    Job description
    KEY ACCOUNTABILITIES (not all-inclusive)
    Monitoring and Evaluation:

    Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
    Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.
    Provide feedback on the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization.
    Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluation findings accessible developing innovative, user-friendly and informative products.
    Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
    Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
    Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally-owned sustainable development goals.
    Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

    Monitoring:

    At Country Strategic Plan (CSP) design stage, support the Head of M&E or Head of Programme in developing a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
    Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
    Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.
    Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.

    Evaluation:

    Manage or support senior officer in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion; sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budget.
    Support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluations in country.
    Other duties as required.

    STANDARD MINIMUM REQUIREMENTS
    Education:
    Advanced University degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields; or First University degree with additional years of relevant work experience and/or training/courses.     Experience:

    A minimum of three years of relevant professional experience including monitoring and evaluation activities.
    Has experience using a variety of quantitative and qualitative analytical tools and methods.

    Language:

    Fluency (level C) in English.
    Intermediate knowledge (level B) of a second official UN Language: Arabic, Chinese, French, Russian, Spanish and/or WFP’s working language Portuguese. Language will be tested.

    DESIRED CAPABILITIES/ KNOWLEDGE FOR ENTRY INTO THE ROLE

    Previous experience in humanitarian and development contexts will be an asset.
    Strategic Management: Has knowledge of humanitarian and development actions, global geo-political issues and UN Reform, and applies it to enhance monitoring and evaluation functions that supports WFP’s strategic objectives. Is able to demonstrate to stakeholders the value of monitoring and evaluation for policy and programming in the achievements of the SDGs.
    Performance Management: Has performance management cycle skills, and knowledge of international norms and standards for evaluation; understands the value of Theory of Change (ToC).
    Methodology, Approaches and Analysis: Has knowledge of qualitative and quantitative methods and analytical approaches in order to review and provide feedback on the selection and application of those to WFP monitoring, review and evaluation exercises. Is able to validate data quality and ensure that data collection and analysis have been conducted ethically.
    Communication & Use: Demonstrates active listening, communication and conflict resolution skills to promote constructive engagement of stakeholders and communicate effectively key evidence.
    Ethics: Understands the specific implications of ethics in monitoring, review and evaluation activities; Demonstrates ethical behavior at all times and is able to consistently ensure that appropriate actions are taken to safeguard ethics.

    TERMS AND CONDITIONS
    Selected candidates will be placed in the FIT Pool and may be contacted as the needs arise for fixed-term international positions in any of the countries in which WFP operates, including hardship duty stations. The FIT Pool membership will last 2 years.Mobility is and continues to be a core contractual requirement in WFP.     CRS will be submitting a proposal in response to the 2019 USAID Food for Peace (FFP) Development Food Security Activities (DFSA) Request for Applications (RFA). CRS Kenya will serve as the prime on the application and will develop the proposal in consortium with other international non-governmental organizations, local implementing partners and international/national research institutions. The overarching goal of this multi-sectoral activity is to sustainably reduce levels of acute malnutrition in Kenya’s ASALs, focusing on Isiolo, Marsabit, Samburu and Turkana counties. . The estimated timeframe for this program is October 1, 2019 — September 30, 2024. The activity will be implemented in two phases:

    Phase I (1.5-2 years) Research, test approaches and collaboratively design a context-sensitive, multi-sectoral activity that sustainably reduces acute malnutrition.
    Phase II (3- 3.5 years): Activity Implementation and System and Institutional Strengthening

    Job Summary
    The M&E Lead will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. The M&E Lead must have demonstrated experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design and effectively promoting evidence-based program management. S/he will play a central role in ensuring the learning from the initial Research and Collaboration Phase of the DFSA is captured and integrated into the activity implementation phase.
    The M&E Lead will design, manage, strengthen and provide strategic direction to the Kenya DFSA’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems, ensuring cross-learning in MEAL among Kenya-based projects, as well as collaborating on learning across CRS food security and nutrition projects in the Horn of Africa and collaborating with MEAL counterparts on learning across DFSA initiatives within Kenya. S/he will work across CRS and consortium staff to build capacity of MEAL and project staff.
    Specific Responsibilities
    MEAL Strategy and Design

