    As the Senior Director MEAL, you will provide leadership in several critical capacities:

    TECHNICAL LEADER: Lead the development, deployment and ongoing ownership of all MEAL technical standards and tools, for use by program and MEAL staff across 40 country programs and regional offices. Ensure high quality technical support is provided to regional and country leaders and to five Technical Units (Health, Education, Governance, Economic Recovery & Development and Violence Prevention & Response)
    ORGANIZATIONAL LEADER: Own and implement IRC’s MEAL Strategy. Ensure that the Measurement Unit and its partners in other technical, regional and country teams have a clear vision for how data about our clients, programs and outcomes can be defined, collected, shared and used leveraged to improve planning, implementation, adaptation and learning. Generate buy-in and commitment to the strategy from inside and outside the Measurement Unit.
    Develop and oversee two of IRC’s Strategy 100 Ambitions – Data and Clients.
    Promote purposeful intra and inter departmental collaborations with colleagues as a key member of the Technical Excellence leadership team, the Crisis Response, Recover & Development Leadership Group, and as a member of the IRC’s cross-departmental Senior Leadership Group.
    TECHNOLOGY LEADER: Own and deliver the MEAL technology strategy to develop and deploy electronic data collection, harmonized database systems and interactive data visualization across all IRC country programs. Lead a team of specialist staff including business analysts, solution architects, technical developers and quality assurance analysts.
    MANAGER: As the leader of a large dedicated group of technical and program quality specialists you will bring vision, cohesion, experience, and knowledge to cultivate a strong and inclusive culture of performance and collaboration. You will proactively invest time and care in the support and development of IRC staff within the Measurement Unit. You will be responsible for the recruitment, engagement, and retention of a diverse team of individuals and help them to deliver in their various functions. You will oversee a departmental budget of approximately $2.5m USD.

    Key Working Relationships
    Report to the Vice President of Technical Excellence;

    Lead the teams across data, monitoring and systems, client responsiveness, country support, data product development, and departmental operations functions.

    Oversee the health and performance of wider team;

    Professional Profile

    Success in this position requires an individual with outstanding leadership abilities, and deep expertise in MEAL across multiple humanitarian and development sectors.

    Work Experience

    A minimum of 15 years of relevant experience, with on the ground MEAL experience in a service delivery organization, NGO or comparable international agency required
    Experience with significant data and technology accountability;
    Experience in building and leading teams, collaborations and strategic partnerships;
    Experience in leading and managing within a complex global organization;
    Experience in leading innovation and/or change management processes for program quality improvements;
    Experience of managing budgets in excess of $2m

    External Mid-Term Evaluation of the Framework for Risk Governance and Adaptive Programming (FRAP)

    Purpose of the evaluation

    The mid-term evaluation should help FRAP achieve the results intended at the end of the intervention, by identifying lessons which can be drawn at this point in time, to inform further implementation of the current and planning of the next phase. The primary audience is SDC staff, selected implementing
    partners, donors and consultants, both in the region and globally. The report may also serve to inform interested stakeholders, such as potential donors. The dissemination policy will be decided at the end of the evaluation by SDC. The evaluation should therefore also identify (early signs of) unintended, positive and negative, results.
    In line with the Swiss Regional Programme Horn of Africa (RPHoA) 2022-2025, Switzerland mandates the mid-term evaluation of Phase 01 of the FRAP programme to assess the progress of implementation towards meeting the set objectives and inform timely adaptations and its future phase.

    Objectives and scope of the evaluation
    The objectives of the external evaluation are to:

    Assess progress in implementing FRAP in view of relevance, effectiveness, efficiency, factors of sustainability and of impact.
    Assess progress towards achievement of FRAP objectives and/or yearly benchmarks, and the contribution FRAP could make towards the next phases of SDC regional programming.
    Assess if interventions are sufficient to reach desired outcomes, and whether all the components are valuable or could be cut.
    Identify barriers and opportunities to the achievement of objectives including, uptake and use (within and outside of SDC), coordination and internal governance.
    Consider equity in the uptake, use and application of FRAP, considering the unequal power and economic situations of different groups in Somalia referred to in the context described above.

    The Team leader’s qualifications will be assessed on the basis of:

    Documented experience from leading multidisciplinary evaluations of similar frameworks or projects in humanitarian and development cooperation.
    Communication skills in English as demonstrated by previous evaluations, research and other forms of analytical reports and related dissemination products.

    The team shall collectively represent the following competencies:

    Postgraduate academic qualifications in the field of development, monitoring and evaluation, data management, digital technology, digital transformation or other relevant disciplines.
    Experience conducting research and evaluations in Somalia and undertaking change management (mandatory).
    Documented experience conducting field studies or evaluations of humanitarian, development, and peace efforts supported by donors in fragile countries.
    The team shall include a named quality assurer proficient in relevant social science methods, and/or academic research on topics of relevance for this evaluation.
    Demonstratable communication skills in English and Somali (at least within the team)

    Demonstrated experience in collating and analyzing monitoring and evaluation data from multiple sources to prepare concise reports for diverse audiences.
    Familiarity with project management principles and the ability to work effectively within a team and meet deadlines.
    Proficiency with M&E frameworks, tools, and methodologies, such as logical/results-based frameworks, theory of change, impact evaluation, and participatory approaches.

