    Our Client is a human rights non-governmental organization working to protect and promote health-related human rights in Kenya. We do this by providing legal services and support, training professionals on human rights, engaging in advocacy campaigns that promote awareness of human rights issues, conducting research and influencing policy that promotes evidence-based change. KELIN advocates for a holistic and rights-based system of service delivery in health and for the full enjoyment of the right to health by all, including the vulnerable, marginalized and excluded populations in four thematic areas: HIV, TB and Key and Affected Populations; Women, Land and Property Rights; Sexual Reproductive Health and Rights; and Health and Governance.

    BACKGROUND OF THE POSITION

    Our client is seeking to onboard two (2) Program Officers for its HIV, TB & Key and Affected Populations thematic area. These positions whose contract duration is for three (3) years each will be based in Nairobi with frequent field travel. The Programme Officers will primarily be responsible for implementation of a projects that seek to create equitable, effective DRTB responses by harnessing the collective power of civil society and community demand, evidence-based policies, normative guidelines, accountability and conditions for access, with scalable impact. 
    The project will work to ensure an effective DRTB response through community engagement at all levels, that current and upcoming biomedical advances are affordable, available, delivered as part of a person-centered package of care, and incorporated into national strategies and policies in a timely manner, to effectively reach and engage the poorest and most vulnerable people – and supported by an enabling policy ecosystem.
    The Programme Officers will be key members of the team, developing and implementing a range of programmatic activities under the relevant portfolios. They will also represent the Client in technical discussions and thematic meetings of relevance to the portfolios managed. Specific responsibilities will include, but will not be limited to providing policy advisory services, programme development services; project assurance and oversight, while fully supporting the end-to-end project implementation process, advocacy, as well as partnerships and resource mobilization.

    DESIRED COMPETENCIES 

    A Bachelor’s Degree in Public Health, Social Sciences, Nursing or related fields
    At least three (3) years’ work experience in project implementation and capacity building
    A focus on implementation of TB-related projects will be an added advantage
    Strong understanding of TB, respiratory diseases and their respective global, regional and national implementation models or frameworks
    Experience working with affected communities, civil society organizations, government agencies, donors, research institutions and other partners
    Experience in managing funding from a diversity of sources including governments and aid agencies as well as private sector donors

    KEY RESPONSIBILITIES:

    Advocate for use of DHI2 in reporting for SRH/GBV services and commodities
    Work closely with the county coordinators in tracking FP commodity reporting and availability to ensure that stock outs are minimized and eliminated where possible
    Manage SRHR/GBV capacity building activities that include training needs assessment, execution of training, mentorship and support supervision in collaboration with implementing partners, county departments of health and MoH Family Health division.
    Liaise with the MoH Family Health division on FP commodity stock out
    Facilitate availability of SRH/GBV policy and guidelines and sensitization on utilization in collaboration with the County RH coordinators

    NPO- Country Emergency Readiness Officer

    The objectives of WHO’s Emergency Preparedness and Response is to support member states develop and sustain the capacity and a robust system to detect, analyze, report and promptly respond to disease outbreaks and other events of potential public health impact. It also aims at building capacity of member states to identify major hazards and take necessary measure to mitigate and reduce possible impacts during emergencies. The incumbent will be assigned the following duties;

