    Role duties and responsibilities:
    Lead on opportunity identification and positioning for commercial contracts

    Work closely with finance colleagues to ensure quality financial/commercial proposals in line with donor requirements

    Act as framework coordinator for Alert’s framework agreements

    Be the focal point for partners within Alert’s framework agreements including lead partner liaison (where Alert is a sub)
    Monitor and share draw down opportunities, facilitating go/no-go processes and ensuring compliance with agreed timeframes
    Coordinate bid development process for framework tenders
    Provide guidance and support internally to ensure all relevant teams are well briefed in framework contracts
    Monitor framework performance and provide periodic reports to key colleagues

    Help strengthen Alert’s approach to identify and secure commercial contracts

    Collaborate with relevant colleagues to sharpen Alert’s offer, and ensure Alert has up-to-date capacity statements in all relevant areas
    Work with GPU teams to increase our reach and impact on conflict sensitivity and conflict analysis; gender; peace economies; and climate crisis including support to business model development and developing fundraising strategies
    Keep up to date on new rules and ways of working with key donors, and share important intel with colleagues
    Collaborate with Global Delivery team colleagues to support systems strengthening and ensure donor compliance for commercial contracts

    Collaborate with the wider Resource Development team on learning and cross-organisational initiatives

    Ensure the CRM is updated with relevant information
    Provide training and learning opportunities for colleagues on commercial contracts
    Contribute to the maintenance of the organisation’s funding pipeline
    Participate in and provideinput to regular team meetings, technical meetings and the fundraising community of practice

    Research and Analysis

    Conduct research to bring out trends and insights on macroeconomic and fiscal policy as well as work in the area of devolution

    JOB SUMMARY

    The Climate Advisor will be based in Nairobi and will work across USAID Kuza objectives to support investment, policy, capacity development, and monitoring and evaluation initiatives on climate matters. This includes supporting the market assessment for and development of the Impact for Northern Kenya Fund’s proposed Climate Finance Window, which may include drought response financing, conservancy investments, and eco-tourism financing. The candidate will also support the development and implementation of county climate policies, implementation of Disaster Risk Management (DRM) initiatives, and designing and capturing climate indicators.

    The position holder reports to the Deputy Chief of Party.
    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Lead the planning, management, and execution of USAID Kuza’s strategic initiatives related to climate change policies, implementation and measurement, the design of financing instruments, climate finance, and carbon monetization strategies.
    Conduct a climate finance market assessment, including a study on access to finance mechanisms for drought response. Develop a pipeline of climate-smart investees. Provide technical support to any additional relevant studies, assessments, or analyses. 
    Support the establishment of a new Climate Finance Window, including will include drought response financing. This may include support in the development of contractual Agreements, Investment Processes, Impact Strategy, Metrics, and measurement tools, and an investee pipeline of financial institutions (FIs) and small and medium enterprises in relevant sectors. 
    Manage relationships with climate financiers, stakeholders and thought leaders. Maintain up-to-date knowledge of environmental trends, challenges, opportunities, and good practices in Kenya.
    Serve as key technical advisor on the development and implementation of target environmental policies and policy strategies. 
    Support natural resource-related initiatives, including philanthropic investment facilitation and assessment of carbon credit investments for conservancies. 
    Facilitate DRM and Climate Change and Forestry policy implementation, including ensuring that policies align with the World Bank Financing Locally Led Action Program (FLLoCA). 
    Collaborate closely with county governments, conservancies and community groups to identify and prioritize key environmental issues to address under the project, which may include eco-tourism and carbon credits. 
    Work with the Monitoring, Evaluation and Learning team to design measurable climate indicators and measurement tools, as well as assist with the data-capturing process through existing and new methods and tools. This person will support evidence-based learning initiatives and collaborate with the MEL team to ensure climate and environment data is adequately tracked, monitored, and analyzed. 
    Facilitate environmental knowledge and capacity development. 
    Prepare analytical reports, briefing notes, background papers, and talking points, as required. 
    Ensure compliance with donor and host government environmental regulations. 

    QUALIFICATIONS

    University degree, ideally at a master’s level or higher, in a finance and/or sustainability-related field
    Relevant knowledge of climate finance, climate policy and/or corporate sustainability
    A minimum of 4 years experience working in the field of climate finance and climate policy or sustainability.
    Experience in institutional strengthening and working with rural communities required. 
    Demonstrated experience working in collaboration with multiple stakeholders and project implementation teams.
    Demonstrated experience in policy development, analysis, and implementation.
    Outstanding planning and coordination skills, with the ability to handle multiple activities concurrently, work under pressure, and meet tight deadlines.

    Role Purpose:

    The role of the Commercial Officer will be to supervise all the financial transactions and payments of the WISH 2 programme which are carried out by the IPFFAR financial operations team to ensure correct and timely finance function to support the activities of the Hub. They will work closely with IPPF London Office to ensure timely book-keeping and maintenance of records and support the WISH 2 team with their operational finance queries.
    The Commercial Officer will also support IPPFAR where required on procurement and travel logistics for the WISH 2 team and work with the Commercial Manager to ensure compliance and record keeping in up to date. The role has the possibility for expansion in supporting the Commercial in the financial monitoring of the programme.
    The Commercial Officer will also support on the financial management of assigned Member Association’s and consortium partners with the support of the Commercial Manager to implement a performance by results efficient implementation and value for money spend according to the contract targets and donor compliance.

