    As a key member of the Action Against Hunger Horn and Eastern Africa Regional management team, the Regional Finance and Grants Director, is responsible for the leadership and management of the financial and grant infrastructure and systems at the regional level, developing and managing financial tracking, resource flows, reporting and compliance for the regional portfolio. The Regional Finance and Grants Director reports to the Regional Director and in close coordination with the HQ’s Finance department, ensures sound financial systems and grants management within the region through optimizations’ of current resources, developing team capacity to deliver and promote excellence and sustained growth.

    Purpose:

    Be a trusted partner of the regional director and his/her immediate team to provide decision support on all finance related matters;
    Develop the capacity of the country office finance directors and their teams to ensure that they meet the Action Against Hunger international finance and award management essential standards;
    Provide strategic leadership and oversight to Finance and Grants teams to ensure that the guidance and support provided by these subunits effectively facilitates organizational growth and change while guarding against risk;
    Ascertain compliance with funding agency regulations, timely address of any compliance issues, prepares and/or oversees the preparation of all reports required by Action Against Hunger and donor agencies (USAID, EU, ECHO, UN, etc.)

    Engagement

    Collaborate with the HQ’s Chief Financial Officer and HQ Controller in providing regular, accurate financial overviews (including burn rate, variances, summaries of risks) and support in the annual budgeting, planning and review processes.
    Enable appropriate operational and investment decisions to be made on the grounds of sound financial analysis’
    Regularly assess field financial capacity at country level, identifying opportunities for improvements and deployment of appropriate resources for punctual support

    Delivery:

    Ensure high quality support, communications, and training in finance and grants administration to the Country offices.
    Ensure appropriate policies and controls are in place across the region and that financial risk is minimized.
    Reviews and documents Action Against Hunger’s internal rules and organizes regular internal control compliance checks
    Direct financial and grants planning and strategy for the region.

    Essential Job Duties

    Contribute to the development of the Action Against Hunger-USA strategy, helping develop the overall functional strategy, leading on in the financial initiatives of the strategy and driving its implementation within the region and the organization as a whole.
    Provide high quality financial and accounting support to Action Against Hunger by providing support to ensure;
    COs provide accurate and timely recording of transactions
    Financial controls are in place
    COs comply with Action Against Hunger financial standards
    The implementation and review of financial, accounting and budgeting systems, policies and procedures
    Oversee the strategic development of the Regional Finance and Grants Management unit, including Contracts & Grants Administration and Compliance Administration to streamline key functions, facilitate decision making, and deliver quality financial and budgetary support.
    Ensure Country and Regional offices’ financial operations are effectively managed and appropriate internal controls are in place to ensure funds are used as intended and accountable for control of assets and liabilities,
    Reviews and reconciles financial and grants data and reports from Action Against Hunger’s field offices, ensuring the appropriate use of Action Against Hunger’s resources (including cash management, assets utilization, etc.).
    Focus on cost effectiveness and cashflow; champion of cost effectiveness in general to ensure countries and the regional office are operating with a sustainable cost base, taking into account cost recoveries and the strategic role.
    Supervises the integration of field financial data into the Action Against Hunger’s financial database/ systems and ensures that the field and HQ systems are kept connected and updated.
    Ensure that regional office finance team actively participates in proposal development processes and effectively guide budgeting processes to ensure that country offices optimize program budgeting opportunities
    Leads annual and multi-year financial planning processes in the region (and country offices) with a focus on deepening strategic alignment and stewardship and being accountable for ensuring and monitoring delivery against the financial plans through targeted financial analytical review and forecasting accuracy.
    Supports country directors in pre-award negotiations with a focus on ensuring that ACF secures favorable conditions related to indirect cost rates, pre-financing and quick reimbursement by donors of all costs pre-financed by donors
    Ensure timely and realistic treasury forecasts and efficient/effective management of payables and receivables to maintain continuous cash flow and financing of project activities in country offices
    Conducts monthly financial analysis to identify and mitigate all financial management risks to ensure performance is as per the target and identifying action plans required to ensure the region is on track for achieving objectives.
    Builds a strong community of practice for regional and country office finance teams and uses this mechanism to promote continuous learning, coaching and development.
    Regularly visits country offices to perform routine checks on internal controls and supports country directors on systems strengthening and to address any potential risks.
    Provides oversight to all regional and country office audits (including pre-audit preparation, management and tracking implementation of audit findings.
    Ensure compliance with legal and grant regulations and financial management policies and procedures; reviewing monthly exception reporting in conjunction with CO finance Country Directors to understand the issues at hand.
    With CO FDs, develop the financial management capacity of financial management capacity of the finance staff and budget holders at CO level to ensure the organization’s goals and business objectives are met.
    Manage the regional office budget, providing financial support to the regional office including and being jointly accountable for achieving the results laid out in the regional plans.

