    Primary purpose of the position

    Child counsellor at the Child Friendly Space (CFS) will typically provide short-term care to children who reside at the reception centre mostly meeting with individual children or a group of children. Regardless of how many children they meet with, he/she will be responsible for creating a safe, welcoming environment that encourages children to trust him/her and feel comfortable talking with him/her.He/She will focus on treating specific symptoms among children, such as:

    Anxiety

    Stress

    Child counsellor specifically will work with young children and teenagers, creating individualised plans for each child. This may involve employing different strategies that adult counsellors may use and rely on using observational skills more than conversational skills. For example, a child counsellor may encourage young children to play with toys while they monitor their behaviour or habits.

    Role Purpose
    Background and context about the project

    The British Council is the UK’s international organisation for cultural relations and educational opportunities. We build connections, understanding and trust between people in the UK and other countries through arts and culture, education, and the English language. Last year we reached over 80 million people directly and 791 million people overall including online, and through broadcasts and publications. Founded in 1934 we are a UK charity governed by Royal Charter and a UK public body. We receive a 15 per cent core funding grant from the UK government. We work on the ground in more than 100 countries.  
    The Skills for Inclusive Digital Participation in is a Foreign, Commonwealth and Development Office (FCDO) funded project that will contribute to Pillar 1, Models & Enablers of UK Government’s Digital Access Programme led by FCDO with the objective of building digital literacy and basic digital skills for underserved communities in order to make inclusive digital access locally relevant, meaningful and productive. 
    The Skills for Inclusive Digital Participation (SIDP) project builds capacity of digitally excluded individuals which are including young people from lower socio-economic backgrounds, women, and Persons Living with Disabilities/PLWD to help them develop the digital competencies they need to take part in digital life and online activities safely. The project also contributes to enhancing the livelihoods through entrepreneurship that leverages online resources and markets. The project has been implemented since April 2021 in Indonesia, Kenya and Nigeria and will end in March 2024.

    SIDP Project Phase 3

    SIDP Project has entered Phase 3 from April 2023 – March 2024. During this phase, SIDP will add to the benefits already realised – by embedding materials into institutional curricula and programmes and continuing to build the community of practice for trainers, strengthening implementing partners, women, youth and persons with disability on inclusive digital literacy in the targeted countries. Priority activities are:

    Implementation and Embedding of SIDP: 

     Invite partners to apply for grants to train more persons with disabilities, youth and women from lower socio-economic backgrounds using our materials and their additional materials where relevant. 
     Sharing best practice from phase 1 with partners and stakeholders
     More focussed monitoring and evaluation of the partner activities
     Strengthening partners’ capacity towards inclusive digital skills delivery and EDI 

    Building Communities of Practice and Policy Advocacy Events 

     Continue to support regular exchange (local, national and international) and peer-learning among trainers, using online platform. 
     Identify and engage with local, national and international stakeholders in positions of influence and authority in the area of inclusive digital literacy skills. 
     Plan and deliver events to promote SIDP’s policy relevance – leading to government-level recognition in each of the countries covered.

    Monitoring, Evaluation and Learning 

    As the basis for planning and implementing the proposed activities in the extension period between January 2023 and March 2024, learning-points from the reports on project implementation progress and learning shall be reviewed to inform M&E activities. 
    A Theory of Change and Logical Framework have been designed for the project, similarly, baseline and process monitoring assessments have been conducted for project activities implemented up to June 2022. Assessments will also be conducted to estimate the progress made with the activities implemented during the costed extension. Ahead of these assessments, the team is revising its Theory of Change to capture elements of the project to be delivered by December 2022. This revision of the Theory of Change has also informed the revision of the Logical Framework and additional data collection tools focused on assessing the implementation of activities around the Community of Practice and increased awareness among stakeholders. This revision of the ToC, Log Frame and data collection tools shall also capture the additional activities to be implemented up to March 2024.

    Project Expected Outcomes: 

    Higher levels of digital literacy among project participants, giving access to economic and social benefits.
    Higher levels of professional competence and access to relevant professional networks (local, national and international – including the UK) among project trainers.
    Higher levels of capacity and access to international best practice in inclusive digital literacy among local implementing partners and stakeholders in positions of influence and authority regarding digital access.
    Access to opportunities for business and job leading to improved livelihoods of participants.