    Context of Role:

    WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the
    International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
    WISH 2 will be divided into two geographic Lots. IPPFAR is planning on submitting a bid as prime for Lot 2 which covers Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia.

    Deliverables:

    Review all account postings to ensure they are in line with contract instructions, donor requirements, IPPF’s global finance manual and local finance legislation.
    Identify incorrect charges and take remidial action to resolve issues.
    Reconcile programme funding and balances and support the process of month-end and year-end closures.
    Compile actuals vs budget data across the programme to identify funding risk areas.
    Monitor Shared Services Unit payments are within agreed supplier timeframes.
    Prepare WISH 2 inter-company payments and reports in Netsuite to enable correctly and timely payments.
    Produce monthly financial reports for review by the Commercial Manager and the Deputy Team Leader.
    Verify Member Association (MA) and partner financial reports in line with programme finance requirements that will allow for donor payment.
    Collaborate with stakeholder finance teams to correct accounting errors and reconcile data for reporting.
    Train partners and MAs on key programme financial controls and processes required to ensure donor compliant finance management.
    Review programmatic documents and other approval request documents to ensure budget feasibility, compliance with forward-funding guidelines, appropriate methods of financing/payment and adequacy of financial reporting.

    Coordinate with the Food Security & Livelihoods (FSL) as well as the Financial Inclusion team for holistic approach to project participants needs. 

    Staff Management:

    Directly lead, manage, and motivate the Incentive Workers engaged in the project, ensuring that they have clear objectives and receive regular supervision and reviews.
    Ensure incentive workers attend and participate in weekly and monthly project management meetings as per schedule.
    Ensure timely recruitment and replacement if the need arises of highly competent incentive staffs in the project.
    Monitor and provide objective feedback related to incentive staff performance, including objective-setting, probation & performance reviews to promote professional growth and development.

    Communicating & Reporting

    Prepare and share project reports in a timely manner.
    Continuously collect data using varied approaches to inform timely project actions and decisions.

    Key Qualifications and Experience

    A degree in social science, business management or related courses. A diploma with relevant experience is also acceptable.
    Proven experience in working with youth targeted MSMEs on access to finance and business development services.
    First-hand experience in developing and reviewing innovative financing and loan products for entrepreneurs in a lending institution/micro-finance is preferred.
    Experience in supporting implementation of community-led savings schemes.
    Solid understanding of loan regulations in Kenya, including Sharia compliant business financing.
    Experience in providing financial advice, financial education, business mentorship and coaching to entrepreneurs.
    Able to assess customer financial status and advise on suitable products and limits.

    Key Responsibilities of the Grants Management Officer:

    Provide technical assistance to implementing teams in areas of financial inclusion, working alongside other DCA supported project partners,
    Support the formation and strengthening of Village Savings and Loans Associations (VSLA), including through training on financial literacy.
    Support in the running of development of youth enterprise revolving fund in conjunction with the Financial Service Provider

    Training & Capacity development:

    Identify training needs of project participants and incentive workers and explore options for meeting them.
    Support the PO-FI manage and carry out training for all recruited entrepreneurs (refugees and host entrepreneurs) onboarded into the project.
    Enhance the capacity of incentive workers as the first line of engagement with enterprises.
    Participate in all relevant trainings offered by the project.

    Mentorship, Linkages, Collaboration and Partnership

    Advise entrepreneurs on financing and investment opportunities/challenges within their line of businesses.
    Champion and lead innovative and cost-effective approaches in line with project participant’s business objectives.
    Link clients to opportunities that enhance their business growth within the project area, including access to finance and market linkages.
    Coordinate with the Food Security & Livelihoods (FSL) as well as the Financial Inclusion team for holistic approach to project participants needs.

    Staff Management:

    Directly lead, manage, and motivate the Incentive Workers engaged in the project, ensuring that they have clear objectives and receive regular supervision and reviews.
    Ensure incentive workers attend and participate in weekly and monthly project management meetings as per schedule.
    Ensure timely recruitment and replacement if the need arises of highly competent incentive staffs in the project.
    Monitor and provide objective feedback related to incentive staff performance, including objective-setting, probation & performance reviews to promote professional growth and development.

    Communicating & Reporting

    Prepare and share project reports in a timely manner.
    Continuously collect data using varied approaches to inform timely project actions and decisions.
    Communicate program details to host & refugee project participants.
    Communicate to DCA leadership about any gaps/challenges faced by clients during program implementation.
    Perform any other duties as assigned.

    Key Qualifications And Experience

    A degree in social science, business management or related courses. A diploma with relevant experience is also acceptable.
    Proven experience in working with youth targeted MSMEs on access to finance and business development services.
    First-hand experience in developing and reviewing innovative financing and loan products for entrepreneurs in a lending institution/micro-finance is preferred.
    Experience in supporting implementation of community-led savings schemes.
    Solid understanding of loan regulations in Kenya, including Sharia compliant business financing.
    Experience in providing financial advice, financial education, business mentorship and coaching to entrepreneurs.
    Able to assess customer financial status and advise on suitable products and limits.
    Understanding of challenges and opportunities for refugee led small and medium enterprises in the refugee context.
    Experience working with refugee populations/enterprises or in a refugee context will be an added advantage.
    Excellent relationship management skills in a multi-stakeholder context.
    Good interpersonal skills and a proven team player.
    Self-driven and results-oriented in challenging refugee/rural working environments.
