    Job Description:
    Reports to: Regional Director, Africa
    Summary of role:
    In support of the program ADVANCE (Accelerate the Development of Vaccines and New Technologies to Combat the AIDS Epidemic), this leader will provide Monitoring, Evaluation and Learning (MEL) direction and support to the 5-year $160 million USD USAID-funded CoAg. https://www.usaid.gov/what-we-do/global-health/hiv-and-aids/technical-areas/hiv-vaccine-research-development. The Director will work with partner organizations and sub-contractors in the conceptualization, design and execution of comprehensive MEL systems, tools and methods that monitor and assess progress towards programmatic and organizational goals articulated in the ADVANCE Program. The MEL Director will provide timely and relevant information to the ADVANCE Leadership Team (ALT), USAID, project stakeholders and decision-makers; inform strategic and resource-allocation decisions; and magnify impact through continuous learning and improvement. In addition, the Director will interface regularly with USAID CoAg representatives and their MEL counterparts including negotiating changes in the MEL plan, facilitating external evaluations, and supporting quarterly MEL reporting.
    The MEL Director may also support wider organizational MEL implementation as needed; this includes providing technical guidance, facilitation, and trainings to members of the IAVI Technical Working Group (TWG) for organizational MEL.
    Specific Responsibilities:

    Build ADVANCE Evidence base and Reporting capacity

    Contributing to the ADVANCE Annual Performance Report (APR) and annual workplan process for both Vaccine and Microbicide portfolios.
    Ensuring USAID-compliant MEL procedures and policies through developing and implementing training of staff at the Regional office in Nairobi, IAVI headquarters and other locations as needed. Developing and updating periodically a MEL Manual for use in ADVANCE-IAVI which describes the MEL system, processes and procedures.
    Leading the routine collection of high-quality data. This includes building data quality systems and checks in the regional office and other locations. In addition, supporting the timely data analysis and use. Ensuring consistency and dissemination of data across IAVI for use at scientific meetings and all external presentations.
    With ADVANCE Communications and Advocacy Teams, producing ADVANCE Reports internally and externally to key stakeholders.
    Evaluating data needs for ADVANCE regional and other reporting and standardizing data collection practices per MEL policies and frameworks.

    Strengthen data use culture in ADVANCE and ADVANCE partner networks

    Ensuring the quarterly and annual analysis of monitoring data – including the identification and documentation of best practices and the identification/documentation of areas of poor performance.
    Building monitoring systems and evaluation processes and facilitating their usage by Partner Clinical Research Centers (CRCs) and IAVI for learning.
    Evaluating the usefulness of data with IAVI groups and sub-teams periodically to ensure the MEL indicators contribute to a performance culture and program management approach.

    Support Mid-term, Final and, as needed, potential future Baseline Evaluation

    Assisting USAID, as requested, to develop an Evaluation question, plan and budget.
    Preparing for the Evaluation by ensuring systems are robust to collect, verify and replicate data used in ADVANCE Reporting. Assessing program performance issues and problems so that solutions can be and applied.
    In the event of an audit or Evaluation, facilitating access of evaluation consultants to documentation, reports, staff, and key partners.

    Revise MEL Plan or design new MEL plans and metrics (As required)

    As needed, defining a MEL plan for introduction of new interventions/work. As required, change the MEL strategy as needed in times of program contraction or revision.
    Build MEL meetings/virtual space for the integration of high-level scientific feedback and learning from SAG to ADVANCE Leadership Team (ALT).

    Other

    Supporting MEL learning specific to the four ADVANCE Scientific Steering Groups.
    Guiding a small team of MEL-designated staff/support in regions (IT, Admin, Program MEL).
    Proposing and integrating finance and health-costing indicators and focus into MEL as required.

