    Who we are looking for

    MBA or Post graduation in Management or preferably in Logistics.

    Responsibilities: Logistics Officers, Security officer & IT Assistant
    JOB PURPOSE:
    The Support Services Coordinator (SSC) will work under the Country Director (CD) and alongside Head of Programmes and with the Senior Management Team (SMT) at a country level, to support and assist the CD in management of the country programme. The SSC will define country logistics function as per IR guideline and to contribute at strategic level of IR-Kenya’s mission regarding policies and procedures within the Kenyan context.
    The Support Services Coordinator will have responsibility for logistics sections of the country programme including procurement and supply chain, vehicle, transportation, asset and equipment, ICT and safety security. The SSC will have a focus on systems development, documentation and implementation, including working with HR on an effective in-house training programme and with finance, logistics and HR on audit systems for IR-Kenya and donor policies. The SSC will be expected to have a good understanding of the overall country programme and be able to effectively represent the organisation and the country programme to external stakeholders.
    KEY ROLES/RESPONSIBILITIES
    General Responsibilities

    Develop a good understanding of the overall country programme;
    Agree with CD and Head of Programmes monthly and annual objectives, and provide CD with monthly report on progress based upon an agreed work plan;
    Ensure monthly reporting on agreed key indicators for each function;
    Act as part of the Senior Management Team of the country programme;
    Represent IR-Kenya and the country programme where relevant to external stakeholders;
    Ensure transparency and accountability across all IR-Kenya activities through full implementation of Logistic, Procurement regulation.

    Team Management

    Directly supervise the Logistics Coordinator/Logistics Officers/IT Officer (LC/LO) and provide technical support and supervision to the filed logistics focal
    Develop team action and improvement plan
    Agree monthly objectives with the LC/LO/IT Officer and review on a monthly basis their achievement;
    Prepare team capacity building plan and conduct on the job / off the job training
    Ensure regular performance feedback and timely performance appraisal

    Procurement

    Roll out all the IR guidelines regarding procurement and logistics
    Develop project wise procurement plan including country procurement plan and agree with management
    Manage procurement and supply chain as per procedures in transparent system
    Disseminate procurement update to all users / requester / project managers so that project activities are planed accordingly
    Ensure documentation of procurement files are ready for audit trail

    Warehouse management

    Establish warehouse and stock management system as per IR guidelines
    Ensure physical warehouse is compliant for stock management and repair maintenance are done properly
    Establish stock management procedures including goods receiving, stacking and distribution is managed according to compliance
    Physical stock verification and reporting is done in timely basis
    Stock reporting is prepared as per procedures and fit for donor requirement **

    Vehicle management

    Ensure vehicle management policy and procedures and in place and rolled out in all offices
    Ensure vehicle maintenance are done properly and all movement are safe

    Asset management

    Make sure asset management procedures are planned and users & managers are aware of the process
    Ensure all assets are registered, maintained and monitored accordingly
    All disposals are done as per IR and donor procedures and recorded accordingly

    Security

    Prepare safety and security assessment and security management plan
    Roll out all the safety and security management SOP
    Train all staffs on basic safety security issues
    Ensure all the incidents are reported as per procedures

    ICT management

    Assess ICT requirement and plan accordingly
    Ensuring data security and management efficiency in ICT management
    Monitor all ICT uses are safe for the organization and equipment are used properly
    ICT reporting as per IR procedures

    Coordination

    Maintain networking to coordinate logistics and supply chain among the stakeholder
    Use logistics resources in humanitarian sector to ensure sect-oral efficiency in logistics management

    Requirements

    5 years of progressive experience in logistics, supply chain and admin management.
    Minimum education to a degree level, or significant relevant experience that shows an ability to critically analyse and apply information in management and work situations at a similar level
    Strong demonstrable previous experience in project planning, implementation, monitoring and evaluation – this will include use of planning tools such as logical framework analysis (LFA);
    An interest in capacity building/mentoring of teams (both national and expatriate)
    Flexibility to spend significant time in the field.
    Good skills in systems development and documentation e.g. experience of ISO systems or similar
    Strong experience liaising with governmental / local authorities and other NGO’s.

