    A Senior Resettlement Assistant position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent’s primary role is to assist the supervisor in effective resettlement delivery of a given UNHCR Office in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The incumbent provides important clerical and administrative support to resettlement operations and may as required take part in assessing cases for resettlement and conducting interviews. S/he maintains frequent contacts with the supervisor, relevant colleagues within the same Office or Offices under purview to exchange information and discuss issues on resettlement cases. Some contacts and communication at a working level are required with Embassy / Immigration Officials of resettlement countries, IOM as well as with other operating partners regarding resettlement issues.

    Duties

    Carry out preliminary interviews and initial assessments to process refugees for resettlement following established procedures.
    Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner.
    Assess and review individual resettlement cases and prepare individual / group submission for scrutiny by the supervisor. 
    Provide persons of concern (PoC) with up-to-date and accurate information on UNHCR’s resettlement policies and procedures.
    Comply with UNHCR’s standard operating procedures on resettlement, ensuring timely action on cases. 
    Follow up on cases from time of submission to final decision and departure; ensure effective in-country communication on the status and follow-up on PoC being considered for resettlement. 
    Assist in maintaining and updating proGres or Consolidated Online Resettlement Tracking System (CORTS) database and provide technical support. 
    Coordinate travel and departure arrangements for refugees accepted for resettlement.
    Organize logistical support for governments undertaking resettlement missions.
    Provide administrative support for resettlement-related training activities, including organization of resettlement workshops and meetings as required.
    Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
    Draft / type routine correspondence to Field Offices / Multi-Country Offices / Headquarters.
    Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS. 
    Assist in mitigating resettlement fraud by reporting suspected fraud.
    Recommend eligible cases for resettlement consideration.
    Provide counselling to PoC.
    Perform other related duties as required.

    Desired Candidate Profile 

    The ideal candidate should have experience in refugee work, including the ability to interview refugees, assess their needs, and determine their eligibility for refugee status and resettlement. They should also possess excellent interviewing and counseling skills, as well as proficiency in written English. The candidate should have a proven track record of producing high-quality, accurate written reports. Additionally, they should have demonstrable analytical skills that enable them to evaluate complex cases and make well-informed decisions.
    The candidate should also have the ability to work effectively and efficiently in a high-paced environment, meeting established targets for case processing. As they may be assigned additional responsibilities, the candidate should be flexible and capable of managing diverse tasks.
    The incumbent will be positioned within the Resettlement/Complementary Pathways unit and will be reporting to the RST/CP Officer. The incumbent of this position will be expected to conduct resettlement interviews and draft RRFs for onward review, as per set targets (3 interviews and RRFs per week).

    Essential qualifications: 

    University degree in relevant area (e.g. international law/refugee law, political science, social science etc.);
    Minimum of two years ‘work experience in relevant field (e.g. assisting refugees in a resettlement context, case advocacy, assisting with family reunification, identifying resettlement needs etc.);
    Knowledge of the international legal framework governing refugees, asylum seekers, internally displaced persons and statelessness;
    Knowledge of UNHCR guidelines on refugee status determination / resettlement;
    Previous professional experience working as a resettlement caseworker or RSD caseworker dealing with complex cases;
    Excellent interviewing and counselling skills as demonstrated in previous assignments; 
    Excellent drafting and written skills in English, very strong attention to detail, very strong analytical skills, as demonstrated in previous assignments;
    Awareness of UNHCR mandate, the importance of preventing fraud and ways to mitigate risks;
    Ability to assess and to identify protection risks of individuals and groups, and family reunification needs;
    Strong interpersonal skills and ability to work effectively in a team;
    Ability to work effectively in stressful situations;

    Compliance

    Oversees fraud, Protection from Sexual Exploitation and Abuse (PSEA) and malfeasance investigations under the direction of the Program Integrity Coordinator, Senior Compliance Coordinator, RSC Director, and PRM focal points and works closely with Program Integrity Specialists to conduct investigations.
    Responsible for fraud and malfeasance investigation and closure reports for RSC Africa, ensuring that both CWS and donor reporting requirements are met.
    Oversees the monitoring of the fraud reporting mechanisms at RSC Africa.
    Maintains and revises, as necessary, the Program Integrity Standard Operating Procedures (SOPs), independently and collaboratively, to ensure internal compliance with the USRAP Integrity and Compliance Guide.
    Ensures coordination of training for contract Interpreters in sub-Saharan Africa.
    Supports the Program Integrity Unit’s development of new and innovative ways for fraud and malfeasance mitigation.
    Oversees the preparation of quarterly and annual reporting indicators for the funder on matters of program integrity for the Nairobi, Kenya office.

    Qualifications:
    Experience:

    8 years of paid work experience is required.
    2 years of direct supervisory experience with responsibility for hiring, evaluating performance, administering corrective action and directing day-to-day work is required.
    2 years of investigation experience is required.
    Demonstrated management experience, to include administrative and program management, with a refugee serving/processing agency(s) preferred.
    Previous experience with USRAP preferred.

