    Qualifications/special skills

    A minimum of 7 years of evaluation experience is required, preferably including
    evaluating large, regional or global programmes and using a Theory of Change approach.
    Experience in GEF evaluation and in sustainable forest commodities value chains, private sector finance and investments is desirable.
    A good/broad understanding of environmental financial inclusion and experience in Paraguay and Brazil or the region is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement. Knowledge of Spanish and Portuguese would be desired. Working knowledge of the UN System and specifically the work of UNEP is an added advantage

    OBJECTIVES OF THE ASSIGNMENT
    The primary objectives of the assignment are to:

    Build excellent working relationships with project partner organisations, representing PCi within the project and in the region.
    Support the design of project baseline, endline and MEAL framework, ensuring that peacebuilding impact can be adequately assessed and that conflict sensitivity risks are monitored.
    Lead the design and implementation of a gender-responsive conflict analysis across project sites.
    Provide conflict sensitivity training, guidance and advice to project partners, including adapting materials and tools where necessary.
    Coordinate research led by academics in three countries on the intersection of youth, culture and peacebuilding, including coordinating the dissemination of research findings to target audiences.

    KEY DELIVERABLES
    Whilst the delivery of project outputs will be a team effort between partners and within PCi, it is expected that the Peacebuilding Advisor will contribute significantly to the following outputs:

    A good understanding amongst project partners of key conflict sensitivity risks entailed by the project and how these can be mitigated and monitored.
    A high-quality piece of research that explores the intersection between youth, culture and peacebuilding in the Swahili Coast region, synthesising the findings of research undertaken by universities in Kenya, Mozambique and Tanzania.

    The Regional Senior MEAL Specialist reports to the Regional Director, East Africa. They are responsible for establishing and implementing a MEAL strategy for the region; they will adapt and implement MEAL guidelines and tools throughout EMEA East Africa region and provides support with organizational MEAL and related standards. The purpose of the position is to support the improvement of program and project efficiency and effectiveness, decision making and learning during the project life cycle through Monitoring, Evaluation, Accountability and Learning. In carrying out their work, the Regional Senior MEAL Specialist interacts with other Regional Office (RO), National Organizations (NO), Area Office (AO) and Head Quarter (HQ) staff, partner organizations and contracted subject matter experts (SMEs).
    Key Responsibilities
    Planning and coordination:

    Develop and implement a MEAL strategy for the region including integration of HFHI’s international Theory of Change (TOC).
    Advocating for and securing resourcing for MEAL.
    Adapt and continue to develop MEAL methodology, approaches and tools, and provide support and guidance to Regional Office (RO) and National Organization (RO) staff to ensure their proper use.
    In collaboration with program/project teams supports the development of RO, NO, and project capacity to ensure that MEAL standards and good practices are properly integrated in all phases of the project life cycle.

    Requirements

    Bachelor’s degree in a related field, especially in the social sciences, social work, or program evaluation areas.

    JOB PURPOSE:
    The primary responsibility of the role is to support in the coordination and implementation of MEAL activities for the GAC funded Time to Care project and also support development partners in the Country thematic areas.     Overall purpose of the role:
    Under the guidance of MEAL Manager, the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible for monitoring, evaluation, accountability and learning for all projects ensuring quality evidence on the results and outcomes of assistance is provided for reporting and decision making.  The MEAL officer will be responsible designing and implementing MEAL activities in the location; drafting situation, quarterly/annual reports in close collaboration with MEAL Manager and ensure project beneficiary databases and indicators tracking tables are up to date. The role will also ensure program data and other protection data is accurately and ethically collected, stored, analyzed & shared in strict adherence to DRC’s data protection policy. Further the officer will also ensure Feedback and Response Mechanisms are established and function in the field locations. The MEAL officer will work in close collaboration with the MEAL Manager, Technical team leads, Area Manager and Country program team.
    Responsibilities: 