    Background of the task. 
    The Community of Practice (CoP) is intended to support ELTs (Expert Level Trainer) and Community Level Trainers (CLTs) (trained during the delivery of SIDP programme, and furthermore to support the ongoing development of skills, sharing of best practice, networks, economic and employment opportunities after the end of the SIDP training delivery. 
    During SIDP phase 2 (June 2022 – March 2023), the project has piloted the CoP where each country (Indonesia, Kenya and Nigeria) organizes their own CoP including agenda, curricula/learning content, approach and platform. On this current phase, the project continues supporting regular exchange (local, national and international) and peer-learning among trainers, using online platform. 
    The output of the CoP is:

    A framework of engagement in the CoP and an outline of monthly and quarterly activities that meet the needs and interest of digital skill trainers in Kenya and their implementation through the CoP.
     A platform for hosting and coordinating meaningful online and physical engagement of digital skills trainers through the set of activities.
     Provide access to local and international capacities and resources that contribute to professional development of the CoP audience.
    Offer mentorship and coaching on areas of interest for digital skills trainers. 
    Repository for CoP content to the online platform: (documents, materials, videos, recording, conversations etc)
    This recruitment exercise will allow for a consultant to be availed to deliver the SIDP programme objectives through the Community of Practice (CoP) and the CoP objectives and activities in Kenya between January to March 2024.
    The consultant will work closely with the SIDP programme team in Kenya to provide technical support and management oversight of the Community of Practice and the Country level community of practice consultants. He/she will promote audience engagement and developing opportunities to scale the CoP which will contribute to the SIDP programme objectives.

    Main Accountabilities About the role of the specialist contractor 
     The consultant will be expected to:

     Develop a framework of engagement in the CoP and an outline of monthly and quarterly activities that meet the needs and interest of digital skill trainers in Kenya and their implementation through the CoP.
     Develop a country level CoP framework out of the intercountry framework, detailing guidelines for engagement (including dos and don’ts), providing and applying engagement methodologies and approaches that create and embed ownership of CoP activities by trainers to ensure continuity and sustainability in Kenya.
     Develop a workplan outlining monthly and quarterly CoP activities for digital skills trainers in Kenya.
     Coordinate implementation of the monthly and quarterly activities, this will entail but not limited to: developing event programs, identifying any external guest and managing their invitations, hosting the events together with the project team, coordinating attendance and active participation by the CoP audience, and submit reports detailing outcomes and recommendation from the activities.
     Ensure that the CoP development aligns to SIDP’s theory of change and the project outcomes.
     Create opportunities and facilitate active engagement of CLTs in an International Community of Practice sharing best practice in digital skills development.
    Host and coordinate meaningful online and physical engagement of digital skills trainers through set of activities in the workplan.
     Host topical webinars and workshops bringing together local and international capacities and resources that contribute to professional development of the CoP audience.
     Manage active engagement of digital skills trainers on topical issues on digital skills and providing access to opportunities for growth, learning, and sharing best practices, and challenges in digital skills development at intercountry level.
    Offer mentorship and coaching on areas of interest for digital skills trainers. 
     Identify areas of interest of digital skills trainers in the CoP, together with the SIDP team recruit mentors and coaches relevant to the areas of interest.
     Support the mentors and coaches to develop and execute a 1-month mentorship and coaching program.
     Form the digital skills trainers into mentorship and coaching groups according to the areas of shared interest for coaching and mentorship sessions.
     Collate feedback and submit reports on the coaching and mentorship sessions for continuous improvement.

    Purpose of Activity/Assignment
    The impact of climate change manifests as a water crisis and disease outbreaks in Kenya. The changes in rainfall patterns are causing floods, droughts, and desertification. Climate-induced movement of people and mosquitoes is causing disease outbreaks.  The negative effects of climate change and disease outbreaks are most grave among young children from the most disadvantaged populations in ASAL counties. In order to protect people from the impact of climate shocks, UNICEF plans to harness the behaviour science in the following areas.
    One of the most vulnerable children exposed to the extreme weather and disease outbreaks are those children who are missing out on the health services. According to the DHIS2, Kenya reaches 83% of children under one year with routine immunization yet 2% of children remain without any protection from the vaccines. These children are exposed to the risk of vaccine-preventable diseases, especially Measles, Rubella and Polio with the most at-risk populations being the nomadic, cross-border, and slum dwellers populations across the country. In 2023, there has been increased reporting of circulating vaccine-derived polio virus cases from Garissa County indicating cross-border importation and active transmission at community level, underscoring the need for targeted community engagements informed by the behaviour science amongst the most vulnerable populations living in zero-dose immunization reporting areas along the Kenya-Somalia border. This is in line with the National Vaccine & Immunization Programme (NVIP) National Strategic Plan of the Ministry of Health, which prioritize improving the effectiveness and efficiency of routine and supplementary immunization delivery systems to achieve equity with a focus on under-immunized and zero dose populations. In collaboration with NVIP and Garissa County, UNICEF Kenya plans to expand its evidence-based community engagement with cross-border, nomadic and urban populations to increase the vaccine coverage among children below 5 years.  The intervention will be designed using the behavioural insights with technical support from UNICEF contracted behavioural research firm. The project will be implemented and assessed using a research framework using data at the health facility level, considering the county context.
    In 2023, Kenya detected and later confirmed polio outbreaks. The cases and community contact are all from Hagadera refugee camp, associated with frequent population movement with neighbouring Somalia. The Ministry of Health through the Division of Disease Surveillance and Response and the Public Health Emergency Operations Centre has activated a Technical Coordination Committee, to begin preparations for implementation of emergency outbreak response, as per internationally agreed outbreak response guidelines, including rapid implementation of large-scale supplementary immunization activities. Three rounds of polio immunization campaign were conducted to contain the spread of polio. Additional campaign might be conducted in 2024. It is important to support MOH in collecting and analysing data to provide timely advice to the preparation, implementation and monitoring the upcoming campaigns.
    The same children in ASAL counties are also at risk of regular waterborne-disease outbreaks, where UNICEF provides WASH emergency kits as key commodities in the emergency response. The delivery of the kit is a life-saving measure that provides children, mothers and other community members access safety, better health, dignity and a means to sustain livelihoods. However, the uptake and usage of the humanitarian commodities are not always optimal.  Standardized emergency kits may not  be effective in addressing specific challenges and conditions, if the kit assembly does not take into consideration the local context, including the human aspect. UNICEF Kenya is applying behavioural science to unpack the barriers and enablers for the uptake and appropriate usage of lifesaving commodities and using the Accountability to Affected Population (AAP) approach to intentionally design a meaningful participation of emergency kit beneficiaries in the design and composition of the kits. The purpose of the initiative is to 1) customize the kits that are tailored to people’s needs in emergencies, 2) source the supplies locally where possible, and 3) optimize the delivery of the commodities using technology.
    Justification
    The application of behaviour science and community engagement require an SBC expert who can speak the local language. It is essential to have a sound knowledge of qualitative and quantitative research, as well as pro-active engagement of the county health to bridge the needs of the communities and health services. Recognizing the need to intensify demand for health services and appropriate use of life-saving commodities, it is necessary to hire a full-time consultant based in the Garissa Zone Office.
    Scope of Work:
    Technical support to Vaccine Demand Intensification through Community Engagement

