    Fleet and Logistics Coordinator

    The Fleet and Logistics Coordinator will be responsible for effective management of transporters, fleet maintenance, distribution and delivery activities to enhance operational efficiency, safety and compliance with government regulations.

    Key duties will include: –

    Develop strategic initiatives to ensure provision of efficient transport services.
    Oversee the recruitment, vetting and onboarding of transporters and drivers.
    Manage and monitor the performance of a large fleet of contracted petroleum transporters and company distribution vehicles.
    Coordinate daily loading and delivery of petroleum products to various customer sites in the country.
    Ensure adherence to compliance requirements by the vehicles both per the law and petroleum industry standards.
    Negotiate rates and contracts with transportation and logistics providers.
    Ensure proper repair and maintenance of all company vehicles.
    Maintain the fleet maintenance database for analysis and monitoring of all maintenance, parts inventory and associated fuel costs.
    Oversee effective scheduling, tracking and routing of transportation vehicles and supervision of drivers.
    Conduct safety audits and inspections of the fleet and driver practices to monitor compliance to required standards.
    Coordinate the driver toolbox training sessions and induction training for new drivers to ensure all drivers are current in their training.
    Prepare, plan and execute the scheduled driver training (defensive driving) sessions by a 3rd party for all drivers in liaison with HSSEQ Officer.
    Coordinate the Safe to Load Inspections to ensure accurate inspections and reporting of the same and follow up on the closure of detected defects.

    Requirements:-

    A Bachelor’s Degree in Engineering, Logistics or other related fields.
    A minimum of 3 years experience in managing large fleets.
    High ICT proficiency.
    Strong attention to detail with high level of accuracy.
    Well-developed negotiation skills.
    Good organizing and coordinating skills.

    Job Summary:

    The Fleet Officer will coordinate the Country Program’s (CP) owned and leased fleet, manage the vehicle management system (VMS), and assigned staff to meet all travel and transportation needs in support of the delivery of high-quality programming to the poor and vulnerable. With your actions you will safeguard the organization’s motorized assets and all other resources related to fleet operations and will ensure the safety and security of passengers and transported goods to minimize risks and liabilities.

    Roles and Key Responsibilities: 

    Assist in developing and managing operating procedures for fleet operations and maintenance. Monitor and assess compliance, efficiency and effectiveness, and recommend improvements in compliance with agency travel and vehicle-related policies, local legal requirements, and donor regulations.
    Monitor and assess performance of authorized CRS drivers and take action to ensure safety and security. Assist in investigating, reporting, and following up on incidents and accidents involving CRS vehicles, drivers, and passengers. 
    Collaborate and coordinate with all departments to identify needs and plan travel and transportation services. Schedule and manage vehicle movements, perform situational analysis and plan routes, assign drivers, and plan for additional vehicles, if needed, to ensure optimal resource use and meet program needs per required schedules and standards.
    Ensure legal, safe, economic, and environmentally sustainable fleet through planning and overseeing regular diagnostic checks and timely and quality maintenance and repair of all motorized assets, and vehicle disposal, as needed. Ensure the physical security of all motorized assets, spare parts, and fuel.
    Manage a reliable and up-to-date record keeping system as well as the CRS vehicle management system to document, monitor, and account for all motorized assets, fuel, spare parts and equipment inventory, and all vehicle movements. 
    Prepare reports, analyze data, and use information to plan, budget, and track activities, inventories, and expenditures to ensure continuous roadworthy fleet operations responsive to program needs. 
    Effectively manage talent and supervise direct reports. Manage team dynamics and staff well-being. Provide coaching and complete performance management for direct reports.

    Main Purpose

    Accountabilities

    Requirements

    Profile:
    Experience:

    Significative experience on the field as log coordinator in an NGO is required
    Experience in a coordination role in an NGO is an asset

    Skills:

    Basic technical knowledge in multiple logistics families (electricity, biomed, construction, mechanics…)
    Demonstrated experience in project management
    International supply and importation experience is an asset
    Familiarity with the supply and logistics policies and tools in place in MSF-OCP is an asset
    Skills in IT are necessary (office suite), specialized tools are an asset (CAD, ArcGIS…)