    Skills:

    The role oversees the development, management, implementation, monitoring, reporting, grants management, and overall value addition of the peace program within the Network. They establish and strengthen partnerships with both internal and external stakeholders by building the capacity of the secretariat, members, and partners. Additionally, they represent Faith to Action Network’s faith-based peace approach in the sector. They also provide technical and programmatic assistance to the Network’s implementing partners. The role also develops and shares innovative knowledge, methodologies, concepts, and tools related to peacebuilding. They actively engage in peace advocacy and resource mobilization efforts. The Peacebuilding Technical Lead also offers technical assistance on conflict-sensitive programming to other organizational programs and projects and also at the institutional level. The role also assists the Faith to Action Secretariat with various program management tasks as needed.

    Roles and responsibilities
    Provide technical leadership on peace and conflict-sensitive programming

    Research and share of cutting-edge technical knowledge and advice on current and emerging approaches in the area of peace and policies to inform advocacy strategies
    Lead and provide technical guidance in peace programming and peace theory of change, including position papers, policy briefs and concept notes and contribute to network thought leadership in peace using Faith to Action Network approaches.
    Ensure conflict-sensitive programming of all secretariat projects.
    Conceptualize, lead and provide technical oversight on network secretariat, members and partners’ peacebuilding theory of change, models, methodologies, tools, research, approaches, strategic thinking and actions in new areas of work.
    Responsible and accountable for establishing the network’s global technical leadership in peace by leading the design and implementation of effective technical assistance strategies on peace, justice and inclusion.
    Proactively contribute to global discussions by leading and participating in peace building at national and international levels through participating in advocacy processes and providing technical support to Faith to Action Network’s advocacy team.

    Project planning and Implementation:

    Contribute to the production of program reports and materials.
    Facilitate events, workshops, and seminars in consultation with partners.
    Foster regular communication with project staff and local partner organizations.
    Establish and maintain strong working relationships with relevant CSO partners and stakeholders.
    Conduct analytical reviews and capture lessons learned from project implementation.
    Provides both technical assistance and operational support to partners to ensure smooth continuity of the project activities including traveling to the field to meet with the partners.
    Manage secretariat’s peace partners, contractors and champions, enforcing compliance with technical contractual requirements, review reports and lead evidence-based performance review meetings and decision making.
    Lead and participate in managerial and technical coordination meetings of peace projects and consortia, and following up on action points and decisions arising from the meetings and trainings.

    Network coordination and capacity development

    Facilitate and support a strong learning and knowledge sharing community around peacebuilding and conflict-sensitive programming amongst members and partners;
    Provide demand driven technical assistance on peacebuilding and conflict sensitive programming to network hubs which are national and regional working groups for Faith to Action Network members and partners;
    Coordinate collaboration and information sharing with our international peacebuilding members and partners
    Develop and implement capacity development activities for network members and partners, including developing and applying organizational assessments, training methodologies, offering technical assistance and organizing trainings;

    Partnerships, advocacy and external representation

    Ensure partnership and stakeholder engagement through the identification and assessment of strategic, technical partners and develop working relationships with them
    Participate in identifying and designing advocacy actions with partners for influencing at national, regional and international levels.
    Map out critical engagement spaces, provide linkages for partners engagements in the spaces and offer technical assistance to our members
    Support implementing partners, members and Faith to Action Network secretariat as necessary in advocacy and communication around peace topics for external stakeholders – government, partners, etc.
    Represent Faith to Action Network in advocacy spaces, highlighting priority issues from implementing countries.
    Build partnerships and collaboration in peace networks and spaces.

    Peace Impact and learning

    Support the design and implementation of an impact and learning strategy for the Peacebuilding program.
    Provide leadership in knowledge management by documenting secretariat’, members’ and partners’ peacebuilding interventions, identifying successful interventions and practices, drawing lessons and recommendations quarterly for improved programming and resource mobilization.
    Biannually provide written documents of best practice from our members, projects and partners, Documentation of our innovations and models – Innovative tools, methodologies etc.
    Provide external relations and communications content (for social media engagement, newsletters, annual report, bi-weekly alerts) to increase the organizations visibility and showcase results.
    Support context/conflict monitoring that includes assessing risks and providing mitigation strategies

    Resource Mobilization

    Ensure peace programme sustainability by contributing to resource mobilization strategies as appropriate, providing technical input or leading on proposals related to peace.
    Responsible for donor stewardship, managing and nurturing existing donor relations (including hosting donor visits, participating in meetings, providing information as required).
    Manage compliance with donor rules and regulations of Faith to Action Network and its contractual partners, pre-empt problems, and advise senior management on solutions and recommendations.

    Academic Qualifications and Certifications

    Master’s degree preferably in Peace and Conflict Management, International Relations, Development Studies or any related field.