    The Role:

    This is a new role within the Center’s Program Division and will provide management and day-to-day implementation of monitoring, evaluation, & learning (ME&L) responsibilities for a new multi-million-dollar restricted grant funded by Global Affairs Canada (GAC). The role will also contribute to gathering lessons learned from this grant to inform further institutional ME&L and grants management system and process improvements. The Program Manager will work in close collaboration with colleagues in the Africa and Latin America & Caribbean (LAC) regional programs, the Global Advocacy (GA) Department which leads engagement with the UN system, and the Strategy, Evaluation and Learning (SEAL) Department which is the technical department leading ME&L for the organization. This position will report to the Project Director (based in Nairobi), with a dotted line to the Associate Director, Monitoring, Evaluation, & Learning (based in New York).

    The position will be based in Nairobi, Kenya in a hybrid model of 3 days in-office, 2 days working-from-home.
    Primary Responsibilities:
    Systems, Evidence & Data

    Lead the development and implementation of project specific ME&L processes, tools and templates that are aligned with project agreements, organizational ME&L standards, project management practices, and operational workflows.
    Provide technical support to project staff and external partners in preparing and implementing ME&L processes that meet a high standard of quality, accuracy and integrity.
    Lead in oversight, capacity gaps assessment and capacity building to ensure partners are able to collect, analyse and report quality and consistent data.

    Support selection and supervision of external consultants for project evaluation assignments, including developing terms of reference, liaising with colleagues, and providing inputs as needed.

    Experience in designing and implementing ME&L systems including data analysis, synthesis and reporting.

    Position Overview

    Principal Duties and Responsibilities:

    Learning

    Objective of the assignment

    The consultancy task is to analyze endline data and document the findings in a comprehensive report. The consultant shall provide raw data, analyzed data in table formats, and the final report. The analyst should understand the desired goal of the project driving the findings towards it. The objectives of the project is driven under:

    Objective 1:

    To equip the beneficiaries with knowledge and skills on climate-smart farming (Zai pits and DPM multi-storey gardening) to access a variety of green vegetables.

    Objective 2:

    To equip the beneficiaries with knowledge and skills on dietary diversity and nutrition improvement to meet their nutrition needs.

    Scope of the work

    Develop a data entry program using software (preferably R or STATA) that can check for ranges and consistency of data and generate reports indicating missing data, data outside of the accepted ranges, inconsistent answers, and the response rate.
    Conduct data cleaning, data verification and coding/development of themes for open-ended questions
    Analyze the data from the endline survey and document the findings in a report submitted to Peace Winds. (Conduct exploratory data analysis (for example, frequencies, percentage tabulations, and cross tabulations) of key survey variables and their correlates and produce a statistical abstract of the data)
    Provide reproducible codes with comments written in R or STATA that can be re-run for verification purposes. The codes are to be shared once the analysis is complete and done halfway the contracted timeline.
    Give recommendations based on the findings of the endline survey

    Deliverables

    Deliverable 1: Reproducible codes with comments written in R or STATA
    Deliverable 2: Endline survey analyzed data in word readable format (The graphics should entail right scaling and informative graphic headings. Note:(Poorly located and labeled axes, insufficient use of color, shape and size that can obscure the relationship in data or make the data hard to read and interpret should be avoided)
    Deliverable 3: Analyzed data on food security indicators which include:

    Household Dietary Diversity Score (HDDS), Food Consumption Score (FCS) and Minimum Dietary Diversity for Women (MDD-W)
    Note:(The 3 deliverables shall be incorporated into the statistical analysis abstract and shared as one document annexing the Deliverable 1 with the procedure on calculating deliverables 3)

    Deliverable 3: Endline survey report in MS word and PDF versions
    Deliverable 4: Comparison between endline and baseline survey findings at every stage of indicators analysis.

    Reporting Modalities
    The consultant will work with Peace Winds M&E team in Kakuma, with overall guidance of the Community Development Officer and Programmes Officer. The M&E team will work closely with the consultant by:

    Providing the raw data collected from the survey
    Validation of the analysis ensuring it meets the standard of Peace Winds.
    Review of the report done by the Consultant

    Assignment Duration

    The consultant is expected to carry the assignment in 9 working days from 25th December-2nd January, 2023.

    Qualification, required skills
    The consultant to be engaged in this assignment must have;

    University degree in Nutrition, Statistics, Public Health, Creative Writing, Public Relations, Social Sciences or a related field
    At least 5 years of relevant professional experience preferably in consultancy-based assignments involving report writing.

    Demonstrated track record in preparation of documents, project proposals, evaluation reports.
    Previous experience in writing quality nutrition survey reports is an added advantage.
    3 years of continuous experience in working closely with humanitarian organizations and projects.

    Competencies

    Strong research and excellent writing skills in English
    High proficiency in the use of MS Word, R, STATA and Excel applications
    Excellent organizational skills
    Ability to meet deadlines and work under pressure
    Strong interpersonal skills, able to communicate and work with diverse people
