    Proposal Objective
    SI is pursuing a bid for an upcoming USAID/KEA single holder award under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R) activities through the five-year USAID/Somalia MV&R Activity Task Order. The activity aims to verify and report on activities carried out by Implementing Partners (IPs) across Somalia, through the delivery of timely, analytical, qualitative, and quantitative information. Through visits to USAID/Somalia supported activity sites. The findings derived from monitoring and verification information must be backed with evidence and reported to USAID in a manner that allows activity managers to understand the successes and challenges on the ground quickly, and to take prompt action if needed.
    Position Summary
    SI seeks a full-time Nairobi-based Senior Qualitative Expert to manage the development, collection, analysis, and presentation of qualitative information. He/she will ensure qualitative data collection and analysis is a significant part of the MV&R process. The Senior Qualitative Expert is expected to travel frequently to Somalia to directly interact with project beneficiaries through key informant interviews, focus groups, among other activities. Additionally, the Expert will conduct ad hoc site visits or plan to conduct ad hoc qualitative research by USAID.
    Responsibilities

    Provide technical leadership and oversight in drafting the qualitative sections of the MV&R
    reports for each round.
    Develop (in consultation with USAID) tools and protocols to capture relevant qualitative data, which will yield rich qualitative information across each activity.
    Orient USAID staff/field staff/subcontractors on the new/revised qualitative data collection tools, and protocols.
    Review, analyze, and synthesize qualitative data to ensure logical inferences and conclusions are drawn from the findings.
    Triangulate MV&R findings with routine program and evaluation data to provide further insight into program effectiveness and identify opportunities for learning.
    Generate and disseminate synthesized reports and presentations tailored to the intended audience.

    Required Qualifications:

    A bachelor’s degree in the field of evaluation, international development, or a related technical field.
    At least five years of overseas experience in international development conducting qualitative research.
    Must be technically proficient in at least one of the following fields: democracy and governance, economic growth, education, and stabilization.
    Strong communication and presentation skills, including an ability to synthesize and explain complex information to stakeholders.
    Prior experience in a high threat environment.
    Excellent English writing skills and speaking ability; Somali language proficiency
    Must have an understanding of Somali culture and operating environment.
    Willingness and ability to travel to Somalia as needed.

    Purpose of Position

    Key Result Area 1: Responsible for rolling out and maintaining an effective institutional M&E management information system:

    Key Result Area 2: Performance Monitoring

    Support Country Offices to undertake activity tracking and results based monitoring of outputs and outcomes using standardized reporting templates/ formats, protocols, guides, dashboards, ensuring contribution to the Corporate and Country Office Strategies are well captured.
    Generate programme information and dash boards for tracking and depicting progress on programmes and strategy implementation against targets and key milestones
    Together with the Project Manager contribute to quarterly assurance and value addition processes – PMTs, programme reviews, and field level backstopping.
    Maintain a tracker of key action points agreed at review meetings (SMT, PCCM and PMTs) and disseminate progress of implementation to the SMT.

    Key Result Area 3: M&E Processes

    Develop and track a corporate M&E calendar/plan and engage with support Country Offices to execute the plans timely and according to set standards;
    Participate actively in the implementation of M&E processes by providing technical support and checking quality.
    Harness, adapt and roll out tools and technological innovations for collecting and analysing data;
    Participate in developing new programmes and redesign/modification of existing programmes by building in an M&E plan in line with the thematic standards and practice.

    Key Result Area 4: Knowledge Management

    Support evidence based learning across AAH-I through maintaining an up-to-date record of planned and on-going operations/action research, facilitating learning and reflections and ensuring documentation and dissemination.
    In collaboration with Communications Department, design knowledge management products to be shared with internal and external audiences;
    Support the Regional Programme Manager in facilitating the M&E Communities of Practice (CoP) and participate in other CoPs as appropriate;

    Key Result Area 5: M&E Capacity Development

    Provide input in defining and developing and/or reviewing the M&E Competency Standards
    Build capacity of local stakeholders and project staff in relevant M&E topics, including data dissemination and use for program improvement; build the capacity of the project sites and support them to effectively introduce and maintain effective project M&E systems and processes.