    Ensure full compliance with DRC’s Minimum Monitoring Evaluation, Accountability and Learning Standards in all projects implemented.  
    In collaboration with the MEAL Manager, lead field-level assessments, including needs assessment, baseline, mid-term, end-line and post-distribution monitoring surveys to ensure data quality controls including verifying consistency between collected data, means of verification, the IPTT and donor reports. 
    Lead the development of MEAL components of project proposals or concept notes, including the development of indicators and project-specific MEAL plans. MEAL plans and DIPs will be developed in close collaboration with programme teams and will be used to populate DRC’s Indicator Performance Tracking Tool (IPTT), which will be used by the program and MEAL teams to provide monthly updates and analysis of progress against indicators.   
    In close collaboration with the MEAL Manager and the program team, develop sector-specific data collection tools and ensure their proper use by implementing teams. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.  
    Conduct periodic data quality audits to assess the quality of collected data for indicators and report data quality issues to the MEAL Manager
    Produce monthly analysis reports with updates on the implementation status of all assigned projects. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the MEAL Manager  
    In collaboration with the MEAL Manager, facilitate project-based learning events to capture, document and disseminate lessons learned for internal and external purposes.    
    Identify and conduct MEAL-related capacity building needs and opportunities for DRC’s program staff in targeted project and assume responsibility for facilitating trainings on Core Humanitarian Standards (CHS), and beneficiary feedback and response mechanisms. 
    In collaboration with the country-level MEAL Manager, ensure Kenya Community Feedback and Response Mechanism, and all associated tools and SOPs, in the field office level.
    Supervise IMS/Data Assistant including providing coaching and mentoring on MEAL

    Experience and Technical Competencies:

    A minimum of 4 years of MEAL experience within the humanitarian or NGO field.  
    Demonstrated experience translating theories of change, log-frames and results frameworks into monitoring plans, developing data-collection tools and protocols, leading data-collection and management process, designing and managing databases, and analyzing data.  
    Proven technical skills in monitoring, evaluation and experience with both qualitative and quantitative data-collection and analysis. 
    Excellent analytical, presentation, and report-writing skills. 
    Strong background in the use of computers including the use of software applications such as Excel, Access, PowerPoint, statistics software such as SPSS.

    Ensure the dissemination and adaptation as necessary of information management tools that meet Cluster needs
    Ensure linkages with all Cluster stakeholders, particularly national actors, for enhanced sectoral risk mapping and gap and needs analysis.
    Provide sector-specific maps and graphics on a regular basis that aid forward planning as well as impact analysis
    Ensure application of appropriate information technology for maintenance of CCCM Cluster partner lists (e.g through Mailchimp) and archiving of information (e.g through data portal or other website) recognising limitations in connectivity
    Promote the use of inter-operable technologies among CCCM Cluster partners

    Monitoring and Reporting

    Ensure adequate monitoring mechanisms are in place to review impact of the cluster and progress against implementation plans
    Provide assistance in ensuring Cluster partners provide timely, consistent and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making
    Provide assistance in management and effective information sharing across all dissemination platforms (HDX, Mailchimp, CCCM data portal) amongst partners
    Assist in developing simple, user-friendly CCCM Cluster tools e.g. reporting formats in consultation with the local authorities, CCCM Cluster Coordinators, CCCM Camp Management Organizations, camp service providers and other key stakeholders; with SADD and AGD lenses
    Assist in training on the use of reporting tools among CCCM cluster members, assistance providers and other stakeholders
    Protection Capacity
    Support and enforce data confidentiality guidelines adopted by the CCCM Cluster to protect sensitive data

    MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE:-
    The Ideal Candidate Will:

    Possess a degree/diploma in a relevant field in communication, library or geographic sciences, including information technology and statistics or related field of studies
    Have at least three year’s combined field experience in humanitarian organizations (e.g UN agencies, INGOs, Donors, IFRC or ICRC)
    Possess experience with handling confidential data, demonstrated understanding of different data collection methodologies and capable of building and maintaining databases and filing systems for project management
    Have experience in web design and software development is an asset.
    Ability to formulate IM-related technical requirements and Operating Procedures
    Have excellent communication skills, with strong interpersonal and negotiation skills.
    Be fluent in English, with advanced writing and editing skills.
    Additional languages are desirable, but not essential.