    Overall Responsibility
    The Transport Officer is responsible for coordinating shipping and transport by air, sea, road, rail and river for ICRC operations on a global level.
    Tasks and responsibilities

    Manages orders for transport, cargo handling and storage ensuring that approvals and recording are carried out according to established criteria;
    Liaises with staff working in the regional centres, headquarters, the Supply Chain Unit and import-export to efficiently plan dispatch and shipment of cargo;
    Maintains and updates shipping instructions to ensure that the required documentation is accurate, on time delivery is achieved and information is shared with the stakeholders;
    Purchase logistics services (transport & handling) in line with the ICRC’s procedures and rules on financial management;
    Negotiates freight charges and ensures that cargo is dispatched in a safe and cost-efficient manner;
    Keeps track of all international truck movements and follows up with fleet responsible to ensure a timely and swift turnaround;
    Analyses and mitigates risks (vehicle looting & safety hazards) in dangerous locations;
    Coaches and supervises staff within his team;

    Minimum Requirements and competencies

    Degree in Logistics or equivalent;
    Five years’ work experience in transportation/Logistics industry;
    Excellent command of written and spoken English;
    Working knowledge & certification of ERP systems will be an added advantage;
    Excellent computer skills;
    Valid driving license and IATA Dangerous Goods Regulation Certification;

    Job Main Purpose
    To physically receive, unload and load trucks with client materials/products accordingly and maintain an inventory control; Ensure the warehouse is stocked with essential equipment; Support in coordinating the movement and storage of goods in a warehouse.
    Duties and Responsibilities
    Client Goods Handling

    Ensure that incoming Goods are unloaded and stored correctly and safely in the warehouse.
    Locate items needed and prepare them for loading.
    Weigh and count items for distribution within the warehouse to ensure conformance to company and warehouse standards.
    Operate forklift and perform daily equipment checks.

    Monitoring

    Monitor incoming and outgoing goods for obvious faults or defects and report to the Senior Logistics and Warehouse Manager.
     Ensure Warehouse machinery is serviced and functional.    

    Recording

    Check orders using Intraspeed Arcpro’s inventory control system against original purchase documents.
    Ensure content of goods delivered are double-checked for accuracy.
    Conduct Warehouse stock Audits.
    Assist in counting of physical inventory.

    Liaising

    Liaise with drivers and other transport workers to ensure that orders are loaded and unloaded.
    Liaise frequently with client services staff, often to give client details of loading times and delivery time estimates.\\\\
     Document daily inactive inventory.
     Perform Monthly inventory checks.
     Receive and inspect returned goods.

    Support in Labelling and Packaging

    Sort and place materials or items on racks, shelves according to a pre-determined sequence such as size, type, style, color or product code.
    Mark materials with identifying information using appropriate method.
    Ensure Warehouse is accessible and safe for designated staff..
    Ensure the warehouse is clean and neat at all time.
    Ensure that all staff accessing the warehouse are wearing proper safety gear.
    Ensure all persons accessing the warehouse follow all safety codes.
    Ensure compliance of the Standard Operating Procedures in running warehouse operations.
     May be assigned facilities maintenance duties as needed.