    Key Result Area 6: Reporting

    Keep a schedule of internal and donor reporting and ensure teams adhere to the timelines, and reporting templates;
    Provide quality assurance, including data verification, on all reports and information products produced by the project by editing and consolidating all reports prepared by the project;
    Consolidate monthly, quarterly, semi-annual and annual reports and department score cards to track their contribution to strategy;
    Synthesize and summarize trends in programme monitoring data including those generated from evaluations across programming pillars that can be used to inform Corporate and country level programming.

    Expected results

    All AAH-I Projects updated on the M&E management information system with clear indicators, targets and well populated reliable data;
    M&E and other progress reports delivered on time and any corrective measures taken;
    Up to date M&E guidelines developed and implemented;
    Survey tools developed and standardized in all AAH-I projects;
    M&E products are packaged and used for internal and external learning, engagement, publicity and demonstrating evidence.

    Minimum qualification and requirements:

    A university degree in Public health, Statistics, Quantitative Economics, Development Studies, Social Sciences, Community Development, or any related field. Postgraduate training in monitoring & evaluation is an added advantage;
    Three to five years’ experience designing programme M&E plans and logical frameworks and monitoring their implementation according to industry standards; conducting analyses using qualitative and quantitative methods including use of participatory methods and tools for planning;
    Familiarity with SPHERE standards, Durable Solutions Framework, Code of Conduct for Red Cross/ Red Crescent, Humanitarian Accountability Partnerships (HAP); other international humanitarian standards and other capacity building skills;

    The job holder will lead and/or coordinate activities related to TMEA’s research agenda, including managing the IMPACT model, overseeing and supporting project teams on data collection and research activities, managing and working with consultants and research partners, overseeing policy and scientific convenings, data and research coordination, and dissemination. In coordination with Results, Communications and Sustainable and Inclusive Trade teams, as well as with TMEA Programme teams, s/he will perform advanced and high-quality data analysis to produce policy briefs while establishing effective administrative, research management, and dissemination systems to meet TMEA research agenda. This is a challenging opportunity for candidates who are passionate about international trade and development as well as rigorous applied research and impact evaluations and have interests in policy and research related to the international trade, trade facilitation, and the economics of poverty.     Modelling

    With direct supervision of the IMPACT and Research Director, manage and run the IMPACT Model to produce various reports that assess the anticipated impacts from TMEA’s Strategy 2 programme portfolio;
    Liaise with the Manager, Organisational Performance to manage and update the cost benefit analysis (CBA) tool in the IMPACT model for new and existing projects and review CBA projections based on updated assumptions, performance information and amended targets;
    Working closely with regional and country teams as well as TMEA’s research partners, obtain and update IMPACT model and data requirements ensuring accuracy and reliability of results reported by TMEA;
    With the guidance from the IMPACT and Research Director, arrange and oversee the peer review of the IMPACT model.

    Applied Research

    Support and manage data collection efforts across TMEA and conduct analysis and produce analytical policy and research outputs;
    Oversee the harmonization of research projects in the various TMEA’s portfolios, including the collection, analysis, and reporting of data on the costs and outcomes of research studies;
    Develop subject matter expertise in international trade and trade facilitation research and in its implications on poverty in developing countries, and stay up-to-date on relevant research and policy developments;
    Assist in the setup of TMEA research projects within TMEA corporate and project portfolios as needed;
    Conduct landscape assessments and other background research to guide the development of TMEA initiatives and communities of practice.

    Learning and Sharing

    Maintain the organisational system for data management and impact assessment and use quantitative/qualitative tools, e.g. IMPACT model and results framework to inform strategy;
    Working closely with the communications team, create and manage research dissemination efforts across TMEA, for example by synthesizing and translating key research findings for stakeholders through the TMEA website, articles, white papers, blogs, and other channels;
    Create and manage shared information resources for TMEA’s research agenda, including data repositories and literature reviews;