    Provide strategic high-level feedback, analysis and interpretation throughout the program startup, research and collaboration phase, and activity implementation phase.
    Ensure the MEAL system is compliant with CRS’ global and regional policies, procedures, standards and strategic initiatives, and USAID/FFP MEL and reporting policies and guidance.
    Provide strategic direction for the development and maintenance of MEAL systems and the roll-out of new initiatives.
    Support the project and MEAL team in the design and implementation of assessments, gender analysis, stakeholder analysis, organizational capacity assessments and other pre-program data collection and analysis.
    Ensure the consistency of indicators and tools across all partners and sectors, as appropriate, maintaining a bank of key program indicators.
    Support programming staff to incorporate participatory methods into community level MEAL systems and tools.
    Leverage lessons learned, best practices, program data, evaluations and other information to generate donor communication pieces, proposal annexes, success stories, case studies and other high-quality, results-based documentation.
    Work with the senior DFSA management team to identify and pursue strategic opportunities for program expansion.

    MEAL Implementation

    Lead mandated evaluations, needs assessments, annual surveys, case studies, and other research.
    Develop the MEAL operating manual using CRS’ SMILER coaching methodology to ensure a complete, up-to-date, high quality MEAL system, containing essential data collection tools, data flow maps and analysis plans to address needed information for program quality and donor reporting.
    Manage agency level MEAL requirements (e.g. annual data quality assessments, beneficiary count reporting and CRS’ MEAL Policies and Procedures (MPP) self-assessments).
    Contribute to donor reports through high quality project data interpretation and report inputs.
    Lead the project MEAL team to strategically prepare and review MEAL calendars and workplans.
    Support learning-to-action events and reflection sessions to systematically analyze data to promote adaptive management and to document and incorporate lessons learned into program design and implementation.
    Ensure MEAL and program teams regularly review and adjust MEAL plans and tools as needed by the project context.
    Ensure that transparent high-quality accountability mechanisms, including beneficiary feedback and response mechanisms, are in place for the DFSA and are regularly discussed at the appropriate level with necessary responses and feedback documented.
    Ensure that beneficiary feedback is adequately captured, addressed, analyzed and used by program team.

    Capacity Strengthening

    Collaborate with the Kenya Country Program M&E Manager on the MEAL community of practice to share learning, resources, and support across offices.
    Develop and co-facilitate MEAL workshops and modules for staff and partners to share country program, regional and global MEAL tools, processes and best practices to cultivate a culture of learning.
    Conduct orientations for new DFSA program staff on CRS systems and key MEAL resources.
    Provide mentoring to CRS and partner DFSA staff to increase capacity and to achieve annual performance and development plans.
    Remain updated with developments among the CRS MEAL community and worldwide MEAL trends and resources to ensure the DFSA MEAL team is applying CRS MEAL guidance and policies appropriately and in a timely manner.
    Conduct field monitoring visits events frequently with project teams and implementing partners.
    Provide feedback to senior DFSA program and MEAL staff to improve the overall MEAL system and ensure quality implementation of MEAL activities.
    Build capacity of County Governments M&E teams in Isiolo, Marsabit, Samburu and Turkana for using data for decision making.

    ICT for MEAL

    Support the DFSA MEAL and program team to develop strong project tracking, record keeping and filing methodologies for all activities.
    Work with MEAL and IT staff to maximize the value and utility of ICT4D in MEAL initiatives.

    Supervision and Coaching/Mentoring Responsibilities
    The DFSA M&E Lead directly supervises project-based MEAL staff and participates in the hiring and supervision either directly or indirectly of future MEAL staff. Additionally, s/he will provide support in mentoring all MEAL staff across the consortium.

