    Project management of the innovation pipeline:

    Implement a portfolio of prioritized digital innovations (max of 2-3 main experiments per year), including project management, ensuring adherence to innovations quality standards, providing technical leadership, developing workplans, key milestones, leading on internal communications and supporting successful innovations to transition to scale. Work closely with Country Team leadership and operational, technical and field teams to oversee day to day implementation of experiments.
    Working alongside the Digital Health Team, oversee the scoping, procurement, onboarding and management of partners directly involved in innovations experiments.
    Where applicable, provide support to LG leadership, the business development team and Senior Manager – Strategic innovations to the management of funders, and ensuring compliance to contracts, including development of reports and deliverables.

    Documentation, supporting cross-learning and advocacy:

    Working alongside the Performance, Evidence and Insight Team, ensure experiments are underpinned with a learning agenda, clear results frameworks, and documentation of operational insights, including drivers of success, lessons from failure and the development of case studies and/or communication outputs for external dissemination of findings. Support organizational cross learning through facilitation of learning sessions and innovation review forums.
    Represent Living Goods as part of networks, exploratory learning sessions and conferences or innovation forums. Engage with a pro-active and strategic eye for leveraging sector best practice, advocating around our evidence, and identifying and growing opportunities for future innovations concepts, partnership and funding.

    Support internal capacity building and processes:

    Work with the Senior Manager to develop revised tools, processes and additional capacity building activities aimed at building technical skills, strengthening the innovative capacity and culture of innovation across the organization.

    Location & Travel
    This position will be based in East Africa, Kenya. The successful candidate can expect to travel approximately 15-20% of time to conduct field research and oversee prototyping and piloting.
    Essential Qualifications, Experience & Attributes

    Bachelor’s degree in a related field, or a combination of education and experience that yields the required competencies.
    At least 7 years+ of experience working in the digital health sector, with professional experience and track record in development and deployment of digital innovations within private or public sector, including end-to-end management of the innovation cycle.
    Excellent technical knowledge and hands on experience of virtual care, telemedicine, digital and data driven solutions within healthcare.
    Professional work experience in implementing or support public health programming, preferably primary care, reproductive and maternal, newborn and child health.
    Experience in project management of a pipeline of innovations, including managing funders and partners.

    Nutrition Specialist, P-4 (Nutrition in Emergencies/Wasting) Technology for Development Consultant (Community Manager), ICTD Digital Center of Excellence

    The position will support the scale up of early detection and treatment of wasting in all countries of the region, including roll out of the UN Global Action Plan (GAP) on Wasting, with focused support to the first adopter countries in maximising national-level efforts to scale-up prevention and treatment services to address wasting. The position will also contribute to the prevention of wasting, in close collaboration with other colleagues in the section, and will serve as focal point for nutrition and resilience and climate change. Further the incumbent will support the roll out of global partnerships with UN agencies, including the research agenda in documenting evidence on prevention of wasting and scale up of treatment. The nutrition specialist will facilitate the creation and/or strengthening of other strategic partnerships with key stakeholders at regional level on wasting and emergency nutrition.
    The successful individual will be responsible for the following key accountabilities:
    Management and advisory support to the Regional Adviser

    Provide advice to the RA in establishing, implementing and monitoring the wasting and NiE components of the annual work plan.
    Ensure results for NiE and wasting are achieved according to schedule and performance standards, and report to RA critical issues for timely action.
    Provide technical assistance and advice to colleagues in the section on the wasting and NiE aspects of programming and implementation to enable them to achieve results.

    Programme development and planning

    Provide technical support and guidance on the preparation, design and updating of regional and country situation analyses on wasting and nutrition in emergencies, to inform the regional and country agendas.
    Provide technical and strategic assistance to country offices to formulate, design and prepare the wasting and NiE components of nutrition programmes and develop implementation plans.
    Provide support for country offices to develop the nutrition components of humanitarian response plans, HACs, appeals, proposals and other relevant emergency documents.
    Work closely and collaboratively with colleagues in other UNICEF sectors, particularly Health, Emergency, SBC, ECD, WASH, Social Policy, Supply and Communications and with HQ.
    Provide authoritative technical and operational support on wasting and NiE throughout all stages of programming processes.

    Programme management, monitoring and delivery of results

    Collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability and results for wasting and NiE.
    Provide quality assurance and review of country office annual reports, NutriDash, RAM, CSIs and results related to wasting and NiE and review of RO to CO compacts.

    Advisory services and technical support

    Provide advice to key government officials, NGO partners, UN system partners, and other country office partners/donors on policies, strategies, best practices and approaches on wasting and NiE-related issues.
    Participate in strategic programme discussions and planning to provide technical advice, contribute to policy discussions, and promote appropriate wasting and NiE interventions.
    Prepare policy papers, briefs and other strategic programme materials on wasting and NiE for management use, information and/or consideration.
    Participate in emergency preparedness initiatives in countries, assessments and response to emergencies in country (surge). Coordinate and provide assistance to the 21 Country Offices in identifying where support is required.

    Advocacy, networking and partnership building

    Build and strengthen strategic partnerships on wasting & NiE with relevant UN agencies, regional economic communities, government counterparts, NGOs, national stakeholders, global and regional partners, allies, donors, and academia.
    Build capacity, exchange knowledge and expertise, and/or promote cooperation and alliances to achieve programme goals on wasting and NiE.
    Participate and/or represent UNICEF in appropriate inter-agency discussions and planning on wasting and nutrition in emergencies -related issues.
    Contribute to design and implementation of strengthened resilience programming for nutrition.

    To qualify as an advocate for every child you will have

    Advanced university degree in Public Health or Nutrition (preferably with specialized training in public health and nutrition planning, health and nutrition education, health care system management, or epidemiology), Child Development, Social Policy, Social Development, Community Development, or other relevant disciplines.
    Eight years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of nutrition programmes. Professional work experience in a managerial/leadership position, or a technical expert position in nutrition.
    Developing country work experience
    Background/familiarity and specific work experience on Nutrition in Emergencies and wasting prevention and treatment programmes
    Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Purpose of the assignment:

    The aim of this consultancy is to map out existing practices related to diverting people with drug use disorders in contact with the criminal justice system into drug treatment facilities as alternatives to conviction or punishment in Mombasa and environs; to document health and justice collaboration and outcomes in Mombasa and environs ; and as a deliverable, to write a Final Report on the Situational Analysis.
    The assessment will provide recommendations on how to best implement the objectives of the project as detailed in the National Action Plan.

    Qualifications/special skills

    Advanced university degree (Master’s or equivalent) in law, political science, public health, addiction medicine, mental health, social sciences, development studies or a related field is required.
    A first-level university degree in similar fields in combination with two years of qualifying work experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree trainings in diversion and promotion of alternatives to imprisonment is desirable.
    A minimum of 5 years of working experience in the field of drug demand reduction/drug treatment and rehabilitation and/or criminal justice, including working experiences in Kenya is required.
    A minimum of 5 years working experience in the field of Monitoring, Evaluation and Research with quantitative and qualitative data collection is required.
    Good analytical skills and proven experience with reading and understanding or drafting guidelines/protocols/standards for drug dependence treatment and care is desirable.
    Demonstrable understanding of strengthening the rule of law sector in Kenya is desirable.

    Languages