    Experience, knowledge and skills

    Professional Experience: Over 10 years of professional experience in peacebuilding, conflict management, and Freedom of Religion or Belief (FORB), including 5 years of project leadership in peace advocacy.
    Expertise: Demonstrated solid expertise in peacebuilding, conflict management, and conflict-sensitive programming.
    Program Management: Proven experience in managing programs and projects, including budget management, donor and partner collaboration, and a track record of producing tangible results.
    Interfaith Peace Building (Added Advantage): Experience in interfaith peacebuilding approaches, considered an added advantage.
    Conceptual Design: Proficient in conceptual design, knowledge generation, and documentation of peace-related initiatives.

    THE POSITION

    HCO is actively looking for a committed, talented and highly motivated individual to fill the position of Project Officer for our Access to Justice Project which seeks to enhance access to justice for the youth and marginalised communities in Kisauni Sub County with financial support of UNDP AMkeni Wa Kenya under PLEAD II. Reporting to the Programmes Manager (PM), the PO will be expected to develop and strengthen working relationships with all the relevant justice sector players (formal and informal) in discharging his/her duties to ensure access to justice for our beneficiaries in a timely and sustainable manner.

    ROLES AND RESPONSIBILITIES

    Work closely with the National Legal Aid Services (NLAS) and other relevant Justice Sector players to create awareness about the Legal Aid framework and ensure increased utilization of the available legal aid services by the youth and marginalized communities in Kisauni Sub County.
    Establish and operationalize Community Justice Centre in Kisauni to promote access to justice for the youth and marginalized groups in Kisauni through both formal and informal justice systems.
    Train and deploy community paralegals to support the operationalization of the Community Justice Centre and implementation of other community-focused project activities.
    Build and maintain strong working relationships with NLAS, Court Users Committee, County Government, and other relevant Justice Sector players to promote collaboration and strategic partnerships.

    QUALIFICATIONS, SKILLS AND EXPERIENCE

    Bachelor’s degree in Law from a recognised University.
    At least 2 years of professional experience in access to justice and project management in the NGO sector.
    Demonstrable understanding of the Legal Aid framework in Kenya and substantive prior engagement with
    NLAS and other Justice Sector players is mandatory.
    Excellent ability to establish and maintain project-relevant partnerships.

    The Role:

    The Compliance Manager is an integral member of the Center’s recently expanded Office of the General Counsel (OGC).  Reporting to the Director of Compliance, the Compliance Manager will help ensure that the Center fulfills its legal obligations, including those required by the organization’s funders, and adheres to industry best practices.  
    As part of this role, the Compliance Manager will help identify, create and enhance Center policies, systems, and processes to ensure compliance with legal and grant requirements.  The Compliance Manager will provide strategic input and operational support to Center staff throughout the proposal/award lifecycle. The Compliance Manager will assist in the development and rolling out of compliance trainings to build staff and partner capacity, with the goal of mitigating risk and maintaining compliance with donor requirements.

    The Compliance Manager will be based in Nairobi, Kenya. The Center currently operates in a hybrid model, allowing staff to work 3 days in the office and 2 days from home.
    Primary Responsibilities:

    Collaborate with the Office of the General Counsel in the development and/or enhancement of Center policies, processes, and procedures to ensure compliance with legal and award requirements.
    Review Donor and Partner funded solicitations and award terms and conditions and provide guidance on mandatory requirements and/or potential risks, including those posed by partners.
    Participate in planning, designing, and executing periodic internal compliance audits and assist in response to external audits, including as related to Donor funded projects. Draft audit reports and proposed corrective action plans. Conduct follow-up of action plans and recommendations.
    Participate in award kick-off meetings to ensure that donor requirements are well understood and that plans are in place to meet the requirements.
    Help create and maintain a dashboard and tools to facilitate grants management compliance.
    Review Center Partnership and Donor Funded Procurement Actions as necessary.
    Assist in correspondence to donors, partners, and auditors.
    Provide donor compliance and risk management guidance to staff and partners throughout project implementation.
    Develop and conduct trainings to support the Center’s compliance programs and build staff and partner capacity.
    Take on additional responsibilities as assigned.

    Qualifications:

    Bachelor’s degree, preferably in finance, business administration, commerce, law, or related field is required.
    Eight years of progressively responsible professional work experience in a similar position at an International Organization, Non-Governmental Organization, Donor Agency, or Embassy. Experience working with restricted donors, specifically, DFID, SIDA, UN Agencies, EU-based donors, foundations, and Global Affairs Canada is a plus.
    Experience with grants and partnership management, donor compliance, budgeting, and financial reporting.
    Strong analytical, organizational, and interpersonal skills with ability to work effectively with diverse groups of stakeholders, both internal and external.
    Excellent communication, report writing, and presentation skills.
    Strong problem-solving skills and ability to anticipate issues and address issues proactively.
    Demonstrated knowledge of internal controls and best practices with ability to support adherence to policies and procedures among various programs/functional units for both staff and partners.
    Able to juggle competing priorities, follow through on assigned tasks or projects, and exercise good judgment in consulting supervisor when needed.
    Demonstrated ability in designing and delivering trainings.
    Experience assisting with internal and external audits is a plus.