    Qualifications and Skills:

    Master’s degree in economics, agricultural/development economics, statistics, bio-statistics, nutrition, applied sociology, anthropology or other relevant subject with strong quantitative background. Additional experience may substitute for some education.
    Five years of experience working in a development setting preferably with an international NGO, with at least three years of experience progressively increasing MEAL responsibility in international development projects and at least two years of experience as a supervisor; Title II and ICT4D experience preferred.
    The candidate must have demonstrated experience leading the M&E of a large project.
    Experience working with large donors, USAID/FFP and/or USAID/FTF preferred.
    Strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators, M&E plan, data quality assurance, data utilization and gender integration into M&E.
    Demonstrated expertise in developing and operationalizing a comprehensive monitoring and evaluation plan.
    Demonstrated familiarity with FFP M&E and Reporting Policy and Guidance for the components of an M&E plan.

    Job Description
    The IRC WISH M&E Manager is responsible for providing M&E leadership and support across the IRC WISH programme in Somalia, Uganda, South Sudan and Ethiopia, ensuring timely and accurate submission of data and adherence to WISH2ACTION protocol, standards, and timelines. The MEL Manager will work with in country M&E coordinators to integrate WISH2ACTION M&E processes within their organization’s systems, liaising directly with Regional Measurement Coordinator and building local-level capacity to collect and use high quality, robust data to improve WISH programming in the Focus Countries. The Country ME&L Manager proactively identify, troubleshoot and escalate issues related to M&E and data. The manager will be responsible to develop the IRC Learning agenda for IRC working in collaboration with the WISH Hub.
    KEY TASKS

    Data quality and collection

    Oversee data quality and collection across WISH sites in Uganda, Ethiopia, South Sudan and Somalia including capacity assessment, support and training
    Ensure timely submission of monthly data of all IRC WISH countries including proactive supervision and follow-up with country teams to ensure ongoing data collection.
    Ongoing review of data to assess completeness, accuracy, and quality standards are met including periodic review of data records at SDP level
    Provide technical support to service delivery sites across all service delivery sectors and channels within the WISH Project Implementation areas to support sound data collection and quality assurance processes and ensure auditable data
    Reconcile data from WISH sites in Ethiopia, Uganda, South Sudan and Somalia at least monthly
    Systematically respond to data-related queries from IPPF’s WISH2ACTION team and (when required) DFID’s Third-Party Monitoring agency
    Oversee regular and ad hoc rapid data quality assessments/ audits and support implementation of action plans for IRC WISH Countries
    Work with Country M&E focal persons to ensure Quality of Care data are routinely collected across all project sites and entered into the WISH2ACTION data platformSupport Third Party Monitoring data audits and verification

    Data systems

    Ensure use of IPPF’s WISH2ACTION Data Platform, including training and support in South Sudan, Ethiopia, Uganda and Somalia
    Coordinate with IRC Technical staff and Data Systems to ensure that the WISH2ACTION Data Platform meets needs of the WISH team for collecting, reporting, visualizing and using data in the Focus countries
    Ensure standardization of data definitions and mapping of SDPs, services and data codes from existing Local systems to WISH definitions, codes and systems
    Enforce data management practices and standards across the WISH countries
    Troubleshoot and escalate Data management related issues to the Senior RH Coordinator and Relevant Technical focal points.
    Use of data for decision-making
    Participate in monthly data review meetings with IPPF’s WISH2ACTION team and support development of action plans as needed to course correct
    Coordinate monthly data review meetings with country teams including M&E staff, WISH program management, staff and service providers, developing action plans to strengthen data quality and course correct as needed
    Model and support use of data for supportive performance monitoring at Country Level, and consortium level( where IRC is the Lead partner)

    Support dissemination and uptake of evidence and learning across the programme
    Monitoring and evaluation

