    Support the OCS procurement module rollout in SSA and backstop the countries as the module is rolled out;Implement a Plan for succession line with the new Procurement Specialist;Identify a Central Risk for adequate Supplier’s Evaluation CIP SSA;Prepare Logistics Reports.
    Procurement

    Facilitate procurement planning with all budget holders to ensure timely procurement of goods and services;
    Supervise the procurement monitoring system (for tracking);
    Ensure cost-effectiveness, quality and timely delivery of all supply chain clients’ requirements;
    Ensure suppliers are formally pre-qualified prior to inclusion on suppliers list;
    Ensure compliance with CIP and ALL Donor Supply Management policies and procedures;
    Proactively anticipate procurement needs and seek economies of scale by organizing procurements across projects/departments;
    Proactively anticipate supply chain related risks and develop appropriate mitigations;
    In consultation with Finance ensure procurements are within budget and appropriate for technical needs;
    Manage resources to ensure value for money;
    Guide on performance evaluation for outsourced service providers;
    Lead the procurement committees and ensure all procurements are properly recorded;
    Coordinate with the technical team on the development of procurement scopes of work;
    Prepare and Manage the request for proposal (RFP) or request for quotation (RFQ) documents;
    Draft the contracts or purchase order and coordinate on approvals with CIP HQ.

    Stores and Inventory Management

    Advise the technical staff on commercial clauses of legal instruments to ensure that they get the best equipment/ services.

    Supplier / Stakeholder relations

    Ensure good supplier relations are maintained;
    Ensure WIN-WIN negotiations are carried out with suppliers to ensure sustainable mutual gains for both CIP and the supplier organizations;
    Backstop countries in CIP SSA on supply chain and logistics issues

    Selection Criteria

    Bachelor’s degree in Industrial Engineering, Business Administration, International
    Business or related disciplines.
    Al least 6 years of experience required in similar position.
    Fluent written and oral communication skills in English.
    Proficient on MS Excel, Word and Power Point at user level.
    Knowledge of EU’s, USAID and African Development Bank Policies and Procedures
    Ability to work independently and collaboratively.
    Strong client service orientation and displaying a good-natured cooperative attitude with internal and external clients.
    Knowledge of ERP software’s and administration of products and suppliers master files.

    We are looking for a person with a passion for rural development who will build and oversee logistics, fast track order processing, stock movement and documentation, warehouse management and be the link between logistics and other departments in Bidhaa Sasa. The job holder will be expected to learn on the go and adopt best 21st-century practices.
    This is a mid-level role with minimum 3 years’ experience required where the job holder will be based in Nairobi and expected to travel across our rural branches regularly.
    Responsibilities
    Procurement

    Develop stock forecasts and discuss purchase order schedules with the management and finance team
    Liaise with suppliers to avoid stock-outs, deal with warranty claims and replacements
    Liaise with and manage relationships with logistics and transportation partners to ensure timely delivery

    Inventory management

    Oversee stock quantities and movements in all our branches through the respective hub manager or dedicated warehouse staff.
    Implement health and safety procedures in the warehouses
    Run stock reconciliations including physical stock counts, solve breaches and report to the management team

    Fulfilment

    Oversee distribution operations to ensure achievement of cost, productivity, accuracy and timeliness. This may be through third-parties or internally through a centralised fulfillment centre, or in a hub and spoke model through our branches.
    Minimize any negative impact of logistics on customers satisfaction
    Optimize transportation modes, routes, equipment and frequency
    Coordinate reverse logistical functions for products, internal allocation, delivery, re-use, or final disposal (following disposal procedures)
    Improve timeliness and accuracy around warranties and solve claims with our suppliers.

    Future Projects

    In conjunction with other departments fully integrate and streamline logistics with business and IT systems e.g. the inventory software, customer sales processes, order management, accounting and shipping.
    Prepare documentation for imports where necessary and liaise with freight forwarding agents for effective clearing of imports.
    Analyse logistical problems and implement improvements to logistics processes while preparing the relevant documentation.

    Skills

    Strong commercial awareness and financial numeracy skills. Generally, if you don’t like numbers, this won’t be for you.
    Be logical and have a systematic approach to work
    Attitude to accept challenges. As you can see from above, you’ll be doing everything and everything, and you’ll be held accountable for it. A positive attitude to continued learning is fundamental.
    IT proficiency and ability to handle electronic data, especially ability to master the business’ inventory software
    Ability to work in a continuously and often rapidly changing business environment. As mentioned elsewhere, you’d need to still build a lot of things and not shy away from the challenge.
    Ability to prepare process documentation and reports to management
    Strong interpersonal skills and ability to work well as part of a team. You’ll be overseeing a remote team either directly or technically in case they don’t report directly to you. Without excellent communication skills, both oral and written, that may be hard.
    Excellent time management and organisational skills. A lot needs to get done.

