    The ISS seeks to appoint five researchers to the ENACT project’s Regional Organised Crime Observatories (ROCO). The researchers will be based in Pretoria, South Africa; Yaoundé, Cameroon; Abidjan, Cote d’Ivoire; Nairobi, Kenya; and Tunis, Tunisia.
    The ENACT project aims to enhance Africa’s response to transnational organised crime, through research, advocacy and evidence-based policy interventions.
    The successful candidates will be responsible for research, monitoring regional trends, networking with stakeholders and project partners, and representing the project at meetings and events to promote research findings and policy interventions. Researchers will keep abreast of organised crime problems, actors and responses at national and regional level, and identify priorities for research and action. Researchers will also support capacity building and technical assistance for regional actors.
    Applicants must be highly motivated, proactive and able to work under pressure. Good writing skills and an ability to respond quickly and manage time effectively are essential.
    Overview of duties

    Conduct thematic, methodologically rigorous research on topics agreed with the ENACT team
    Write up research findings in ENACT’s required long and short formats
    Support the ROCO Coordinator to build networks and maintain relationships with key stakeholders like the AU, government officials, EU, civil society and the media
    Actively disseminate research findings through organising meetings, briefings and seminars to selected audiences
    Gather and share regional and national information with the project team
    Identify policy support and implementation needs of stakeholders, including capacity building, and work with project team to deliver assistance
    Maintain a current understanding of regional and national organised crime developments, responses, actors, and identify priorities for research and action
    Undertake monitoring, evaluation and communications activities, as required by the project
    Ensure that all expenditure (travel, procurement and sub-contracting) complies with required financial rules and procedures

    Overview of requirements

    Post-graduate degree in a relevant discipline such as political science, criminology, development studies, public management, international relations
    At least 5 years’ experience in research, journalism, policy support or technical assistance relating to inter-governmental institutions in the specified region
    Demonstrable record of publications, e.g. journal articles, newspaper reports, project reports, website publications
    Demonstrable record of knowledge relating to transnational organised crime, or a related field, in the specified region
    Excellent verbal and written skills in English and French (for posts in Abidjan, Yaoundé and Tunis)
    Demonstrable record of excellent interpersonal and networking skills, including the ability to work in a multi-cultural environment, and to establish effective working relationships with a diversity of stakeholders
    An existing network among the project’s stakeholders; networks in organised crime or related fields will be an advantage
    Ability to travel within the region and internationally

    The length of the contract will be for 18 months, from 1 June 2018 (or earlier) to December 2019, and may be renewed subject to project requirements, funding and satisfactory performance. A competitive salary is offered.

    Resident of Korogocho and Viwandani will be an added advantage.
    Have proven experience in research work (quantitative and/or qualitative data collection, and report writing). Possessing both skills is an added advantage

    BACKGROUND AND CONTEXT
    DDG is a unit within the Danish Refugee Council (DRC) specialising in Armed Violence Reduction (AVR) and Humanitarian Mine Action. DDG was established in 1998 and has been operational in East Africa since 1999. The focus of DDG’s work in the region is on AVR, including community-driven approaches to improving public security provision and conflict management, analysis, and sensitivity. DDG has been working in Kenya since 2010. DRC works in both the Kakuma refugee camps and the Kalobeyei settlement in the areas of protection and livelihoods. The Conflict management in a fragile humanitarian context project seeks to improve community relations and security in Kalobeyei and the surrounding areas in order to contribute to more effective assistance and social and economic integration for both refugees and host communities.
    PURPOSE
    The purpose of the consultancy is to conduct the field research for a Conflict Sensitive Assessment (CSA) in the Kalobeyei settlement area. The CSA will identify key safety and conflict issues for both the refugee and host communities, factors which undermine or strengthen the relationship between the communities, and whether assistance and services provided in Kalobeyei are conflict sensitive. The CSA will help shape the project’s activities and policy discussions with key stakeholders.
    KEY RESPONSIBILITIES
    Scope of consultancy

    The consultancy will focus on the field research and data collection for the CSA. This will include at least 10 days field work to conduct the primary research with support from the DRC/DDG team.
    Key tasks
    Develop the CSA methodology appropriate for the Kalobeyei context
    Conduct primary field research, including engagement with communities, implementing agencies and other key stakeholders
    Compile and analyze field research information and data in a clear manner and format

    Methodology

    The methodology must include participatory assessments with both the host and the refugee communities, actor mapping of agencies delivering assistance and services in Kalobeyei, and key informant interviews with stakeholders. Gender inclusion and participation of marginalized groups will be emphasized. Care will be taken to ensure that the different stakeholders are free to express their views without interference or concerns of reprisals.
    Key deliverables/outputs
    Finalized methodology for CSA, adapted to the Kalobeyei context, including a workplan
    Collect, review and compile all raw information and data from research, as outlined in the finalized CSA methodology
    Synthesis report on the findings of the CSA research

    DRC’S RESPONSIBILITIESDRC/DDG will:

    Cover and arrange the consultant’s travel and accommodation to and in the field
    Provide ongoing security advice and support as necessary for travel to field sites
    Faciitate engagement with key stakeholders
    Provide all necessary project documents

    REPORTING ARRANGEMENTS
    The consultant will report to the DDG Country Manager. The focal point for coordination and liaison will be the Turkana DDG Project Coordinator.
    DURATION OF ASSIGNMENT

    A minimum of 10 days will be spent in the field conducting the research. Additional days will be allowed of the information and data to be complied.
    The field research will start as soon as possible, with the final data and synthesis report submitted to DRC/DDG by 31st March.