    Provides technical expertise and guidance in the field of Emergency Preparedness and Response (EPR) including provision of expertise and authoritative advice for the collection, validation, analysis and dissemination of data, the design and implementation of Early Warning and Response System, and the coordination of related activities.
    Establishes and maintain close collaboration with a broad range of staff from MOH, health facilities, county health offices and partners to promote and facilitate effective cooperation for the implementation of related policies and procedures,
    Provides elaborate strategies and guidelines to ensure the quality and usefulness of EPR interventions including the Integrated Disease Surveillance and Response(IDSR), monitoring and rapid assessments when required during emergencies;
    Provides support in capacity building in the country to meet the core IHR competencies. Monitor progress, identify critical gaps and support the review and re-planning for meeting the required core competencies.
    Ensure that humanitarian health needs are identified by planning and coordinating joint, inter-cluster, initial rapid assessments adapting to the local context the IRA tool, as well as follow-on more in-depth health sub-sector assessments, as needed.
    Mobilize Health Cluster Partners to contribute to establishing and maintaining an appropriate Early Warning and Response System, and regularly report on health services delivered to the affected population and the situation in the areas where they work.
    Ensures a close contact and collaboration with MOH and state health offices to ensure timely communication of events of potential health risks including disease outbreaks. Monitor trends and report potential emergencies to ensure timely and coordinated response.
    Monitor internal WHO capacity to implement the WHO Emergency Response Framework (ERF) in collaboration with the other units within WHO. Participate in the development of strategies and implementation of interventions to build the WCO capacity to implement ERF.
    Support the MOH in collaboration with the regional office and HQ to strengthen cross border collaboration, capacity building and information exchange.

    Required Qualifications
    Education

    Essential: Degree in medicine, health related discipline and/or postgraduate degree in Public Health epidemiology, mathematics, or statistics, with specialization in public health and studies in computer sciences.

    Experience

    Essential: Five years of professional experience with an emphasis on disease surveillance and emergency preparedness and response. Demonstrable experience of working in Kenya in the last three years. Sound knowledge of the operations of Health Cluster principles and mechanisms
    Desirable: Good knowledge of WHO health surveillance system and programme management an end-to-end business processes as designed in the Global Management system; experience in project management, ideally in the UN system and/or a public health context; Good knowledge of GSM system or similar ERP systems; experience with staff training in surveillance and health management information systems

    Work closely with the African Union – InterAfrican Bureau for Animal Resources (AU-IBAR) and the European Union (EU) Delegation in Nairobi and International Partnerships (INTPA) HQ, to support and prepare the next stage of mobilisation of EU funds and others for the PPR eradication programme in Africa.

    Supports development of policy communications products, including data visualizations, fact sheets, or summary reports. Drafts and/or provides technical and editorial input on materials related to population, family planning and reproductive health, and other topics. Tasks may include conducting background research, gathering literature, analyzing data, interpreting and writing findings and implications, and coordinating with various project staff involved in production and dissemination. 
    Participates in developing innovative ways for PRB to communicate news and information to diverse audiences. Compiles and writes blog posts, web articles, and other technical content for multimedia formats. 
    Support ideation on key analytic and policy research themes around population and economic relationships in low-income countries. Support development of policy communications products, including data visualizations, fact sheets, or summary reports.  

    Secondary Responsibilities 

    Contributes to new business pursuits, including drafting concept notes and proposals. 
    Provides technical support as needed to other core programs. 

    Qualifications 

    Advanced degree (master’s) in public health, international affairs, demography, or a related field; plus a minimum of 4 years of professional experience in family planning and reproductive health. 
    Demonstrated content knowledge in some of the following areas: sexual and reproductive health (SRH), links between population and development; maternal and child health, HIV/AIDS, social and behavior change, and gender and rights-based approaches to SRH. 
    Fluency in English required (in French, a valued asset), with the ability to lead and facilitate meetings, conduct interviews, and prepare correspondence and documents. 
    Experience conducting qualitative and quantitative policy-focused research and analysis independently and to a high standard of quality. 
    Demonstrated activity management experience, including developing work plans, ensuring quality and timeliness of technical deliverables, and managing budgets. 
    Strong interpersonal skills to work respectfully and collegially in teams and with professionals of different levels and backgrounds, including government stakeholders, funders, and international partners.

