    Context :
    Tdh has been active in Kenya since 2011 in Dadaab refugee camp (child protection) , the arid county of Garissa (nutrition) and the ultra-poor slums of Nairobi (integrated child protection). The delegation is run by the humanitarian department owing to the nature of activities. In June 2018, the organization initiated a reflection to reorient activities to also address development needs around child protection services as the gap in support is significant. Humanitarian needs are very present due to the situation at Kenya’s borders, the country’s difficulty in tackling natural disasters and the risk of terrorism. There have been encouraging funding opportunities and if they materialize this will lead to multi-year projects on access to justice and early childhood development. There are many other untapped opportunities in the tech and social enterprise sector.
    The delegation is facing a number of challenges that include staff turn around, complex local politics and interference, uncertain and changing humanitarian agenda, challenge in finding technical and operational skills that match our ambitions. Following a review of our logistics department and our security management, it was decided that expert management was required in order to bring the delegation to better standards.
    We are seeking an efficient individual capable with his/her experience and skills, to ensure that the delegation logistics and security systems allow the smooth delivery of projects and that the delegation maintains high professional standards on these fields.
    Responsibilities :
    Procurement Management:

    Ensure the respect of Tdh and donor purchase procedures;
    Identify and plan the delegation’s procurement in collaboration with log/admin staff and Project Managers.
    Ensure respect of the quality of the purchase and the delivery deadlines;
    Follow up the order/purchase until delivery;
    Ensure regular purchases follow up in close collaboration with the Administration Department for down payments and monthly budget follow up;
    Ensure preparation of weekly procurement follow up updates according to the format available at the delegation;

    Stocks Management:

    Ensure the respect of Tdh’s and donor stock management procedure;
    Manage regular inventory (monthly, quarterly, yearly) for the different items stored in the delegation;
    Plan the stock supplying according to local constraints ;
    In charge of the warehouse management and control system;
    Ensure security and the follow up of the equipment used on the delegation (identification, inventory, affectation);
    Ensure the security and the follow up of the communication and IT equipment (and supplies) on the delegation (identification, inventory, affectation);

    Fleet Management:

    Ensure the respect of Tdh and donor vehicle management procedure;
    Supervise the general follow up of the delegation vehicle (consummation checks, movement planning, vehicle rental contracts, etc.);
    Ensure a regular maintenance on the different vehicle of the delegation, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians;
    Handle transport contract negotiation with suppliers and follow up;
    Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.) national, regional and international in a rapidly shifting context;

    Security Management:

    In charge of the general security on the delegation;
    Update and Ensure the respect of the security guideline adopted on the delegation, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the delegation (national & international staff) in close links with country rep;
    Manage security guidelines updates, geopolitical follow up, incident reports and analysis;
    Ensure that every single incident is reported as fast as possible to the Head of Delegation;
    Keep informed of security trends;

    General Coordination:

    Setup coordination routine system (meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information (logistics) at delegation level;
    Manage logistics support in collaboration with logisticians and advice and interact specifically with the Project team on regular basis;
    Frequent movements have to be expected between the different bases if security and administrative constraint allows;
    Ensure a pro-active link between the field (needs) and logistics team (needs & support) and play a continuous mediating role;

    Team Management:

    Ensure strict application and respect of the Internal Regulation by your related staff;
    Support and advise your team in the implementation of their action plans;
    Ensure feedback towards team about issues potentially raised by them;
    Ensure a good communication – coordination – information level of each member of the team through regular coordination meetings (or other if needed);

    Reporting:

    Centralize all logistics information available on the delegation and consolidate a monthly report (into the proper reporting form) to be delivered to the country representative;
    Prepare a weekly report to be delivered to the country representative;
    Provide regular reporting on your activities to the country representative;

    Representation :

    You are the direct interlocutor of Terre des hommes towards providers and companies, for all issues related to logistics and security;
    You participate actively to logistics and information meetings with peer organizations;

    Profile :

    Degree in humanitarian or military logistics;
    A minimum of five years in a similar position with two years in an NGO compulsory;
    Qualifications in security management or equivalent experience;
    Experience in capacity building management is a strong asset;
    Experience in conflict zone is a strong asset;
    Remote management experience is an asset;
    English mandatory (oral and written);

    Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.
    Salary :
    Expatriate contract under Swiss labour code 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

    Under the direct supervision of the Area Coordinator, the Logistics Officer ensures that s/he performs transparent and efficient logistics activities for ACTED programmes in Samburu, Kenya.
    DUTIES AND RESPONSIBILITIES

    Procurement Planning and Supply chain management

    Procurement. Support the Senior Logistics Manager on the national management to:
    Contribute to maintain the national supplier database up-to-date & to nourish it from existing contracts, as well as market surveys;
    Contribute to improve the reliability of the order follow-up, and its dissemination amongst operational teams;
    Support major procurement campaigns by providing offers pre-analysis, drafting documentation such as procurement memos & contracts if needed, deploying operational plans under the SLM supervision;
    Support the efficient & exhaustive circulation, filing & archiving of procurement documentation as detailed in ACTED logistics manual (tender documents, contracts, quotations, etc.);
    Review & strengthen the Monthly Procurement follow-up, under the SLM supervision, with logistics & program teams.