    Contribute to the behavioural insight design pitch and behavioural analysis
    Contribute to the finalization of the behavioural insight interventions tools
    Support the review and finalization of research plan and translation of the tools into local language
    Support the training of the Implementing partners and the National/County Department of Health on behavioural insight toolkit application in immunization interventions
    Monitor the implementation of the project activities in close collaboration with focal points and leads from National Vaccine & Immunization Programme and County Department of Health
    Support the review and timely feedback on the project narrative and financial progress reports 

    Support the polio outbreak response

    Contribute to the planning, implementation and use of data – social investigation – for emergency outbreak response
    Participate and provide technical assistance in the outbreak response planning meetings
    Monitor the polio immunization campaigns
    Participate and provide technical assistance in the campaign internal and external progress & review meetings and ensure timely closure of all action points

    Conduct research to generate behaviour insights for customization of WASH kits.

    Create a research plan, including research tools and proposed methodology.
    Conduct site visits to pilot sites to gather behavioural insights.
    Disseminate behavioural insight reports internally and externally as agreed in the technical working group for WASH kit customization.
    Conduct pre-testing of the customized and innovative product with the target communities and document feedback for further refinement.
    Review current IEC material that accompanies WASH NFI distribution and work with office WG to develop updated IEC material based on needs that arise in pilot, including child friendly IEC materials.

    Deliverables:
    Overall work plan and monthly progress report that encompasses the three areas of work and deliverables. This includes documentation of good practices and lessons learned.

    Support the polio outbreak response

    Support Polio evidence generation planning and implementation using SBC approaches such as social listening, social investigations and rumour tracking among others.
    Support the planning, implementation and monitoring of polio immunization campaigns in focus counties
    Represent UNICEF SBC in the Polio campaign RCCE Committee, Daily PHEOC review meetings and generate evidence-based recommendations and closure of UNICEF action points.

    Conduct research to generate behaviour insights for customization of WASH kits.

    Research plan, including research tools and proposed methodology.
    Research report describing the community feedback and behavioural insights gathered.
    Dialogue held with vendors and suppliers in consultation with the technical working group for WASH kit customization.

    Desired Competencies, technical background and experience

    Advanced university degree in environmental/public health or social sciences (health education, health communication, anthropology, sociology, psychology, social development, development studies etc.).
    At least 6 years of solid professional experience in Social and Behavioral Change or related disciplines, including community engagement and vaccine demand intensification.
    At least 2 years’ experience in the field of immunization and WASH, particularly in generating evidence through formative research and behavioral insights study approaches
    Previous work experience in preparedness or response. 
    Previous work experience in the UN or international NGO an asset. 
    Working experience in North-East Kenya is highly desirable 
    Excellent communication, networking, advocacy and facilitation skills.
    Proven ability to work independently under difficult conditions.
    Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
    Familiarity and/or experience with UNICEF and the UN system is desired
    Previous working experience with implementing partners delivering interventions to cross-border, new arrivals and mobile nomadic populations
    Advanced quantitative and qualitative behavioral data analysis skills using Power BI, Microsoft Office Applications, Open Data Kit (ODK) amongst others
    Fluency in English, Kiswahili and Somali is required. Other local languages are an asset.