    MAIN RESPONSIBILITIES
    Provide direct technical implementation support through visits to emergency and existing nutrition projects (for emergencies, scale up, project opening and quality improvement)  

    Assess the quality of nutritional and nursing care linked to nutrition, fluid management, triage, patient documentation, and standard IPC precautions 
    Support mortality and morbidity reviews in our operations, ensure integration of review of nursing care practices, and active participation of nursing staff 
    Support and build capacity for analysis of nutrition indicators   
    Assure correct implementation of nutrition protocols or help implement new strategies always considering nutrition as part of a broader and more comprehensive “child health” approach (for example link tuberculosis (TB) and HIV care, EPI, postnatal/newborn follow up) 
    Support specifically with the implementation of the new MSF intersectional nutrition protocols and new resources package developed within the OCB nutrition circle 
    Support the projects to tailor protocol implementation to the respective contextual circumstances and to elaborate the related SOPs (e.g., first phase of an emergency, peak season)

    REQUIREMENTS
    Education & Experience

    Registered Nurse (RN) qualification 
    Master’s degree in nutrition, public health, international health, or tropical medicine is an asset 
    At least 3 years of clinical experience working as a professional nurse 
    At least 2 years of experience in humanitarian NGO in low-resource health settings, of which at least 6 months MSF experience 
    Experience in providing nutrition care to patients affected by malnutrition and/or in the management of nutrition programs, as well as initiating or managing nutrition interventions (inpatient & outpatient settings) 
    Experience in hospital- based nutrition in ICU, surgery, burns units, advanced HIV and TB wards is an asset 
    Experience in community health and outreach activities is an asset 
    Experience and skills in teaching, learning and mentoring

    Objective of the Position

    Plan, organize, and evaluate the activities concerning his/her field of action (Emergency medical care and ambulance response services) and the team associated, according to MSF values, policies and protocols and universal health standards, to warrant the quality and continuity of the health care and the development of the plan of action.

    Responsibilities

     Including but not limited to: 

    Ensure and Improve Quality of care in the Ambulances, Trauma room/observation rooms and the Call Center.
    Ensure the catchment areas are respected and the medical criteria for ambulance dispatch are followed.
    Carry out the functions and tasks associated with his/her speciality, i.e. perform as a nurse, whenever required or needed, to optimize the resources, contributing with his/her knowledge and experience.
    Ensure adequate staffing in Trauma Room, Call Centre and Ambulances by creating and balancing the monthly roster and providing technical support/supervising Nurses and EMT’s working in the Ambulances and Call Center.
    Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, to ensure the coverage of the human resources needs and maintain high standards of quality. Also, take part in CMEs and other learning initiatives.
    Ensure proper weekly inventory by carrying out and/or supervising the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, to satisfy the needs of material with efficiency and effectiveness.
    Carry-out and/or coordinate administrative (exit paper, transfer paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-making.
    Ensure confidentiality and patient safeguarding protocols and policies are implemented and followed by the team.
    Implement all the protocols and hygiene procedures and supervise his/her team to follow the same standards, to warrant the quality of the care and service in his/her specialty.
    To report on any aspects of security that threaten or not favours the program immediately to the relevant personnel.
    Ensure team and patient safety during Mass casualty incidents.
    To participate in any other project activities as will be required and provide input to the department.
    Represent MSF in front of local authorities when needed (during police, DCI, IPOA visits)
    Maintain close contact and initiate calls when needed with counterparts from referral hospitals.
    Participate in TWG related to the line of work and represent MSF services.

    Qualifications & Requirements

    Education:  Bachelor’s degree /Diploma in Nursing. Qualification in Critical Care Nursing/Medicine (CCN) is an added advantage.
    Experience Essential: 5 years experience in emergency medical care and response set-up in a humanitarian NGO.
    Desirable 2 years experience in a supervisory role.
    Previous MSF experience or with another NGO in a developing country/ experience and knowledge of working in Eastlands/Slum area contexts.
    Languages: Proficiency in Kiswahili and English.
    Competencies/Skills: Adherence to MSF principles; Results and detail-oriented, service, team player, committed.
