    About The Role

    Regional Technical Advisor, Research and Evaluation Africa will lead and guide NI staff in the generation of high-quality evidence through innovation, research, and evaluation that will enable the implementation of programs at scale and the development of country and global policies.

    Roles & Responsibilities

    Leading or supporting the design, management, analysis, and interpretation of the results of research studies conducted in Africa by Global Technical Services (GTS), Regional Offices and Country Offices.

    Under the guidance of the Practice Area Director represent NI at relevant regional and international fora including making presentations and sharing relevant outputs and documentation from such fora with NI staff in Africa and elsewhere. In addition, under the guidance of the Practice Area Director identify, engage, manage relations with, and steward key partners and donors involved in the area, to meet NI’s research and evaluation objectives.
    Under the guidance of the Practice Area Director contribute to resource expansion activities by providing input into proposal development as possible and required.
    Under the guidance of the Practice Area Director build capacity of NI program staff and where appropriate external partners in research and evaluation.

    About you;
    Education

    PhD in public health, nutrition, program policy and planning, health economics or other relevant discipline with focus on operations and/or evaluation research

    Experience:

    Minimum 10 years in design, implementation, analysis, and publication of research and evaluation studies.
    Hands-on experience in research and evaluation in developing countries, preferably in Africa.
    Publications in reputable peer reviewed journals, commensurate with years of experience.
    Experience in research and evaluation and/or in program implementation in nutrition-specific and nutrition-sensitive areas.
    Knowledge and experience in nutrition-specific topics, cross cutting topics within nutrition, and the nexus between nutrition and nutrition-sensitive sectors.

    The MERL Officer for Outcome Harvesting – is a crucial role within the REINVENT Programme, designed to ensure the effective implementation of the MERL framework, particularly in order to gain insights into the programme’s results at the outcome level. This includes the impact of the programme’s influence within key institutions. This position plays a central role in the planning, designing, implementation, and overall improvement of the programme’s activities by ensuring that data-driven decision-making, research, and learning are at the core of our approach. The Outcome Harvesting Officer will be responsible for the Outcome Harvesting aspect of our Monitoring & Evaluation work.

    Reporting to: Monitoring, Evaluation, Research and Learning (MERL) Lead

    Reducing Insecurity and Violent Extremism in the Northern and Coastal regions of Kenya (REINVENT) is a five-year (2018-2023) programme funded by UK Government through its Foreign, Commonwealth, and Development Office (FCDO). The programme aims to improve security and stability in 18 counties across four regions of Kenya to enable investment, inclusive growth, and equitable service delivery. The programme is designed to enhance Kenyan capacity and capability to address, prevent and respond better to criminal violence and weak community-police relations, Violence Against Women and Girls (VAWG), inter-communal conflict and election-related violence, and radicalisation and violent extremism.
    REINVENT is managed by Tetra Tech International Development and delivered in partnership with the Royal United Services Institute for Defence and Security Studies (RUSI). It builds on the achievements of the predecessor programme, Jamii Thabiti (2014-19), also known as the Kenya Improving Community Security Programme (ICS) and scales up support across more counties. New areas of work include conflict sensitive development, election security, and preventing/countering violent extremism.
    The Impact of the REINVENT programme is “Improved community safety and security as measured by effect on inclusive and equitable development, investment and service delivery in Kenya.” The Outcome is “Improved state and non-state actors’ collaboration in a mutually accountable and inclusive manner to respond effectively to root causes of violence”.

    The Outputs Are

    Accountable and effective police (and other security agencies) addressing community security, violent extremism, and election security.
    Strengthened agency of women and girls in peace, safety, and security.
    Intra and inter institutional commitment to address the root causes and drivers of conflict.
    Knowledge and evidence generated and utilised to enhance community and institutional learning and adaptation.

    Main Duties

    Outcome harvesting:

    Lead implementation of REINVENT’s Outcome Harvesting approach, in line with direction and support provided by MERL Lead William Mengich and MERL Advisor Alex Moler.
    Complete a light-touch ex-ante evaluation to harvest outcomes from REINVENT work in the period Apr 2019 – Mar 2024, specifically:
    Conduct a systematic evidence review and secondary analysis to identify out-comes, complemented by targeted Key Informant Interviews (KIIs);
    Prepare report and present most significant substantiated outcomes at a validation workshop with key stakeholders including BHC, KPS and others.
    Lead ongoing Outcome Harvesting, capturing results to complement existing logframe-based MERL system for the remainder of the programme, specifically:
    Designing approach, with support and direction from MERL Lead William Mengich and MERL Advisor Alex Moler.
    Training downstream partners and technical team on the Outcome Harvesting approach, ensuring compliance with, and inputs into, our approach.
    Leading annual Outcome Harvesting evaluation, report, and presentation (following a similar approach to ex-ante 2019-2024 evaluation.
    Support end-of-programme evaluation using theory-based approaches, such as Contribution Analysis.

