    MAIN RESPONSIBILITIES AND TASKS

    Provide strategic and technical support to field teams

    Collaborate with and give technical support to the teams in the field in all phases of the project cycle (design of project proposal, planning, monitoring and evaluation, project re-orientation, expansion or closure), for regular, exploratory, and emergency missions.

    Contribute to implementation of the annual operational plan in the projects within portfolio, according to Logistical and ITC policies.

    Ensure appropriate procurement, monitoring and management of logistical resources

    Transmit missions’ logistical resources requirements to LogOps, making sure they are pertinent, to ensure appropriate procurement of resources to missions.
    Monitor the supply chain management in the field together with the Logistics Coordinator and ensure they are aligned to OCBA supply policies and strategies.
    Ensure that emergency stocks in the missions are consistent with the EPP (Emergency Preparedness Plan) jointly with Technical Referents.

    Follow up projects and support reporting

    Ensure timely and accurate logistical reporting is submitted by missions to analyse the fulfilment of operational and logistics objectives, and feed LogOps’ monitoring and analyses.
    Follow up, jointly with the Technical Referents, the logistical content of the projects through field visits and technical reports.
    In the case of need, support the logistical teams in the field when drafting the technical parts of reports for donors, ratifying them with his/her Deputy RECO before submitting them to the corresponding donors.

    Participate in security management

    Ensure that logistics adjustments are coherent with the Security Guidelines in the mission.
    Sparring & contrasting with RECO and/or deputy RECO on security management and the consequences on applied practical security measures.
    Follow up that the agreed practical security measures are implemented in the field in the necessary time frame.
    Technical support/advise to the missions on security analysis and management of security incidents in collaboration with the RECO/deputy RECO.

    Participate in HR processes and training

    Collaborate with the REHUCO in reviewing and approving descriptions of field positions, based on job profiles.
    Collaborate with HR in the assignment of field positions.
    Participate in the support and give input on the development of LogCos when required.
    Carry out technical briefings and debriefings of logistics professionals in his/her cell, involving Technical Referents when needed, and identify individual training needs.
    Ensure that logistical teams receive technical and methodological information through briefings, specific sessions, coordinators’ weeks, technical publications, etc.
    Participate in internal and (exceptionally) external courses/information sessions imparted by MSFE/OCBA in agreement with his/her corresponding RECO.

    Contribute to his/her Operational Cell

    Be globally acquainted with all the projects of the Operational Cell as well as the following up their evolution.
    Represent the Cell during field visits.
    Actively participate in decision-making processes within his/her Cell.

    SELECTION CRITERIA

    Education and experience

    Minimum 3 years MSF experience as Logistics Coordinator.

    Field experience in technical areas such as: Supplies, Water, Hygiene and Sanitation, Cold Chain, Construction, Transportation, etc.
    Degree in Engineering will be an asset.

    Description Of Duties
    The incumbent is responsible for, but not necessarily limited to, the following assigned duties:
    Receipt, Customs Clearance, and Shipment of International Freight

    Ensure incoming shipments are recorded and numbered in the tracking system and provide shipment status reports on a timely basis.
    Ensure the update of the General Inventory Management System (GIMS)
    Liaise with national authorities to obtain Green Light for incoming shipment, if required.
    Liaise with customs clearance agent, MOH, Ministry of Finance, Ministry of Foreign Affairs, and Customs to ensure timely tax exemption approvals.
    Monitor the freight forwarding company movement for incoming shipments.

    Meet with local authorities and Aid agencies to understand the application of local customs policies vis-a-vis WHO host country agreement.
    Participate in the negotiation and facilitation measures with national or local authorities with the support of the OSL Program Area Manager.

    Coordinate with the procurement department for biweekly kit-bag supplies. Supervise HCWs to ensure the kit-bag standards are adhered to.
    Ensure that scheduled maintenance of all logistics equipment and resources is conducted as planned.
    Ensure that all teams deploying for service delivery of TIBU Health Clients have the right tools and quantity for tasks allocated to them.
    Ensures to adhere to established guidelines for healthcare service delivery and compliance with applicable policies and SOPs.
    Ensure timely submission of well-filled-out documents (manual or digital) such as insurance claim forms, laboratory results, and prescriptions to TIBU Health Clients.
    Participate in developing CMEs and grand rounds for continuous medical education; attendance of TIBU Health CME meetings is mandatory.
    Adhere to quality standards as indicated in the TIBU Health Quality Manual.
    Maintain a registry on COVID services and logistics incidents across the service delivery channels. 
    Participate in root cause analysis meetings as required.
    Submit weekly and monthly reports to the Logistics Lead on medical-logistic performance including weekly Tibu Health driver & courier performance, weekly individual performance, monthly COVID service, bi-weekly kitbag inventory status, etc.
    Assist with patient satisfaction and retention efforts by the Company.
    Other related duties as assigned by your supervisor.

    Requirements:

    Diploma or Degree in Procurement and Logistics Management – Medical background on Clinical Medicine or Laboratory Technology would be an added advantage.
    Must have working computer skills including MS Word / Docs, Excel / Sheet.
    Basic experience in logistics/transport management software will be an added advantage. 
    At least 1 year of work experience in logistics post-graduation or in a clinical setting.

    Carrying out monthly stock takes with the Operations and Finance team, ensuring that there are no discrepancies between the WMS, NetSuite and physical count.
    Lead contact, regular check ins with the warehouse to find out better ways to work and address any challenges that either party might be facing

    Regularly identify and evaluate opportunities for reducing costs in logistics while maintaining high level of quality
    Ensuring that the warehouse has all the relevant documentation required for all warehouse processes and delivery documents are correct and returned upon delivery.

    Sales Operations-Support.

    Processing sales orders in the company CRM tool as per the details provided for by the sales team
    Processing sales orders in the warehouse management system (WMS), matching the CRM input
    Ensure all orders placed in NetSuite and WMS adhere to set standards and fulfilled within 24 hours of dispatch

    Systems & Process Management.

    Own and manage sales order and inventory system processes including bulk uploads, system integrations and upgrades etc
    Updating Local Order processing and inventory management SOPs
    Manage Inventory reconciliation tracker to facilitate inventory month end close
    Warehouse workings to enable correct invoicing on storage and fulfillment costs

    Data Analysis.

    Updating of trackers, e.g. Sample tracker, Marketing collateral tracker, department documentations, and KPI dashboard
    Analyze RFQs to allocate optimal transport costs based on supplier quotations
    Ensure most efficient allocations of deliveries based on efficient cost model

    Tech Support.

    Manage the Tech warehouse inventory
    Manage and ensure the master inbound and outbound tracker for NBO HQ is updated
    Manage and ensure the stoves replacement -warranty replacements
    Coordinate and provide support for QC (Quality Check) and SKU conversions requirements
    Coordinate on sample stress testing and accounting

    End of Life Support.

    Manage stock for disposal
    Source and coordinate on proper disposal of BioLite products in a safe and cost-effective method.