    Qualifications

    At least 3 years relevant experience in the materials management role. If your previous roles have taken you deep into rural Kenya that would be a clear advantage.
    In-depth knowledge of the consumer goods industry
    Knowledge of logistics and inventory management systems highly recommended

    The Logistics Manager reports hierarchically to the Country Director and Technically to Logistics Advisor.
    The Logistics Manager’s core responsibilities will include;
    General Objective:
    The Logistics Manager is a member of the Senior Management Team (SMT) and as such is one of four department heads who are expected to provide strong leadership and management and support to the Country Director.
    It is expected that the Logistics Manager continue defining clear key strategic directions and ensure that these strategic directions are translate into concrete actions.
    To do so, it is expected that the Logistics Manager:

    Be a strategic leader and provide vision and direction, not just for the Logistics department but contribute also actively to the vision and direction of the entire Mission, jointly with the other SMT members.
    Optimize the mission’s logistics department, in collaboration with the logistics team in the field, in line with the validated logistics strategy & building on previously developed best practices.
    Continuously analyse logistics needs & expenditures. This will involve forecasting financial needs for the running of our programs operations, providing monthly fund forecast, optimizing equipment use.
    Champion systems reform in the department and build very strong and effective linkages with all other departments.
    Lead a process of skills review and capacity building for the department; facilitate and guide the performance management process for the Logistics staff.
    Manage all aspects of mission security as delegated by Country Director, and to follow security developments in Kenya. Propose and develop updates to the security plans and security procedures when needed.
    Objective 1: Participates in the design and implementation of the Mission’s Projects and Proposals
    Contribute to and participate in the design and implementation of projects and proposals regards to the supply and means required to ensure project viability and sustainability, while also and particularly bringing the whole department to be able to efficiently and adequately contributes to and participate in the design and implementation of projects and proposals regards to the supply and means required to ensure project viability and sustainability.
    In collaboration with technical staff, elaboration of the logistics implication in the proposals:
    Assessment of logistic needs
    Evaluation of the costs and feasibility for the supplies
    Draft of the procurement plans & logistics budget
    Review of any donors specific rules
    Preparation of necessary derogations
    Involvement in donor report.
    Ensures that supply constraints and needs are well taken into account when the project is being designed.
    Represents the mission externally on all supply related issues and develops his/her network to exchange on best practices and information
    Advise other departments on logistics requirements and trends.
    Objective 2: Organization, coordination & performance monitoring of logistics at national level
    Elaboration, implementation and monitoring of the Logistics Country strategy & annual plan of action;
    Ensure optimal functioning of Logistics department and compliance with logistic procedures as defined in the kitlog V3.7 in all sectors of activities including, but not limited to, supply chain management, movements of peoples and goods, equipment and fleet management, IT, construction and premises management with special emphasis on proper archiving;

    Specification and forecast of the needed logistics means through:

    Elaboration of the logistics financial plan and contribution to the mission funding plan
    Control of the monthly expenditures forecast of the bases and review of budget follow up
    Planning & management of logistic budget lines including fleet planning & equipment plan
    Ensures that ACF procurement procedures are correctly understood and implemented on the mission
    Works closely with the Logistics Centre to ensure all Mission procurement complies with Mission requirements
    Ensures compliance with donor rules
    Anticipates and alerts relevant stakeholders on risks linked to procurement (delays notably)
    Define the equipment needs of the mission and appropriate forecast of the funding
    Supervise the IT Officer to ensure proper use and maintenance of the equipment present on the bases
    Optimize the utilization of equipment (fleet included) across the mission
    Objective 3: Human Resources

    Coordination, training, support of the logistics staff for the bases and direct supervision for the capital;
    Forecast of the HR logistics needs in collaboration with other coordinators and collaborate with the Finance department for staff financial plan;
    Ensure sound management at all level with clear levels of authority and responsibility well defined in up to date job descriptions and organizational chart;
    Proactively promote performance management by ensuring that clear objectives are set by all managers, and that objectives & performance is regularly, objectively reviewed through constructive feedback, mid-term and final formal appraisals;
    Contribute to the building and implementation of the Mission training plan according to Logistics needs defined through direct observation, appraisal review and Mission Country strategy.

    Objective 4: Management of the security (as delegated by and under direct supervision of the CD)

    Collect information at mission level and with various external stakeholders, conduct formal security assessments and audit in all field locations to generate in collaboration with the Country Director regular and comprehensive updates of the mission security analysis;
    Propose revision of the national and local security Plans and annexes in collaboration with field teams in a participatory approach each time needed according to the follow up tool or context changes (validation by CD);
    Build capacity of security and safety managers in the mission to ensure they have appropriate skills, attitude and knowledge to fulfil their responsibilities through internal and or external training, continuous monitoring and sensitization;
    Contribute to the building of a security culture in the mission;
    Ensure all mission staffs are formally briefed about ACF rules and regulations regarding security and ensure all operating procedures regarding security and safety are in place on the mission;
    Support in crisis and incident management under the supervision of the Country Director.

