    Key Responsibilities
    Management

    Oversight of technical support to the field Logistics teams including advice on their transactional processes.
    Provide support to field teams through assessment, capacity building, coaching and mentoring.
    Takes responsibility for ensuring quality in logistics support across the Kenya programme.
    To ensure overall coordination and management of all logistic aspects of the Oxfam program. Follows Oxfam logistics procedures as well as develop innovative country-specific procedures where applicable.
    To develop a three-year logistics strategy for the programme and ensure its implementation.
    To produce and interpret periodic reports for internal country level management as well as upward to Regional and Oxford Level.
    Participate in BST team meeting and through the Operations manager, provide regular updates for the CMT on progress, plans, challenges/risks and management decisions to mitigate risks.
    Ensures cost effectiveness across the supply chain management, including development of plans and priorities, follow up and measurement of progress.
    As appropriate, attend related forums on logistics and keep good relations with counterparts including donors, UN, suppliers and Government on logistics management related issues.
    Ensure the implementation of actions in support of Oxfam values and policy, including gender and diversity mainstreaming.
    Any other duties in the nature and scope of the position.

    Planning & learning

    Work with Programme Managers/Coordinators to identify logistical needs, develop strategies and operational plans to meet them.
    Support managers and proactively be involved in other aspects of programme planning such as proposal writing and budgeting.
    Compile the programme logistical plans for each project in a comprehensive country logistics plan for management team and Nairobi procurement team.
    Prepare country-level logistics summary and analysis reports.
    Undertake short periods of research or project work to document experiences and build up institutional learning on logistical aspects of Oxfam’s work.
    Assisting and facilitating in any new programme set-up by providing support to the relevant field base.
    Make regular support visits and recommendations to project offices to ensure logistical procedures (in line with OGB policies) are being adhered to.

    Supply Chain Management, Communications and Administration

    Ensures effectiveness by team and systems across the Supply Chain to attain cost effectiveness, efficiency, accountability and timely supply, procurement of goods and services and value for money.
    Regular reviews and refreshment of the Supplier database to ensure organisation is getting value for money and meeting internal and external policies and laws.
    Maintain oversight of transport requirements including transport planning, vehicle procurements, fleet management, i.e. fuel, repairs.
    Facilitate implementation of innovations, both driven at country and regional level, that ensures effective logistics and properties management is in place at all times.
    Ensure that procurement, warehouse management and transport policies and fleet management procedures are in place and adhered to at all times across all offices.
    Monitoring the programming and installation of communications systems as well as training on the use of and establishing communications routines and protocols for programme teams.
    Ensure proper recording and reporting on assets usage, asset disposal and management, stock items, transport management and health and safety issues.
    Analysis, supervision and monitoring of supplies, stocks and assets throughout the programme. Furthermore, the monitoring of requisitions, local purchase, clearance, transport, warehousing (including storage and stock control systems), the issuing of supplies, etc.
    Ensure adherence to quality administrative procedures and policies within Oxfam.
    Lead and offer advice on how to manage and maintain a simple but effective administrative system for the whole office.
    Ensure that Oxfam complies with relevant registration procedures and our presence in the country is legitimate, and acknowledged by the appropriate ministries

    Programmes and Compliance

    Work closely with programme and other programme teams to ensure timely availability of all organisational logistical needs.
    Maintain an overview of Oxfam policy, systems and procedures relevant to logistics, and ensure that developments are communicated and implemented appropriately through regular reviews.
    Aligns logistics systems and procedures with Organisational needs and ensures proactive linkages into other aspects of programme management, including finance.
    Communicate and work regularly with the Regional Logistics Manager to keep an update of Oxfam GB policies and strategy directions.
    Advise Oxfam of any changes/development in government policies with regard to the logistics function that can affect the implementation of Oxfam’s programmes in Kenya.
    Take responsibility for the achievement of minimum logistics standards in the programme. This will include ensuring appropriate practice in requisitioning, local and international procurements, purchase, clearance, transport, warehousing (including storage and stock control systems) and the issuing of supplies.
    In close collaboration with the Finance department, assist in the monitoring of programme expenditure, the transparency of systems and procedures in place and the compliance with order processing requirements of donor contracts.
    To ensure that a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents are kept.
    Be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).

    Capacity building

    To lead in the review and updating of all logistics profiles within the programme and support in the development of clear Performance Development Plans (PDP) and progression planning for all logistics personnel in field offices.
    Capacity building of Logistics staff in partner organisations, assisting in review and development of their Logistics manual. Ensuring their understanding of donor requirements related to logistics function.
    To continuously assess and recommend training and skills upgrades for all logistics staff in all offices. This will also be achieved through mentoring and supervision and also through other appropriate learning forums and methods designated by the Logistics Coordinator.
    Support field managers in maintaining required logistics human resource capacities at all times.

    Essential Skills

    A university degree with a specialization in Procurement and Logistics.
    Minimum of 5 years’ extensive experience in logistics management and co-ordination (strategy development, purchasing and supply, warehousing, team support, vehicle fleet management, security awareness and communications) in an NGO.
    Proven experience in humanitarian or development work.
    Experience of management/supervisory responsibilities.
    Well-developed interpersonal and team skills combined with the ability and desire to further develop local staff members.
    Experience working in an environment in which the security and political situation is volatile in a role which involved security management.
    A proven record of effective management of people, resources and processes.
    Well-developed inter-personal skills combined with the ability and desire to further develop local staff members.
    Flexible and able to live and work in stressful and insecure environment.
    Ability to work well under pressure and in response to changing needs.
    Good written and spoken English.

