    Position Responsibilities:

    Finance and Administrative Support to R4D

    Provide support and guidance to Science Area Directors and Program Leads on financial and administrative matters.
    Assist and advise Deputy Director General-Research for Development (R4D) on financial and administrative matters within the R4D directorate.
    Perform financial analyses and monitor budgets and burn rates of Initiatives and W3/bilateral projects within the R4D directorate.
    Develop agendas for regular meetings with Science Areas Directors and Program Leads and monitor the implementation of action plans, developed during such meetings.

    Support to Proposal Development

    Participate in the formulation of budgets and financial plans during proposal development and annual institutional plans.
    Assist with the alignment of staff FTE and other financial needs in relation to the One CGIAR Initiative budgets.
    Monitor progress with investments in science infrastructure, as defined in the IITA’s Refreshed 2023-2030 Strategy.

    Administrative Oversight of the IITA@ICIPE office

    Oversee financial and administrative operations of the IITA@ICIPE office, including People and Culture management, procurement, security, facilities maintenance, asset management, and supervision of administrative staff, among others.
    Liaise with HQ on financial and administrative matters of the IITA@ICIPE office.

    Requirements
    Educational Qualifications and Experience

    The candidate should have an advanced degree in a relevant field such as Business Management, MBA in Finance, or Accounting. Project management training is an added advantage.

    Core Competencies

    At least ten years of extensive experience working in a similar position, preferably in a donor-funded not-for-profit international organization.
    Solid knowledge in financial and contractual management of large, complex donor-funded projects, preferably within the agricultural research arena.
    Experience in overseeing administrative and financial operations, and with team and people management abilities.
    Demonstrable skills in the budgeting requirements and proposal development processes of major international donors.
    Extensive knowledge in financial planning, budget monitoring, forecasting methods, financial data analysis, donor reporting, and ability to explain budgeting and financial information in plain terms.

    Summary of position

    The Regional Grants and Business Development Specialist will contribute to advance the organization’s agenda through strategic leadership in business development, strategic partnerships and collaborations, programmes execution, compliance and donor reporting. He/She will also lead in developing country capacities and providing technical support in aforementioned components.

    Purpose

    The Grants and Business Development Specialist provides strategic guidance, oversight and technical support across the regional portfolio with emphasis on strategic partnerships, grants acquisition, execution, management, compliance and donor reporting.

    Engagement

    The role-holder will closely collaborate and coordinate with multiple teams at various levels in the organization. The position coordinates with senior management and leads strategic discussions in the technical area. He/she also collaborates with international network member Business Development, Grants/Awards team. Further, he/she interacts with regional and country level sector coordinators, grants managers, business development teams, finance, logistics and H.R leads at country and regional level.

    Delivery

    The position will be responsible for delivering an efficient and effective Business Development cycle through established policies, procedure and systems. This entails development and execution of business development plans, timely and quality development of Donor Proposals, effective monitoring of grants processes; timely and quality donors reporting, and effective coordination between Country offices, regional and headquarters.

    Objective 1: Business Development

    Develop and review the Country Business development plans to support the achievement of the goals set in the country strategies.
    Support effective prepositioning for significant donor opportunities including partnership engagement in collaboration with country leadership.
    Provide technical support, training and coaching for grants/awards team for assigned countries in key areas of Business development and proposal writing
    Coordinate technical review process for proposals and concept notes developed at country level.
    Ensure that Key staff (including partners’) have a clear understanding of donor compliance requirements during proposal development.
    In close collaboration with stakeholders at country and regional level, formulate concept note(s) and proposals to international and local donors.

    Objective 2: Strategic Grants Management support

    Provide technical support, guidance and coaching to country teams on grants management policies, procedures and processes.
    Lead coordination with network members to ensure effective execution of projects in assigned countries.
    Lead grant related meetings at regional level for multi-country grants and participate in country-level program review meetings.
    Support country level Grants management teams in organizing project cycle management meetings i.e. kick-off, review, closure meetings.
    Support the Grants management teams in ensuring that final agreement packages (Narrative, Budgets, Work plans etc.) are shared with program/technical and support teams on time and highlight relevant donor compliance regulations.
    Support and participate in field level program monitoring visits in collaboration with other technical, operational and MEAL teams.
    Maintain grant-tracking systems and ensure regular updates with new grants.