    Supervisory Responsibilities

    Supervises three (3) direct reports (2) Regional Finance Specialists and (1) Regional Grants & Contracts Manager), and coordinates with the Senior Regional Finance Specialist ensuring that they have the necessary technical knowledge and skills – organizing and implementing coaching and training as needed, both for individuals and the entire team.
    Manage the regional finance team, defining expectations, providing leadership and technical support required and evaluation performance regularly as per policy for all direct reports.
    Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
    Work closely with the HQ’s Finance Department and the Senior Regional Finance Specialist to provide regular reporting in line with the organizational financial and grant management policies and procedures.

    Fiscal Responsibilities

    Prepares and administers the annual budget and financial report for the regional/country offices under his/her responsibility to ensure deployment of financial resources to all key activities of the region.

    Requirements
    Required Qualifications

    A chartered accountant (CPA/ACCA) with a Master’s degree in accounting or related field
    At least 10 years progressive experience in International Humanitarian and Development Organization in a significant supervisory role, with a preference for working in financial management in the field and/or in a regional position in a large and complex international NGO or organization.
    A minimum of 10 years’ experience in managing large grants funded by multiple donors i.e., USAID, BHA, ECHO, BPRM, SIDA, EUTF, World Bank, GAC, UN-agencies, etc.

    Ability to clearly explain complex financial concepts and to communicate well in writing.

    The Role: 

    The Manager, Global Institutional Funding will manage donor outputs for all grants in their portfolio across the grant life cycle, including pre-bid capture, proposal coordination and submission, donor reporting and other award activities, and knowledge management. The Manager, Global Institutional Funding reports to the Senior Manager of Institutional Partnerships and supports the Senior Director and Associate Director of Foundations in planning and implementing the Center’s global institutional funding plan. This includes, specifically, managing an institutional grants portfolio, which includes Foundations, bilateral (government agencies), and multi-lateral (the UN) funders. This individual will also provide support across the Institutional Funding unit, as needed, and participate in weekly unit updates and quarterly planning and replanning exercises. The Manager will work closely with the other departments, principally the programs team, including the global and regional teams in Africa, Asia, Europe, and Latin America, as well as with the Finance, Compliance units, and the Strategy, Evaluation, and Learning units.

    The Manager, Global Institutional Funding will be based in Nairobi, Kenya. The Center operates in a hybrid model, allowing staff to work 3 days in the office and 2 days from home. 
    Primary Responsibilities:
    New Business and Pre-Bid Management (20%)

    Monitors new funding opportunities and synthesizes information from external listservs, dashboards, subscriptions, and donor databases.
    Develops succinct summaries of solicitations and carefully tracks the status of opportunities in the pre-bid/pre-proposal phase.
    Develops a capture plan and manages its implementation in coordination with other departments.

    Qualifications:

    Overview

    The Associate Field Manager, Risks will play a central role in ensuring that GiveDirectly delivers a gold standard product to donors and recipients. The Risks AFM will be responsible for supporting the Field Manager to regularly synthesize program delivery risks updates, community-related risks and challenges as well as field successes and challenges.
    The Risks Associate Field Manager will work entirely independently and separately from the rest of the program teams. He/she will be firewalled from the rest of the field program teams with his/her interaction being entirely limited to his/her direct reports (team), the Risks Field Manager, the HRM, the Country Director, Country Finance Manager, direct Supervisor, and cross-country Risk Management teams.
    He/she will directly supervise and lead programs audit and risk management Field Officers who will be based in the field and tasked with the responsibility of monitoring, detecting, and resolving program-related risks like fraud and safeguarding violations. He/she will own team-specific program audit process, including tracking performance of his/her team; owning survey and case resolution targets achievement; building a culture of mentorship and professional development for his/her direct reports; and supporting the Field Manager to identify opportunities for risk mitigation and process improvements
    This role will require sharp judgment on operational issues and challenges, strong communication and interpersonal skills, exceptional personnel management and a strong commitment to GiveDirectly’s values, mission and model. This role will require regular travel to the field locations we are working in for at least 75% of the time.