    Stock Management

    Support logistics documentation

    Make sure that filing as defined in ACTED manuals is part of the regular trainings to logistics staff;
    Review past documentation in coordination & field offices when needed;
    Ensure the regular documentation flow from field offices to the coordination office;

    Asset management

    Support assets review, and physical inventories;
    Review & strengthen the Monthly asset follow-up per project code, budget line, with a clear location & user for each asset; investigate and document any loss or damage.
    Support the efficient & exhaustive circulation, filing & archiving of asset documentation as detailed in ACTED logistics manual (registration cards, etc.).

    Communications & IT management

    Support communication & IT reviews under the CLM supervision;
    Review & strengthen the Monthly communication costs follow-up; investigate and support solving major over-costs;
    Support the implementation of the IT plan: handle market surveys of maintenance services, internet connections opportunities, etc. under the CLM supervision;
    Support the monthly data back-up (server, emails, etc.) as per replication standards;
    Support the efficient & exhaustive circulation, filing & archiving of communication & IT documentation (lease agreements, security assessments, etc.)

    Logistics TITANIC

    Cross-check the overall consistency of all logistics TITANIC reports;
    Cross-check real data with TITANIC reports under a random strategy, in particular during field visits;
    Integrate internal & external audits recommendations into the monthly TITANIC review, as well as regular reviews.

    Requested profile

    Bachelor degree in purchasing Supply Management or Chartered Institute of Purchasing and Supply (CIPS, UK) or higher national diploma in store, logistics management or equivalent.
    At least 5 years relevant experience in procurement and logistics management in INGOs.

    To liaise with various shipping lines for issuance of shipping line charges for the issuance of the delivery order, to liaise with finance and ops managers to ensure payments are approved and paid to the shipping line.
    To follow and liaise with various shipping lines for issuance of Delivery orders and container
    guarantee forms, this includes attaching of the correct documents and following the laid shipping line procedures for each shipping line, for and ensure that EDIs are sent to KPA and ICD in good time so the shipment can be mapped and PUO generated after its release.
    To follow on validation of the guarantee forms with the various shipping lines, this includes communicating with the shipping line to get the invoices in good time and with the finance team to ensure payments for validation are done promptly.

    Follow with transporter to get the container interchange report from them, check on any damages etc. on the report, arrange for a joint survey where applicable with the shipping line, inform operations manager of any damages or any delays etc. in return of the empties back to the shipping line depot.
    To write and follow with various shipping lines for the refund of container deposit by following the laid down procedures by the shipping line when requesting for the refund of container deposit, ensuring correct documents are attached etc. and follow through until refund has been received.
    To advise the ops manager and accounts on the receipt of refund of container deposit and update the records accordingly.

    Qualifications

    Diploma in Clearing and forwarding/Diploma in Shipping.
    At least 4 years’ experience in clearing and forwarding industry.
    Excellent problem solving & interpersonal skills.

    Ensure the follow up of the maintenance and repair operation on the office generator as well as the refuelling of the stocks (when needed)

    5.Rehabilitation and maintenance

    To monitor the construction, rehabilitation and maintenance of all the structures related to the functioning of the base (programs, office, warehouse)

    6. Management of Base Security in Liaison with the Head of Region

    In charge of the information collection and context analysis in collaboration with the Head of Region

    7. Storage and transport management

    Follow up weekly stocks and share and up to date stock report to all base managers on weekly basis

    8. Equipment

    Follow-up all equipments on the base (update equipment list on a monthly basis)
    Ensure that all users have signed a temporary allocation form for all equipments that they are receiving,
    Receive the material to be handed over and make sign the temporary allocation form for reception and clearance
    Ensure installation, maintenance and repair of the equipment

    9. Financial Management

    Prepare monthly cash forecast for the Logistics Department and forward to capital for review.
    Monitor the logistics spending lines in the BFU and advise the HOR on the spending plans for all bases.
    Ensure supplier payments are submitted and processed in a timely manner as per the cash forecast.
    Coordinate and liase with Finance on the management of budget lines.
    Counter check PR’s to ensure that they are within the budget lines and limits.

    10. Field support

    Prepare MLR to head of Base
    Train staff in computer basic management: anti-virus update, anti-virus usage, disk cleaning, disk maintenance, network maintenance, Link procurement.
    Ensure Compliance in all logistical operation and in accordance to the KITLOG i
    Review of monthly reports from the bases and forward to the Logistics Manager.

    Additional responsibilities

    Ensure Zero variance on inventory and high standards of Good Warehouse practices.
    Liaise with the Production team on Inventory availability and ensure product quality is adhered to as well as Production goals are achieved.
    In conjunction with the Technical team ensure Customer complaints are dealt with and settled as fast as possible as well as make product available for Test and Trials.
    Ensure product availability for Research and Development.
    Building stronger Customer Relations.
    Focusing on Key Performance indicators.
    Motivation of warehouse teams.
    Adherence to the Monsanto Pledge and Operating Principles.
    Compliance to ESH and warehouse & Logistics processes and timelines.