    Objective 3: Donor Reporting

    Provide technical support, training and coaching for grants/awards team for countries on best practices for donor reporting.
    Support regional grants and reporting officer in maintaining systems for tracking donor reports in the region, and support the Grants management team to prepare, update, and share regularly donor and internal reporting schedules.
    Support the country office teams to produce high quality program reports as per donor and AAH requirements – providing templates and guidance as required.
    Coordinate process of donor reports review by regional office technical and finance teams.
    Support regional office grants management team in the overall reporting procedures with a good deal of attention to detail like proof reading, copy editing, reports compilations, update preparations, and presentations.
    Lead coordination with network members to ensure quality reports are submitted timely to donors.

    Objective 4: Donor Compliance

    Provide training and support to country teams and partners/sub-awardees on donor compliance.
    Disseminate key donor compliance and regulations requirements across the regional and country offices.
    Support that grants are implemented in compliance with AAH and relevant donors regulations.
    Support country teams in review of partnership and teaming agreements and support in coordinating their reviews with relevant focal persons.

    Objective 5: Documentation and Other tasks as assigned

    Support the development and maintenance of a comprehensive information management and filing system that ensures all grants documents (contractual documents, reports, key correspondences, modifications, etc.) are appropriately filed in up-to-date and consistent soft libraries available as needed.

    The project’s three primary objectives are to:

    Support effective policy and programming, informed by a comprehensive understanding of the conflict and violent actor dynamics, structures and actors. Support at national, sub-national and community level is rooted in an understanding of the locally-specific social, economic and political dynamics, resulting in effective policy and interventions.
    Strengthen formal and informal mechanisms (including cross-border mechanisms) to build resilience. Support at national, sub-national and community-level strengthens relationships between countries, between local administrations, and between communities, in a way that is sustainable and inclusive.
    Address community needs to mitigate against drivers of instability and violent extremism. Interventions respond to needs at community-level, and support national partners to demonstrate commitment to reducing insecurity in the border areas.

    Role Description

    Overall responsibility over project finances, through delegated authority from the Project Manager, including financial management; oversight of expenditure; accurate financial forecasting; financial reporting; procurement; fiduciary risk management; due diligence; and respect of relevant laws and regulations.

    DUTIES & RESPONSIBILITIES

    Under the overall supervision of the UN RC, and direct liaison with the Head of RCO, the Senior Advisor will oversee the effective coordination and implementation of the new expanded and successful SDG Partnership Platform (comprising of approximately 5-6 staff members including UNV/IUNV) that will support the new UNSDCF in Kenya.  She/he will also coordinate linkages between the Platform and SDG stakeholders in Kenya across diverse sectors including the private sector and philanthropy project to drive strategic complementarity and support for the UNSDCF principle of “Delivering as One.” She/he will also support the expansion of the Platform’s MPTF to become an SDG Kenya MPTF to underwrite the entire UNSDCF with new windows for earmarking donor funds created under the leadership of the UNCT Kenya led by the UN Resident Coordinator. She/he will also lead on multistakeholder Platforms and Network of strategic value co-created with the private sector and philanthropy including blended financing providers. Overall, as Senior Adviser, She/he will advise the UNRC on broader engagements and partnerships with multistakeholders with a particular focus on Private sector and Philanthropy as the context for the UN in Kenya evolves.