    Management

    The International Potato Center (CIP) is seeking to recruit a highly skilled, results-oriented Research Technician I CIP is a not-for-profit International Agricultural Research for development with a global mandate to conduct research on potato, sweet potato, and other roots and tubers and on the improved management of natural resources.
    The Position: CIP is entering into phase 2 of the Accelerated Value Chain Development (AVCD) project to scale out to Bungoma and Taita Taveta counties the successful interventions of phase 1. AVCD concentrates on improving livelihoods of farmers engaging in the potato value chain through improving access to seed and good agricultural practices, along with supporting farmer producer organizations to equitably engage in potato marketing. To support field activities, CIP is seeking a Field Officer to be based in Taita Taveta, Kenya.
    Key Responsibilities:

    Identify the target project beneficiaries in the county;

    Follow up through in-field visits and technical backstopping to ensure quality training for potato farmers is carried out by the TOTs;

    Key Areas of Accountability.

    Functioning CPIMS and EMIS (education in emergencies information management system).
    Ensure systematic filling for child protection cases are in place.

    Capacity building of program staff on project related M&E templates/forms for data collection; Output tracker (OT) and Indicator Performance Tracking Table (IPTT) etc.
    Organize field visits to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and produce & share reports with program team as well as management team based on quality and accountability findings.
    Support program staff to strengthen joint planning and monitoring with stakeholders.
    Contribute to the quality of program design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan etc.
    Lead in conducting data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams;
    Analysis against the performance indicators and targets on periodic basis.
    Lead the country annual reporting processes for Total Reach and Global indicators reporting at field level.
    Ensure the quality of reporting data and verify the data and information from sources periodically on sample basis.
    Lead the review & reflection of whether the DIP is followed as per the plan or not during all staff meeting.
    To carry out follow-up monitoring visits to materialize action agreed in action plan also update and ensure close follow up of Monitoring-Action Plan Tracker’ at field level.
    Maintain close coordination with field manager at field level and Head of MEAL on Quality and Accountability issues. Share all information (monitoring reports, CFM database preliminary inquiry reports) with Head of MEAL while keeping the field manager in the loop.

    B. Research and Evaluation

    Update the online evaluations tracker on a regular basis and ensure that it is up to date with all the studies and evaluations that are implemented in the field office.
    Participate in inter-agency assessments on CP, education and the annual participatory planning meeting led by UNHCR.
    Provide a synthesis of all evaluations conducted and share recommendations with program teams.
    Provide support for all needs assessments, formative and operational research and evaluations.
    Manage and supervise external consultants while they are in the field office for data collection.
    Assist MEAL Manager/Program Manager in preparing and conducting baseline studies.
    With support from communications, research and learning manager and programs teams develop quality case studies.

    C. Accountability

    Build strong and functional accountability mechanisms and ensure that these are continuously monitored.
    With support of project leads ensure that project information is correctly shared with beneficiaries through the most appropriate mechanisms.
    Data protection and confidentiality for CP cases in the camps.
    Ensure beneficiaries actively participate in project activities.
    Maintain and update a complaints and response mechanism database for tracking feedback from communities and ensure that the feedback/complaints are responded to.
    Build capacity of other program staff to undertake accountability including ensuring participation of communities and sharing information with communities as well as undertake accountability assessments.
    Ensure the Complaint Feedback Mechanism (CFM) are functional and accessible to beneficiaries.
    Develop regular trend analysis of complaints at organizational level and share these with program team as per protocols.
    Support in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per CFM protocol.
    Ensure that the agreed action plans are followed in timely manner by program team.
    Share all information (monitoring reports, CFM databases, preliminary verification reports, case studies) in the support of MEAL Assistant with Head of MEAL.
    Share MEAL findings & CFM issues in each monthly meeting
    Ensure that the CFM guidelines are followed by all staff.

    D. Learning:

    Conduct comprehensive analysis of evaluation and research findings; provide summary of findings, learning and recommendations and share these with program staff.
    Support program teams in developing quality program reports.
    Professionally document and proactively share information and learning from projects with Save the Children staff and stakeholders as necessary.
    Take an active role in ensuring that staff are compliant in uploading data and reports into share point and other relevant online systems and maintain such database systems.
    Ensure the key learning’s are incorporated in upcoming plans and interventions.