    The incumbent will implement Concern’s Procurement & Transport Policies
    Main Duties & Responsibilities
    Transport
    Scheduling and planning the use, movement, maintenance and repair of vehicles / motorbikes and thereby facilitating the most cost effective delivery of transport services to programmes
    Fuel, oil and lubricant management: Ensuring the correct and controlled issuing of fuel, oil and lubricants according to existing Concern logistics procedures; Ensuring all controls and management are adhered to where fuel is issued either from a local contracted garage or where Concern fuel storage is in operation; Issuing or reviewing all fuel vouchers etc.
    Fleet servicing management: Tracking, ensuring timely & proper servicing/maintenance, maintaining relevant documentation and reporting, Keep records of all “next service km” for all Concern fleet
    Ensure Driver(s) accompanies all vehicles for servicing. The driver must stay at garage while service is being completed to verify and signs off on all work done
    Ensure use of Concern job cards
    All rules are being adhered to (National and Concern speed limits, seatbelts (all passengers)
    Vehicles correctly fitted first aid kits, fire extinguishers, spare tyres, jacks, tools etc
    Management of Concern’s vehicle/motorbike spare parts according to agreed procedures (where applicable) ensuring that all storage in line with guidelines stipulated in the Concern Warehouse and Commodities Manual
    Manage Concern Drivers in Marsabit. This includes; ensuring daily checks are done by all drivers, taking leave, log sheets (or App) are correctly completed including km’s charged to correct programme, Drivers are cleaning vehicles regularly
    Advising on the procurement of spare parts, fuel and other transport or fleet requirements and advising staff on Concern’s Transport & Fleet policy & procedures
    Maintaining all transport & fleet records in accordance with Concern and donor requirements
    Following up with suppliers for timely submission of transport related invoices & log sheets for timely payment processing
    Preparation and compilation of all monthly transport and fleet reports for review by Line Manager
    Management and monitoring of transport contracts (fuel station, taxi.. etc.) liaising with the logistics manager to ensure they are up to date and paid on time
    Ensure all parts that have been replaced are returned to Concern and kept for verification
    Workshop/Garage Management
    Conducting checks on Rental vehicles before engagement and tracking payment documentation (certified Invoices, log sheets and service rendered forms)
    Ensure all paperwork filing is accurate, up to date, and in correct order so as to easily facilitate checks and audits (Separate folders for each vehicle).**
    Procurement
    Procuring goods and services for Marsabit County, as per Concern’s procurement policy and procedures, with the exception of vehicle hire and bulk procurements. This includes but is not limited to receiving all compliant supplies requests, requesting for quotations, completing quotations evaluation forms and local purchase orders and facilitating approvals
    Updating the supplies requests tracking sheet bi-weekly
    Day to day management of supply and service contracts or framework agreements with pre qualified suppliers
    Convening the procurement committee and taking minutes of the meetings
    Requesting for payments in line with Concern’s policy and procedures
    Maintaining all procurement records in accordance with Concern and donor requirements
    Advising staff on Concern’s procurement policy & procedures and requirements
    Responding To Emergencies

    Job Purpose

    The logistics Officer will be responsible, under the direction and guidance of the COVID-19 Logistics Delegate, for supporting the planning, implementation, monitoring and reporting the logistical and supply chain management aspects of all programmes relating to the IFRC-supported COVID-19 response operations and ensuring that all logistics tasks are in compliance with the IFRC standards and procedures. The role will also support the OLPSCM team on coordination and cooperation with other actors involved in the COVID-19 operation.

    Job Duties & Responsibilities 1

    Have regular contacts with appointed Africa Region National Societies’ logistic and procurement focal points and support them in planning based on a constantly evolving situation.
    Provide regular information for the information bulletin for each country and for Africa Region separately.
    Support the preparation of timely monthly reports detailing specifics according to the needs and distributing them to the Operational LPSCM and to Geneva Surge team.
    Support in the production of regular, timely and accurate narrative and financial reports for IFRC and donors.
    Work closely with LPSCM and technical focal points to ensure standardised and technical compliance of goods.
    Support the mobilisation of COVID-19 goods ensuring the most efficient supply chain is applied.
    Ensure timely and accurate communication with service users, using standard tools and practices.
    Liaise and coordinate with the relevant stakeholders regarding the delivery of supplies, and keep all parties informed, in a timely manner, of any changes.
    File and archive all logistics documents in a systematic manner.
    Support the coordination and communications with IFRC ARO CCSTs/COs and COVID-19 operations team to ensure logistics, supply chain and procurement related compliance of the emergency operation across all Africa Region National Societies.
    Update the OPLSCM team on regular basis.
    Support the planning and mobilisation of IFRC resources in support of the assessment, planning, and implementation of procurement of goods at a scale for the emergency response.

    Produce regular, timely and accurate stock, narrative and financial reports for the IFRC.

    Ensure all activities within assigned role comply with IFRC guidelines and policies (SPHERE, Code of Conduct, Principles and Rules for Disaster Relief, Fraud and Corruption Prevention and Control Policy, etc.).
    Ensure the dissemination of IFRC’s Fraud and Corruption Prevention and Control Policy to all suppliers/service providers who engage with the CCST and COs.
    Carry out other tasks as assigned by your line manager which are within reasonable consideration.
