    Role Purpose:

    JOB PURPOSE:

    KEY RESPONSIBILITIES AND ACCOUNTABILITIES:
    Continuous improvement of RDC M&E system

    Recruit, guide and supervise organizations/consultants that are contracted to implement special surveys and studies required for evaluating outcomes and impacts of RDC programs;

    Ensure that at all times RDC is informed of conventional monitoring and evaluation approaches, concepts and principles;

    Support to Project / Programme Development

    On the basis of M&E data about the projects/programmes, needs assessments, giving support to the formulation and appraisal of project proposals and programme developments;

    Education and Experience required:

    Purpose
    Under the supervision of the Programmes Director, the successful candidate will lead E4I’s monitoring, evaluation and learning (MEL) team and will work closely with E4I’s knowledge management and dissemination specialist.
    Working with the E4I Programmes, Communications, Business Development teams and the country offices, the successful candidate will support the delivery of E4I’s programmes through the adoption and continuous improvement of appropriate MEL tools and practices. They will also manage a small team of monitoring and evaluation officers.
    Responsibilities
    MEL and knowledge management

    Lead on designing, developing and implementing MEL systems, including plans, frameworks, processes, targets, key performance indicators and data collection tools for all the programmes and projects in the organization;
    Supervise the development of programme monitoring and reporting systems, tools and templates in order to generate evidence-based data on the impact of programmes and promote use of such data for decision-making;
    Support Programme Managers in the formulation of baseline measures, targets and results during programme implementation;
    Supervise field officers and other staff on the use of standard indicators, tools and forms and the integration of good MEL practices across programmes, making field visits where necessary;
    Develop research tools for conducting qualitative and quantitative surveys, and organise training for the use of such tools;
    Work closely with the Head of Communications in identifying, developing and disseminating the results of programmes eg key lessons, best practices and success stories;

    Data analysis and database management

    Design and maintain programme databases to inform decision-making, enhance data quality assurance, identify trends, measure impact, and generallly improve data analysis and learning;
    Ensure all relevant programme staff are able to utilise the databases to analyse programme data.

    Develop tools for the field teams to feed data into the databases in a way that minimises entry errors

    Validate data collected by identifying and fixing problems with data entry or integrity and ensuring regular synchronisation with field level data;
    Oversee data presentation and analysis (tables, charts, narratives, visuals) for programme workplans and reports, and other internal and external reporting requirements;
    Lead analysis of enterprise/business performance using programme data and produce reports on different economic growth variables such as sales, employment and profitability;
    Analyse patterns and trends in data to better understand the economics of providing support to small businesses eg cost per unit of result; and
    Provide ultimate sign off on E4I data and analysis.

    Qualifications

    Master’s degree in International Development, Statistics, Economics, Business Management or other relevant analytical field.
    3-5 years professional experience in complex data analysis, management, reporting and quality assurance.
    Experience in leading, coordinating and managing MEL systems for economic analysis of small businesses. Ideally you will have experience with social enterprises or private sector enterprises in developing countries.
    Experience in developing monitoring and evaluation systems and frameworks for international development programmes, including key performance indicators, data collection and analysis systems and tools.
    Good writing and presentation skills.
    Highly collaborative and able to build strong relationships with internal and external stakeholders.

    Objective: The specific objective of this consultancy is to document the history and evolution of civic education in Kenya from the time of the country’s independence up to the year 2004.
    The consultant is expected to trace the evolution of civic education in Kenya by identifying past policy(ies) and legislations on civic education and how they were applied, identify the various civic education programmes that were implemented, document the various materials including curricular, information education communication materials and actions of civic education that were used during the period under study.
    Scope of work
    Undertake a research and document the history of civic education with a focus on the following key aspects:

    Civic education structures, frameworks, laws and policies;
    Civic education provision through the formal school curriculum;
    Civic education programmes undertaken by Non State Actors;
    Civic education programmes undertaken by State Actors.

    The research and documentation will also pay particular attention to how civic education providers reached out to marginalised groups such as persons with disabilities, pastoralist communities, women and youth.
    Phase one: Historical background research on civic education forms, laws, policies and actions undertaken in Kenya from 1963 to 1983. The research will include a review of the then Kenya Schools Curriculum to ascertain if any aspects of civic education were covered; a review of actions by groups on civic education including religious groups, trade unions, student groups etc.; any national or regional meetings held to discuss the provision civic education in Kenya. This will be undertaken through desk reviews and key informant interviews.
    Phase two: Historical background research on civic education forms, laws, policies and actions undertaken in Kenya between 1984 and 2004. The research will include a review of the Kenya Schools Curriculum to document aspects of civic education taught; a review of civic education programmes undertaken by groups including but not limited to civil society organisations, Constitutional Review Commissions, university student groups.     ThinkWell is implementing the Strategic Partnership for Primary Health Care (SP4PHC) project, a five-year program focused on improving how pooled government resources are used to pay for primary healthcare services – especially family planning (FP) and maternal, neonatal and child health (MNCH) in the context of pro-poor health financing schemes. The project is operating in six countries of which Kenya is one.

    Job Details

    The Technical Advisor for MEAL will provide technical direction within the EARO Region to strengthen organizational and staff capacity to design and implement effective monitoring, evaluation, learning and accountability systems. S/he will provide technical assistance to EARO Country Programs, their partners and staff to ensure that projects/programs are monitored as needed, enhance donors and stakeholders accountability of resources and program impact, and to enhance learning for quality programming, scopes for evaluation reflect key learning questions, high quality external or internal evaluators undertake evaluations, recommendations are adopted and lessons learned are disseminated through channels including EARO Country Programs and the CRS MEAL community of practice.     QUALIFICATIONS
    Technical/Professional:

    Masters degree in Social Sciences, Statistics, International Development, Communications or related field
    At least 5 years of progressive responsibility in MEAL in overseas relief and development programs; at least 3 experience working for an international agency on MEAL
    Thorough familiarity with principles and current approaches to MEAL in relief and development programs
    Strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators, MEAL plan, data quality assurance, data utilization and gender integration into MEAL
    Experience in data collection, including survey design and training enumerators
    Understanding and experience with data management, including database design
    Strong experience analyzing data, including both qualitative and quantitative methods, and experience with appropriate software
    Experienced in developing data quality assurance strategies, data management and data visualization; including proficiency in database development/management, SPSS, Stata, EPI-Info, Access, Excel and skills in analyzing, interpreting and communicating information to various stakeholders
    Understanding of donor expectations and trends for MEAL, especially of FFP, FtF, OFDA, USDA, PEPFAR, DFID, Bill and Melinda Gates Foundation
    Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods
    Excellent oral and written communication skills in English, and spoken fluency of local languages in East Africa is plus
    Willingness and ability to travel approximately 30% of her/his time
    Prior experience in sub-Saharan Africa preferred
    Skilled in working collaboratively with others
    Able to work with diverse groups of people in a multicultural, team environment.
    Excellent interpersonal communication skills
    Self-motivated and able to work without close supervision, including prioritizing work and multi-tasking to meet deadlines.
