    Scope, approach and methodology.
    The training methodology will use a workshop style approach of training while providing a lot of practical sessions during the training. Theory sessions will be accompanied by practice to ensure that the trainees can adequately develop online data on the selected platforms.
    Tentative training dates -10TH -13TH/ 01/ 2017.
    Training Objectives. Undertake an M&E/ IT/ Other FEED staff training on:
    Mobile data for surveys.
    Use of same platforms to manage regular project data
    Authoring of survey tools in.xls using the KPC questionnaire and exporting the tools into the survey.
    Data hosting-Online data server platforms e.g. ODK, Kobo, Ona, Enkento, etc.
    Editing the questionnaires to accommodate new changes
    Managing the online Survey data on the platform- Cleaning.
    Data quality mechanisms to reduce errors in data collection at the questionnaire level.
    Extracting the GPS coordinates and Using GIS software to plot and display data on basic maps and monitor data collection real time.
    Exporting the survey data into other formats.
    Setup of Tablets with the data collection tools. Specifications and software requirements for the gadgets.
    Data protection mechanisms
    Pros and cons of free subscription vs premium subscriptions.
    Governance and accountability FEEDs Obligations
    FEED will support the training logistics and provide any other necessary training materials
    FEED will orient the consultant to the data available and also the survey questionnaires in use.
    FEED to pay the agreed training fees after the receiving the invoice and training report.
    Consultants Obligations
    The Consultant shall work closely and under the oversight of Head of Programs to deliver a quality training.
    The engagement will be for 4 working days starting from 10th January and end on the 13th January 2017.
    Submit the expression of interest to FEED prior to the engagement.
    Submit the training report 7 days after the training as support of the invoice that shall be submitted to FEED.
    The Consultant shall not assign or transfer any of the obligations or benefits of the engagement to 3rd parties without prior notification and consent of FEED in writing.
    The Consultant must uphold professional ethics and work within the Kenya labour laws.

    Professional qualifications of the Consultant. The key Consultant should ideally possess the following qualifications and experience:
    Degrees in the Statistics with additional qualifications in Mobile data management.
    Diverse understanding and clear knowledge of Evaluation or Research
    Extensive knowledge i.e. between 3-5 years’ research and evaluation experience with international agencies
    Sound analytical and technical competence in the subject matter
    Have conducted similar evaluations in the recent past.

    Consultant: To document good practice in addressing child violence

    Scope
    The project is operational in Nairobi and Marsabit Counties reaching out to 151 schools, 63 Charitable Children’s Institutions, seven Statutory Children’s Institutions and targeted communities in Nairobi’s informal settlements (Mukuru, Korogocho, Dandora and Kariobangi) and Marsabit Central district.
    Activities
    · Conduct desk review of the following documents developed during the programme as a first step to identifying best practises including but not limited to: Integrated Action to End Child Violence Mid-Term Program Evaluation Report, National Plan of Action for Children 2015-2022, Nairobi and Marsabit County Children’s Service Providers Directories, Let us Keep our Children Safe, Draft Positive Discipline Handbook and Day Care Centre Guidelines for Nairobi County.
    · Development of an inception report
    · Develop research tools to identify good practises and learnings from interventions carried out during the Action
    · Collect data on learning from key stakeholders (including but not limited to Department of Children’s Services, Ministry of Education, targeted institutions and other non-state agencies) from Nairobi and Marsabit field sites
    · Analyse the qualitative data generated from key informant interviews and focus group discussions (FGDs) with targeted beneficiaries
    · Draft a final report on the analysis
    Expected outputs/ deliverables:
    · A short inception report including a detailed work plan, list of key informants to be interviewed, data collection tools and outline interview questions – one week after signing contract.
    · Submit first draft report to GOAL Kenya for feedback after which a final copy of the report will be prepared and will only be accepted by GOAL Kenya when all comments have been adequately responded to.
    · Submit the final copies of the report in 2 bound-hard copies and a soft copy in MS word and PDF.
    · Submit complete data set and codebook and all original recordings and transcripts of qualitative and raw quantitative data. Time frame for consultancy From 1st December to 20th December, 2016
    Required Skills and Experience:
    Minimum of a post graduate degree in psychology, sociology, Psycho-social sciences, anthropology 5- 10 years’ experience in child protection