    Wider Monitoring and Evaluation:

    Support the implementation of the programme MERL framework ensuring it meets the client’s expectations and delivers quality evidence.
    Support the design and application of data collection tools and methodologies to evidence programme performance and impact.
    Regularly collect, manage and analyse data to track progress towards programme outcomes.
    Produce comprehensive MERL reports for internal and external stakeholders.
    Recommend programme adjustments based on monitoring, research, and evaluation findings.
    Support the MERL Lead in tracking programme performance, success stories and adaptations for effective reporting to the programme leadership.
    Support the programme in undertaking various studies e such as evaluations, reviews, and reports.

    Learning and Capacity Building:

    Support the development of stories of change and other communication learning/communications pieces based on Outcome Harvesting findings.
    Facilitate knowledge-sharing sessions and learning events within the programme based on OH findings.
    Collaborate with programme teams to identify learning needs and opportunities for improvement.
    Assist the Monitoring, Evaluation, Research and Learning (MERL) Lead in reviewing pro-gramme reports and documenting and consolidating programme lessons, stories of change, and good practices.
    Track recommendations from various programme assessments, annual reviews, and research studies and ensure they feed back into improved programme quality.

    Data Management and Analysis:

    Develop and maintain accurate information in a project database, as well as accurate and timely electronic files.
    Ensure data confidentiality and compliance with data protection regulations.

    Reporting and Documentation:

    Prepare regular progress MERL related briefs for programme management and the client utilization.
    Work closely with the REINVENT Technical team to produce and gather data/evidence for the programme quarterly and annual reports.

    Partnership and Collaboration:

    Collaborate with external partners and stakeholders on Outcome Harvesting initiatives.
    Build relationships with relevant organisations for knowledge sharing.
    Collaborate with partners to establish their internal MERL systems, MERL plans, and data quality management procedures.

    Aptitude, Skills, And Qualifications

    Bachelor’s degree in a relevant field (Social Science, Development Studies, Security Studies, Community Development) or any other closely related field.
    Minimum five (5) years of practical experience in MERL for large programmes/international organisations.
    Proven experience in monitoring and evaluation, research, and learning in the context of safety and security programming, particularly with experience managing and implementing Outcome Harvesting approaches.
    Technical expertise in evidence-based monitoring and evaluation approaches and practices both for accountability and learning processes.
    Demonstrable track record in data tracking and quality assessment, with the ability to support staff and partners on MERL methodology and analyse and disseminate complex information to a range of stakeholder audiences.
    Well-developed research, analytical (qualitative and quantitative), documentation, report-writing, and strategic planning skills, with competency in participatory research methods.
    Practical knowledge of current thematic issues and debates in the Kenyan context related to justice and security, as well as an understanding of major institutional donors such as FCDO.

    SoCha is seeking a Data and Analysis Expert to support the production of a “data and analysis pack” (DAAP) (quantitative/brief qualitative bullet points) on Democracy and Governance issues in Kenya.  The consultant will gather data, analyze data, and support data visualization. The consultant will augment the existing data pack with new statistics and themes every two weeks over a four-month period. The Consultant will also be expected to respond with data updates and new themes within 48 hours upon request. Initial themes and questions for data collection will be provided by USAID/KEA, and the consultant will suggest additional relevant themes, questions, and data sources as the project evolves. The anticipated deliverables include a Google Document, a Google Spreadsheet with quantitative data and analysis, and a Google Presentation (with data tables, charts, and graphics) that organizes and analyzes existing democracy and governance data most relevant to several thematic areas.
    The Data and Analysis Expert will work closely with LISA’s Strategy Development and Implementation Lead to identify the best sources of data for the questions, compile the data in the template provided for this purpose, analyze, and visualize it as required, and revise it in response to feedback from LISA and USAID/KEA.

