    Scope of Work and Responsibilities
    The scope of work will be:
    Review relevant existing reports, analytical work and other existing knowledge on women and political participation in Somalia;
    Aide the national consultant in developing key interview questions and aide the analysis of interview outcomes;
    Summarize the existing knowledge and identify key challenges and new questions;
    Suggest further areas and key questions for research.
    Deliverables and Time Line
    A draft research paper on the findings of the desk study (15 December 2016);
    A final research paper on the State-of-the-Art knowledge on women’s political empowerment in Somalia, including recommendations of further analytical questions, ca. 30 pages (31 December 2017)
    The selected consultant will be responsible to ensure close coordination with the local consultant, and with the UN Women Somalia Country Programme Manager and the Research Coordinator.
    The consultancy will start 15 November 2016 and last until 31 December 2016. The contract will be a total of 20 working days.

    Responsibilities for the Business Mentor Job
    The Mentor deployed by Practical Action on a full time basis will implement a mentoring plan developed jointly with his/her supervisor. Mentorship sessions will be delivered through one on one coaching, group sessions and telephone conversations with selected last mile women entrepreneurs of solar lighting products.
    Business Mentorship Course Will Cover But Not Limited To:
    Basic business management skills
    Business records and book keeping skill ensuring that the entrepreneurs keep relevant and updated business records
    Costing and pricing of the solar lighting products
    Business plan development; ensuring that the mentored entrepreneur has a feasible business plan by the end of the mentorship program
    Marketing skills that employ the 4Ps, among others
    Source of business finance and financial linkages
    Perform a one-on-one monthly session with the women entrepreneurs based on identified gap and needs. Develop action plan drafted by the entrepreneur with guidance from the Mentor.
    Follow up on the time bound action points highlighted in the action plan and provide entrepreneurs with technical advice and motivation in areas of difficulty. Ultimately the business mentor will facilitate the development of business acumen and self-confidence of the entrepreneur in management of the business over the period of engagement.
    Avail information and market intelligence to the entrepreneur to aid in formulating decisions for the uptake of quality-verified off-grid lighting products by the entrepreneurs for re-sale. The mentor will also provide linkage of the entrepreneur to suppliers and or distributors of the off-grid lighting solar products and where necessary to last mile retailers.
    Specifically, the mentor will transfer knowledge to the entrepreneur on inventory management (skills in determining optimum stock levels and re-order levels of the off grid lighting products).
    Organize Supplier presentations and demos with the objective of facilitating product knowledge and linkage to certified products. In addition the mentor will liaise with Micro Finance Institutions and other business development service providers will to be invited to the group mentorship sessions.
    Hold and facilitate Two Community of Practice (CoP) type forums in each region the mentor will be assigned over the project implementation period. These will help to identify common challenges among the women entrepreneurs which will be discussed under the project’s CoP protocol and methodology.
    The Project mentor will be required to submit a monthly mentorship progress summary report in a Google form template that will be provided by Practical Action. Additionally a monthly narrative brief report that Captures and records opportunities, challenges and lessons observed during the project implementation.
    At an opportune time, the mentor will hold at least one sensitization session for spouses (men), based on willingness and availability. This is in order to build additional support mechanisms for the women entrepreneurs from a family and social front.

    This position will be for a fixed term contract of seven months. The mentors will be based in the clusters below and they’ll be required to travel across a region to remain in close touch with the entrepreneurs.

    Terms of Reference for Evaluation of Implementation of PAWA Strategic Plan in 2015
     
    Purpose
     
    This is a Short-term consultancy assignment to carry out an evaluation on year one of implementation of core activities of the strategic plan of PAWA. The assignment will also assess organizational capacity development reflecting on the findings of the internal control systems audit carried out in 2014. PAWA is a partner organization to the ongoing Forum Syd Wajibu Wetu Programme.
    Assignment Background
     
    PAWA Initiative is a non-profit initiative established in 2009. It is the philanthropic arm of PAWA254, Kenya’s unique art and cultural collaborative hub that houses, fosters and catalyses creative and community-driven projects for social change. The acronym “PAWA” is Swahili corruption of “power,” while “254” is Kenya’s international telephone code. Our vision is to facilitate a bold, innovative and thriving art and media landscape to create social change in Kenya and exists to provide space and avenues where artists can learn and develop skills that can expose them to further opportunities for enhanced outputs, while promoting social change.
     
    As a bold ‘ARTIVISM’ organization that creatively integrates art and activism to promote active civic participation, livelihoods and employment development for Kenyan youth, PAWA’s work is organized around two thematic areas;
     
    Arts and Culture: PAWA works at developing the capacity of emerging artists and facilitating the integration of this artistic expression for livelihoods development for young people in Kenya. This is achieved through a number of interventions including provision of a state of the art co- working space that consists of creative suites for artists and professional equipment such as cameras, lighting, and other production equipment, skills transfer, networking and partnership opportunities.
     