    JOB PURPOSE
    Provide first level support to COs on corridor management activities and processes, in strict collaboration with other functions and offices.
    KEY ACCOUNTABILITIES (not all-inclusive)
    The talent will operate under the direct supervision of the Logistics Officer –Corridor Manager and will be accountable for the following:

    Support the Corridor Manager during the regional annual demand planning exercise in the definition of the service demand for each regional corridor and service provider CO.
    Lead the annual corridor budget preparation in collaboration with the service provider COs and submit it to the service recipients for discussion.
    Prepare the half-year and year-end operations reports and presentations for submission to the Corridor Management Committee.

    Update the business processes and the corridor SOP to maintain them aligned with new developments at both regional and corporate levels.
    Collect business requirements from countries offices to support the optimization of corridor operations and related supporting solutions and systems.
    Identify areas of digitalization, provide relevant business requirements, and support the development from business perspective / validation.
    Perform corridor management analyses and reports of corridor operations and their performance.
    Any other needed accountabilities discussed with the supervisor.
    Ensure periodic performance KPI and relevant analytics/dashboard are regularly updated.
    Establish effective and regular communication with corridor focal points in the COs and HQ.
    Support the Corridor Manager in any aspect relevant to the corridor operation.

    STANDARD MINIMUM QUALIFICATIONS
    Education: University degree in supply chain, logistics, economics, finance, international cooperation, business management or any other related fields; or the equivalent combination of education and experience.
    Experience: At least 4 years of postgraduate progressively responsible professional experience in supply chain operations, logistics, business solutions, data analysis models and systems, service organization, planning, budgeting, costing, funds management or any other related fields. Proved knowledge of supply chain, operations, budgeting, costing, funds management, data analysis.
    Languages: Working knowledge of English. Intermediate knowledge of a second official UN language is desirable.

    Main Purpose
    Supervising the daily logistics activities and providing maintenance to the MSF equipment, premises, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.
    Accountabilities

    Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
    Ensuring the check and follow-up of facilities under the line manager’s supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor’s instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
    Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
    Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person’s task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
    Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and instructing and monitoring drivers on correct driving habits and standard checks
    Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment

    MSF Section/Context Specific Accountabilities

    Supervise all WATSAN activities within the project KE-128 and act as a referent to all departments.
    Support Medical and Logistics activities in medical facilities where MSF works.
    Ensuring the maintenance and repair of technical equipment in the project to guarantee adequate running of Watsan activities.
    Guarantee compliance with MSF standards regarding WATSAN and Planetary health in all MSF facilities and also in outreach activities.
    Participating in data collection and reporting as required
    Responsible for WATSAN stock, inventory, and store. This includes stock cards, international orders, periodic orders, and all necessary steps to guarantee an adequate inventory according to the project’s needs.
    Conduct all WATSAN and Planetary Health training as required
    Ensuring the day-to-day implementation and administration of assigned construction-related activities at the project level, including but not limited to, blueprint designs, drawings, BoQs, tendering processes, supervision of works, technical support to Log Manager, and at the project level.
    Ensuring the maintenance and repair of premises in the project to guarantee adequate and safe working spaces.
    Identify, draw and follow a work plan ensuring that the MSF procedures and standards are followed by contractors to guarantee the operational quality of the project and the inherent safety of the buildings themselves.
    Cold chain management – to prepare the passive cold chain equipment for respecting the conditioning of icepacks for transportation, as well as active cold chain equipment should be maintained.
    Biomedical equipment management – all equipment should be maintained based on a chronogram, the technical protocols are well respected, and users to be trained.
    Energy – Solar systems should be maintained according to maintenance protocols, and the consumption of power is monitored and reported on a monthly basis. All the technical requirement/recommendations to be addressed to Log Manager in the appropriate time frame.
    Heating, Ventilation and Air-Conditioning- ensure providing the suitable temperature and humidity conditions for medicines. Follow the maintenance chronogram.

    Requirements
    Education: Technical diploma, essential specialization in water and sanitation Other technical diploma in logistics desirable
    Experience:

    At least one year in MSF or 2 years in a similar post out of MSF
    At least 2 years experience in technical aspects of water and sanitation works
    Essential: Experience in working with AYPs

    Languages: Mission language essential (English); local language desirable (Kiswahili / Somali).

    Objective of the Position:
    Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.
    Responsibilities include, but are not limited to:

    Fleet Management and Supervision: Ensuring the vehicle fleet maintenance: planning and overseeing timely preventive and curative maintenance of all vehicles according to MSF standards. Follows up on the maintenance of firefighting equipment and ensures that they are sufficiently available and accessible. Prepares incident reports and properly documents any security incidents.
    Human Resource Management: Participates in the planning and implementation, together with the Logistics Manager, the HR associated processes (recruitment, team management, training, induction, evaluation and objetive setting, detection of potential, development and communication) of the staff under his/her responsibiltiy in order to ensure both the sizing and capacity required to correctly perform their activities. Follows on the work planning for his/her team.
    Logistics administration and reporting: Assists the Logistics Manager with the follow up of the logistics budgets, expenses/realization and the preparation of the monthly cash request. Analyses the monthly utility bills (water, electricity) for all premises and flags and investigates any irregularities, reporting back to the Logistics Manager. Gives input on the annual budget and its revisions. Attends the weekly planning meetings and takes notes/reports whenever necessary.
    Due to MSF nature of activities, other duties as assigned by the Supervisor like participating in emergency response or logistics support to the other projects if need be

    Requirements:

    Education:  Technical training in Logistics or any other course in a technical family relevant to MSF activities (Water & Sanitation, Mechanics, Electricity, Biomedical, Construction)
    Knowledge & Experience: Mandatory Minimum previous experience in a similar role of at least 1 year with MSF or 2 years with other NGOs in developing countries in a similar role. Essential Computer Literacy (Excel and Word)
    Languages: Fluency in English and Kiswahili