    Job Requirements:

    Minimum of a Master’s degree in public health, international development, or other related field.
    A minimum of 5 years’ work experience implementing monitoring, evaluation or research activities, preferably for USAID/PEPFAR funded projects in LMICs. At least 2 years’ experience leading M&E systems management, managing data intensive programs and designing M&E systems. Knowledge of USAID (other USG) data quality standards and experience applying them required.
    Proficiency in Excel, SPSS, and Microsoft Access.
    Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is desired.
    Demonstrated ability to transfer knowledge through training and mentoring, including the development and delivery of M&E trainings. Must have knowledge and experience using the log frame approach to program design and implementation.
    A solid understanding of international development, with a focus on participatory processes. Demonstrated ability to establish processes of strengthening local partners in MEL and building capacities for self-management.
    Understanding of HIV, vaccine, biomedical prevention or other R&D programs a plus.
    Ability to work independently, take initiative and manage a variety of activities concurrently. Proven ability as a strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
    Willingness to undertake field visits (~20% travel) to regional offices, clinical research partners and interact with international stakeholders (senior scientists, support staff, advocacy and policy teams).

    About the programme:
    Kenya is the largest economy in East Africa and has for many years been the economic and democratic stronghold amongst conflict and poverty ridden neighbours. However, electoral violence, corruption and a lack of accountability have undermined the Government’s ability to ensure inclusive growth and service delivery. Kenya’s Vision 2030 and the Sustainable Development Goals (SDGs) are ambitious, but success is possible where reforms are well-grounded in political and economic realities, sequenced and focused on improving tangible services to citizens. To achieve more inclusive and accountable governance, and ensure effective poverty reduction and better public services, Kenya requires credible and non-violent elections, stronger performance and interaction of formal oversight institutions, and citizens and a civil society that mobilise for improved responsiveness and accountability of officials. DFID has designed the Deepening Democracy Programme (DDP) to support formal accountability institutions, civil society organisations and other accountability mechanisms to contribute to this change.
    The combined impact of DDP is more inclusive and accountable governance in Kenya. DDP has two main results areas – electoral and non-electoral accountability. Electoral accountability will be strengthened through (i) supporting more credible elections in 2017 and the future; (ii) improving civic engagement in elections; and (iii) contributing to a more inclusive electoral process for historically marginalised groups (e.g. women).
    Non-electoral accountability will focus on supporting state and non-state accountability and oversight institutions on a demand driven basis by (i) strengthening capacity of and facilitating linkages between formal oversight agencies; supporting climate change governance reforms; and (ii) supporting civil society to improve their participation and advocacy on key issues such as planning, budgeting, climate change, and service delivery.
    Scope of work:
    The Senior Monitoring, Evaluation and Learning (MEL) Officer will be the most senior point of contact, support and guidance on M&E for DDPs grantees. He/she will help translate DDP MEL needs to other Monitoring, Evaluation, Adaptation and Learning (MEAL) staff and to the grantees themselves. He/she will analyse, plan and help meet any capacity building needs the grantee organisations may have in MEL. The Senior MEL Officer will work closely with the Grants Programme team, the Communications & M&E Specialist, and other DDP technical staff to ensure that DDP is providing coherent, coordinated support to its grantees. He/she will report directly to the MEAL Director and will lead in translating the MEL ‘ground reality’ of DDP grantees to the MEAL Director. The Senior MEL Officer will be based in the Nairobi office, with 20% travel to grantee offices and implementation sites throughout other counties.
    Terms of Reference:

    Strategic inputs and oversight

    Support the delivery of any MEAL-related strategies, frameworks, or approaches, in coordination with the MEAL Director.
    Support in the development of the DDP programme-level programme.
    Help coordinate any MEAL team member efforts and support to grantees.

    Results-based Monitoring & Evaluation

    Develop Performance Indicator Reference Sheets and methodologies/tools for DDP logframe indicators.
    Lead on the review, validation, and analysis of incoming logframe and results data from grantees.
    Coordinate results-data entry into knowledge management system and do data entry.
    Lead on ad hoc, in-person verifications (i.e. data quality assessments or DQAs) of reported output-level results.

    Learning

    Lead on the implementation of DDP’s learning agenda, focusing on helping grantees establish processes or mechanisms to institutionalise lessons learnt and learning.
    Design and set-up of grantee learning processes, e.g. Critical self-reflection sessions, which feed into the DDP learning approach and priorities.
    Development of a quarterly learning report to DDP senior management, inclusive of key lessons learnt and recommendations based on monitoring and reporting data, political economy analysis (led by Political Economy Advisor), and secondary sources.