    Position Description
    As part of SPSS, IBTCI seeks candidates for the position of Contribution Analyst for an evaluation of the Transition Initiatives for Stabilization Plus (TIS+) program.  TIS+ seeks to promote stabilization in Somalia through good governance, economic growth and countering violent extremism. The purpose of the activity is to foster participatory processes that promote good governance and community cohesion.  TIS+ activities will contribute to improvements in government service delivery, leading to strengthened governance and community cohesion. Communities will be supported with access to livelihoods, income generation, and basic community infrastructure.
    The TIS+ task order will run from November 2016 to July 2019. This position will run from December 2016 – August 2017, with the possibility of extending for the remaining two years, and the estimated total LOE for the first year is 126 days. The work will occur in phases throughout the 3 years and most of the work will be Nairobi based with travel to Somalia. 
    The objectives of the TIS+ program are to:
    1) Increase confidence in governance based on equitable participation in decision-making and management of community assets.
    2) Empower community and government representatives to engage with the private sector and development actors in a collaborative process for community growth.
    3) Increase Somali engagement in creating a more stable future.
    4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
    TIS+ will use a cluster-based approach to the selection of geographic areas in which to intervene. Activities will focus on a limited set of clusters at any time, and be rolled out to new clusters as accessibility allows. This will allow the activity to respond to conditions on the ground and maximize efficiency in programming. It also allows them to move into areas as they become liberated and are most in need of stabilization programming.
    Responsibilities  
    The Contribution Analyst’s responsibilities will include, but are not limited to:
    Participate in revision and finalization of the Theory of Change or project logic to ensure applicability of contribution analysis method;
    Assess potential data sources and identify data requirement;
    Contribute to design of data collection tools, including articulating cause-effect questions and ensuring their inclusion in the semi-structured questionnaire and qualitative study guides;
    Contribute to the training of staff involved in the qualitative study;
    Construct contribution story, assessing the strengths and weaknesses of the cause-and-effect logic in light of the evidence collected, the relevance of other contributory factors and the evidence for rival explanations;
    Participate in data analysis and provide insights critical to the Somalia context;
    Write sections of the final baseline evaluation report incorporating contribution analysis.
     
    Qualifications  
    The Contribution Analyst should demonstrate the following expertise:
    Demonstrated, extensive experience in planning and conducting baseline assessments and mixed-method evaluations;
    Experience with contribution analysis methodology, especially regarding community-based programming in insecure / fragile environments;
    Strong analytical skills to report the comparative findings (across clusters) in a concise manner
    Expert knowledge of the past and current status of governance in South-Central Somalia;
    Knowledge of design and implementation of instrumental case studies (“Why” and “How”) and stability phenomena in the Somalia context / experience with programming focused on Countering Violent Extremism;

    Justification
     
    In Dadaab there still lies a huge communication gap in terms of access to information by persons with hearing impairment. Equally, hearing persons have also faced similar challenge  in communicating to persons with hearing impairment. This creates a barrier in promoting inclusive services and mainstreaming to persons with hearing impairment in most of programmatic activities and interventions by various organizations. It is this premise that necessitates the need to have a sign language consultant to conduct a two (2) weeks intensive training on sign language to the national staff of Handicap International, their partner organization staff together with refugee community staff, with the aim of improving their capacity in serving persons with hearing impairment in Dadaab refugee camps.
     
    Requirements for the Position
     
    Beneficiary/Beneficiaries The sign language training will target various agencies in Dadaab refugee camps including, Handicap International national staff as well as their refugee community staff. The various agencies will be invited to present a specified number of their staff for this training. All the staff trainees will be drawn from all the three camps (Ifo 1, Ifo2 and Dagahaley camps) in Dadaab.
     
    Overall Goal: All Persons with hearing impairment in Dadaab refugee camps access humanitarian services free of communication barrier
     
    Specific objectives:
     
    To build capacity of humanitarian staffs in Dadaab to provide inclusive services to Persons with hearing impairment
    Develop training materials for training of participants on sign Language
    Conduct 10 days sign language training for 20 National and 60 refugee staffs of Handicap International and partner organizations
    Conduct post training needs of the participants and make recommendations
    Anticipated Results and Indicators to Facilitate Acceptance and Validation of Outcomes
    Increased knowledge and skills in sign language of the participants through the outcome of a pre and post-tests.
    A prepared report on the outcomes of the training and recommendations for future training needs of the participants.

    The consultant should possess the relevant sign language certificate from an international or locally recognized institution with more than five years working experience with persons in forced displacement contexts. Proven experience in working in either Dadaab or Kakuma refugee camps in Kenya will be an added advantage.

    The language of instruction during the training will be English.
     
    Service Duration
     
    The Start date for this consultancy will be 22nd November 2016 and it is expected to end on9 th December 2016. The consultancy is planned to take a total of 18 days (inclusive of weekends) as shown in the following mission timetable:

    Based on the proposed timetable laid down in these Terms of Reference, the consultant must set up a work schedule for the performance of the service. The work schedule must clearly specify the manner in which the consultant will approach the activities required to perform the service. The schedule must indicate the progress and/or the standard of service performance, including  the criteria and/or indicators to check that the service provision is proceeding smoothly (such as pre and post- test performance tests).
     
    Report
     
    For the duration of the contract, the consultant will report every 5 days to the Inclusion
    Technical Officer in Dadaab on progress reports of the sign language training.
    The report will consist of:
    Content on the topic of sign language such as numbers, nouns, verbs adjectives, preposition, days of the weeks, months etc
    Language of instruction with clear link between Kenya Sign Language (KSL) and Sign
    Exact English (SEE).