    Civic Engagement & Social Accountability: PAWA uses art as a form of civic engagement through dance, poetry, graffiti, theatre, music, film and photography all while embedding dialogue and participation.     Objectives and Scope of Work
     
    This Evaluation covers PAWA strategic plan 2015-2019 specifically the fiscal period of Jan. 2015 – Dec. 2105 with direct support from the Embassy of Sweden Nairobi. The assignment will also cover the progress on the implementation of internal controls system audit recommendations, as well as the various activities implemented by PAWA (planned and unplanned). In overall the assignment should cover the following areas;
     
    Regarding the strategic plan and activity implementation in 2015, the evaluator will assess the following;
     
    All activities implemented in the year both those planned within the strategic plan and others implemented in line with PAWA priorities for the year.
    Assess the relevance of PAWA work in 2015 in relation to their strategy and activity plan for the year. e.g. How is the appropriateness of the implemented activities to the problems identified, needs and priorities of its target group/rightholders?
    Effectiveness: Are the strategies, approaches and activities implemented relevant, well-designed and effective? To what extent have the partner communities been involved in the planning, implementation and monitoring processes?
    Efficiency: To what extent have resources (human, financial, administrative, time, etc.) been efficiently utilized and combined to achieve the expected results- towards change process
     
    Regarding internal controls system audit, the evaluation will assess
     
    How well PAWA has been able to incorporate the recommendations from the internal control systems audit in their day to day management
    Specific area of assessment will include progress on the implementation of the recommendations of the system audit action plan, identifying challenges and deviations.
    Broadly the assignment will also include an assessment of the organizational structure in place to implement the organization strategic plan.
     
    Assignment process  
    Preparatory Phase: As soon as the team leader and the team members are identified and contracted, the team shall produce the inception report 5days after signing the contract. Forum Syd shall make all relevant documents available to the team for review in good time before the actual evaluation and assessment.
     
    Evaluation and Assessment Phase: Based on the TOR and the submitted proposal; the team and the Forum Syd will agree on a timetable of the assignment process and a mechanism for reporting. The methodology and the work plan shall be discussed and agreed upon between the team and the Forum Syd. Forum Syd shall brief the team on the PAWA Strategy. To assess the implementation of recommendations of internal control systems audit of 2014 by PAWA the team shall meet regularly over the consultancy period with the Board, Management Team and staff at their offices. 2- 3 short interim reports and feedback meetings shall be provided.
     
    The team shall conduct field visits to agreed project areas and have meetings and workshops with partner communities, PAWA 254 staff and, to the extent possible, with local government and other stakeholders. PAWA shall provide a comprehensive brief on the projects and be responsible for facilitating the co-ordination of meetings and workshops. Prior to commencing the evaluation at each project location, the team shall meet with the project staff for a briefing.
     
    Prior to departure from the project sites, opportunities shall be sought to debrief project staff on the team’s key local project findings. At the end of the strategic plan evaluation phase, a debriefing workshop shall be conducted to discuss the preliminary findings, conclusions and recommendations. The purpose is to inform PAWA, partner communities and other stakeholders of the team’s observations, and to gather feedback to improve the final report. Ample time is set aside for feedback meetings, analysis and reflection together with PAWA staff, management team and Board.
     
    Completion Phase: The evaluation ends when the final report has been delivered and the PAWA management has given their response to the recommendations in writing. PAWA shall also develop an Action Plan to implement the recommendations as appropriate.
     
    Reporting
     
    It is the responsibility of the team leader to compile the reports based on input from the other team members. The final reports should be produced after incorporating feedback from PAWA and partner communities. The report should not exceed 50 pages (excluding annexes) each. A draft report should be sent to Forum Syd, PAWA and partner organization by e-mail for comments within 8days after the debriefing workshops. The final reports should be delivered to Forum Syd and PAWA both as a hard copy and as a PDF file.
     
    The linkages between findings, conclusions and recommendations in the reports should be clear and transparent. The recommendations should refer back to the TOR, be actionable, explicitly linked to the conclusions, clustered, prioritized (very high/high/medium) and with an identified addressee.
     
    Indicative Timetable
     
    The evaluation process shall start on 1st of Nov. 2016 and shall get concluded by 5th Dec. 2016. Keeping this timeline in view, the evaluator has to develop detailed schedule for the evaluation. The consultancy working days shall be staggered across this period. The Evaluation Team Bids for this assignment are open to independent individual consultants or a consultancy firm. If bidding as a team, the team should not exceed 3 persons and each member should have a specific role and responsibility clearly defined in the proposal.

    Specific aims:
    Delivering long-term re-integration of children and working with other stake holders to strengthen the economic circumstances of the vulnerable community and family members
    To increase access to economic and business opportunities by families and foster families of street and working children leading to increased household income, purchasing power of families and meeting of the basic needs.
    Strengthening protection of children in HOVIC’s programme and increasing awareness on the right of children in and outside the organization
    Building children’s capacity to speak-up for themselves by intensifying life-skills and enabling them to self-advocate
    Access to education at primary, secondary and vocational training levels.
    Strengthen organisational capacity of HOVIC to become a viable, sustainable and effective organisation to meet the needs of street and vulnerable children.
    Project Beneficiaries: Street boys living and working on the street. These are boys living in, on or from the streets. The project also targeted girls and girls in the hidden sector and the girls working in the hidden sector (include maids, casual workers, sex workers and beggars). Other targeted groups include parents and guardians of street children.
    Objective of the evaluation The overall goal of the end term evaluation is to establish the extent to which the implementation of this grant achieved the intended outcomes. Specific objectives of the evaluation:

    quality living standard focusing on access to health and health care services, nutrition and shelter
    How far the reunification of children with families, foster parents and guardians was achieved and how sustainable the process was in preventing return to the streets of rehabilitated children
    The extent to which the reintegration model has worked and whether this could be replicated and up scaled and establish what challenges there are to the success of this model
    To assess the extent to which families of rehabilitated children have achieved increased incomes to provide for the social, economic and psychological needs of reintegrated children
    To assess the extent to which the rights of children living on the street and in the hidden sector are respected and guaranteed by the authorities and communities focusing on the respective roles and responsibilities of Community leaders and elders, police and justice to protect street and vulnerable children and the provision of legal representation to redress abuse and injustice in the courts of law. To what extent has HOVIC’s advocacy strategy been
    instrumental in accessing health and education services from the public institutions.
    The extent to which HOVIC’s capacity has been strengthened and classified as being viable, sustainable and effective in supporting street children. The evaluation should focus on management’s competence and skills sets in relevant technical areas for an organisation working with vulnerable children and the capacity of the board to give strategic guidance and oversight on the operations of HOVIC. Scope
    The evaluation is expected to ascertain whether or not the project has been relevant, efficient, effective, and sustainable and whether it had impact on the lives of beneficiaries; and review other key organisational systems as required (e.g. financial; HR policies and child protection systems). The End of Project Evaluation will respond to the following issues: What difference has the project made to beneficiaries’ lives (what, where, when and who)?
    To what degree has project outcomes been achieved? Were there any unexpected outcomes?
    Who benefited and in what ways?
    Are those changes (outcomes) relevant to the street children’s needs? Has the project been able to adapt these outcomes to meet beneficiaries’ priorities?
    Are they likely to be sustainable in the long term?
    Have there been changes to policies, practice and attitudes of decision and policy makers to benefit the project’s target groups?
    To what extent has the project contributed to the achievement of broader national and international policies, conventions, targets, etc in Kenya?

    Methodology
    In outlining the methodology, we expect the consultant to demonstrate their understanding of the TORs, their overall approach to carrying out the work and provide a detailed outline of the methodology and an indicative work plan for the evaluation. This would include the design and development of tools for use in carrying out the evaluation. The methodology will also include case studies to assess how the grant has benefited targeted street children. The consultants will specify how the information for case studies will be collected and used to contribute to the evidence base to demonstrate the impact of the project. The consultant will review documents and reports provided by Hope for Victoria Children and Widows and Orphans International and will produce an informed inception report on how the consultant will carry out the evaluation, details of instruments and tools to be used in collecting primary data, analysis and reporting. We expect the inception report to identify the issues that will be addressed during the evaluation and propose a detailed timeline of the key activities of the evaluation including field visits to HOVIC to meet with key staff and stakeholders and project beneficiaries.
    The Consultant should assess and verify the quality of the information generated by the project by undertaking a quality assessment of: Project M&E and learning (MEL) systems (validity and reliability of data collection, storage and analysis; effectiveness of processes to use and share information)
    We expect the consultant to interview the Comic Relief Grants Manager and WOI staff responsible for international programmes. The consultant will present initial findings to HOVIC management team, the board and invited key stakeholders. It is expected that the End of Grant Evaluation will be carried out in 26 days from 17th Oct,2016 and a final report submitted by 15th Nov,2016.     Management arrangements
    The evaluation assignment will be managed by HOVIC with support from WOI. The roles of the team will include the following:
    Lead the advertising, recruitment and selection process for a consultant to do the evaluation and select the consultant in consultation with Comic Relief
    Review and approve the inception report and provide comments and recommendations for any improvements, if needed
    Review the draft report jointly with WOI and provide comments on the report and recommend any improvements if needed
    Skills required for the Consultant Jobs:
    We are looking for consultants with a strong record in conducting evaluations within the vulnerable children sector. The successful consultant will have the following:
    Significant experience in conducting evaluation assignments.
    Good knowledge of development cooperation instruments, international development policies and processes
    Good knowledge and experience of partnership approaches in the African context
    Good knowledge and experience in advocacy and policy influencing
    Excellent analytical, writing and synthesis skills
    Familiarity with Comic Relief strategies and processes will be an advantage
    Understanding of Street and Working Children & Young People programming
    Proven knowledge and analysis in relation to rights-based approach
    Experience and knowledge in working in partnership with organisations
    Experience of participatory research methodologies
    Demonstrable knowledge of issues of Children living and working in the streets and in the hidden sector.
    Qualifications of the Consultants:
    Post-graduate degree in social sciences or other relevant field
    At least five years experience in conducting assessments, midterm reviews and evaluations of similar projects in Kenya
    Excellent report writing, research and analytical skills
    Have comprehensive understanding of Children rights and protection
    Experience working with street and vulnerable children
    Good working knowledge of Swahili would be an asset.
