    Purpose:

    Under the direct supervision of the Field Coordinator, the Logistics Officer will provide procurement and logistic assistance, ensuring high quality, accuracy, and effective execution of procurement and logistics, including asset management and processes, as well as transparent utilization of financial resources.     Engagement:

    Delivery:

    The Logistics Officer will be expected to support all logistical functions, including but not limited to; procurement, transport, stock management, fleet management, equipment/assets management import/clearance, and distribution of commodities.

    Essential Job Duties

    (Procurement – 70%)

    Assist in procurement activities, purchasing of equipment, goods and services, including planning, raising RFQs, ITTs, issuing Purchase Orders and Call-off Orders against FAs, and other tasks;
    Assist in procurement processes, e.g. drafting bidding documents and launching sourcing and solicitation events in eSourcing, managing bid submissions, communicating with bidders, participating in evaluations, preparing evaluation reports, supporting preparation of Contracts, Framework Agreements and amendments thereof;
    Process procurement transactions in ACF’s corporate system, LINK;
    Process invoices for goods and services delivered, ensuring accuracy and completeness of documentation and timely payment, following up to completion and informing clients;
    Monitor expenditures against allocations from Budget Follow Ups.
    Receive, review, log and route incoming communication and procurement requests/invoices;
    Receive, verifying deliveries and shipping them to requesters (Bases or Coordination departments)
    Prepare reports, tables, charts etc. applying technical skills and knowledge in formatting and presentation;
    Prepare statistics and reports, including on procurement volume;
    Undertake routine follow-up action on procurement on behalf of the Supervisor;
    Maintain status reports on procurement activities and work in progress.

    (Logistical Support Services 20%)

    Support in asset management, ensuring all items are recorded against the correct project number and the correct documentation is supported for each item;
    Support in fleet management, ensuring all ACF vehicles are running at optimum levels.
    Manage asset and inventory of all expendable and non-expendable items under each project in order to maintain accurate records for accountability, as well as handover of equipment when appropriate;
    Support in asset registration processes of expendable and non-expendable property and equipment for the office, ensuring they are well established and maintained/updated on a monthly basis;
    Assist in office management of stationery supplies including maintenance of stock list and distribution of stationery as required by staff, keeping a log of distribution;
    Assist in managing office provision of cleaning and maintenance/repair services;
    Assist in the organization of meetings, conferences, visits, workshops, etc;
    Any other duties as requested by the Supervisor.

    (Other duties as required (10%)

    Track and analyse data to provide recommendations for process improvement
    Assisting in managing supplier relationships, contacts, and pre-qualification lists.
    The incumbent should be able to draft, review award notifications, contract/agreements

    MAIN RESPONSIBILITIES AND TASKS

    Provide strategic and technical support to field teams

    Collaborate with and give technical support to the teams in the field in all phases of the project cycle (design of project proposal, planning, monitoring and evaluation, project re-orientation, expansion or closure), for regular, exploratory, and emergency missions.
    Define and justify the logistic strategy of the projects within portfolio, ensuring it aligned with both Operations and Logistics Dept’s objectives.
    Support missions with logistics advice when drafting the annual planning of the projects, in close collaboration with the rest of the members of his/her cell and the support of the Logistics department.
    Provide logistical technical support to the assigned portfolio, taking into account operational orientations and the input from support services.

    Supervise and support implementation of policies and plans

    Ensure that the Organisation’s Logistical and ITC principles, guidelines, and policies are implemented, as well as the recommendations mentioned in the different logistical evaluations.     Contribute to implementation of the annual operational plan in the projects within portfolio, according to Logistical and ITC policies.

    Ensure appropriate procurement, monitoring and management of logistical resources

    Transmit missions’ logistical resources requirements to LogOps, making sure they are pertinent, to ensure appropriate procurement of resources to missions.
    Monitor the supply chain management in the field together with the Logistics Coordinator and ensure they are aligned to OCBA supply policies and strategies.
    Ensure that emergency stocks in the missions are consistent with the EPP (Emergency Preparedness Plan) jointly with Technical Referents.

    Follow up projects and support reporting

    Ensure timely and accurate logistical reporting is submitted by missions to analyse the fulfilment of operational and logistics objectives, and feed LogOps’ monitoring and analyses.
    Follow up, jointly with the Technical Referents, the logistical content of the projects through field visits and technical reports.
    In the case of need, support the logistical teams in the field when drafting the technical parts of reports for donors, ratifying them with his/her Deputy RECO before submitting them to the corresponding donors.

    Participate in security management

    Ensure that logistics adjustments are coherent with the Security Guidelines in the mission.
    Sparring & contrasting with RECO and/or deputy RECO on security management and the consequences on applied practical security measures.
    Follow up that the agreed practical security measures are implemented in the field in the necessary time frame.
    Technical support/advise to the missions on security analysis and management of security incidents in collaboration with the RECO/deputy RECO.

    Participate in HR processes and training

    Collaborate with the REHUCO in reviewing and approving descriptions of field positions, based on job profiles.
    Collaborate with HR in the assignment of field positions.
    Participate in the support and give input on the development of LogCos when required.
    Carry out technical briefings and debriefings of logistics professionals in his/her cell, involving Technical Referents when needed, and identify individual training needs.
    Ensure that logistical teams receive technical and methodological information through briefings, specific sessions, coordinators’ weeks, technical publications, etc.
    Participate in internal and (exceptionally) external courses/information sessions imparted by MSFE/OCBA in agreement with his/her corresponding RECO.

    Education and experience

    Degree in Engineering will be an asset.

    Inventory management – Order Entry and backlog quality. Implement changes as required for each project followed
    Provide root cause on defect analysis
    Monitor and coordinate daily logistics traffic from warehouses

    Qualifications/Requirements Required Qualifications:

    Business/Logistic degree/or equivalent
    2 to 3 years’ experience in project management or order management
    Fluent English
    Customer Satisfaction Oriented
    Team player Lead
    Committed to deliver
    Solution driven mind set
    Ability to use Systems and work in a matrix environment
    Adaptability and flexibility of using different backlog management tools  depending on the P&L
    Good Understanding of the OM process
    Proficient at understanding how the Order Configuration process works
    Proficient at understanding how the Order Entry and approval processes work through order booking tools and the OM Tools
    Ability to keep contract moving forward
    Good Product knowledge
    Excellent Verbal and written communication •