    QUALIFICATIONS AND EXPERIENCE
    Essential

    Minimum three years’ practical experience in M&E system implementation in a large international non-governmental organisation or other international relief/development body.
    Excellent knowledge of information technology systems and proficient in the use of ODK/Kobo and data analysis programmes e.g. SPSS and Stata.
    Demonstrable track-record in data management, with the ability to manage large databases.
    Ability to analyse and disseminate complex information to a range of stakeholder audiences.
    Computer literacy, particularly in Word, Excel, and PowerPoint.
    Trained in data management and with at least one year experience working with Excel managing databases.
    Experience in quantitative and qualitative data collection (M&E methods) and data analysis.

    JSI Research & Training Institute, Inc. (JSI) has recently been awarded a grant by the Bill & Melinda Gates Foundation to provide Supply Chain Strengthening to Support Community Provision of Family Planning, including DMPA-SC for self-injection in 4 ASAL counties in Northern Kenya (Wajir, Turkana, Samburu and Mandera). In partnership with Ministry of Health (National & County), AMREF Health Africa, and Save the Children, JSI will work to address inequity in access to family planning through developing sustainable and scalable community based distribution models that reach underserved, remote communities and to build capacity and share lessons with stakeholders implementing community-based family planning and distribution among these populations regionally.
    The key project objectives are summarized as follows:

    To understand and compare the effectiveness of different model(s) for improving uptake and continued use of family planning;
    To test and inform implementation strategy throughout the course of the intervention, facilitating data-led adaptation to optimize intervention effectiveness;
    To generate evidence and learnings for sustainable and comprehensive community health model(s) for increasing contraceptive use in remote and hard to reach communities that are applicable to regional stakeholders dealing with similar populations in other countries in the subregion, the horn of Africa, and the Sahel.

    Primary Role
    The M&E Specialist will provide senior technical guidance to contextualize the developmental evaluation of the SCALE project based upon the ASAL hardship regions. The M&E Specialist will participate in strategic meetings with the Evaluation Team Lead and Costing Specialist (based in USA), and will work with all project partners to oversee project strategy, including the quarterly Evaluation and Learning Advisory Group meetings. Additionally, s/he will be the primary lead on the study’s ethical review and reporting requirements. The M&E Specialist reports to the Evaluation Lead (based in USA) and HealthRight Kenya’s APD. We anticipate the post will be based in Nairobi, with frequent travel to the ASAL regions. However, this location could be subject to change.
    Responsibilities and Duties

    Lead the project’s ethical review application within Kenya;
    Advise on the development and implementation of performance monitoring and evaluation tools such as theories of change, logical frameworks, indicators, reporting templates and systems, and analysis plans for the project;
    Participate in quantitative and qualitative data collection and analysis and help facilitate use of data by partner teams and project beneficiaries;
    Oversight and management of the quarterly Evaluation and Learning Advisory Group meetings;
    Train project staff on project M&E processes;
    Contribute to the reporting on progress and performance of all project activities;
    Work with the project’s support staff to ensure the effective and smooth implementation of the project with key stakeholders and partners.

    Required Experience

    MPH or Masters in health, M&E or related field;
    At least 8 years of experience working on global health M&E issues, especially reproductive health issues;
    Proven strong community research capability (ie reports, journal publications, etc);
    Past experience working in the ASAL region and with marginalized populations;

    PURPOSE OF THE ASSIGNMENT
    The evaluation specialist at the Regional Bureau Nairobi is expected to contribute to the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes managing decentralized evaluations, providing technical support, delivering trainings on monitoring and evaluation approaches (both qualitative and quantitative), and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies.
    KEY ACCOUNTABILITIES/RESPONSIBILITIES:

    Manage decentralized evaluations to high professional standards in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing evaluation processes from planning to completion; sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets;
    Provide technical assistance to country offices for the planning and management of decentralized evaluations;
    Build M&E capacity of WFP staff and partners through delivery of training and information sharing;
    Provide support in designing future evaluations, including in the development of Theories of Change and in the elaboration of Terms of Reference;
    Quality assure evaluation products, including terms of reference, inception reports and evaluation reports;
    Support in the organization of workshops, seminars and other events;
    Provide inputs to the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization;