    Coordinate annual client exit interviews and other periodic data collection initiatives including Barrier Analysis and PEER methodology at the country level, working in conjunction with external/ WISH Hub technical experts to:
    Ensure local ethics review
    Identify and contract local researchers and enumerators
    Ensure adherence to global protocol and timelines
    Support implementation, cleaning and entering data
    Use and dissemination of findings at the country level
    Draft monitoring and evaluation sections of reports and quality assure all quantitative and qualitative information

    Capacity Building

    Conduct preliminary participatory capacity assessment of current IRC program and field staff to identify specific gaps in M&E technical skills.
    Based on findings, develop an M&E capacity building plan and support implementation of the same
    Support broader capacity building of project staff to design and utilize M&E tools, surveys, evaluations and other M&E activities.

    Key Working Relationships

    Support M&E WISH staff as relevant for country context/budget (e.g., branch and M&E coordinators, data entry clerks)
    Frequent and direct contact with IPPF’s WISH2ACTION Evidence & Learning team;
    External Donors – DFID’s Third-Party Monitoring Agency.

    Education & Qualifications

    First Degree in Statistics, Actuarial sciences, Economics or relevant degree.
    Master Degree in Project management or Data related studies will be an added advantage
    Competency in Use of Microsoft Office, Statistical packages- SPSS and STATA.
    At least 5 years work experience in Monitoring, Evaluation and Learning.

    Professional Experience

    Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
    Experience with data management practices and procedures for large-scale programmes, ideally within Payment by Results programmes
    Experience implementing procedures and practices to ensure data quality and verification, including data quality assessments
    Experience using DHIS2 for data collection, reporting and visualization
    Experience with using supportive approaches to building capacity at service delivery points to accurately record, document, report and use data
    Knowledge, skills and experience in participatory methods experience in use of data to inform decision-making, planning, and performance monitoring;
    Excellent interpersonal and problem-solving skills;
    Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results;
    Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail

    Skills

    Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, and mixed method) and data collection and analysis methodologies

    Program / Department Summary
    Mercy Corps anticipates applying for funding for a five-year USAID Food for Peace Activity to support agriculturalists, agro-pastoralists, and pastoral households living in Northern Kenya. The program will be an integrated food security activity with a goal of achieving food security in the target counties in Kenya, through community level governance, preventing chronic malnutrition, sanitation and hygiene and sustainable livelihoods.
    General Position Summary
    The Research & Design and Strategic Learning Lead will be responsible for formative research activities, collaboration, and learning across all projects those results in locally adapted programmatic approaches for reducing acute malnutrition. The researcher must be proficient in creative and rigorous research design, familiar with relevant measurement approaches, and experienced in translating evidence into improved practice. S/he will ensure the program results in intentional and adaptive learning, and that findings are disseminated broadly. S/he will be responsible for improving peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, evidence and data utilization, and collaborating, learning and adapting (CLA). This position will play a key role in helping build an environment of evidence-based programming and adaptive management at all levels.
    Essential Job Responsibilities
    Strategy & Vision

    Provide technical leadership to formative research activities, refinement of the Theory of Change, and development of a locally adapted programmatic approach to reducing acute malnutrition
    Facilitate active, intentional, and adaptive learning within and across the program’s multi-sectoral activities.