    Responsibilities
    Risk management

    Assess and report underlying causes of risks related to GiveDirectly’s Urban Refugees cash transfer project implementation within the Nairobi Metropolitan
    Lead in partner organization pre-engagement background due diligence to surface any pre-engagement risk flags
    Lead in pre-enrollment partner organization list vetting to surface pre-enrollment risks, and flag recommendations on enrollment decisions.
    Take the lead in investigating suspected fraud and abuse, including communicating appropriate matters to the Internal Audit manager for the necessary escalation and / or resolution
    Lead the internal program audit team in Urban Refugees Project in detection of risks such as safeguarding, fraud, abuse, undeclared conflicts of interest; by ensuring confidential reporting, proactive detection, in-depth investigations and case management of the risks whenever they occur
    Provide the lead in examining the quality of the program team’s data against set GD data quality standards and report any cases of inconsistency

    Program management

    Develop and own team work plans for the Urban Refugees project
    Conduct team quality checks through field and remote calls shadowing and data reviews of team investigations and case notes
    Manage reported cases, ensuring proper documentation in Salesforce and the offline interdepartmental collaboration cases tracker, track the progress of cases, communicate updates to relevant stakeholders and manage cases within the organization’s basic timelines
    Support the Field Manager in creating and maintaining reports and dashboards that reflect team performance in relations to the set team target
    Consistently keep the Field Manager and other management team updated on risks, internal risks checks outcomes and other productivity trends through weekly and monthly project reports

    People Management

    Lead proposal development initiatives, providing overall coordination function between HQ IRC’s global technical advisors, partners, finance, operations, HR, and program focal points to ensure smooth and timely proposal development processes.
    Serve as team lead for all proposals, working with and /or overseeing other key roles (e.g. regional support team, consultants) when needed and as resources are available to support them.
    Ensure proposals are tracked with standard IRC tracking tools (e.g. OTIS, Internal tracker)
    In collaboration with MEAL Coordinator, utilize needs assessments contextual analysis results to inform project design
    Monitor major donor trends (policies, strategic directions, etc.) and funding opportunities through regular research and monitoring of information on relevant websites and/or other sources.
    Support program growth aligned with strategic priorities through liaising and collaborating with respective technical units in program design, researching context, gaps, needs assessments, and viable new funding opportunities.
    Ensure the identification, appraisal, and mapping of partners is carried out in a constructively and consistently, and that strategic partners are appropriately engaged in pre-positioning and proposals development processes.
    Interpreting donor solicitations and donor-specific rules and regulations to ensure a responsive and compliant proposal design
    Support proposal budget develop and ensure responsiveness and that it matches the technical narrative.
    Consolidate written inputs into a cohesive proposal narrative; write non-technical sections such as the management and past performance sections.
    Edit full technical proposal and budget narrative for coherence, length, uniformity, and responsiveness to the solicitation.
    Ensure timely submission of quality proposals

    Grants Management and Compliance

    Review and negotiate donor contracts and agreements
    Review any request for extension and amendments in coordination with the DDGA and maintain a tracker for IRC and partners payments and expenditure per each grant
    Manage and provide overall oversight of the grants portfolio and regularly update the grants tracker for dissemination internally and to Awards Management Unit
    Ensure open, timely and accurate information flow within the Grants Unit and between the Unit and relevant departments
    Ensure the submission of timely and high-quality reports (including narrative, financial and MEAL) to donors, including the development and update of regular funding and reporting trackers and schedules for dissemination to relevant staff
    Maintain strong oversight of the portfolio and pipeline, including grant opening and closing dates to ensure timely submission of all related deliverables
    Provide technical guidance on IRC and donor regulations to ensure compliance within operations, program implementation and reporting
    Raise compliance issues proactively with program staff and the DDGA, DDP, DDF and DDO for timely action and keep senior management informed of any projected inabilities to meet contractual obligations, reports submission and of spend rates/signification budget variances.
    Manage and/or support all agreements reviews, revisions, amendments, and budget realignments, including relevant approvals
    Leads the Grants Unit to coordinate closely with finance teams and review project spending plans and financial health to ensure effective spending amendments, and closeout activities
    In coordination with DDGA, conduct project lessons learned meeting during project closeout phase

    Human Resources Management, capacity building and development

    Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
    Make sure the Grants team work as one even if sitting in different locations and covering different field locations
    Hold high-quality meetings with each direct report on a regular and predictable basis, at least bi-weekly.
    Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
    In coordination with HR colleagues, promote and monitor staff care, well-being and self-care. Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
    Look for opportunities to support staff in their career growth, where appropriate. Offer leadership support for successful adherence by staff to IRC’s country and Global HR Operating Policies and Procedures.
    Develop a detailed capacity building plan for the grants department with regular trainings (minimum quarterly). As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment.
    Identify top performing national staff and prioritize these staff for capacity building and mentoring investment.
    Build the capacity of key program staff in grants management including reporting, compliance, proposal development, compliance etc. through regular trainings.
    Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    Work with HR staff to identify and implement recruitment and retention strategies.