    Position Overview
    The overall aim of the Senior Programme Officer (Social Sciences, Humanities, & Arts (SSHA)) is to support the delivery of a vibrant social sciences and humanities research leadership capacity development programme on the continent. In the short term, this will be delivered as a component of existing programmes at the AAS, promoting excellence in social science, humanities, and Arts research leadership capacity in Africa. The long-term goal of the role is to develop an independent SSHA flagship programme at the AAS.
    The Senior Programme Officer (SPO) will focus on the publication and dissemination of knowledge products focusing on various aspects of the SSHA docket. The knowledge products shall be produced using data generated from a recently concluded scoping exercise to determine the status of SSHA research support in Africa. Additionally, the incumbent shall liaise with comparative research networks, as well as thematic and issue-specific research programmes, special initiatives, and projects to advance discourses on the advancement of SSHA research support in Africa. To this end, the SPO shall oversee implementation of various SSHA aspects of the programmes work at the AAS including several tasks as follows:

    Leveraging sector-specific knowledge and skills in the effective implementation of programmes and the development of new initiatives.
    Overseeing the development and implementation of pre-award, award, and post-award processes.
    Mainstreaming gender, equity, diversity, and inclusion strategies within the programmes work.
    Designing and implementing risk assessment and management strategies for the programmes.
    Working with the finance team on budget control and reviews to ensure compliance and alignment to project and donor requirements.
    Working with the monitoring, evaluation, and learning team to produce project reports and other relevant knowledge products.
    Initiate, develop and, where appropriate, manage new projects and programmes

    The postholder will also be expected to work in close collaboration with other AAS managed programmes through the provision of operational and research support for the achievement of the AAS’ overall strategic goals.
    Main Duties and Responsibilities

    Define and deliver the benefits of the Social Sciences, Humanities, and Arts component of the AAS programmes in time, within budget, and at the required quality
    Assist in the provision of secretariat support to relevant steering groups
    Assist in utilising the outputs, networks and relationships created through the AAS programmes to further the Academy’s strategic objectives.
    Contribute, as required, to the development of evidence-based positions on research and innovation policy issues linked to the scheme
    Contribute to the establishment of systems to enable the Academy to maintain and derive value from contact with past beneficiaries or alumni, and to manage these relationships where appropriate
    Contribute to the effective use of administrative resources across the AAS, including the provision of clear and timely information about requirements for administrative support to colleagues
    Contribute to the effective use of the AAS information management systems
    Contribute to a culture of continuous improvement at the AAS and to support line manager in achieving other teams, departmental and organisational objectives, as required

    Research support

    Perform programme relevant research to inform the development, implementation and delivery of the SSHA component of the AAS programs
    Work in close collaboration with the AAS M&E team to identify, collate, track, assess quality, analyse and validate, and report on programme-related data
    Identify and build relationships with relevant stakeholders involved in social sciences and humanities research and research leadership capacity development on the continent and globally but not limited to universities and other research institutions, relevant African government departments and policymakers, Africa based and international Think Tanks, and intergovernmental organisations etc
    Prepare reports, articles and presentations during programme inception meetings, annual grantee meetings and site visits
    Track and perform relevant analyses on various aspects of programme implementation to identify and address important challenges to ensure effective and efficient programme delivery.

    Qualifications, Experience, and Expertise required

    A PhD degree in a relevant Social Science, Humanities or Arts related research field obtained within the past 10 years
    Demonstrable research leadership qualities and experience in the implementation of key research work for priority SSHA agendas
    A demonstrable record of research capabilities in social science/humanities research as demonstrated by peer-reviewed publications and other quality knowledge products
    At least 3 years’ experience working in research/research leadership capacity development programme design and implementation in Africa
    Knowledge of funding/how research is funded/grants or research management
    A professional qualification and relevant experience in large scale programme/project management or training in research administration, ethics, leadership or related will be an added advantage
    Excellent presentation and public speaking skills
    Proficiency in standard office and collaboration tools such as Microsoft Office, SharePoint
    Project/ Programme management skills (essential)