    EXPECTED PROFILE OF CONSULTANT

    Excellent understanding of conflict issues and community security
    Strong and proven research skills and experience
    Strong understanding of the Kakuma/Kalobeyei context or other similar refugee settings
    Willingness and ability to travel to Kakuma

    TERMS & CONDITIONS

    The consultant must abide by all of DRC/DDG’s standard procedures, including the Code of Conduct and confidentiality policies. All data and information collected, and any reports, as well as the methodology of the BNA will be the property of DRC/DDG.
    The research requires at least 10 days in Kalobeyei.

    About the role:
    This role will be overseeing an OFDA funded nutrition research study beginning March 1, 2018 ending September 30, 2019. It is a new role with unaccompanied terms based in Nairobi, Kenya with frequent travel to Somalia, and a salary of Grade 4 €35,981- €39,979
    Concern Worldwide and the Institute for Global Health at University College London, have jointly been awarded a research project to conduct a randomized cluster controlled trial of cash transfers and behavior change communication. The study will investigate the effectiveness of the intervention against risk factors for acute child malnutrition. The trial will be conducted amongst IDP living in the Mogadishu-Afgoye Corridor. The trial was funded by OFDA for a period of 24 months full time and led by Concern Worldwide. The research project may include other sub-contracted partners that will be involved in delivering the technological solutions for behavior change communication.
    This position is under the supervision of Concern’s Programmes Director and the technical guidance of the UCL Principal Investigator (PI) and will directly manage a research field coordinator, a research study intern as well as guide the health and nutrition team on research technicalities as necessary.
    Your purpose:
    Concern is seeking to recruit a Study Coordinator for the research project. This person will work closely with colleagues in Concern and UCL to coordinate and facilitate all aspects of the study including the design and creation of audio messages used for the BCC, trial design, and implementation. In addition, this position will coordinate other health and nutrition funded research for the country programme, and ensures linkages in programming and efficiency in use of resources.
    You will be responsible for:

    Lead the development and finalisation of the OFDA funded project’s detailed study protocol and implementation work plan
    Develop questionnaires and other tools on digital data gathering platforms for all quantitative and qualitative data collection for the study, including cross sectional and /or cohort household/ child/caretaker surveys; regular context and programme monitoring data for the process evaluation.
    Ensure all data protection commitments and protocols are in place and adhered to
    Lead the organisation of the field site activities including:
    Hiring, training, and managing study staff
    Overseeing budget management
    Supervising the collection of process evaluation data.
    Supervising the collection of cross-sectional and/or cohort quantitative study data.
    Supervising the collection of qualitative study data.
    Testing and providing quality assurance of all quantitative data collection and process evaluation data collection using mobile devices and paper, through field observation and appropriate quality control tests.
    Overseeing the downloading of data from the digital data gathering systems and ensure that data are appropriately backed-up.
    Assist with data analysis and paper writing activities that may arise over the course of the study.
    Assist in preparation of monitoring (including budget) reports for the study donor.

    Project Summary: The Tax Compliance project is working on research activities with a view to build evidence on effective and sustainable approaches to increase revenue collection and improve tax compliance.
    The studies aim to evaluate innovative solutions to increase tax compliance for small and medium firms and expect that these studies will provide rigorous and independent evidence on the impact of alternative innovations with a view to build evidence on effective and sustainable approaches to increase revenue collection and improve tax compliance.
    Results rising from these studies could then inform the implementation of broader initiatives that would replicate at a larger scale the most successful interventions.
    Position Summary: The Research Associate will be based in Nairobi, Kenya while field visits will be in Nairobi and other select regions. The Research Associate will take a lead role in collecting data in the field, managing a field team, managing large databases, piloting survey instruments and the interventions.
    The Research Associate will work independently and maintain regular communication with the PI. The position requires excellent interpersonal and organization skills. It also requires proficiency with Stata. Familiarity with other data management and statistical packages is a plus.
    The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research.
    Duties

    Assisting in the development and piloting of survey instruments and conducting pre-tests and pilots.
    Coordinate, and occasionally conduct, qualitative and quantitative interviews with selected firms and businesses
    Working closely with partners and liaising between all stakeholders to ensure all project interests are aligned and accounted for.
    Manage relationships with staff at the partner organization, including regular follow-ups and meetings
    Ensuring all data quality protocols are followed including auditing staff and performing regular data checks on collected data
    Design forms for electronic data collection (using Survey CTO) and manage survey data;
    Ensure all aspects of data quality by overseeing the implementation of data quality protocols including daily quality checks and data security and sharing;
    Take a lead on data cleaning, preliminary analysis (as directed by the PI and RM) as well as data management on the project;
    Writing regular progress reports and leading project meetings to ensure deadlines are met.
    Work closely with the Research Manager and Grants Manager in managing donor deliverables and assist with donor reporting and proposal writing for new grants;
    Manage project staff hiring; prepare project staff hiring adverts, work with the HR department on screening and assist in conducting project interviews;
    Maintain regular communication with the Principal Investigators, keeping them updated on the progress. And will also maintain and constantly update the project log;
    Overall finance oversight on the project including financial tracking, reporting and budget management;
    Other duties as assigned by the supervisor

    Job Qualifications

    A Bachelor’s degree required. Master’s degree preferable.