    Key duties and accountabilities include:
    Take the conceptualization and design of the SDG Partnership Platform 2.0 in Kenya to the next level to accelerate SDG partnerships, investments and financing in Kenya in support of the new UN Sustainable Development Cooperation Framework 2022-2026:

    In support of the UNCT Kenya, support review of the overall design of the Platform with governance & management structures to support the overarching new UNSDCF structures, outcomes and linkages 
    Support design of additional priority SDG Accelerator windows of the Platform to respond to updated UN-Government priorities and emerging thematic opportunities and joint programs including the Platform’s relevant Steering Committees and the Fund Board and Secretariat. 
    Support review, set up and innovation of the Platform’s future multistakeholder structures, funding and sustainability with the objective of UNSDCF-UNCT joint resource mobilisation.
    As required, assist to review and refine the Multi Partner Trust Fund and funding flows for the Platform in collaboration with senior leadership including the RCO team, SDG Partnership Platform governance, and the MTPF Office in New York in preparation for rolling into the UN Kenya Fund.

    Lead the positioning, partnership cultivation, engagements and negotiations for financial resource mobilization and in-kind and intellectual contributions to continue to operationalize, expand and sustain the SDG Partnership Platform:

    Further strengthen the positioning of the SDG Partnership Platform in the Kenya ecosystem for funding and financing of the SDGs.

    Sensitize UN Kenya colleagues on opportunities and modalities of working with private sector and philanthropy and facilitate appropriate linkages as requested.
    Support the UN Resident Coordinator and work in close liaison with the program officer for partnerships & financing to foster stronger coordination within the UN system on engagement with the Private sector and Philanthropy in Kenya.

    Support the evolving SDG Funding to Financing policies and private capital expansion enabling opportunities in Kenya through convergence of a range of relevant private and public stakeholders to support SDG financing needs including UN Global Compact.
    Support promotion of financing partnerships and modalities to fill gaps and expand on blended finance opportunities such as impact investments, venture philanthropy, and debt, equity, guarantee and de-risking arrangements.

    Strengthen and expand SDG ecosystem joint platforms and networks with private sector, philanthropy and other multistakeholders to continue positioning the SDG Partnership Platform, RCO and UN Kenya within the broader ecosystem for funding and financing of the SDGs: 

    Maintain strong and regular positioning relating to the RCO, UN Kenya and the SDG Partnership Platform including conferences, speeches, panels, public relations, social media messages and achieving high visibility among peer organizations.
    Expand UN access to credible multistakeholder networks on SDG partnerships including the Kenya SDG Forum, the Kenya Philanthropy Forum, the Kenya Private Sector Alliance and other private networks, Global Compact Kenya, and relevant National and County Government counterparts.

    Supervisory/Managerial Responsibilities:

    Advise on financial inclusion strategies based on international best practice, lessons learned from the programs and partnerships, and emerging trends to support the Foundation’s design and management of financial inclusion programs in a variety of target groups including MSMEs, youth and women, to drive youth employment.
    Manage current and future programs as appropriate and distil learnings to share with internal and external stakeholders.
    Communicate progress and learnings from programs to colleagues and the wider development community.
    Collaborate with regional and country teams to leverage synergies across programs and geographies.
    Participate in governance activities related to programs, such as investment committees, advisory committees, or other stakeholders to provide oversight or elevate and leverage learnings.
    Provide perspective and expertise on emerging issues and trends in the Financial Inclusion field, the MSME sector and entrepreneurship growth in Africa.
    Contribute insights to the Foundation’s thought leadership on youth employment in Africa.
    Contribute to work plans, assessments and reports as requested.
    Build relationships with partner organizations, communities of practice, and global stakeholders.
    Represent the Foundation and collaborate with key internal and external audiences.
    Facilitate knowledge sharing between various Foundation programs and partners.
    Lead and supervise small teams of colleagues and/or junior experts by providing coaching and support necessary for success and growth.
    Identify and overcome barriers to team effectiveness by sharing knowledge and learnings while offering insights and possible solutions to issues and/or program challenges.