    Capacity development

    Train, mentor and otherwise build capacity of DDP grantees in MEL, as required.
    Review and provide feedback on applicant logframes during the proposal development phase and during Inception of successful grantees.
    Support to grantees in development of M&E systems and results reporting processes and systems, providing clear guidance on how to improve their MEL work.
    Lead on capacity development support to grantees on output and outcome indicator development, data collection, and analysis.
    Support the capacity development of DDP grant managers on M&E-related issues and in the use of DDP’s Knowledge Management System.

    Reporting

    Compile, validate, analyse, and present all DDP logframe-related data for quarterly and annual reporting, as well as the DFID Annual Review.
    Compile and author narratives around DDP’s key achievements and lessons learnt for the quarterly and annual reports, as well as the Annual Review.

    Bachelors degree or its international equivalent in social science, international development or a related field.
    Strong English writing skills required, as well as English fluency generally.
    Proven ability to design M&E methodologies, monitoring plans, results frameworks, as well as ability to quality-assure quantitative and qualitative data collection methodologies and tools.

    The ISS seeks to appoint five researchers to the ENACT project’s Regional Organised Crime Observatories (ROCO). The researchers will be based in Pretoria, South Africa; Yaoundé, Cameroon; Abidjan, Cote d’Ivoire; Nairobi, Kenya; and Tunis, Tunisia.
    The ENACT project aims to enhance Africa’s response to transnational organised crime, through research, advocacy and evidence-based policy interventions.
    The successful candidates will be responsible for research, monitoring regional trends, networking with stakeholders and project partners, and representing the project at meetings and events to promote research findings and policy interventions. Researchers will keep abreast of organised crime problems, actors and responses at national and regional level, and identify priorities for research and action. Researchers will also support capacity building and technical assistance for regional actors.
    Applicants must be highly motivated, proactive and able to work under pressure. Good writing skills and an ability to respond quickly and manage time effectively are essential.

    BACKGROUND AND CONTEXT
    DDG is a unit within the Danish Refugee Council (DRC) specialising in Armed Violence Reduction (AVR) and Humanitarian Mine Action. DDG was established in 1998 and has been operational in East Africa since 1999. The focus of DDG’s work in the region is on AVR, including community-driven approaches to improving public security provision and conflict management, analysis, and sensitivity. DDG has been working in Kenya since 2010. DRC works in both the Kakuma refugee camps and the Kalobeyei settlement in the areas of protection and livelihoods. The Conflict management in a fragile humanitarian context project seeks to improve community relations and security in Kalobeyei and the surrounding areas in order to contribute to more effective assistance and social and economic integration for both refugees and host communities.
    PURPOSE
    The purpose of the consultancy is to conduct the field research for a Conflict Sensitive Assessment (CSA) in the Kalobeyei settlement area. The CSA will identify key safety and conflict issues for both the refugee and host communities, factors which undermine or strengthen the relationship between the communities, and whether assistance and services provided in Kalobeyei are conflict sensitive. The CSA will help shape the project’s activities and policy discussions with key stakeholders.
    KEY RESPONSIBILITIES
    Scope of consultancy

    The consultancy will focus on the field research and data collection for the CSA. This will include at least 10 days field work to conduct the primary research with support from the DRC/DDG team.
    Key tasks
    Develop the CSA methodology appropriate for the Kalobeyei context
    Conduct primary field research, including engagement with communities, implementing agencies and other key stakeholders
    Compile and analyze field research information and data in a clear manner and format

    Methodology

    The methodology must include participatory assessments with both the host and the refugee communities, actor mapping of agencies delivering assistance and services in Kalobeyei, and key informant interviews with stakeholders. Gender inclusion and participation of marginalized groups will be emphasized. Care will be taken to ensure that the different stakeholders are free to express their views without interference or concerns of reprisals.
    Key deliverables/outputs
    Finalized methodology for CSA, adapted to the Kalobeyei context, including a workplan
    Collect, review and compile all raw information and data from research, as outlined in the finalized CSA methodology
    Synthesis report on the findings of the CSA research

    DRC’S RESPONSIBILITIESDRC/DDG will:

    Cover and arrange the consultant’s travel and accommodation to and in the field
    Provide ongoing security advice and support as necessary for travel to field sites
    Faciitate engagement with key stakeholders
    Provide all necessary project documents

    REPORTING ARRANGEMENTS
    The consultant will report to the DDG Country Manager. The focal point for coordination and liaison will be the Turkana DDG Project Coordinator.
    DURATION OF ASSIGNMENT

    A minimum of 10 days will be spent in the field conducting the research. Additional days will be allowed of the information and data to be complied.
    The field research will start as soon as possible, with the final data and synthesis report submitted to DRC/DDG by 31st March.

