    AMO Safety and Compliance Officer

    Brief Description        

    The candidate will ensure healthy, safe and secure working environment within the AMO in compliance with the relevant industry, regulatory and legislative requirements, company procedures, industry best practices and requirements of customer airlines. This is incorporated with the responsibility of coordinating occupational safety, health and environment programs throughout the AMO and the coordination of activities relevant in the maintenance of SMS and ISO Integrated Management System.

    Detailed Description        

    Principal Accountabilities (Responsibility)

    Ensure implementation of the Safety Management System within the AMO in line with regulatory requirements.
    Coordinate activities relevant to the maintenance of the Integrated Management System (ISO 9001, 14001 and 45001).
    Conduct Hazard and Risk analysis to lead to the management of the AMO’s safety risk program
    Review regulatory and industry best practice requirements relevant to the AMO that need to be documented on Safety & Health and on Environment & Sustainability.
    Coordinate the AMO’s Emergency Response activities to cover occupational accidents; injuries, fires, spills, dangerous goods etc
    Collect, collate and analyze periodic industrial safety reports.
    Coordinate the Safety Action Group/Health & Safety Committee (SAG/HSC) meetings and assume the role of the secretary to the committee as stipulated in the Occupational Safety and Health Act.
    Conduct safety audits/inspections/surveys in line with statutory and company requirements.
    Investigate workplace incidents and accidents within the AMO and make appropriate recommendations for action.
    Follow up on corrective actions from audits, inspections and investigations to ensure closure/implementation within the agreed timeframe.
    Promote safety culture amongst staff within the organization.
    Prepare safety information bulletin and newsletters to raise safety awareness within the AMO.
    Coordinating planned/unplanned safety trainings for the AMO personnel.

    Job Requirements        

    Qualification (Minimum)  

    Graduate engineer from a recognized university (mechanical, aeronautical electrical/electronics).
    Audit Training.
    Knowledge of Industrial Safety Regulations and Standards.
    Accident/Incident investigation training.
    Root Cause Analysis training.
    Minimum 3 years of work experience: 1 year in aviation safety management and 2 years in aircraft maintenance.

    Job Description

    The incumbent shall be responsible for Supervision of all High-Risk construction and maintenance works on behalf of Maintenance and Project Engineers at various worksites. 

    Main duties and responsibilities:

    Participate in joint prior inspection at start of works and update the site safety prevention plan.
    Perform in liaison with the Project Engineer Work Site Safety induction prior to start of works.
    Perform Hazard Identification & Risk Assessment, Job Hazard Analysis before issue of Work Permits.
    Issue General or simplified Authorization to Work and associated Specific Permits for high risk works, which should be signed prior to start of the works. Specific permits to include Fire Permit, Excavation permit, Cleaning/degassing permit, permit to work in confined spaces, permit to work at height, Lifting permit and Electrical lockout
    Perform daily safety inspections/walks ensuring hazards are fully identified and safety measures are in place.
    Review the work schedule daily capturing new risks and update the prevention plan.
    Stop works where works are deemed to be unsafe & report, review with the Project Engineer.
    Report any near misses, anomalies, violations, accidents, and incidents on site, in compliance with the provided guidelines.
    Keep a Construction Site diary/ log, incl. time registration of all main events, progress of works, near misses, anomalies, and violations.
    Ensure proper barricading/isolation of site and posting of safety signage where high risk works are conducted; Enhance acceptable housekeeping.
    Submit weekly and monthly reports with the list of activities performed – according to the scope of work.
    Ensure compliance to SGS Operational Integrity requirements and meet KPIs of the same. 
    Perform any other task that may be assigned for successful operation of company business. 

    Qualifications

    Hold a B.Sc. in Engineering or any other technical related course from a recognized university.
    Professional Health and Safety qualification is an added advantage.
    NEBOSH International General Certificate (added advantage)
    At least 2 Years experience in Health & Safety Supervision works.
    Have a valid certificate of good conduct.
    Good interpersonal, organizational and communication skills
    Sensitive to set timelines and targets.
    Physically fit, hardworking, honest and performance driven.
    Proficient in written and verbal English and must be computer literate.
    Must be willing to be deployed to any region across the country besides normal residence, i.e., Mt. Kenya, Mombasa, Eastern and Western Kenya regions.

    Functional Responsibilities:
    Panel Members provide intellectual leadership, innovate and formulate advice at the highest-level that may challenge conventional thinking, and bring scientific rigor on strategic, thematic, and operational issues of the GEF. They undertake their individual activities and responsibilities proactively, and as part of a team, to advise the GEF about scientific and technical issues across its entire portfolio. They steer STAP advice towards analyses of contemporary environmental challenges and formulation of strategic options for consideration by the GEF Council. Panel Members are responsible for contributing to the development and implementation of STAP’s annual Work Plan, which is adjusted periodically to reflect changing priorities and new tasks. Below is a summary of Panel Members’ responsibilities:

    Ensure STAP provides the best available relevant scientific and technical advice through demonstrated leadership and initiative.
    Mobilize scientific and technical networks and partnerships.
    Develop and implement STAP’s Work Plan, including drafting analytical papers and reports, making presentations, convening and participating in expert meetings.
    Screen all full-sized projects (above $2 million) and program framework documents, for technical and scientific soundness, in biannual GEF and Least Developed Countries Fund (LDCF)/ Special Climate Change Fund (SCCF) work programs.
    Actively participate in two STAP meetings per year and monthly STAP teleconferences.
    Contribute to the Chair’s report and presentations to twice-yearly GEF Council meetings, and STAP’s quadrennial report to the GEF Assembly.
    Contribute to the GEF’s corporate activities, including responding to ad hoc requests for advice and participating in workshops and meetings.
    Prepare quarterly indicative work plans based on the annual STAP Work Plan and submit quarterly timesheets.

    Education/Experience/Language Requirements
    Specific qualifications and experience:
    Professionalism

    PhD in a relevant field, e.g., environmental science, environmental policy, systems analysis, environmental law, political science, institutional analysis, or sustainability studies is required.
    A minimum of 15 years of experience in research in the field of sustainable land management, landscape restoration, and/or integrated land use planning is required.
    Outstanding academic and technical credentials in sustainable land management, landscape restoration, and/or integrated land use planning. Peer-reviewed publication record on issues of relevance to the GEF is required.
    Demonstrated ability to work in an integrated, interdisciplinary manner across the GEF’s focal areas, with strong experience in systems thinking is required.
    Capability of bridging scientific, technological, economic, social and policy issues in the public and private sectors is required.
    Active engagement with scientific networks and partnerships on environmentally sustainable development in developed and developing countries is required.
    Exceptional analytical, research, writing, and communication skills are required.
    Experience working in developing countries, including applied research, design and implementation of programs involving MEAs, ideally in coordination with multilateral and bilateral agencies is required.
    Familiarity with, and understanding of, multilateral environmental agreements (MEAs) is desirable.
    Demonstrated experience in facilitating learning and knowledge management is desired.

    Language:

    English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required. Knowledge of another UN language is desirable.

    Leadership

    Demonstrated expertise and leadership in global environmental issues and sustainable development, supported by a peer-reviewed publication record is required.
    Demonstrated ability to initiate and manage scientific research with multiple stakeholders in different geographical settings is required.
    Knowledge of the scientific processes required for the implementation of MEAs in developing countries is desirable.

    Requirements