    Objective 5: Prevents and Manages Fraud and Corruption

    Identifies risks of fraud and corruption in area of responsibility and sets up preventive/mitigation and control measures
    Sensitizes colleagues on risks of fraud and corruption
    Alerts the CD in case of fraud and corruption and proposes corrective measures
    Implements and follow up on recommendations from Audits

    Objective 6: Reporting and Analysis

    Review, analyse and share with Country Director, Head of Departments and HQ logistics advisor the compiled & consolidated Mission Logistics Report including all annexes as defined in collaboration with Country Director and HQ logistics advisor;
    Prepare and share with Country Director and Finance Head of Department all pre-final & final donors reports needed according to donor’s guidelines;
    Prepare annual security and Logistics reports as requested by HQ.

    Objective 7: Representation

    Representation of ACF for in-kind donations aspects to the donor agencies as delegated by the Country Director;
    ACF representation in existing forums regarding Security or Logistics at national level.

    QUALIFICATIONS

    Bachelor degree in supply chain & Logistics Management or other relevant academic studies
    Master degree is desirable

    SKILLS & EXPERIENCE

    5-10 years of demonstrated experience in a Senior Management position with focus on supply chain and logistics management
    Previous INGO experience in staff management, Logistics, finance and project follow up
    Experience of security and risk management within a volatile context
    Results driven and demonstrable ability to set and communicate goals and ensure effective and appropriate decision making and problem solving
    Good team player, able to organize, train and motivate a multicultural team
    Excellent written and verbal communication skills to motivate and influence

    How can you make a difference?

    Oversee day-to-day operations in the Office warehouse. Record daily warehouse transactions in the VISION Warehouse & Inventory Management (WIM) Module; including inward deliveries to the warehouse from Nairobi and other KCO warehouses, direct deliveries from local suppliers; and outward dispatches from the warehouse to implementing partners and end-users. Correctly enter supply details, i.e., Sales Order, Purchase Order, quantity, unit of measure, material number, descriptions of items and expiry dates. Reconcile stock receipts with stock dispatches. Liaise with VISION Hub and Supply Section on any VISION systemic issues.
    Plan for receiving supplies into the warehouse, and dispatching them from the warehouse. Follow up with the programme sections on their distribution plans.
    Follow up on release orders from sections. Prepare waybills for dispatch of supplies from warehouse to consignees. Correctly enter consignee details as per distribution plan. Update/reconcile VISION with physical stocks using recent stock receipts and dispatches. Prepare accurate transport cost analysis for dispatch of supplies. Liaise with transporters for transport to ensure timely loading off from warehouse for dispatch out of warehouse. Follow up to ensure timely dispatch to implementing partners and end-users and specified drop-off points
    Produce and disseminate periodicstock reports from VISION on weekly, monthly, quarterly, semi-annually and annually basis, with clear analysis of trends, aging, regular country programme vs pre-positioned stocks, major commodity types, etc, and make recommendations for action replenishment or stock dispatch as the case may be.
    Ensure proper arrangement of stocks for ease of visibility and counting. Conduct physical inventory of the warehouse at least twice a year. Reconcile VISION vs physical stocks for any variances with explanations. Prepare PSB submissions for any disposal or write-off action of stocks with justification.
    Identify, appraise/evaluate field based suppliers and ancillary service providers;
    Identify supply chain capacity gaps; recommend appropriate capacity development packages and facilitate the implementation to programme sections. Verify and certify warehouse storage and handling charges as per monthly stock movement of such supply chain management capacity development activities.
    Forecasts quarterly budgets for transportation and submits through supervisor for funding and related warehousing arrangement. Verify and park invoices for LVPOs and ancillary services. Maintain an up to-date electronic and physical filing system of stock records regarding warehouse transactions

    Qualifications

    Knowledge of aircraft part airworthiness requirements.
    Dangerous Goods Handling.
    East African Customs Clearing & Forwarding Practicing Certificate.
    Ability to interpret aircraft materials documents (IPCs, CMMs).

    About the role:
    The dispatch manager will own the  dispatch and delivery time KPIs through dispatch team management and delivery resource allocation.
    Primary Responsibilities:

    Coordinate with Fleet Management to ensure there are sufficient riders working each day of the week through rider scheduling.
    Coordinate with Fleet Management to ensure rider schedule is aligned with Client requirements each day of the week.
    Strategically station riders across all delivery zones to achieve optimal efficiency.
    Oversee roll out of new technology systems and operational excellence initiatives to the dispatch team.
    Lead the automation of dispatch processes to increase overall efficiency.
    Manage dispatch of orders to riders to ensure all client KPIs are met
    Escalate rider issues to the fleet management team for quick resolution.
    Document all dispatch and order delivery issues on the agreed upon platforms and bring them to the attention of the relevant parties.
    Formulate better order dispatch mechanics and implement the same.
    Work with the tech team and the Operations manager to implement tech initiatives.
    Formulate the dispatch teams for client accounts that the company on-boards.
    Recruit and manage the above mentioned dispatch team
    Own the dispatch and delivery time KPIs and be accountable for the same.

    Secondary Responsibilities

    Additional tasks as assigned by the General Manager.

    Academic Qualifications

    Holder of a Bachelor of Science degree in Engineering, Computer science, Mathematics, or other related field.