    Partnerships
    IRC Kenya Has Committed In Its SAP To Spend 8% Of Funding Through Local Partners By FY2024. The Grants Unit Facilitates This Process By

    Contributing to achievement of goals related to the SAP partnerships ambition including identification and onboarding of Strategic Partners

    In coordination with the DDP/ Senior Coordinator for Program delivery, assist in organizing donor visits by supporting staff in the smooth design and running of field visits.

    Education

    At least 7 years of demonstrated field-based experience with humanitarian grants management, possibly including experience working with sub-grantee partners to build their capacity to access and account for resources. 5 years of this experience should be working in relief and development contexts.

    Under the guidance of the Senior Programme Manager (Outbreak Response) and the NYHQ Finance Manager, you will support the Polio Outbreak team, and closely collaborate with the Regional Outbreak Response Group (RORG), Incident Management Team (IMST) as well as UNICEF Regional (ROs) and Country Offices (COs), in leading on the management of polio resources. Responsibilities will include supporting the development of work plans, budgets and reports, and effectively and efficiently developing, monitoring and reporting on outbreak grant-specific budgets in line with program, UNICEF and donor requirements. The Programme Budget Specialist also provides key support to the RORG/IMST in outbreak budgetary monitoring, guidance to the ROs/COs on compliance with donor and internal UNICEF rules and regulations and other key functions as required. The incumbent will be deployed to polio outbreak countries as needed, to support monitoring polio resources, analyze reasons for under/over implementation and flag any issues encountered as per agreed workplan in line with Global Polio Eradication Initiative (GPEI) outbreak response Standard Operating Procedures (SOPs). The incumbent should also oversee the reporting of monitoring indicators to senior management groups, in particular ensuring that the SC have the necessary data to have informed discussions about the outbreak response strategy and budget.

    Key Functions And Accountabilities Include The Following

    Support to financial planning and management
    Lead on the financial management of outbreak response funding and ensure financial data are regularly updated and shared with the outbreak response technical team.
    Keep track of all approved and allocated funding to outbreak countries; Monitor and analyze outbreak budget implementation and determine/recommend reallocation/pullback of funds when necessary.
    Establish a cadence to:

    Review the ORPG smartsheet to ensure continuous quality assurance of data entries in the SMARTSHEET and monthly reconciliation between the SMARTSHEET and dynamic budgeting results.
    Perform spot checks of the internal surge recruitment tracker (including deployments) for outbreak countries; liaise with RORG/IMST Budget Specialists or focal points for a comprehensive review and required follow-up to address any bottlenecks and support (as necessary) with taking corrective action.
    Follow-up with the RRT/IMST/COs to ensure all outbreak finance and budget-related issues are promptly identified and resolved for the efficient functioning of polio outbreak funds.

    Liaise with RORG/IMST Budget Specialists or focal points to Identify and track in-country balances from previous allocation(s) for both SIA and surge to be accounted for in future allocations.
    Liaise with RORG/IMST/CO/HQ focal points on any outbreak financial related issues.
    Review and analyze outbreak budgets in coordination with RORG/IMST/HQ and ORPG finance team.
    Donor reporting
    Coordinate timely reviews and submission of high-quality donor proposals for outbreak response, reports and related documentation in coordination with RO/CO and HQ.
    Provide financial technical expertise
    Train country office Polio team on financial monitoring tools and GPEI budget templates.
    Represent UNICEF Outbreak team at the CO/RO level and with GPEI partners on financial related issues.
    In collaboration with the RORG/IMST, provide country support in terms of capacity building and filling gaps in finance, operations to ensure that the high investment of the Polio Programme in country offices is implemented as per the GPEI and organization expectations.
    Innovation, knowledge management and capacity building
    Lead on the development/update of SOPs for Polio Outbreak Response funds allocation and disbursement
    Collaborate with colleagues in WHO, RORG/IMST to develop user friendly tools on finance-related outbreak data
    Focal point/Lead/Manage the automation process of outbreak monitoring reports to ensure accuracy of finance data to be shared to different management groups.