    About the role:
    This role will be overseeing an OFDA funded nutrition research study beginning March 1, 2018 ending September 30, 2019. It is a new role with unaccompanied terms based in Nairobi, Kenya with frequent travel to Somalia, and a salary of Grade 4 €35,981- €39,979
    Concern Worldwide and the Institute for Global Health at University College London, have jointly been awarded a research project to conduct a randomized cluster controlled trial of cash transfers and behavior change communication. The study will investigate the effectiveness of the intervention against risk factors for acute child malnutrition. The trial will be conducted amongst IDP living in the Mogadishu-Afgoye Corridor. The trial was funded by OFDA for a period of 24 months full time and led by Concern Worldwide. The research project may include other sub-contracted partners that will be involved in delivering the technological solutions for behavior change communication.
    This position is under the supervision of Concern’s Programmes Director and the technical guidance of the UCL Principal Investigator (PI) and will directly manage a research field coordinator, a research study intern as well as guide the health and nutrition team on research technicalities as necessary.
    Your purpose:
    Concern is seeking to recruit a Study Coordinator for the research project. This person will work closely with colleagues in Concern and UCL to coordinate and facilitate all aspects of the study including the design and creation of audio messages used for the BCC, trial design, and implementation. In addition, this position will coordinate other health and nutrition funded research for the country programme, and ensures linkages in programming and efficiency in use of resources.
    You will be responsible for:

    Lead the development and finalisation of the OFDA funded project’s detailed study protocol and implementation work plan
    Develop questionnaires and other tools on digital data gathering platforms for all quantitative and qualitative data collection for the study, including cross sectional and /or cohort household/ child/caretaker surveys; regular context and programme monitoring data for the process evaluation.

    Role overview
    The role seeks to assist VSO program teams in developing and implementing a Participatory Action Research (PAR) methodology aimed at involving the most marginalized in communities to identify, investigate and understand issues they confront and the appropriate action to address this. The role will support integration of Social accountability, Social Inclusion & Gender and Resilience into VSO’s programs in Health, Education and Secure Livelihoods.
    Skills, qualifications and experience
    You Have a:

    Degree / diploma in social science / development studies.
    Well trained in PAR methodologies with at least 4-5 years’ working experience in facilitating PAR using various participatory methods in social development, research design, implementation, coordination, data collection, analysis, interpretation and reporting
    Experience in working with government, NGOs and civil society organizations.
    Experience conducting research with communities

    Desirable

    Experience in conducting participatory action research with communities
    Experience in participatory methodologies

    Allowance and accommodation
    This a Voluntary role, All volunteers have an allowance paid in local currency. The allowance meets reasonable living expenses in country, but will not be enough to send money home.VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.

    Data Analyst Post-Doctoral Research Scientist

    Key Responsibilities

    Participate in the development, review and translation of research tools;
    Participate in the pre-testing of data collection platforms;
    Data cleaning including doing all required consistency checks for project data;
    Document project data sets according to the Center’s guidelines on data documentation, archiving and sharing;
    Extract data and prepare analytical files;
    Develop template syntax files for research staff to use in creating various data sets;
    Perform basic and advanced statistical analysis of data;
    Assist in training other staff members on data analysis
    Participate in scientific writing;
    Write technical reports on data issues; and
    Participate in proposal development and literature review.

    Key Competencies

    Strong conceptual and analytical skills including the ability to analyze and interpret large data sets;
    Proactive and self-motivated; and
    Strong verbal and written communications skills.

    Qualifications and Experience

    Master’s degree in statistics or equivalent;
    A minimum of 5 years relevant post-qualification experience;
    High level quantitative skills (managing, analyzing and interpreting data), such as multivariate and multilevel/longitudinal analyses (preferably with STATA);
    Computer literacy in Microsoft packages (Word, PowerPoint, and Excel); and
    Experience using Open Data Kit (ODK) software and Nesstar is highly desirable.