    Scope of Work

    Data collection: Responsible for collecting, collating, and archiving the required data by identifying literature and best sources of the data for the various themes and questions, and for maintaining a reference list with links to online sources.
    Data analysis: Analyze the collected data as required. This involves interpreting data to find patterns, insights, and trends answering the questions provided in the scope.
    Data visualization: Convey information and analysis effectively through clear and compelling charts, tables, and graphics.
    Report Preparation: Support the compilation of the collected and analyzed data into the “data and analysis pack”. This document will organize and analyze existing data within the required democracy and governance themes.
    Continuous Research: Research and add additional information (new statistics, new themes, etc.) to the data pack each week, with new bi-weekly drafts.

    Minimum Qualifications and Experience

    Minimum of post-graduate qualifications in economics, statistics, political science, or social sciences.
    Over ten (10) years of experience in development research. Democracy and governance experience is a plus.
    Experience collecting and analyzing data for policy engagement is preferred.
    Experience working with or consulting for development partners is preferred.
    An understanding of Kenya’s political economy and democracy in addition to governance issues.
    Excellent data collection skills through desk review, informal consultations, interviews, and other means.

    ROLE DESCRIPTION:

    The senior qualitative researcher is a senior-level position within the organisation. This role is pivotal in strengthening our qualitative research and evaluation methodologies and capabilities. The ideal candidate will have substantial experience in project management and a deep understanding of qualitative research and evaluation design and methodologies. The candidate should have experience in implementing Theory-Based Evaluations,including using contribution analysis, Most Significant Change (MSC) technique, outcome harvesting, and other advanced qualitative methods. You should have extensive experience in designing, conducting, and disseminating qualitative research, including conducting, in-depth interviews, focus groups, and thematic analysis. You should be familiar with management consulting and adept at responding to Request for Proposals (RFPs) or Terms of Reference (TORs). Experience in research/evaluations for organizations like the Bill & Melinda Gates Foundation, the Global Fund, and UN organizations would be advantageous.

    The work will be delivered through:

    Designing, conducting, and disseminating robust programme evaluations
    Ensuring effective working relationships within teams and with clients

    Requirements

    KEY INITIATIVES AND PERFORMANCE MEASURES:

    Manage projects, generate sound advice, and provide quality assistance to clients.
    Support project teams in developing qualitative research frameworks.
    Design and develop qualitative research protocols and tools, including discussion guides and interview protocols.
    Lead in collecting, analyzing, synthesizing, and reporting high-quality qualitative data. Demonstrated proficiency in using qualitative analysis software such as Atlas.ti, Dedoose, NVivo, or similar platforms is essential for effective data management and analysis.
    Apply for and obtain Institutional Review Board (IRB) ethics approval for research studies.
    Work with stakeholders to review and monitor project-based evaluation and learning plans.
    Mentor junior consultants in qualitative research methods, including training in the use of qualitative analysis software.
    Prepare well-structured project documents and proposals using MS Word and MS PowerPoint.
    Contribute to new business development with a focus on qualitative research components.
    Negotiate with clients and build company intellectual property.
    Stay updated with industry developments in qualitative research.
    Demonstrate exceptional writing skills, including preparing and publishing articles in peer-reviewed journals, presenting findings at conferences, and developing conference papers and presentations. Ensure that research outputs meet high academic standards and are suitable for top-tier publications and conferences.

    EDUCATION, KNOWLEDGE, SKILLS, EXPERIENCE AND PERSONAL COMPETENCIES:

    Strong academic background – Minimum of a Postgraduate degree in Social Sciences, Public Health, Anthropology, Sociology, or a related field. A Master’s Degree is desirable.
    4 – 5 years of experience in management consulting or relevant public health research and evaluation
    Expertise in qualitative research and evaluation design
    Expertise in qualitative research and evaluation methodologies, including contribution analysis, outcome harvesting and the most significant change approach
    Desirable: Relevant experience includes public health research, evaluation, learning, knowledge management, health systems strengthening, AGYW, HIV prevention, SRHR, and behavioural sciences (SBCC)
    Entrepreneurial in nature- proactive self-starter who is able to be assertive. A confident networker with strong relationship management skills
    Ability to work as part of a multicultural team – build teams and foster collaboration to achieve project goals, meet milestones and produce high-quality deliverables
    High level of organisation, attention to detail, professionalism and reliability.
    Ability to prioritise and manage work in a fast-paced environment across multiple projects and work streams with competing time/ resource demands
    Proficiency in qualitative data analysis software (e.g., Dedoose, Atlas Ti)
    Excellent communication and writing skills in English
    Proficiency in French is advantageous for this role