    Program Management

    Ensure appropriateness and rigor of research methods and that program quality standards are adhered to.
    Oversee data collection and analysis and ensure research results are useful and applicable for making program design decisions.
    Lead refinement of the Theory of Change and ensure that Phase 1 research and pilot findings are incorporated into sound, evidence-based programmatic design for the Phase 2 Transition Plan and Phase 2 Implementation.
    Coordinate and collaborate with research staff, the Technical Steering Committee and Government of Kenya and USAID stakeholders and partners.
    Develop the program’s learning agenda, including surveys, case studies and other tools to evaluate program impact, trends and lessons. Provide comprehensive analysis of learning outcomes to inform program interventions.
    Establish systems and methods for active, intentional and adaptive learning within and across the program’s multi-sectoral activities.
    Set up a system of regular program quality audits.
    Organize and/or lead regular training and other capacity building events for program staff to improve program quality, and support other departments to take the lead in developing and implementing capacity-building activities to improve program management processes.
    Work directly with the leadership team to plan, design, and or/manage specific CLA strategies and activities, such as supporting incorporation of technical, contextual and experiential learning into technical strategies, interventions, and processes.
    Proactively support learning and information sharing across geographies, program purposes, and other awards and with other implementers.
    Support the creation of an evidence-based learning culture through consistent analysis of lessons learned and best practices to encourage adaptive management.
    In coordination with the M&E team, disseminate research and evaluation findings to program team and stakeholders.
    Contribute to program visibility and advocacy work by assisting in dissemination of program research and learning information. Represent Mercy Corps in research and learning forums with the broader humanitarian and development community.

    Knowledge and Experience

    D. in development studies, international relations, agriculture, nutrition, public health or related discipline with minimum 3 years applied research experience (or Master’s degree with over 5 years of research experience in international humanitarian and development programs).
    At least 5 years of experience working in international development or humanitarian aid, including at least 2 years in the field.
    Knowledge of the latest thinking and methods in the field of applied research and impact evaluation of humanitarian and development programs, with a focus on food security.
    Demonstrated skills with quantitative and qualitative research methodologies, including experience with experimental and quasi-experimental research designs.
    Proficiency using SPSS, STATA, or other statistical analysis package.
    Extremely strong writing skills, including past experience publishing.
    Demonstrated ability to communicate research to multiple audiences, including policy makers, practitioners and academics.
    Familiarity with the concept of adaptive management/CLA, and demonstrated experience using a mix of informational sources and research methods to analyze the program’s progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.
    Experience providing leadership, supervising staff, managing multiple complex program components, and convening people across technical teams to build consensus and achieve an outcome.
    Preference for experience with USAID-funded programs.
    Experience in the Kenya or Horn of Africa required and Kenya national preferable.

    Living Conditions / Environmental Conditions
    The Research, Design and Strategic Learning Lead is based in Nairobi with 50%+ travel to implementation areas. The location is accompanied and secure. Housing is individual accommodation with unlimited freedom of movement beyond the house/office. There are numerous International schools in Kenya. Staff have a relatively high degree of access to health and utility services (hospitals, clinics, electricity, water, etc.). This position requires frequent travel by road and air to field offices in less secure environments, where basic amenities are lacking (no running water, and limited electricity without generators). This position is not eligible for hardship and/or R&R benefits.

    ACDI/VOCA is promptly seeking a Monitoring and Evaluation Lead for the upcoming USAID Title II Development Food Security Activity (DFSA) in Kenya. The DFSA in Kenya is anticipated to be a multi-year project to address the underlying causes of chronic food insecurity. The activity will aim to sustainably reduce levels of acute malnutrition and increase food security in the most vulnerable households in northern Kenya. To achieve this, the ACDI/VOCA team will ensure the implementation of interventions designed to increase incomes, ensure access to nutritious food year-round, improve household nutrition and hygiene practices, and strengthen governance in communities affected by shocks and stresses.
    The Monitoring and Evaluation Lead, a member of senior management team, will play a critical role in generation and analysis of quality evidence and data through monitoring, assessments, and evaluations. S/he will lead design and development of monitoring systems, conduct data assurance and effectively promote evidence-based program management.

    Provide technical leadership for M&E to the project team to ensure USAID and Food for Progress M&E requirements are met
    Guide data collection, management of the data, and display of the results including reporting and dissemination, building capacity of M&E and technical staff, and ensuring compliance
    Design and lead implementation of efficient and accurate data collection system that includes efficient processes for collecting data and ensuring data quality

    Requirement