    WHO YOU ARE

    Master’s degree or equivalent experience in Finance, Economics, Business, or Economic Deep experience in the management of multi-million-dollar programs and stakeholder relationship management.
    Minimum of 5 years professional experience in financial services in the private sector and demonstrated ability to apply those principles to financial inclusion in a creative, energetic, and non-traditional development approach.
    Qualifications in project management will be an added advantage.
    Experience in the development of digital financial services is an advantage.
    Advanced knowledge of the financial inclusion sector for MSMEs, women, youth, and other marginalized groups, in Africa, demonstrating a strong understanding of MSMEs segments in the continent.
    In depth technical understanding of one or more of the Foundation’s areas of focus: financial sector development, market development and business development, and astute ability to provide expert technical advice to program managers and implementers.
    Proven track record of working with various types of financial institutions to enhance their ability to serve the underserved segments in Africa, including MSMEs.
    Experience working on donor funded financial inclusion programs across multiple financial sub-sectors will be an advantage, either in a program management function or technical expert.
    Experience working in a complex, fast-moving environment, and dealing professionally with multiple stakeholders.
    Experience living and working in Africa and especially in Francophone or Lusophone Africa is an advantage.
    Strong ability to communicate progress and learnings from projects to colleagues and the wider development community.
    Command of quantitative and qualitative business analytical skills.
    Strong budgeting skills with the ability to manage a large portfolio of assets.
    Excellent project management skills, including multi-stakeholder projects management.
    An understanding and experience in the use of technology to drive the development of alternative delivery channels for financial institutions.
    Ability to speak a local language is highly preferred. French is an asset.

    Key Responsibilities:

    Fully establish a Portfolio Operations Office (PMO) and lead the development and adoption of the common set of processes, standards, and templates for AECF’s programs.
    Manage the effective delivery of AECF’s competitions (open call, due diligence, investments review and decisioning, and contracting) taking lead as the middle office and ensuring complete documents are maintained.
    Ensure there are robust resource plans that consider capability and capacity requirements for current and upcoming programs.
    Coordinate operational start-up teams for new programs or projects.

    Suitable Candidate should

    Hold a master’s degree or equivalent in business, finance, economics, sustainable development, or related field. Project Management qualifications e.g. PRINCE2 will be an added advantage.
    Possess at least ten (10) years of experience in program/project management, operational excellence or portfolio performance in a debt fund, financial institution or development institution providing capital to SMEs.
    Possess solid experience in project management, from designing, planning, monitoring, evaluation and reporting.
    Have experience managing donor-funded programs/projects targeted in the private sector.
    Possess the ability to develop effective strategies based on analysis of challenges, potential risks and opportunities, linking the vision to reality and creating tangible solutions.

    Specific Responsibilities  
    Overall Management and Leadership

    As a member of the PMT, participate in strategic planning and direction setting and growth strategy for the multi-country portfolio of programs, lending your unique perspective and expertise to the process. 
    Lead the portofolio’s central finance team in a collaborative effort with program managers to ensure high-quality financial planning, management, reporting and auditing of all programs, including thorough budget preparation and oversight. 
    Provide monthly financial information to the PMT.  
    Analyze financial reporting and results of individual activities and country office programs in the context of the whole portfolio and make recommendations to the PMT based on that analysis. 
    Identify operational challenges that affect the integrity of resource management. 
    Participate in international work groups assigned to develop global policies and/or optimize systems and procedures. 
    Review and assess status of the portfolio management policies, tools, procedures and workflows, identify gaps or outdated policies and prioritize improvements.  Make proposals for best practices in financial operations. 

    Required Qualifications/Competencies 

    Master’s Degree in business administration, public administration, finance, accounting, or related field with 8-10 years directly related prior work experience including at least five years managing complex portfolios preferably for a UN agency or international NGO; or equivalent combination of education and experience. Demonstrated knowledge and experience with financial analysis, grants management and budgeting.  
    General understanding of or willingness to learn generally accepted accounting principles (GAAP). 
    Interest in international development and public health programs as well as an understanding of the synergy between the programmatic, operational, and financial components in project design and implementation.  
    Ability to negotiate/support negotiations effectively with donors, troubleshoot issues, and take proactive approaches to improving financial and budget management processes. 
    Evidence of strong analytical skills, time management, organizational and customer service skills
